Abstract

This study aims to explore the role of correctional guardians in supporting social reintegration through prisoner empowerment at Banjarmasin Class IIA Correctional Facility. The method used is a case study with a qualitative approach, involving interviews, observation, and documentation. The main informants include the head of the prison, the head of the work section, and correctional guardians. The results show that correctional guardians have an important role in guiding and motivating prisoners to participate in empowerment programs, such as skills training and personality development. However, the implementation of this program still faces various obstacles, including a lack of human resources, limited facilities, and problems with inmate motivation. Specialized training for correctional guardians and increased collaboration with external parties are recommended to strengthen the effectiveness of empowerment programs and support the social reintegration of prisoners. Abstract

Terrorism is an extraordinary crime that has a profoundly negative impact on society, with the Cirebon area having the highest red-zone level in West Java Province. Thisregion is highly vulnerable to the spread of radical ideologies and terrorist activitieswithin the community. Ex-terrorists get difficulty in finding job after imprisonmentand face negative stigma from the society. Therefore, community governancethrough empowerment of ex-terrorists is required. The research employs a qualitativemethod, collecting data through interviews with six informants. The results of thisstudy indicate that, according to social capital theory, which encompasses threedimensions, the process for ex-terrorist convicts involves soft-power strategies in theform of microeconomic empowerment conducted by the Social Identification(Idensos) Team and the Class 1 Probation Office (Bapas) in Cirebon. This approachis applied because all of them are members of JAD, which has low economicconditions. The second dimension, bridging, involves these former convicts activelyparticipating in community service activities, remaining open, and no longerisolating themselves as part of efforts to eliminate societal stigma. The thirddimension, linking, involves collaboration with private companies in the agriculturalsector, including mentorship for agricultural activities. Looking forward, challengesidentified include the lack of local regulations in Cirebon aimed at preventingterrorism and post-sentence rehabilitation, as well as the limited presence of counterterrorism activities in the media. These two challenges could provide useful input for future research.

Abstract

Child abuse cases inflict profound trauma on the victims and often engender a complex sense of guilt in the perpetrators, stemming from the multifaceted repercussions they face post-incarceration. This study aims to conduct a qualitative examination of the guilty feelings experienced by inmates convicted of crimes against children at the Class IIA Madiun Youth Correctional Facility. It is hypothesized that a pronounced and constructive sense of guilt is positively correlated with enhanced self-reform among inmates. A narrative qualitative methodology was employed, utilizing in-depth interviews, participatory observation, and documentary analysis. The research subjects comprised inmates serving minimum sentences of five years for sexual offenses against children. The findings indicate that inmate guilt manifests in two primary dimensions: guilt directed inward (self-reproach) and guilt directed outward (toward the victim). This guilt significantly influences affective, cognitive, behavioral, and motivational domains, catalyzing a process of critical self-reflection that is facilitated by the institution's psychologically-oriented rehabilitation programs. The emergence of this guilt is attributed to several factors, including normative understanding, personal accountability, social expectations, and emotional responsiveness. This research provides a deeper conceptual understanding of how eliciting guilt in offenders can serve as a pivotal mechanism for positive personal development and behavioral reform within the penal system.
