Abstract

Urban heritage conservation planning seeks to produce place experience with historical characteristics to bring sense of place that is a relation between human and place. However heritage urban planning that focuses on the sense of place actually gets criticized for being stuck in place-making purposes only and ignores the human dimension. The study of the sense of place potential in the urban heritage conservation is indeed still limited even though this potential needs to be studied futher because urban heritage place have cultural significant values which should be conserved by involving human dimensions. This paper is a literature review that intends to explore others sense of place potential related to human dimensions that can be used to successfully urban heritage conservation. In urban heritage conservation, besides being beneficial for place-making, it was found that the sense of place also has the potential as guidance information in the urban heritage spatial planning, factors that influence the participation of local residents to be involved in urban heritage planning and factors related to heritage conserving behavior.

Abstract

The urban renewal approach is generally carried out with both physical and economic appoach. A community-based development/urban renewal approach is used for long-term results, therefore it is rarely done. Community based urban renewal study is very important because the impact is more sustainable. Urban renewal of red-light district Putat Jaya Surabaya is carried out to resolve the pressure and social economic change, which is the closing of Dolly and Jarak (Putat Jaya). The Government of Surabaya has been using a community based approach in conducting the renewal, but in doing so the Government of Surabaya has no reference, especially the know-how mechanism of a community based development. This study aims to evaluate and formulate a community-based urban renewal mechanism, so that it can be a reference in the implementation of urban renewal. The results showed that the efforts made by the Surabaya of Government had not fully met the principles of community-based urban renewal where the community had a central role in the preparation and implementation of plans and monitoring of the results of urban renewal in a participatory manner.

Abstract

Kajian dampak komunitas berpagar di Indonesia seringkali fokus pada aspek sosial. Sementara dampak spasial yang berkontribusi pada perubahan struktur dan pola ruang masih sangat terbatas. Penelitian ini bertujuan untuk mengidentifikasi dampak spasial dari aspek transformasi spasial, fragmentasi spasial, serta perubahan infrastruktur, fasilitas dan layanan akibat perkembangan komunitas berpagar di Kawasan Perkotaan Mamminasata. Penelitian ini bersifat deskriptif-explanatori dengan pendekatan evaluasi semu pada 392 komunitas berpagar yang teridentifikasi di Kawasan Perkotaan Mamminasata. Hasil penelitian menunjukkan bahwa perkembangan komunitas berpagar menyebabkan terjadinya transformasi spasial karena mendorong perkembangan fisik yang menyebar, tidak berpola, tidak teratur serta mendorong perubahan guna lahan yang signifikan. Fragmentasi ruang terjadi di lapangan karena mayoritas komunitas berpagar di kelilingi pagar/tembok serta memiliki akses terkontrol, namun pelarangan penggunaan fasilitas publik di dalam komunitas berpagar tidak terjadi. Dari aspek infrastruktur, keberadaan komunitas berpagar tidak selalu menyebabkan kualitas infrastruktur lingkungan di sekitarnya lebih baik dari sebelumnya.

Abstract

The urban renewal concept is one of the city development policies approaches. It promotes profit optimization in urban areas. However, this is done by eroding existing slums and ending with injustice for the community. For this reason, city development policies need to direct urban renewal implementation based on community development. The question arises whether urban renewal needs to be applied for urban areas in Indonesia, whether urban renewal brings certain benefits in achieving a more humane society development and its limits. This article aims to provide a theoretical understanding of the considerations and implications for its application through illustrative case studies from several major cities in Indonesia. This study evaluates urban renewal ideas from a community development viewpoint, through descriptive, evaluative analysis and literature. Study results show that urban renewal is necessary for cities in Indonesia in terms of policies that make the city center become a more competitive business area and generate maximum urban profits through tax revenues. On the other hand, this is done to beautify the city's face, which will automatically improve community development in cities and suburbs. Local wisdom in the context of a city's development policy choice base is a limitation for its implementation optimality.

Abstract

In 2015, UNESCO initiated the inclusion of local culture into sustainable urban planning and development. Yogyakarta has a great historical-cultural potential, where the city has been named as a special region established under Undang-Undang No. 13/2012. By referring to the UNESCO initiation and Undang-Undang No. 13/2012, Yogyakarta has the advantage to initiate the local culture into its sustainable urban planning and development. Though culture is intangible; but by taking the law enforcement and its historical-cultural potential into Yogyakarta is now eligible to develop a city planning on a cultural basis. This research is to explore the integration of Yogyakarta culture into city planning based on eight aspects of culture based spatial planning, in relation to planning guidance/regulation, empirical condition and 14 cultural values of Yogyakarta. The research has shown that 14 Yogyakarta cultural values, in accordance with 7 of the 8 principles of culture based spatial planning (except connectivity principle) and 5 out of 14 cultural values of Yogyakarta has cohesive relationship with 8 aspects of culture based spatial planning, but it is not manifested on the current planning and implementation. This research reinforces that socio-cultural basis of planning relief on three variables respectively cultural aspect, human resources, and nevertheless the cultural awareness

Abstract

City center is an urban place which always attract people either for visit or work purpose. Those activities generates pedestrian traffic that needs to be managed by providing transition space. So far, the need of transition space in urban Indonesia has not been clearly regulated and considered related to the design of transition space that can be use by pedestrians in the city center. Furthermore, there are no studies related to the aspects that need to be considered in the design needs of urban transition space from pedestrians point of view. The study aims to design transition space requirements in the CBD through a visitor and worker pedestrian preferences approach.  Moreover, physical aspect / design element that need to be considered are conditions, potentials and factors that affect the existence of transition place. Field study and analysis found that visitor and workers found in Bandung central area mostly prefer pedestrian mall type as a transition space. Furthermore, the design principles for transition space consists of component of form, access and the character of space.

Abstract

Kota berkembang secara dinamis, fenomena transformasi kota dipengaruhi oleh faktor yang tidak mungkin dihindari, antara lain urbanisasi, perluasan skala pelayanan dan pertumbuhan ekonomi. Adanya urbanisasi dan fungsi pelayanan menjadi penyebab munculnya berbagai jenis tipologi pembangunan kawasan di kota, antara lain: perkampungan, kawasan urban fringe, CBD dan kota baru. Kota Surabaya merupakan kota dengan berbagai bentuk tipologi kawasan, karena itu fenomena bentuk tipologi yang ada di Kota Surabaya menjadi sesuatu yang penting untuk diteliti. Penelitian ini bertujuan untuk mengevaluasi berbagai tipologi pembangunan di Surabaya. Penelitian ini merupakan penelitian deskriptif evaluatif yang dilanjutkan dengan teknik kualitatif. Analisis yang digunakan dalam penelitian ini adalah pembacaan karakter yang di evaluasi berdasarkan pemahaman teori. Hasil dari penelitian ini menunjukkan bahwa Kota Surabaya memiliki beberapa bentuk tipologi pembangunan kawasan, yaitu: CBD, kota baru dan kampung, urban fringe. Penyebab munculnya berbagai bentuk tipologi ini adalah pertumbuhan penduduk, skala pelayanan dan ekonomi.

Once the central of economic, urban heritage has been experiencing physical degradation thus abandoned. However, urban heritage conservation is almost impossible if relying on government resources solely. Public-Partner-Partnership (PPP) has been seen as the right approach to solve the problem. This paper argues that the partnership should be carefully reviewed when implemented in the urban heritage conservation context. Other than the size of the program is smaller and specific, the partnership must also consider the area context, the vulnerability of the area, and the presence of people who live and carry out activities in the area. Therefore, there are requirements when adopting PPP in the urban heritage conservation context, namely: (1) entrepreneurial government, as a public sector, who can create an efficient and adaptive bureaucracy, must also have strong leadership in managing conflict of interest among the stakeholder, especially due to the involvement of profit oriented private sectors; (2) market orientation of the private sector must appreciate the cultural significant values of urban heritage and place the community as more than just consumers; (3) the community, as the third sector, must have a clear position in the partnership and be accompanied by a mediator who can also protect the interest of the community.

Abstract

Transportation megaprojects have become a routine feature in the development of cities and urban infrastructure. The failure of many megaprojects to achieve the desired performance levels is an issue that has been discussed in several studies in recent years, ascribing it to the inability to plan for complexity and uncertainty. This and other problems that are commonplace among megaprojects are yet to be solved despite the employment of highly experienced professionals and resources. The role of the decision-making process in the planning phase is critical in dealing with the complex and uncertain nature of megaprojects. This paper presents a review of literature related to this topic and argues that a major challenge in the planning phase is a cultural misunderstanding of transportation megaprojects, since the rationale behind the development decisions and planning approaches fails to manage complexity and uncertainty. In this study, we identified four paradoxes that occur in transportation megaproject practice that show that top-down and linear planning approaches should be reformed to become more open-minded, nonlinear, and open. Doing so may benefit regional development and broad communities in the future.
