Abstract

This research was motivated by the simultaneous election of regional heads of Riau Province for the third wave. In this election, the Central KPU targets Riau people's participation to reach 70%. However, in its implementation, it was only able to get 54% of the total votes from the 363,530 DPT in Bengkalis Regency. This makes Bengkalis Regency only ranked 10th out of 12 regencies / cities in Riau Province. This of course is not good news for the democratic system in Indonesia. This study aims to determine the strategy of the Bengkalis KPU in increasing the participation of strategic theory, political participation theory, political socialization theory. The writing method used in this thesis is qualitative. The types of data in this study are primary data and secondary data. Data collection techniques in this study were interviews and documentation. The data analysis technique used is descriptive qualitative.The results of this study indicate that the KPU's strategy is to increase public participation through: (1) Strengthening Strategies, efforts are made to increase the capacity and quality of the organizers of the election for Governors and Deputy Governors through technical guidance and improve communication and information disclosure through information boards, mass media, through mosque and smart home stakeholders. (2) Rationalization Strategy, the effort made is by socializing face to face communication such as going to campus, schools, ramadhan safaris and socializing various media such as Facebook, WhatsApp, KPU website of Bengkalis Regency, television, radio, newspapers, banners, billboards, leaflets and media props. (3) Persuasion strategies, conducting leisurely walks, roadshows, establishing stands at beach party festivals, and conducting interactive dialogues on radio and and television, of course with the assistance of the Riau Provincial KPU. (4) Confrontation strategy, in the form of socialization of how to vote and the disadvantages of not voting, the KPU invites the public to vote through a sermon in a mosque with the theme of choosing a leader. The supporting factors for the implementation of the Bengkalis KPU strategy are the availability of adequate human resources, professionalism, support from the government and stakeholders. Meanwhile, the inhibiting factors were limited funds, number of personnel, area, and lack of public response in socialization. The author concludes that the Bengkalis KPU has implemented these four strategies with the existing supporting factors. However, there are also several inhibiting factors that make this strategy less than optimal.

Abstract

This research is motivated by the formation of volunteer democracy in Kampar District to improve the quality of the electoral process, increase voter participation, increase public confidence in the democratic process and generate civil society volunteerism in the electoral and democratization agenda. However, in the process of direct socialization to the public, various problems were still found, both internal and external. The existing problems make the duties and functions of democracy volunteers less felt by the community as targets of socialization. This study aims to determine the Performance of Democratic Volunteers (Relation) in the Socialization of the 2019 Concurrent General Election in Kampar Regency and to find out the obstacles faced by Democratic Volunteers (Relation) in the Socialization of the 2019 Simultaneous General Election in Kampar Regency. The method used in this research is qualitative with a descriptive approach. The types of data in this study are primary data and secondary data. Data collection techniques in this study were interviews and documentation. The data analysis technique used is descriptive qualitative.                The results of this study indicate that the Performance of Democratic Volunteers (Relationships) in the Socialization of the 2019 Concurrent General Election in Kampar Regency can be assessed from several performance indicators, namely: (1) Quality (2) Quantity (3) Timeliness (Timeliness) ) (4) Effectiveness Cost (5) Need For Supervision (Need for Supervision) (6) Interpersonal Impact (Relationships between individuals). As for the Obstacles faced by Democratic Volunteers (Relation) in the Socialization of the 2019 Concurrent General Election in Kampar Regency, namely the Duties of Democracy Volunteers (Relationships) are less clear, Democratic Volunteers (Relation) lack experience, budget constraints, limited number of personnel or personnel, limited time due to regional coverage Broad and Lack of Community Response in Socialization. The conclusion of this study shows that the Performance of Democratic Volunteers (Relationships) in the Socialization of the 2019 Concurrent General Election in Kampar Regency is still not optimal. Abstract

General elections are the main means for people to demonstrate their political rights in electing representatives of the people who will take control of the wheels of the nation's and future journey. The 2019 Presidential Election in Pekanbaru City experienced an increase in voter turnout, reaching 78.90% when compared to previous elections and even exceeding the KPU's target of 77%. High voter participation is a marker of concern for democratic citizens, while low voter participation is an indicator of apathy and distrust of citizens towards the political process. This study aims to look at the factors that influence the political participation of voters. The theory used in this research is Milbrath's theory regarding the factors that influence participation. This research uses descriptive method with qualitative research type. The type of data used in this research is primary data, namely interviews and secondary data obtained from literature study, documentation and observation. The results of this study found that the increasing political participation of Pekanbaru City voters in the 2019 Presidential Election was influenced by five factors, namely, political stimulation factors carried out by the Pekanbaru City KPU and election organizers, political parties as well as candidates and candidates and their success teams, personal characteristics factors. Pekanbaru City voters who are already rational, the social characteristics of voters, where education in Pekanbaru City is high and is a city center that tends to have a broad educated and insightful community, the situation and political environment during the 2019 Presidential Election, the situation is very interesting because of the rematch of two people who had running in the 2014 election, and the political education factor carried out by the election management institution and the political community. Abstract

Pilkada is a momentum to lay the foundation for the foundation of people's sovereignty, political system and democracy at the local level. The implementation of the Pilkada which was held in the midst of the Covid-19 pandemic where the government required the implementation of health protocols by prioritizing the principles of health and safety guided by the Covid-19 prevention and control health protocol in reducing direct interactions caused difficulties for the KPU in disseminating the plan for the implementation of the Pilkada during the Covid period. -19 due to the limitations of gathering people. Then it resulted in violations and the disbandment of campaign activities because they did not have a permit from the police until there was a decrease in the level of community participation in the implementation of the Pilkada. The purpose of this study is to understand the application of health protocols in the implementation of the Pilkada during the Covid-19 in Dumai City in 2020 and to understand the factors that influence the application of health protocols in the implementation of the Pilkada during the Covid-19 in Dumai City in 2020.           The theory used is based on 4 indicators of the stages of implementing the Pilkada from Leo Agustino, namely the stages of registration of the Pilkada voters, the stages of nominating the Pilkada, the stages of the Pilkada campaign and the stages of voting and counting the votes for the Pilkada. The research method used in this research is descriptive research method with a qualitative approach. In collecting data, the author uses interview and documentation techniques.          The results of this study indicate that the implementation of the Pilkada during the Covid-19 period in Dumai City in 2020 was carried out consistently with the application of health protocols, namely social distancing, using personal protective equipment (PPE), washing hands and using disinfectants as well as checking body temperature conditions at every location. election stage. Abstract

Political parties cannot give up power, interests, and also position, to achieve this all political parties need a strategy to win contestation or succession in every political event such as regional elections, legislative elections, or elections. This can also be seen from the Indonesian Democratic Party of Struggle to be able to get the most votes in the 2019 Legislative Election in Rokan Hilir Regency. Rokan Hilir Regency. The purpose of this research is to describe the winning strategy of the PDIP party in preparation for the legislative election and to describe the factors that influence the strategy of the PDIP party is competing for seats in the DPRD Rokan Hilir Regency.This study uses a qualitative approach with descriptive methods. In the data interview, the writer used techniques and documentation. The results of this study found that the winning strategy of the Indonesian Democratic Party of Struggle in obtaining the most votes in the 2019 legislative elections in Rokan Hilir Regency used a Defensive and Offensive strategy, then it has achieved maximum results but is not by what has been arranged, where the parties are 9 group seats in the upcoming regional head elections can carry a single candidate without a coalition with other parties, but the results obtained are only a few seats.  Keywords: Winning Strategy, Legislative Election, Strategy, Factors

Abstract

This study aims to describe the supervision of money politics in the 2019 legislative general election conducted by the Pekanbaru City Bawaslu and to find out what factors influence the process of monitoring money politics in the 2019 legislative general election by the Pekanbaru City Bawaslu. The approach used in this research is a qualitative approach with a descriptive type, the place of research is the Pekanbaru City Election Supervisory Board. Data collection techniques using the method of observation, interviews, and documentation. The data analysis technique uses descriptive qualitative analysis starting from problem formulation, data collection, data reduction, data presentation to drawing conclusions. Test the validity of the data using triangulation and checking techniques.Based on the results of the study, it can be concluded that the supervision of money politics carried out by the Pekanbaru City Bawaslu in the 2019 Legislative Election in Pekanbaru City in this study, the first is in the form of Preparation Stages for Election Oversight which at this stage is divided into 5 categories, namely: Preparation for Supervision, Division of Supervisory Implementers, Locus and Focus of Supervision, Regulation/Assessment of Political Money, and the last is Controlling Time Management. In accordance with Law no. 7 of 2017 which states that Bawaslu focuses on monitoring money politics on prevention efforts, which consist of monitoring plans and monitoring activities. Of the 5 stages above, according to the researcher, the preparation stage for monitoring money politics is the most crucial in conducting supervision. After optimal preparation, the next step is to evaluate. Assessment is intended to compare plans with achievements. According to the researcher, Bawaslu's achievements in terms of monitoring money politics have not been maximizSupporting factors for the occurrence of Money Politics include: Tradition, ambition of candidates / thirst for power, supportive environment, weak law enforcement, economic factors, and low public knowledge about politics. While the factors that hinder the process of monitoring money politics by the Bawaslu include: Difficulty in proving money politics practices because the formulation and elements of punishment in the legislation are not yet rigid. People tend not to dare to report to the Bawaslu and the Gakkumdu center. Low public awareness and knowledge of the practice of money politics. The author's suggestion is to the Pekanbaru City Bawaslu and the ranks of election organizers to optimize it again in coordinating in terms of supervision so that it is carried out better. Bawaslu must also be able to make maximum efforts to eliminate the factors that are driving the occurrence of money politics. Bawaslu instills a moralistic system, namely prevention through moral punishment or social witnesses. In accordance with the law number 30 of 2009 electricity, aimed atsafety for the community that uses the electrical network as well as otherregulations that relate to electrical installation. then formed an independentagency in cooperation with the state electricity company in testing and checkingthe electrical network namely national committee for safety of electricalinstallation. National committee for safety of electrical installation in Pekanbaruestablished in year 2009, it’s existence is considered to extend the bureaucracy incurrent network installation from the State electricity company, still the highpercentage of fires that occurred in Pekanbaru caused by electric konsleting, It isnot considered proper functioning National committe for safety of electricalinstallation the agency serves as the reviewers electrical installation. The theoryused in this research is the theory of performance that there are some aspects thatcan be assessed it’s performance in the context of government as the public sectoraccording to Mahsun namely group of input, group processes, group output,group results, group benefits, the impact group. Abstract

The implementation of good governance in terms of service and fulfillment of needs for the community is an agency is an indicator of achieving a more directed goal of bureaucracy. One of them is through basic health services provided at Batu 10 health center so that the community can meet the highest level of health that can be seen through the performance of health workers in any matter related to public services, health checks, treatment, and prevention of disease to patients or communities who are required to provide the best service, through technical work which is based on the suitability of SOPs, legal provisions, application of work culture and minimum service standards that apply. This research is to see how health services at Batu 10 health center through the UKP and UKM aspects and to see how far Batu 10 health center it can be said that agencies have implemented good governance indicators. The theory used in this study is good governance and service. The research method used is a qualitative research method using descriptive methods.Based on the explanation above, then this study found that; first health service at Batu 10 health center can be said to be optimal, but it still needs a lot of evaluation in services related to discipline, responsibility, coordination, and must communicate more frequently to the community in order to reduce the form of complaints and avoid losses to other parties or Own health center; second Batu 10 health center can be said to have implemented indicators on good governance, both from the aspects of participation, transparency, accountability, effective and efficient as well as strategic vision. But before accreditation, Batu 10 health center still experienced quite a number of fatal problems, then after the accreditation it could be said that the Puskesmas did a lot of repairs.
