The study aims to determine the specifications of Umar's policy in government from the perspective of siyasah dusturiyyah which is the development of Islamic legal thought. The results of the study show that the specifications of Umar's policy in government have the ability to direct the behavior of others, have certain skills that not everyone has, so that they can solve problems that arise in the life of mankind. Between the leader and the led there must be a synergy relationship, also between the people and the government in carrying out responsibilities. Umar's specifications in government have several principles, namely: (1) The application of legislation includes the benefit of the people (2) The principle of deliberation (3) The principle of justice (4) The principle of equality (5) The principle of responsibility (6) Obey the elected government de facto (real) (7) Build trust between them.

AbstrakPraktik investasi bodong telah menjadi masalah serius di Kota Makassar, yang dapat merugikan masyarakat dan mengganggu stabilitas ekonomi. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan syarâ€™i dan pendekatan yuridis empiris, melalui wawancara dan observasi terhadap pihak terkait dengan praktik investasi bodong di Kota Makassar. Hasil penelitian menunjukkan bahwa Pemerintah Kota Makassar telah melakukan beberapa upaya untuk mengatasi praktik investasi bodong, seperti meningkatkan transparansi dan akuntabilitas dalam pengelolaan investasi. Namun, faktor-faktor seperti kurangnya kesadaran masyarakat dan kelemahan dalam implementasi regulasi masih menjadi tantangan signifikan. Penelitian ini menunjukkan bahwa peran Pemerintah Kota Makassar harus lebih komprehensif dan berintegrasi dengan nilai-nilai syariat Islam untuk mengatasi praktik investasi bodong. Berdasarkan perspektif siyasah syarâ€™iyah, penelitian ini memberikan rekomendasi untuk meningkatkan kesadaran masyarakat dan memperbaiki implementasi regulasi terkait penanganan investasi bodong.Â AbstractFraudulent investment practices have become a serious problem in Makassar City, which can harm the community and disrupt economic stability. This research uses qualitative research with a shar'i approach and empirical juridical approach, through interviews and observations of parties related to fraudulent investment practices in Makassar City. The results show that the Makassar City Government has made several efforts to overcome fraudulent investment practices, such as increasing transparency and accountability in investment management. However, factors such as lack of public awareness and weaknesses in regulation implementation still pose significant challenges. This research shows that the role of the Makassar City Government must be more comprehensive and integrated with Islamic values to overcome fraudulent investment practices. Based on the perspective of siyasah shar'iyah, this study provides recommendations to increase public awareness and improve the implementation of regulations related to handling fraudulent investments.

This study aims to find out how the leadership strategy of the Head of Lempangang Village in empowering the community during the Covid-19 pandemic. This research is a qualitative research with a syar'i, normative juridical, and sociological approach. The results showed that during the Covid-19 Pandemic, the Head of Lempangang Village launched several programs as a form of empowerment in dealing with the impact of Covid-19, including making pastries, making handicrafts and sewing courses as soft skills for economically affected residents. In addition to ensuring the safety of the lives (hifdz nafs) of each of its citizens from the Covid-19 virus, the village head is also responsible for the resilience of his residents economically to survive during and after the pandemic.

Penyebaran pandemi Covid-19 yang tengah melanda dunia termasuk Indonesia berdampak langsung terhadap kehidupan sosial-ekonomi para pekerja. Banyak pekerja yang akhirnya dirumahkan bahkan mengalami Pemutusan Hubungan Pekerja (PHK). Kondisi tersebut memaksa pemerintah merumuskan pelbagai kebijakan ekonomi, dan salah satunya adalah program Kartu Prakerja. Penelitian ini dimaksudkan untuk mengetahui bagaimana konsep program Kartu Prakerja dari perspektif maslahat. Penelitian ini merupakan penelitian kepustakaan dengan menggunakan pendekatan yuridis formal dan syar’i. Hasil penelitian menunjukkan bahwa, selain untuk mengurangi beban hidup masyarakat akibat krisis kesehatan dan sosial-ekonomi secara bersamaan yang disebabkan oleh pandemi Covid-19, program Kartu Prakerja juga dimaksudkan untuk meningkatkan kualitas sumber daya manusia. Dalam perspektif maslahat, Kartu Prakerja berkaitan langsung dengan Mashlahah al-Mursalah karena masyarakat yang menjadi penerima program tersebut terbantu dengan adanya bantuan pelatihan kerja dan bantuan dana yang diperoleh. Kebijakan tersebut juga sejalan dengan al-Mashlahah wa al-Murafiq karena berupaya mewujudkan dan meningkatkan kesejahteraan melalui fasilitas pelatihan ketenagakerjaan.Kata Kunci: Covid-19; Kartu Prakerja; Maslahat

The Supreme Court has answered the demands of the times by making new innovations digitally, namely case administration services with an electronic system (e-court) which is regulatively regulated through Supreme Court Regulation Number 3 of 2018. This study aims to find out how the application of the e-court system in the Sungguminasa District Court and its implications for the application of the justice system is fast, simple, and low cost. This research is a field research with a normative juridical approach. The implementation of the litigation system through e-court has made it easier for justice seekers, especially in the case administration process and the answer-answer stage in the trial. The e-court system, apart from being a form of digital-based service innovation, its existence also contributes to the application of the principle of fast, easy and low-cost justice, because through e-court justice seekers can easily and without being burdened with additional costs such as transportation costs to access the judicial process. The application of the principle of a fast, easy, and low-cost judiciary through the e-court system has a connection with the problem-solving process carried out by the Prophet Muhammad, even at that time, not only quickly and easily but also without any cost.

This study aims to determine the effectiveness of supervising the construction of buildings with a one-stop integrated service system in Bulukumba Regency. This type of research is empirical legal research with a juridical and normative Shari'a approach. The results of the study show that the building construction supervision concept is applied by DPMPTSP Bulukumba with a system of building administration supervision, technical supervision, and imposing sanctions on development violations. In reality, supervision of building construction in Bulukumba Regency is still not running effectively due to the lack of Human Resources and public awareness. In the view of Islamic law, supervision of building construction in Bulukumba Regency does not contradict Islamic law, DPMPTSP has carried out its obligations as a supervisory institution based on applicable legal rules.

This study aims to find out how the government management system in Manimbahoi Village, Parigi District, Gowa District, shar'iyyah siyasah perspective. This type of research is field research using normative juridical and theological approaches. The results of this study show that the concept of government management in Manimbahoi Village, Parigi District, Gowa Regency is based on Law Number 6 of 2014 concerning Villages which includes planning, community empowerment, organizing village government institutions, using village resources, and supervising village governance. The concept of shar'iyyah siyasah emphasizes the administration of government, including the village government level held to achieve welfare - benefit in various aspects of life, if this principle becomes a benchmark, then obedience to ulil amri will follow the command to obey Allah and His Messenger.
