Abstract

Keberadaan sampah menjadi masalah yang dihadapi oleh masyarakat saat ini baik di perkotaan maupun di wilayah pesisir dimana sumber sampah terbesar dihasilkan berasal dari aktivitas rumah tangga berupa sampah organik. Desa Batu Hijau Kabupaten Bone Bolango merupakan daerah di Provinsi Gorontalo yang terletak di daerah pesisir yang menghadapi masalah terkait keberadaan limbah rumah tangga yang menimbulkan pencemaran bagi lingkungan, padahal limbah organik tersebut dapat dimanfaatkan sebagai bahan yang memiliki nilai guna. Salah satu limbah rumah tangga yang dapat diolah menjadi produk yang bermanfaat adalah nasi basi. Melalui kegiatan program pelatihan pembuatan mikroorganisme lokal (MOL) yang bermitra dengan dasawisma dan karang taruna di Desa Batu Hijau, limbah nasi basi dapat diubah menjadi bioaktivator pembuatan pupuk organik, perangsang pertumbuhan tanaman, dan agen hayati pengendali penyaki pada tanaman budidaya sehingga permasalah keberadaan limbah organik yang mencemari lingkungan dapat diatasi sekaligus memenuhi kebutuhan pupuk bagi mitra karang taruna dan dasawisma yang melakukan kegiatan budidaya di lahan pekarangan. Hasil kegiatan program pengabdian berdasarkan indikator capaian tergambar bahwa mitra dasawisma dan karang taruna mengalami peningkatan kapasitas pengetahuan hal ini terlihat dari kemampuan mitra mengadopsi teknologi pembuatan MOL nasi basi. Rekomendasi pada kegiatan ini yakni edukasi pembuatan MOL bukan hanya berasal dari nasi basi tetapi juga diberikan pelatihan terkait pembuatan MOL berbahan lainnya seperti limbah buah dan bonggol pisang.

Abstract

Corn is a leading commodity for farmers in Longalo Village, North Bulango District, Bone Regency, however, in encouraging increased agricultural productivity in Longalo Village, there are obstacles related to the limited amount of fertilizer available for agricultural cultivation activities in Longalo Village. On the other hand, agricultural activities in Longalo Village produce waste such as corn litter, rice straw, coconut shells, cocoa pod skins, these plant trimmings have the potential to be used as organic fertilizer, but most organic agricultural waste is burned or thrown away, which has an impact on the ecology and public health. Apart from that, there is no knowledge among farmer groups regarding technological innovations in efficient, effective and economical chopping machines that make it easier to speed up the process of processing organic waste into fertilizer using new, renewable energy, which has caused problems in Longalo Village to become more protracted, therefore the introduction of waste chopping machines Portable organic solar power on land is one way out to overcome the obstacles faced by corn farmers in Longalo Village, North Bulango District, Bone Bolango Regency.

Abstract

Public service is an essential element in governance that aims to meet the needs of the community effectively. One of the significant innovations in Indonesia is the Public Service Mall (Mal Pelayanan Publik/MPP), which is an integrated service that integrates various types of services from the central government, local governments, business entities, and private sector in one location. Based on Presidential Regulation Number 89 of 2021, MPP aims to improve efficiency, accessibility, and quality of services, as well as encourage bureaucratic reform towards good governance. The implementation of MPP shows a positive impact in the form of reducing bureaucracy, time and cost efficiency, and increasing regional competitiveness. Vice President Ma'ruf Amin has given directions to implement MPP in all districts and cities. However, challenges still exist, such as institutional conditions both in terms of the One-Stop Investment and Integrated Services Agency (Dinas Penanaman Modal dan Pelayanan Satu Pintu/DPMPTSP) as the MPP coordinator and the service provider by organizations at the MPP, limited human resources, funding, and not all data between services are integrated. The analysis was conducted using a literature study method with data sources from books, journal articles that specifically discuss MPP in terms of policy implementation, legislative documents, reports, and other relevant sources and validated through interviews with the authors of the study related to the implementation of the MPP. The analysis was conducted using Grindle's policy implementation theory which combines the content of policy and the context of implementation, showing that the success of MPP is influenced by institutional support, commitment of related actors, adequate resources and must adjust to the conditions in which MPP policies are implemented. To ensure sustainability, institutional improvement, budget optimization, comprehensive evaluation, and the development of digital MPP as a future innovation are required. After implementing strategic steps, MPP has the potential to become a breakthrough solution in improving public services in Indonesia.
