Abstract

This study aims to analyze the bibliographic characteristics and content of stunting policy articles published in Scopus indexed journals by researchers around the world from 2000 to 2023. Data was taken from the Scopus database using the search term "Stunting AND Policy" in various categories, including article title, abstract and keywords. Content analysis and creation of visual representations of keyword occurrences were carried out using the VOSviewer program. This research identified 201 papers on stunting policies published over the last 23 years according to specified protocols. Key topics include stunting, child health, and nutritional status, with publications appearing in 32 journals discussing malnutrition. A collaborative effort involving 37 countries contributes to stunting policy research, and leading journals include Food and Nutrition, World Development, and Food Policy. Institutions in the United States stand out for having the highest number of publications by affiliated researchers. Global research on stunting has experienced significant growth in the last two decades. There is potential for interesting discussions in future research on stunting in relation to public health governance, policy and implementation. However, the limited research in Asia and Africa on this topic underscores the need for further exploration in this region.Bibliometric; Publication; Stunting Policy; Scopus; VOSviewer

Abstract

Transaksi adalah salah satu dari kegiatan ekonomi yang menjadi salah satu syarat terjadinya jual beli. Transaksi meliputi tipe tunai dan non-tunai. Seiring dengan kemajuan teknologi, transaksi non-tunai saat ini menjadi salah satu pilihan yang dipilih dalam kegiatan transaksi. Preferensi pelaku UMKM dan konsumen dalam menyediakan transaksi non-tunai QRIS menjadi hal yang penting untuk diteliti dengan tujuan mengetahui apa saja yang menyebabkan preferensi Pelakuu saha dan konsumen memilih transaksi non-tunai QRIS. Penelitian ini menggunakan teori pilihan rasional dari James Coleman untuk menganalisis preferensi penggunaan QRIS pada pelaku UMKM dan konsumen di Kota Bandung. QRIS dirancang untuk menyatukan berbagai layanan pembayaran berbasis QR dalam satu standar. Teori pilihan rasional melihat tindakan atau perilaku seseorang dipengaruhi oleh suatu pertimbangan tertentu dengan suatu tujuan, sehingga pilihan dalam bertindak terbentuk dari tujuan tersebut. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Penelitian deskriptif yang dilakukan bertujuan membuat deskripsi atau gambaran secara sistematis, faktual, dan akurat mengenai preferensi penggunaan QRIS pada pelaku UMKM di Kota Bandung. Berdasarkan hasil analisis ditemukan identifikasi aktor, tujuan, dan sumber daya dalam pilihan rasional meliputi pelaku UMKM, konsumen UMKM, penyedia jasa pembayaran (PJP), Bank Indonesia dan Pemerintah Kota Bandung mengarah kepada memilih untuk menggunakan transaksi QRIS untuk mencapai tujuan masing-masing. Transactions are one of the economic activities that are one of the requirements for buying and selling. Transactions include cash and non-cash types. Along with technological advances, non- cash transactions are currently a preffered option in economic activities. The preferences of MSMEs and consumers in providing non-cash QRIS transactions are important to study in order to find out what causes the preferences of MSMEs and consumers to choose non-cash QRIS transactions. This study uses James Coleman's rational choice theory to analyze the preferences for using QRIS among MSMEs and consumers in Bandung City. QRIS is designed to unify various QR-based payment services in one standard. Rational choice theory sees a person's actions or behavior as influenced by certain considerations with a purpose, so that the choice to act is formed from that purpose. The method used in this study is descriptive qualitative. The descriptive research conducted aims to create a systematic, factual, and accurate description or picture of the preferences for using QRIS among MSMEs in Bandung City. Based on the results of the analysis, it was found that the identification of actors, goals, and resources in rational choices including MSME actors, MSME consumers, payment service providers (PJP), Bank Indonesia and the Bandung City Government led to choosing to use QRIS transactions to achieve their respective goals.

Abstract

Fenomena parade sound horeg telah menjadi tren sosial-budaya yang menjamur di berbagai daerah Indonesia, terutama di wilayah Jawa Timur. Di satu sisi, parade ini menjadi wadah ekspresi budaya dan penggerak ekonomi kreatif berbasis komunitas. Namun, praktiknya yang tidak terkendali telah memicu konflik sosial, gangguan kesehatan, dan pelanggaran hak-hak kelompok rentan. Kajian literatur ini bertujuan untuk menganalisis urgensi kebijakan inklusif dalam menangani konflik akibat tren sound horeg, dengan menelaah tiga aspek utama: kelemahan regulasi daerah, rendahnya kesadaran hukum masyarakat, dan pendekatan penyelesaian konflik yang terlalu formalistik. Hasil kajian menunjukkan bahwa regulasi daerah kerap tidak dirancang secara partisipatif dan adaptif terhadap konteks lokal. Sosialisasi kebijakan tidak efektif, menciptakan kesenjangan pemahaman yang memicu resistensi. Pendekatan restoratif, seperti mediasi komunitas dan perlindungan afirmatif terhadap kelompok rentan, direkomendasikan sebagai strategi alternatif yang lebih berkeadilan. Studi ini menekankan pentingnya pergeseran paradigma kebijakan dari pendekatan represif menuju inklusif dan partisipatif, guna menjembatani ekspresi budaya dengan hak atas lingkungan yang aman dan sehat.

Abstract

This study aims to identify and analyze the collaboration between the government and the private sector in managing non-cash basic food assistance programs in three Regencies in Indonesia, namely Sinjai, Takalar, and Bantaeng Regencies. The program in the food sector began in 1998, aimed at ensuring the availability of rice at affordable prices for the poor, known as the Non-Cash Food Assistance program (Bantuan Pangan Non-Tunai, BPNT). It is hoped that the parties that cooperate in the delivery of the Non-Cash Food Assistance program (Bantuan Pangan Non-Tunai, BPNT) services will develop collaborative partnerships and depend on regional readiness. On the other hand, this has a negative impact because implementers in the regions are more flexible in controlling without oversight from the central government. Using a multi-case approach, this research employs a qualitative-explorative research method to examine Indonesia's non-cash food assistance program as a national initiative to fight poverty. Data was collected from interviews, field observations and applicable literature, then Nvivo 12 Pro was used to analyze the results. The study findings show that cooperation between the public and private sectors in the regions in implementing the basic food assistance program is still not optimal. The practice of corruption in program implementation is still an obstacle to implementation. Society accepts not according to the provisions, and the quality of commodities is far from expectations.
