Abstract

In law constitution number 15 0n 2011 clause 1 paragraph 5, that: election effectuation is an institution which organize the election consist of General Election Commissions and Election Supervisory Agency as a unity with election effectuation function to choose member of the House of Representatives, Regional Representative Council, Regional People’s Representative Assembly, President and Vice President, directly selected by public, also for governor, regent and vice regent democratically. When Simultaneous Local Election on December 9th 2015, Indragiri Hulu district becoming one of district that held election of Regent and Vice Regent. The result of election showed that the pair number 2 are H. Yopi Arianto , SE and H. Khairizal, SE, Msi won the election. In the opposite side they felt unsatisfied and incongruity in the process of election, so they submit a lawsuit about the result of the election to Constitutional Count. In the demanding pair number 1 showed some proves of infraction which are administrative infraction, code of ethics infraction, and criminal offense infraction. The purpose of the research is to get to know the effectuation sinergity in election regulatory control of Regent and Vice Regent in 2015 at Indragiri Hulu district. Thie research uses qualitative approach with descriptive research type, data collection by interview and documentation. The research is held in Indragiri Hulu district. The result of this research in the effectuation sinergity in election regulatory control of Regent and Vice Regent in 2015 at Indragiri Hulu district is awareless well. This could be seen from coordination and communication of election organizer that less effective to anticipate in the steps of election preparation so causes election infraction and the finishing mechanism that less of firm from the organizer. Abstract

Customs institutions malays riau or LAM Riau has founded on 06 june 1970 with the spirit of to maintain and preserve customs malays riau. This study attempts to knowledgeable about customs institutions malays riau 2012-2017 period in enforcing collective riau identity community.This research using 7 the key informants comprising the government riau , council members riau, the DPH LAM Riau and LAM district , the private perusaahaan, the civil organitation of malays in riau and host of an organization students .This research see what customs institutions malays riau 2012-2017 period in enforcing the identity of collective riau and see faktor-faktor an impediment to enforce collective riau identity people .This research result indicates activity undertaken by lam riau in upholding collective identity masrakat riau.From this research result can be inferred customary malay institution riau saw efforts to enforce collective identity this must be supported by all parties in the form of a conservation done in direct interaction , its cultural experience , and in the form of information center that could difungsionalisasikan into the form of organising events malay culture .Keyword : Customary Malay Institution Riau, Society Collective Identity Riau

Abstract

This study, which is substantiated simultaneously in rural elections in 2016, according to Law No. 6 of 2014 Village. Penghulu elections are held at the same time as Bay Kepenghuluan Piyai Kubu District Rokan Hilir. At the time of the elections, the community's non-selective behavior was very high. Based on the background of the problem, the study aims to determine the reasons for Gulf Kepenghuluan communities mimilih no Piyai Kubu district Rokan Hilir on village headquarters at the same time in 2016. The research approach is used in this paper qualitative. Data mining is primary and secondary data. The data was collected on research information materials and documents. The data was analyzed in a descriptive manner.These findings suggest that socio-economic factors at higher education levels, as well as the causes of human behavior, have only been found by a few informants, and the majority of non-voters have caused low levels of education, low economic. Various perceptions make people more concerned with piyai rooms, such as work, rather than participating in the prince elections. Judging by the public psychological factors in the Gulf Kepenghuluan Piyai people tend to choose where the absence of emotional relationships with the potential prince, and high indifference to political activity that causes prejudice on the choices of the prince as something useless. It looks like a rational choice for factor people who are not allowed to vote because they consider going to choose the benefits and benefits. Thus, they are more concerned about job issues than at the polling station. Judging by the political confidence factor, people do not vote because it does not believe the government's performance kepenghuluan bay piyai and do not believe the mayor's nominee, so that the public is more concerned with the job, rather than going to the choice of the Prince of the Gulf of Kepenghuluan Piyai 2016.KEYWORDS: Not choosing behavior, choice of directors

Abstract

The 2018 Riau Provincial Pilkada is part of the implementation of the Pilkada Simultaneously in Indonesia which was held on June 27, 2018. In the 2018 Riau Provincial Election, four pairs of candidates for Governor & Deputy Governor participated. The candidate pair for Governor & Deputy Governor of Riau Province number 1 Syamsuar-Edy Natar Nasution was carried by the United Riau Coalition consisting of a combination of the PAN Party, the Prosperous Justice Party (PKS) and the Nasdem Party. In the 2018 Riau Provincial Pilkada, the Syamsuar-Edy Natar Nasution pair succeeded in winning over the other candidate pairs by obtaining a total number of votes of 799,289 votes (38.2%) then followed by candidate 4 Arsyadjuliandi Rahman-Suyatno with 507,187 votes (24.2%), then candidate pair number 3 Firdaus-Rusli Effendi with total votes of 416,248 votes (19.9%), and the last candidate pair number 2 Lukman Edy-Hardianto with 369,802 votes (17.7%) .               In this study, using a qualitative descriptive method with informants from the United Riau Coalition team, which was the winning team of the Syamsuar-Edy Natar Nasution pair in the 2018 Riau Provincial Election with data collection techniques through interviews and from documentation during the Pilkada implementation.The research results in this study indicate that the Riau United Coalition applies a Mobilizing Strategy and a Chasing Strategy. The mobilizing strategy was carried out to mobilize supporters of political parties and first-time voters, meanwhile, the strategy of chasing was carried out by conducting dialogical campaign activities at 356 points, door-to-door activities, approaching community leaders and by utilizing media campaigns. As for the obstacle is the spread of hoax news and a very long campaign period, making the campaign costs of the candidate pairs high. Keywords: Strategy, Coalition, Mobilizing, Chasing.

Abstract

The study, entitled the development policy of Bhakti Praja office in the district of Pelalawan. Policy is a set of decisions that will be right for guidance in the implementation of activities or programs that have been specified. At Bhakti Praja Office construction, certainly use a anvil of policy as a guideline to development implementation, because of a policy that can be seen for what it really such development should be implemented as well as a reference to stages the process. However, in the policy implementation, it often occurs the problems that make hamper the policy. Discussion on development policy Bhakti Praja Office is interesting to study because it will be able to know from the beginning development and become a background in this research. So the authors formulate the problem with the question are how the Government policy district of Pelalawan at the development Bhakti Praja office and what is the factors that become an obstacle development implementation policy at Bhakti Praja office and what the causes of problems at the construction Bahkti Praja Office in the district of Pelalawan.The research method is qualitative with descriptive research, the data collection is done by observation, interviews and documentation. From the results of this research shows that for a policy there must be: 1) Policy Formulation Process, 2) Options and Policy Designation, 3) Policy Implementation, 4) Evaluation of Policy Implementation, and the factors inhibiting the development of Bhakti Praja Offices are: 1) Development Budget, 2) Planning is not optimal to Realized, 3) development Allocation who had uneven, 4) Monitoring is not optimal, 5) abuse of authority. In this study the authors conclude that the Local Government Pelalawan actually has made every effort to carry out development policy of Bhakti Praja Office, but should the Local Government Pelalawan should be able to run the Development Policy of Bhakti Praja office with optimal implementation.Keywords: Policy, Development, Bhakti Praja Office, Local Governmentof Pelalawan.

Abstract

This research is motivated by Law Number 23 Year 2014 Article 225 Paragraph (1) which explains about the duty of subdistrict head. Sail Sub-district is a district that has the last rank in Pekanbaru City based on evaluation result of sub-district performance performed by Kecamatan Evaluation Performance evaluation team (EKK). This is the result of the evaluation of the worst evaluation in two consecutive years ie for the year 2015 and 2016. Sail District which has the same assessment indicators with other sub-districts located in Pekanbaru City but in its application is still very far from what is expected, whereas every sub-district in Pekanbaru City has the same reference in applying each policy based on the regulations that apply either the Law or the local regulation governing the running of a government system in a region, especially Sail District, which became the focus in this research. Based on the background of the problem, this study aims to describe the leadership of the Sail sub-district in the performance of Sail District Pekanbaru City in 2015-2016. Research Methods used in the writing of this thesis is Qualitative. Data type in this research is primary data and secondary data. Data collection techniques in this study are interviews, observation and documentation. Data analysis technique used is descriptive qualitative.The results of this study indicate that the leadership of Sail Kota Pekanbaru sub-district 2015-2016 is influenced by leadership style such as motivation style, power style (autocratic, participative, freestyle) and style of supervision. Furthermore, other factors that influence the leadership of Sail Sub-district in improving the performance in Kecamatan Sail Then in terms of employee performance that most influence is individual factors, team factors and leadership factors.Keywords: Leadership Camat, Performance Employees

Abstract

This study is intended to determine the deforestation reduction policy in Rokan Hilir. This study focused on prevention of deforestation in Rokan Hilir. Deforestation in Rokan Hilir is due to land and forest fires, illegal logging and forest clearing also be used as land conversion. With the formulation of research problems that How deforestation reduction policy in Rokan Hilir and the factors that affect deforestation reduction policy in Rokan Hilir. Based on the above, the study aims to identify and analyze deforestation reduction policy in Rokan Hilir. The research method is qualitative descriptive research data collection was done by interview and documentation.From the results of field research shows in forest fire prevention has not run optimally, it can be seen from the response such as the creation of the canal. Not all districts made canal just a few. Later in the prevention of illegal logging, there is still a lack of law enforcement efforts to make the perpetrators of illegal logging with companies and people still continue to deforestation. Later in the prevention of land conversion has not run optimally. This is evident from the lack of decisive action or sanctions against companies that do encroachment of forest areas and in charge functioned into plantations. The factors that affect the implementation of the policy response to deforestation in Rokan Hilir, through the theory of policy implementation, namely: Target and policy standards, performance policies, resources, communication between implementing agencies, Characteristics implementing agencies, economic environment, social and political and Attitudes implementers. In this study, the authors conclude that the Government Rokan Hilir either through the Forest Service has not been serious in handling the destruction of forests (deforestation) that occurred in Rokan Hilir. But the Government should Rokan Hilir especially its policy making in addressing deforestation in Rokan Hilir.Keywords: Policy, Mitigation, Deforestation.

Abstract

In serving the community in terms of services available in the Rambah Sub-District Head Office, Rokan Hulu Regency, of course, it must be in accordance with the SOP (standard operating procedures). In this case, there are many phenomena such as the large number of Camat Office employees who do not know what they will do. and employees also often absent during working hours.Performance is the ability of a person to carry out his work and the results of his work.Service is an activity carried out by a person or group of people on the basis of material factors through certain systems, procedures and methods in order to meet the interests of others according The type of research used is descriptive research with a qualitative approach.Informants in this matter are people who can provide information directly about the performance of employees in the Rambah District Head Office in Rokan Hulu Regency.The results of this study are that employee performance the nature of public services in Rambah Subdistrict, Rokan Hulu Regency in 2018, Riau Province which was assessed based on achievement criteria, skills, attitude and leadership had shown good results.  Keywords: Employee Performance, Service, Society

Abstract

This research is motivated by the regional head election held simultaneously for the first time in Kampar regency. The election of Kampar district head was also appointed as the Pilkada Pilot project of National 2017 by the Central Election Commission with the target of voter participation which was set at 77%. In the implementation, the voter participation rate is only able to reach 66% increase from the previous Bupati election but not reach the desired target as the National Pilot project. Nevertheless, the selection of Kampar Regent can be said to be successful in its implementation. This study aims to determine the strategy of Kampar General Election Commissions in increasing voter participation in elections of Kampar Regent 2017 and to know the supporting factors and obstacles of Kampar General Election Commissions strategy in increasing voter participation in elections of Kampar Regent 2017. Theories used are strategy theory, political participation theory and theory of political socialization. Research Methods used in the writing of this thesis is Qualitative. Data type in this research is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative.The results of this study indicate that the General Election Commissions strategy enhances voter participation through: (1). Strengthening Strategy, the effort is to improve the capacity and quality of election organizer of Kampar Regent through technical guidance and improve communication and information disclosure through information board, mass media, through stakeholder, mosque and smart house election. (2). Strategy Rationalization, the effort is to socialize face to face communication. 3). Strategy for Persuasion, conducting relaxed walking program, roadshow, establishment of balimau kasai booth and conducting interactive dialogue both through television and radio. (4). Confrontation Strategy, in the form of socialization of choosing and disadvantage if not vote, then the General Election Commissions invites the community to choose through khutbah in mosque with theme of choosing leader. Factors supporting the implementation of Kampar General Election Commissions strategy are the availability of adequate human resources, professionalism, support from the government and Stakeholder.Keywords: Strategy General Election Commission Improving Participation

Abstract

This research was conducted with the aim to find out the dynamics that occur in the determination of the Deputy Governor of Riau Islands remaining the term of office 2016-2021. Since the appointment of Deputy Governor of Riau Islands to be the definitive Governor there has been a vacancy of Deputy Governor for 1 (one) Year 8 (eight) months, arousing a sense of curiosity about the delay in the process of filling in the Deputy Governor of Riau Islands and the dynamics in the Deputy Governor of Riau Islands. 2016-2021 positions.The absence of a Government Regulation on the procedure for filling the Deputy Governor's vacancy at that time made the process long because the special committee did not have guidelines in the formulation of regulations so that it had to consolidate with the Ministry of Home Affairs, KPU and legal and political experts in drafting the rules and bearers the authority to propose 2 (two) names of Deputy Governor candidates who will be proposed to the Riau Islands Provincial DPRD failed to find an agreement in determining 2 (two) names of Deputy Governor candidates, until the final limit for nominating candidates is only 1 (one). others did not qualify because they did not get the recommendation of the bearer party.The theory used in this study is contestation theory, competition theory and the concept of dynamics. This study uses descriptive analytical methods with a type of qualitative research. The type of data used in this study are primary data and secondary data obtained through direct interviews with informants who are considered to know and understand the problems that exist in the field, data in the field, documentation and observation.Based on the explanation above, it can be concluded that the length of the process of determining the Deputy Governor of Riau Islands the remaining term of 2016-2021 is due to the issuance of Government Regulations that regulate technically how the election procedures and bearer parties do not find an agreement to propose 2 (two) names of candidates for Deputy Governor . prospective deputy governor to be determined at the plenary session of the Riau Islands Province DPRD.Keywords: Dynamics, Deputy Governor
