Abstract

Democracy occupies a vital position in relation to the distribution of power in a country (generally based on the concept and principle of trias politica) with state power obtained from the people must also be used for the welfare and prosperity of the people. The principle of such a trias politica becomes very important to be taken into account when historical facts record that the government's (executive) power is so large that it is not able to form a just and civilized society, even the absolute power of the government often results in violations of human rights. Historically, the existence of regional government has been known since the reign of the ancestral kingdoms until the system of government imposed by the colonial government. The same applies to the social system and the structure of government, starting from the village, village, nagari, or in other terms to the top of the government leadership. Besides that, it is also very important to make a comparison of the system of government prevailing in other countries as a consideration for the formation of regional government. The provincial area apart from being a Region is also an Administrative Region which is the working area for the governor as a representative of the Central Government and the working area for the governor in carrying out general government affairs in the provincial area. A regency/municipal area apart from having the status as a Region is also an Administrative Region which becomes the working area for the regent/mayor in carrying out general government affairs in the regency/city area.

Abstract

West Sumatra has much potential for halal culinary development in Indonesia. One of the famous food products is rendang. According to CNN, this product has gone global and is the most delicious food globally. In the context of halal culinary tourism development, Payakumbuh is one of the cities that contributes to the development of halal culinary businesses, especially rendang. A rendang village in Payakumbuh is a collection of several Small and Medium Enterprises promoting rendang businesses. Rendang entrepreneurs in Payakumbuh also play a role in accelerating the halal industry in their area. Rendang sales can also be accepted by consumers and sent to several regions in Indonesia and even the world. It aligns with Law Number 33 of 2014 concerning Halal Product Guarantees. However, there are also many obstacles faced by rendang entrepreneurs in Payakumbuh in developing their businesses: limited capital, weak managerial skills, and marketing constraints. This research aims to discover rendang entrepreneurs' strategies to develop the halal industry. The method used is qualitative analysis. Next, the analysis technique used is SWOT analysis. Several steps can be taken to optimize rendang sales, including consumer awareness, halal services, digital marketing and supporting services. The government needs to support the development of the halal industry in Indonesia.

Abstract

The use of the Declaration of Absolute Responsibility for Unrecorded Marriages in Family Cards (Permendagri No.109 of 2019) for couples who are married religiously but have not been registered by the state on the one hand has a positive impact because it provides legal protection for citizens. But on the other hand, the use of SPTJM actually creates problems as a consequence of the policy. This research is descriptive research with a qualitative approach. The types of data used are primary data and secondary data. The results showed that the Statement of Absolute Responsibility for unregistered marriages could not be implemented at the Bukittinggi City Dukcapil Office because the policy of Permendagri 109 of 2019 was very contrary to the Marriage Law No.1 of 1974 and other regulations and the application of the use of the Statement of Absolute Responsibility (SPTJM) affected the emergence of negative implications for residents of Bukittinggi City.

Abstract

This study aims to determine and analyze the effect of the quality of public services, public infrastructure and employee performance on community satisfaction in the E-KTP service at the Ampek Angkek Sub-District Office, Agam Regency. This type of research is associative descriptive analysis. The population in this study is all people who manage E-KTP who have not recorded their E-KTP. The sample used was 100 people who took care of the E-KTP and used a proportional random sampling technique. Primary data is the type of data used in this study. Data processing using SPSS 24. Data collection techniques using a questionnaire. The collected data was examined using descriptive analysis. Multiple regression analysis in research. Based on the research findings, it is known that the quality of public services (X1) is 0.017 <0.05. The significance of facilities and infrastructure (X2) is 0.024 <0.05 and employee performance (X3) is 0.000 <0.05 (Ho is rejected Ha is accepted). This illustrates that employee performance has a significant influence on community satisfaction managing e-KTP services at the Ampek Angkek Sub-District Office.

Abstract

Para pengelola perguruan tinggi dituntut mengikuti perkembangan teknologi informasi dan komunikasi jika tidak ingin tergulung oleh eradigital disruption. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kepuasan terhadap penggunaan Sistem Informasi Akademik (SIAKAD) pada mahasiswa Politeknik Pertanian Negeri Payakumbuh, dengan Kepuasan Mahasiswa sebagai variabel dependen. Jenis penelitian yang dilakukan adalah metode kuantitatif menggunakan data primer. Metode penelitian menggunakan metode survey. Populasi dalam penelitian ini adalah mahasiswa Politeknik Pertanian Negeri Payakumbuh Angkatan Tahun 2021 yang berjumlah 652 orang mahasiswa. Seluruh populasi digunakan sebagai sampel. Data diolah menggunakan Aplikasi Statistical Package for Social Science (SPSS) untuk hasil analisis regresi berganda dan uji residual. Hasil penelitian ini membuktikan bahwa secara parsial kualitas system, kualitas informasi dan kualitas pelayanan berpengaruh positif dan signifikan terhadap kepuasan mahasiswa. Dan juga secara simultan kualitas system, kualitas informasi dan kualitas pelayanan berpengaruh positif dan signifikan terhadap kepuasan mahasiswa.

Abstract

Abstract: The role of the Nagari Deliberation Board (BAMUS) is highly essential in achieving balanced and equitable development. Therefore, the presence of the Nagari Deliberation Board (BAMUS) within Nagari government, with its various significant functions and authorities, should be able to realize development that aligns with community needs. BAMUS carries out supervision through direct and indirect monitoring. Direct supervision by BAMUS is conducted through Musnag (Nagari Deliberation) and Musrenbang (Planning Deliberation), coordination meetings, direct communication, and field visits. Indirect supervision is carried out through the review of work performance reports (LKPJ), as well as monitoring and evaluation activities.Keywords: Implementation, Supervision, BAMUS, Development, Nagari.

Abstract

Abstrak: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penggunaan Dana Alokasi Umum (DAU) pendanaan kelurahan di Kecamatan Payakumbuh Timur, Provinsi Sumatera Barat. Pendekatan yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara terhadap dua kelompok informan, yakni pelaksana kebijakan (lurah, KPA, sekretaris lurah, aparat kecamatan) dan masyarakat sebagai penerima manfaat. Analisis data dilakukan berdasarkan teori implementasi kebijakan George C. Edwards III yang mencakup empat variabel utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan telah berjalan, namun belum optimal. Komunikasi kebijakan belum merata dan kurang responsif terhadap dinamika teknis. Sumber daya, baik anggaran, personel, maupun sarana prasarana, dinilai belum mencukupi untuk mendukung pelaksanaan kebijakan secara efektif. Meskipun pelaksana menunjukkan disposisi positif, pelibatan masyarakat dalam pengawasan masih minim. Struktur birokrasi telah tersusun secara sistemik, namun fleksibilitas kewenangan kelurahan masih terbatas. Penelitian ini menyarankan pentingnya peningkatan kapasitas kelembagaan kelurahan, perbaikan mekanisme komunikasi, serta penyesuaian regulasi agar lebih adaptif terhadap kebutuhan lokal.Kata Kunci: Implementasi Kebijakan, Dana Alokasi Umum (DAU), Pemerintahan Daerah.

Abstract

This study aims to find out how the Implementation of the LAN Regulation Policy Number 1 year 2021 regarding the Basic Training of Civil Servants by the PPSDM Kemendagri Regional Bukittinggi and provide recommendations for the best method of implementing the Basic Training of Civil Servants by the PPSDM Kemendagri Regional Bukittinggi. The research was conducted by direct observation in the field, in-depth interviews with respondents selected by purposive sampling technique as many as 8 (eight) people. The analysis technique used is the Componential Analysis Technique with the theory used is the theory of implementation of the Gogin model and the theory of implementation of George C. Edwards III. The results of the study indicate that organizational resources and capabilities have a significant influence on institutions in determining the method of implementing basic training for Civil Servant Candidates that are suitable for implementation by the institution. So far, the method used by the institution is Full Distance Learning and Blended Learning, there is no full classical application yet.
