Abstract

ABSTRACTThis study identified KWLM management in public forest management and analyzed the effect of cooperative management in public forests management to economic resilience of society of KWLM members. It took at Koperasi Wana Lestari Menoreh in Kulon Progo.This study used combination method with "KWLM management" and "sustainable forest management in public forest management" as independent variable and "economic resilience of society of KWLM members" as dependent variable. Sampling used purposive sampling method. Informants were representing management and members of the cooperative, and respondents were taken from 40 cooperative members.This study concluded that KWLM management in public forests management was done with good cooperative management based on the cooperative principles so as to improved its members welfare and implementing sustainable forest management so it could produce forest products in a sustainable manner. Cooperative management in public forests management had positive effect on economic resilience of society of KWLM members.ABSTRAKPenelitian ini bertujuan untuk mengetahui dan menganalisis manajemen KWLM dalam rangka pengelolaan hutan rakyat dan untuk menganalisis pengaruh manajemen koperasi dalam rangka pengelolaan hutan rakyat terhadap ketahanan ekonomi masyarakat anggota KWLM. Penelitian ini mengambil studi pada Koperasi Wana Lestari Menoreh di Kabupaten Kulon Progo, DIY.Penelitian ini menggunakan metode penelitian kombinasi dengan variabel bebas manajemen KWLM dan manajemen hutan lestari dalam rangka pengelolaan hutan rakyat, serta variabel terikat ketahanan ekonomi masyarakat anggota KWLM. Pengambilan sampel menggunakan metode  purposive sampling. Informan mewakili pengurus dan anggota koperasi, dan responden sebanyak 40 orang anggota koperasi yang sudah bergabung minimal 2 tahun.Dari hasil penelitian disimpulkan bahwa manajemen KWLM dalam rangka pengelolaan hutan rakyat dilakukan dengan manajemen usaha koperasi yang baik dilandasi prinsip-prinsip koperasi, sehingga dapat meningkatkan kesejahteraan anggotanya dan manajemen hutan lestari, sehingga dapat memproduksi hasil hutan secara berkelanjutan. Manajemen koperasi dalam rangka pengelolaan hutan rakyat berpengaruh positif terhadap ketahanan ekonomi masyarakat anggota KWLM.

Abstract

Indonesia dikenal sebagai negara yang memiliki pulau terbanyak di dunia. Dalam tahun 2002, menurut Lembaga Penerbangan dan Antariksa Nasional (LAPAN) jumlah pulau di Indonesia mencapai 18.108 buah'. Sedangkan Badan Koordinasi Survei dan Pemetaan Nasional (Bako-surtanal) mencatat jumlah pulau yang dimiliki Indonesia mencapai 17506 buah. Sebagian besar dari pulau-pulau ini, yakni sebanyak 11.013 buah masih belum memiliki nama. Di samping itu, dari jumlah pulau tersebut hanya tujuh persen yang dihuni manusia (BPS, 1995). Karakteristik ini mengandung konsekuensi adanya keragaman yang besar antardaerah di Indonesia. Bahkan, Indonesia dinilai sebagai negara yang paling beragam di dunia dalam hal ekologi, demografi, etnik, agama, kebudayaan, dan susunan ekono-minya (Kawagoe, 1997:6; Hill 1989:3; Hill, 1996: 309). Konsekuensi lainnya adalah pengamanan wilayah Indone-sia menjadi sangat kompleks dan mahal.

Abstract

Berbagai aksi yang menolak praktik globalisasi ekonomi dewasa ini kerap kali muncul di media massa di tanah air. Penolakan tersebut terkait dengan ban yak bidang atau aspek, seperti pertanian, industri, lingkungan, perburuhan, ataupun juga berkaitan dengan isyu privatisasi BUMN. Hampir setiap hari kita menjumpai berita-berita di media massa yang mengambarkan dampak globalisasi ekonomi yang prosesnya semakin jauh dan merasuk perekonomian nasional. Globalisasi, menurut penelitian Rice dan Sulaiman (2004: 80-90) telah menimbulkan berbagai kesulitan bagi ekonomi Indonesia, di samping juga menciptakan beberapa peluang. Sedang Mubyarto (2002: 1-4) menilai globalisasi telah menjadi kekuatan serakah dari sistem kapitalisme-liberalisme yang telah menyengsarakan kehidupan Bangsa Indonesia, sehingga harus dilawan dengan kekua tan ekonomi-politik nasional yang didasarkan pada ekonomi rakyat.Tanggapan sebagian masyarakat di tanah air terhadap proses globalisasi ekonomi yang sedang berjalan, kondisinya hampir sama dengan kondisi global: ada yang bisa menerima, di samping banyak pula yang menentang. Pandangan yang menen tang menganggap proses globalisasi yang berlang-sung saat ini merupakan hasil rekayasa dari korporasi internasional dan negara-negara maju, di samping juga pandangan yang menilainya sebagai pemaksaan ideologi ekonomi yang tidak sejalan dengan ideologi ekonomi nasional. Kampanye ideologi ini disebarkan melalui media global milik korporasi-korporasi internasional bidang me-dia yang berpusat di negara maju (Hartiningsih, 2005: 33).

Abstract

ABSTRACTSThis study aimed to determined the implementation, constraints and assesed the impact of the cabotage principle and sea toll program on regional resilience in Anambas until the beginning of 2019. Archipelagic districts that had 238 islands in the border region needed ships to supported the development of other sectors and connectivity of disadvantaged, remote, outermost, and border areas (3TP).This study used qualitative descriptive methods in the form of maps, tables and graphs. Data was obtained through observation, in-depth interviews and documentation in Tarempa, Matak Base, sea toll vessels and the Directorate of Sea Traffic and Freight, including literature studies and internet data. The result of this studi showed that cabotage principle succeeded in increasing the number of national commercial fleets fivefold since 2005-2018. The upstream oil and gas company at Anambas complied with cabotage and was not subject to operational disruption.The existence of national ships in Indonesian waters contributed to the aspect of defense security as a source of information. The implementation of the sea toll route to Anambas until the fourth year had not succeeded in reducing the price of goods but maintaining the stock of logistics, especially during extreme weather, supporting food security. Cabotage was important for economies and defense security meanwhile sea tolls contributed to inter-regional connectivity to supported the development of remote, frontier, disadvantaged and borderareas (3TP). Both were encouraging national sea freight to dominated the domestic market share.ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi, kendala dan mengkaji dampak implementasi asas cabotage dan program tol laut terhadap ketahanan wilayah di Anambas hingga awal tahun 2019. Kabupaten kepulauan yang memiliki 238 pulau di wilayah perbatasan membutuhkankapal untuk menunjang pembangunan sektor lain dan konektivitas daerah tertinggal, terpencil, terluar, dan perbatasan (3TP).Metode yang digunakan adalah deskriptif kualitatif dalam bentuk peta, tabel dan grafik. Data diperoleh melalui observasi, wawancara mendalam dan dokumentasi di Tarempa, Matak Base, kapal tol laut dan Direktorat Lalu Lintas Angkutan Laut dilengkapi studi pustaka dan data internet.Hasil penelitian menunjukkan implementasi asas cabotage berhasil meningkatkan jumlah armada niaga nasional 356 persen pada tahun 2005-2018. Perusahaan hulu migas di Anambas mematuhi cabotage dan tidak terganggu operasionalnya. Keberadaan kapal nasional di perairan Indonesia mendukung aspek pertahanan dan keamanan sebagai salah satu sumber informasi.  Implementasi tol laut trayek Anambas hingga awal tahun 2019 belum berhasil menurunkan harga barang tetapi menjaga stok logistik terutama saat cuaca ekstrim, mendukung ketahanan pangan. Cabotage penting bagi perkonomian dan pertahanan keamanan di laut sedangkan tol laut berkontribusi pada konektivitas antarwilayah mendukung pembangunan daerah 3TP. Keduanya mendorong kapal nasional mendominasi angkutan laut dalam negeri.

Abstract

This research aims to arrange the correct and operational strategies for developing small and medium enterprises (SMEs) in Daerah Istimewa Yogyakarta Province. It also needs to be known and analyzed the SMEs profile. Data used is primary and secondary data. Primary data obtained through field surveys, while secondary data obtained from various publication sources. Method of analysis used is descriptive approach. Associated with the various problems faced by SMEs, there are some strategies needed to overcome them. To develop the SMEs is not only charged to the SMEs themselves but also supported by all stakeholders. The support expected to come from business associations, colleges, related agencies in the area of regency/city governments in DIY. Moreover, government policy is needed to encourage SMEs development. The SMEs development in DIY basically is the acceleration of the SMEs transformation from formation phase to stabilization phase.

Abstract

This examination intend to know and analyses utilization investment research rate by research agency in coordination with Ministry of Research and Technology (KRT), and analyze ways and efforts to increase utilization of government investment in research field and reduces technical mistakes. Research conduct in BPPT, BAT AN, and LIPI, This research is a policy research with using normative - qualitative approachFrom research finding that, quantitatively human resources in non governmental department (LPND) having unbalanced ratio problem based on its functional position, especially in researcher category and non researcher. Quantitatively growth rate of research unmatched with retirement rate, resulted changing age structure tend to older age.Size limitation and lack of available data about utilization research facilities still not solved completely. Based on evaluation made by KRT, in macro, set up of condition and usage facilities lie near 50% to 75%. However, research facilities administrator still not satisfied yet with utilization of research facilities they managed. Other research facilities problems are slow supply, limited maintenance fund and lack of available spare parts.

Abstract

The objectives of this study is to formulate a transfer formula of fund from the central government to regional governments, especially the general purpose transfers or general allocation funds (Dana Alokasi Umum/DAU) to fulfill the normative criteria of Law No. 25/1999 by considering the condition of human development at the regions. The formula can be used to equalize interregional fiscal capacities, and to analyze the impact of DAU transfer to the regional revenue equalization, by using the indicators of variation coefficient and Williamson’s index. The fiscal gap approach is used to formulate DAU Formula. The impact of the DAU Formula to interregional revenue equalization is calculated by simulating variation coefficient and Williamson’s index.This study found that the DAU IPM Formula, using human development variables is more appropriate for Indonesia as a substitute to the current DAU Formula. From the simulation this DAU IPM Formula result in a better rate of fiscal equalization, especially for the districts/municipalities.Keywords: Transfer formula, General Allocation Funds, DAU Formula, Human development, Variation coefficient, Williamson’s index, Interregional revenue equalization.

Abstract

The development of ekonomi rakyat in an isolated kampung, kecamatan, or kabupaten is becoming very important in the era of regional autonomy. One of this kabupaten is West Kutai in the Province of East Kalimantan. The size of the kabupaten is 31,629 km2 (as large as the size of Central Java Province) but the population is only 144.000 people (while Central Java’s is 35 million people) with the population density of only 4.5/km2. It is clear that it needs “more” population to exploit the rich natural resources. The 48% poverty is alarming to all concerned and the Bupati is doing everything possible to reduce poverty “as soon as possible” by introducing a mass movement called “Gerakan Sendawar Makmur” (Prosperous Sendawar Movement).Keywords: autonomy, participation, poverty alleviation, cultural economics.

Abstract

This article is intended to oversee some experiences of the Islamic University of Indonesia (Universitas Islam Indonesia abbreviated by UII) in developing its core competences as the main source of competetiveness to face higher education changes and challenges. As the first Islamic and national university in Indonesia, UII faces the fact that developing high quality in academic atmosphere and services to all stakeholders is no longer gained merely by its famous name as the oldest university in the country. As many universities especially state and government-funded universities and higher education institutions grow faster, UII has realised that to be a noticed part and important contributor in higher education in Indonesia, extra efforts must be accomplished. And UII started it by defining its core compteneces in several areas of educational services.As this article finds, UII has developed its core competence mainly in the arts of management and government of university. UII introduced a more simple highest level management in all units to reduce cost of activities and to fasten decision making proccess. More simple management introduced by UII has transformed it to be smaller and slimmer in structure but with more flexibility in implementing its policy. The new simple management has became one of the most interested issues by many other higher education institutions. Using this simple management, UII has developed its main activities based on its mission to promote Islamic values as blessing for all creatures.Concluding from the empirical findings obtained in the field, this article suggests several important points to universities, especially islamic ones, to develop their core competence based on management and government issues. Firstly, highest level management of university needs to take a deep look at the real world challenges faced by university that required several adjustment in internal body of university. Secondly, as changes in internal structure of university are accepted, unlimited commitment by stakeholders and higher management in a university must be taken into account and becomes the main power of internal changes. And thirdly, as Islamic values become important part of Islamic education institutions, their implementation requires more consideration by all university stakeholders.
