Abstract

This research titled “performance of provincial electoral commission Riau in managing information on the implementation of election of the governor and deputy governor of Riau in the first round of 2013”. Purpose of this study is to know how the performance of provincial electoral commission Riau in managing information on the conduct of elections for governor and deputy governor of Riau. This research uses qualitative descriptive method. Data collected by observation and interview. Of the results of this research is that performance of provincial electoral commission Riau in managing information on the conduct of elections for governor and deputy governor of Riau in the first round of 2013 can be seen through several stages of, management information on the stages of the selection list remains, management information on the stages of registration, verification and determination of the candidate pairs, management of information on the phase of socialization,management of information on the phase of the campaign, management information on the voting stage, management information on the stages of counting and management information on the stages of the determination of the selected pair. of one of these stages still have shortage but what has been done by local election commissions Riau was based on procedures.It is concluded that the performance of local election commissions in Riau in managing information on the conduct of elections for governor and deputy governor of Riau in the first round of 2013 good enough.Key world : Performance, Local Election Commission, Information Management

Abstract

Now, Indonesia is doing development in every aspects lad to chane and improvement that may beable to improve public welfare. Realization of the development may be looked at the existence of its dwvwlopmwnt, like housing complex, bridges, roads, harbors and business or enterprises that uses machines with medium interference intensity like printing business in advertisement form. As constitutional state, there are some rules that bind society indevelopin their business. They are licensing business. The business licensing aims to prevent the danger of environment protect the certain objects and desire direct to certain activities such business licenses. The license of business place is one of the instrumnts that are very urgent in the government.In licensing business for advertising field, it is alleged that there are problems that are quite complex. Among them always happens conflict both internally and externally. The issue of licensing place of business is that the complexity of such a complexty of information flow, decision making and so forth. Because of that complexity, the issue of licensing maintenance of business premises causing conflict in the process. According to Robins (Organizational Behavior: 1979) says that the conflict is a process of interaction that occurs due to a discrepancy that occurs due to a discrepancy between the two opinions (point of view) that effects on the parties involved, the effect of positive and neative effects. It is the same as the opinion of Luthan ( Organizational Behaviour: 1981), he states that the conflict is a condition caused by the presence of opposing forces, these forces comes to the existence of human interests (resources). Conflict is closely linked to dissent, competition and differences desires or interests. There are serveral views on the impact of the conflict, including the view that a conflict on interest is a danger that some time may threaten the existence of a current and survival of an institutional or organization. These conflict need to be managed properly and required maximum efforts so that conflicts that occur can be directed to things that are positive.

Abstract

Immaculacy and Landscaping Official of Pekanbaru City is unity viewing direction, comprehesion and implimitation of development hygiene sector, landscape gardening, greening, street lighting, and decorative lighting having vision that realize Pekanbaru City is cleanest, greening, beautiful and sparkling in Indonesia. Fire Brigade Official Pekanbaru City is govenrmental organizations having main task and fuction that is aid the Pekanbaru’s Mayor for implementing regional authority in prevention sector and fire prevention. Health and Safety Working is one of labor protection aspects for can improve the labor’s quality in Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City.The purpose of this research is to know how the management of health and safety working in Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City in 2011-2013 and to know any efforts conducted the increase health and safety working that the work accident can be minimized. The study uses descriptive qualitative research methods that describe and interpret the data. Informant in this research are 7 people where researchers already understand the preliminary information about research object and informant research.The result of this study that management of health and safety working in comparison between Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City have advantages and disadvantages on Planning, Organizing, Directing, and Controling of Healthy and Safety Working, where the planning in management of healthy and safety working on Immaculacy and Landscaping Official better than Fire Brigade Official. On organizing of health and safety working in both official is equlity having good organizing, whereas on directing and controlling of health and safety working, Fire Brigade Official gives better results than Immaculacy and Landscaping Official. Efforts were made in minimazing work accidents by Immaculacy and Landscaping Official with Fire Brigade Official Pekanbaru City is good enough, it’s more give warning and direction and then provide personal protective equipments to workers in the areas and in the Fire Brigade Official training is becoming more routine.

Abstract

This study tried to find out how asset management Pekanbaru City Government-owned land in the Village of Karam Island District of the Year 2012 and actor Sukajadi inhibitors in the management of government-owned land assets Pekanbaru City Island in the Village of Karam District of Sukajadi 2012. The research is a descriptive qualitative research method. In the data collection researchers used observation, interview and documentation. By using key informants as a source of information about the study.From the findings of the data obtained Asset Management Pekanbaru City Owned Land in the Village of Karam Island District of Sukajadi of 2012 consisted of an inventory of land assets that include team building inventory, the initial data collection, check fidik and matching initial data. In lagalitas audit still found land not yet have the status of land titles, and an assessment of the assets that still need human resources with expertise in the assessment of the land assets, as well as optimalsiasi from the use of the asset is less clear, especially to land or buildings former Golkar building.Inhibiting factors not optimal Land Asset Management at Island Village of Karam District of Sukajadi caused by several factors that affect the human resource that is not working optimally, inadequate infrastructure, non-performance of an inventory of assets on a regular basis, the budget is not too big, and the constraints of non another technical.Keywords: Land Asset Management, Inventory, Legal Audit, Assessment, Optimizing Utilizatio

Abstract

The study curry out to analyze the dinamic conflict that happened on organize civil society. Pemuda Pancasila city of Pekanbaru which happen in 2013. The Pemuda Pancasila organization biggest itself is the biggest civil organization in Indonesia, which have a million member that spread throught all of the indonesian province, so it can be said the Pemuda Pancasila is the strongest and care organization for indonesia people.This study is qualitative study, the data collection techniques is descriptive analysis. This research uses documentation (observation) and interviews with key informants as an information object that aims to achieve the goal to get the information in this study. The type of data used in this study are primary and secondary data obtained from direct observation and interviews with key informants in this study.Pemuda Pancasila city of Pekanbaru is the known biggest civil organization by the number of membership. At this rate specudate an add that can be cause a trouble that require leader of Pemuda Pancasila Indonesia itself to solve this problem. The problem mainly around the leadership, where the member of Pemuda Pancasila to take a leadership by muscablub.Muscablub comes from member of Pemuda Pancasila that feel there is injustice in the organization. Also because of lock of transparancy at majelis pimpinan cabang (MPC) Pekanbaru. Wich stimulate muscablub to happen. Pemuda Pancasila is an Organization that got a funding from government (APBD), which make some member quistioning it, and then want to muscablub because of the lack of information and transparancy at the allocation of APBD.Key note: civil society organization, conflict, pemuda pancasila.

Abstract

This study is intended to determine the role of the Government in implementing the policy, and to know the role of the Office of Library and Regional Archives in implementing the policy. This study focused on Libraries and Library and Archive Office of Karimun regency, whose scope lies in Karimun Riau Islands province, because given the most complex issues contained in the library. These problems include lack of public interest, infrastructure, and human resources. With the formulation of research problems that How public library policy development in Karimun and the factors that affect the implementation of the policy of public library development in Karimun. In the development of the library, the library has been no policy for the region applicable regulations especially those concerning libraries in Karimun, the study aims to identify and analyze policy public library development in Karimun.The research method is qualitative descriptive research data collection is done by observation, interviews and documentation.From the results of research in the field indicates that the Office of Library and Regional Archives Karimun not have a policy of development of a library of standard, so that the public library is in Karimun still referring to existing policies at central and regional administration Riau, a policy that is in Karimun only Local Rules and Regulations in the form of Regents that a technical course. The factors that affect the implementation of the policy of development of public libraries in Karimun, through the theory of former Van Meter and Van Horn, namely: Target and policy standards, performance policies, resources, communication between implementing agencies, Characteristics implementing agencies, economic environment, social and politics and the attitude of the implementers. In this study, the authors conclude that the Local Government does not currently have a policy regarding the library so that local governments do not yet have its own guidelines in terms of policy particularly in view of the public library in Karimun. However, should the regional government should implement a specific policy of the library.Keywords: Policy, Development, Public Library and Government Authority.

Abstract

Batam is one of the cities in Riau Islands province located geographically very close to some of the neighboring countries as a business and services center in the Asia Pacific region provides a huge advantage to attract foreign tourists. This is evidenced by the growing number of foreign tourists coming to Batam every year and with the appointment of Batam as one of the 10 City of by the government as a city of MICE tourism in Indonesia has a big impact (multiplier effect) against those who benefited from the event MICE. MICE tourism is an activity that leads the travel business meetings, negotiations both at national and international scale. This thesis discusses the strategy undertaken by the Department of Tourism and Culture in Batam in developing MICE tourism as a leading tourist impact on increasing revenues and the number of tourists visiting Batam.Based on the results of research conducted there are several factors inhibiting the development of Batam as a destination for MICE tourism is one of them the lack of awareness (consciousness) community of the importance of MICE tourism, the lack of database MICE display needs as well as the level of tourists MICE came to Batam and the lack of quality human resources in MICE certified field service.Keyword: Batam, Strategy Department of Tourism and Culture in Batam, MICE, Multipplier Effect

Abstract

Unauthorized Gold Mining (PETI) activities that occur in Kuantan Singingi is still ongoing and need special handling from government. PETI control policy has taken by Kuantan Singingi District's government through a Regent Decree No. 13 of 2013 About Formation of a Team of Integrated Control of Unauthorized Gold Mining (PETI) as a rescue of environmental damage efforts and social and economic life of society repair in the future.This research was conducted at the Department of Energy and Mineral Resources and the Environment Agency Kuantan Singingi District. This research method was qualitative research. Data collection techniques used were documentation, interviews and observation. While the data analysis performed descriptively. This study examines the implementation of PETI's control policies and the effectiveness of environmental damage control policies implementation damage caused by PETI well as the factors that influence Kuantan Singingi District's Government policy implementation in the control of environmental damage due to PETI.The study results showed that the control of environmental damage due to PETI policies implementation in Kuantan Singingi year 2013-2015 not implemented effectively and well, proven by today still ongoing PETI activities that cause a lot of environmental damage without decisive action from the government due to various constraints and inadequate supporting factors in the field.Keywords : Unauthorized Gold Mining (PETI), Government’s Policies, Environmental Damage Caused.

Abstract

This research entitled " Tourism Govenance Ketapang Beach In The Villages Of Sungai Cingam In The Rupat District Of Bengkalis District In 2017-2018" This research was motivated by the existence of Minister of Home Affairs regulation number 10 of 2009 about tourism which explains that tourism is a variety of tourism activities and is supported by various facilities and services provided by the community, businessmen, government, and local government. As for the formulation of the problem in this study is “how is the tourism Govenance Ketapang Beach In The Villages Of Sungai Cingam In The Rupat District Of Bengkalis District In 2017-2018”.The method used in this study is a qualitative method that describes data descriptively. Data collection techniques used were interviews, observation and documentation. whereas, the source of the data used is the primary data obtained from the location of the study in the form of research informants and subsequently supported by secondary data in the form of data documents.The results of this study indicate that The results of this study indicate that tourism management in the Village of Sungai Cingam has not run optimally according to the principles of good tourism governance. This is because the achievement of each principle has not been fully fulfilled. These factors include the activeness and synergy of stakeholders not yet fully realized, partnerships only reach the level of the village government and the partnership has not been widely felt and has not been able to encourage local ownership, training programs that have not been implemented, public aspirations are still general, promotion is still minimal and stands individually, as well as guidelines for monitoring and evaluating tourist attractions are still simple without any special indicators to measure the impact of tourism activities carried out. Keywords: Tourism, Government, Private Sector, Society

Abstract

This research was motivated by Pekanbaru City budget continues to increase significantly each year. However, the increase in the budget is not directly proportional to the ability of the government to absorb the budget, every year countless SiLPA large numbers. This study wanted to see how the City of Pekanbaru in Pekanbaru City budget Absorption and what are the factors that influence the Government in Pekanbaru City budget absorption of 2014. This type of research is descriptive qualitative research methods. The research location in the environment SKPD Pekanbaru. Data was collected through interviews and documentation. While data analysis is conducted by using descriptive data analysis. The results of this study are not yet optimal Pekanbaru City Government in the absorption of Pekanbaru City budget year 2014, it can be seen from Pekanbaru City Government expenditure as a whole is 82.44%. SKPD high budget but absorption is also high at the Department of Education and the lowest absorption SKPD that the Regional Secretariat. Pekanbaru City budget is widely used for operational expenditure of capital expenditure. Operational expenditure made up of personnel expenditure realization was 49% and spending on goods and services realization was 21.14%. As for capital expenditures amounted to only 28%. Pekanbaru City capex of total capital expenditures amounted to Rp647 billion, as much as Rp239 billion or 45% was used for capital expenditures that are not directly felt by the public. SKPD most SiLPAnya namely the Department of Education which amounted to 23% of the total SiLPA whole, further SKPD contributor SiLPA high that the Regional Secretariat of 21% of the total SiLPA overall and the last SKPD SiLPAnya height of Highways and Water Resources amounting to 10% of the total SiLPA whole. Only two of 46 SKPD SKPD that its capital expenditures more than on operational expenditure, namely the Department of Highways and Water Resources and the Department of Housing and Human Settlements. Factors that affect the absorption of Pekanbaru City budget in 2014, namely Establishment of Pekanbaru City budget is slow, long tender bidding process, the program will be delayed.Keywords: government, local budget absorption, SiLPA.
