Abstract

The role of the general election supervisory body in the general election is an activity of observing, assessing and assessing the process of holding elections in accordance with statutory regulations. Has the authority to prevent violations in the election and also to supervise the election. The research approach is qualitative with descriptive analysis method by describing phenomena and data accurately. The research location is BAWASLU, Kuantan Singingi Regency. Sources of research data are primary data and secondary data. Data collection techniques used by interview and documentation. The results of this study are the role of the General Elections Supervisory Board in supervising the implementation of the 2019 Kuantan Singingi Regency Legislative Elections that have not been carried out to the maximum, this can be proven from the results of research that supervision has not been carried out in accordance with the laws and regulations, namely supervision of updating voter data, establishing lists temporary voters and permanent voter lists, supervision of the implementation of campaigns and campaign funds and supervision of election logistics procurement and distribution. However, Bawaslu has carried out well, namely the supervision of nominations related to the requirements and procedures for nomination of members of the legislature and the determination of candidates for legislative members. Abstract

The role of the village strategic elite who are representatives of the Indigenous people in Kenegerian Senama Nenek, Tapung Hulu District, Kampar Regency, is very serious in resolving the ulayat land conflict with PTPN V, which has been going on for a long time since 1996. From 1996 the community demanded that PTPV V return 2,800 ha of land to them. villagers. Ninik mamak and the village government are at the forefront of resolving this conflict. They made various efforts in fighting for community customary land, both in uniting community opinions in dealing with PTPN V and meeting government agencies to get support, both from the sub-district level to the DPPR RI level. It was only in 2019 that it was decided directly by President Jokowi, that the 2,800 ha of land would be returned to the people of Senama Nenek Village. Based on this background, it is necessary to investigate the settlement of customary rights land disputes between the indigenous peoples of Senama Grandma and PTPN V. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Senama Nenek Village, Tapung Hulu District, Kampar Regency. Types and sources of research data are divided into primary and secondary data with data collection techniques through interviews and secondary data in the form of supporting data related to conflict. The results of this study are that the role of the strategic elite of Senama Nenek Village in fighting for the customary land area of 2,800 ha from PTPN V has been full of struggle for quite a long time. The settlement of land conflicts in the village of Senama Nenek which was carried out by the ninik mamak and the Village Government with negotiations between the Senama Nenek village community and PTPN V which resulted in a decision that PTPN V must find a replacement land area of 2,800 ha, mediation, namely by holding meetings between the community Senama Nenek and the Company were mediated by the DPD, Ombudsman, Komnas HAM, and the Regional Government and Arbitration, namely by involving third parties to resolve land conflicts in the village of Senama Nenek. Abstract

One of the activities to channel public participation in a democratic country is by channeling votes during general elections held by the General Elections Commission. However, in the Dumai Mayoral Election which was held on December 9, 2020, the level of community participation during the election decreased compared to the 2015 Dumai Mayoral Election. Of course, this decline occurred not without cause, this could be influenced by several factors. This study aims to describe a decrease in the level of political participation in the 2020 Dumai Mayoral Election. In achieving the objectives of this study, the authors used the theory from Eep Saefulloh Fathah concerning four factors that cause a person not to exercise his right to vote. The research method used is a qualitative method by explaining descriptively. The type of research data used is primary data in the form of data obtained from research informants and secondary data obtained from related documents that can support data for research. The research location is in Dumai City, Riau Province. This study found that the decline in the level of community political participation in the 2020 Dumai Mayoral Election occurred due to technical factors in the holding of elections which could not be held properly due to the Covid-19 pandemic, meanwhile the socialization factor had been carried out to the maximum extent possible by the General Election Commission of Dumai City in accordance with the procedures for holding elections that have been determined. However, the political factor in this case, the death of one of the candidates for Mayor of Dumai made sympathizers lose interest in voting for him. Meanwhile, administrative factors have been held and produce voter data for the 2020 Dumai Mayoral Election. So the authors draw the conclusion that the 2020 Dumai Mayoral Election has been carried out in accordance with the stages and regulations set by the KPU. However, the decline in community participation that occurred was due to the main obstacle that occurred in the Covid-19 pandemic. So that it has an impact on reducing voter turnout, in accordance with the four factors that cause a person not to exercise their right to vote, namely technical factors, political factors, socialization factors, and administrative factors.
