Abstract

Purpose: The purpose of this study is to discuss how and what factors influence the implementation of the Pangkalpinang City Regional Regulation No. 6 of 2021 concerning Warehouse Arrangement and Development. Method: The research method used in this study is a qualitative research method with a descriptive approach, with data collection techniques through interviews, observation and document review. Result: The results of the research show that the implementation of the Pangkalpinang City Regional Regulation policy No. 6 of 2021 concerning Warehouse Arrangement and Development has not been successful because it has not fulfilled all indicators. Seen from the aspect of communication it is not optimal, from the aspect of human resources and budget it is not optimal, in terms of the disposition aspect it is not optimal, and in terms of the bureaucratic structure aspect it is alredy optimal. Thus, it is still necessary to optimize the implementation of the Pangkalpinang City Regional Regulation Number 6 of 2021 concerning Warehouse Arrangement and Development

Abstract

Abstract: This study aimed to analyze the extent to which infrastructure development in Indonesia has a positive impact on an area, where the impact is not only seen from an economic perspective but also from a sociocultural and environmental perspective in the region. A systematic literature review was used as a method in this study to show various cases of infrastructure development and the impacts that occur in each of these development activities. Several cases from South Sumatra, East Kalimantan, East Nusa Tenggara, Sulawesi, and Papua were used in this paper to demonstrate the impact of inclusive and sustainable development on equity efforts in Indonesia comprehensively. The results of this study show a positive relationship between each case, where inclusive development can strengthen a region’s potential. Community involvement during and after development has a positive impact, either directly through the employment opportunities provided, or indirectly through economic potentials, such as post-development business development. Some factors to consider include the role of the government and development implementers in increasing community participation in all development activities in their area, where there are still some unresolved coordination issues.

Abstract

Purpose: Semiotics is a method of studying a sign and its representations. In this research, TikTok content video contain sign that appear and produce the meaning of the moral message in the content video. The Purpose of this research is to determine the signified and signifier in the moral message in TikTok Police Content @hermanhadibasuki. Research methodology: The research method used in this research is qualitative method with a descriptive approach. The data collection techniques in this research used a documentation and literature studies, as well as references related to this research. Results: The result of the research show that there is a moral message in TikTok Police Content @hermanhadibasuki (Ferdinand de Saussure Semiotic Analysis). The result of this research where examination several scene video who describing the moral message for the audiences. Saussure divides a sign into two aspects, that is signifier which is seen through the physical form and form of the research object and signified which is related to social life. This research used social media TikTok to share a video content who has a moral message in it. Limitation: The limitation in this research is in the research process. One of the limitations is that the researchers would have to choose from many videos uploaded by the TikTok creator. Contribution: This research can be useful for the student or an academic community who want to know and to do the similar research on semiotics.

Abstract

This study examines the application of diversion in the juvenile criminal justice system with a focus on the role of community research (litmas) and the recommendations of Community Supervisors (PK) in Bapas Class I Palembang. This study highlights the practice of diversion in handling children's cases, the position of litmas and PK recommendations in decision-making, as well as institutional barriers that affect its effectiveness. The research uses a socio-legal qualitative approach with a case study design, through interviews with PK, law enforcement officials, and related stakeholders, as well as a review of litmas documents, diversion agreements, case decisions, and regulations. The analysis was carried out thematically by triangulating sources. The results of the study show that the success of diversion is highly dependent on the quality of social assessment in litmas, the ability to facilitate deliberation, and the sustainability of post-agreement supervision. Litmas acts as a tool for mapping children's needs and risks, the basis for guidance recommendations, and a means of accountability. The main obstacles include weak coordination across institutions, differences in interpretation of procedures, limited resources, and non-optimal monitoring mechanisms. This study recommends strengthening the standardization of litmas, increasing the capacity of diversion facilitators, integrating support services, and developing a measurable monitoring system so that diversion is truly oriented towards the recovery of children and victims.

Abstract

Study This aim for study dynamics institutional in empowerment village at a time compile strengthening institutional based development in the Regency Banyuasin. Research use approach qualitative with design studies case study to understand interaction inter-factors, social values and norms, and practice developing institutions​ in the empowerment process village. Abstract

Local cultural heritage is an integral part of a region's identity, enriching Indonesia's cultural diversity as a whole. This study aims to explore the efforts of the South Sumatra Government to preserve local cultural heritage in the province by implementing Regional Regulation (Perda) Number 2 of 2021 concerning the Architecture of Buildings with Regional Identity Ornaments. This policy stipulates requirements for incorporating elements of local wisdom, particularly Songket and Tanjak motifs, into various building structures such as government buildings, schools, toll gates, train stations, terminals, and even airports managed by Regional Apparatus Organizations (OPD) in the region. This study uses a qualitative approach by collecting data through in-depth interviews with government officials directly involved in policy implementation. Data analysis was conducted using a descriptive approach to evaluate the policy and its implementation practices in the field. The research findings indicate that the implementation of Perda Number 2 of 2021 has been successful and effective, generating a significant impact on efforts to preserve local cultural heritage in South Sumatra. This policy encourages each Regional Apparatus Organization (OPD) to incorporate regional ornamentation into building structures, such as government offices, schools, state-owned enterprises (BUMN/BUMD), hospitals, regional military (KODAM/Kodim), and the Regional Police Chief's office. Furthermore, this policy allocates specific funds for renovations related to local wisdom, particularly in the application of Songket motifs. In conclusion, Regional Regulation No. 2 of 2021 provides a solid foundation for the preservation of local cultural heritage in South Sumatra. By promoting the integration of elements of local wisdom into public building structures, this policy strengthens regional cultural identity while supporting sustainable development. The implications of this policy also reflect the regional government's commitment to preserving local cultural values ​​in regional planning and development.

Abstract

This article aims to identify the factors causing the resistance of MSME taxpayers to transition from fulfilling tax obligations based on turnover to fulfilling tax obligations based on net profit, which requires bookkeeping, and then formulate solutions to these problems. The problem is focused on the causes of MSME taxpayers' resistance to using bookkeeping. To approach this problem, the theoretical reference from Robert B. Seidman and Nalin Abeysekere is used, namely the Rule, Opportunity, Capacity, Communication, Interest, Process, and Ideology (ROCCIPI) method. Data were collected through literature studies and interviews with MSME taxpayers and tax officials, which were then analyzed qualitatively. This study concludes that additional actions from the tax authorities are needed to change taxpayer behavior so that they are interested in maintaining bookkeeping and calculating their taxes in accordance with general tax provisions. These incentives can be in the form of special additional tariff adjustments for MSMEs, the provision of integrated bookkeeping support facilities, continuous assistance and socialization, and improving the government's image in building trust and awareness among taxpayers.

Abstract

The licensing process at the regional level is often convoluted, slow, and prone to information asymmetry. The digitalization initiative through the Online Single Submission Risk-Based Approach (OSS-RBA) in Lubuk Linggau City aims to simplify procedures and increase transparency. This study explores applicants’ and officials’ experiences with OSS-RBA, identifying factors that facilitate or hinder its implementation in local business licensing. Using a descriptive qualitative approach, data were gathered through semi-structured interviews with business actors of various scales and government officers, observations of service flows both at counters and online, and reviews of SOPs and related documents. Findings are presented narratively, highlighting categories and illustrative quotes. Respondents noted a clearer process flow, greater certainty about requirements, and easier tracking of application status through system notifications. Positive experiences were most common with low-risk licenses and among applicants familiar with OSS-RBA. New users expressed a need for initial guidance, detailed instructions, and accessible consultation channels. Key obstacles included digital literacy, network stability, inter-system connectivity, adaptation to new workflows, and SOP updates within local agencies. Stakeholders perceive OSS-RBA in Lubuk Linggau City as a more accessible, transparent, and consistent service. The results emphasize the need to improve communication about requirements, provide early support for new applicants, and enhance system integration to deliver a uniform user experience and sustain the benefits of digitalization.

Abstract

Regional data integration is a crucial element in the digital transformation of bureaucracy, but its implementation is often faced with structural tensions between technical regulatory demands and strong sectoral egos. In South Sumatra Province, the One Data Information System (SIMATA) was initiated as a form of public innovation to break the information fragmentation impasse between Regional Apparatus Organizations (OPDs). This study aims to examine the implementation of SIMATA policies using the analytical framework of Public Innovation Governance. Through a qualitative method with a policy analysis approach, this study dissects strategic documents, regulatory instruments managed by the South Sumatra Provincial Diskominfo, and data governance practices at the regional level. The results of the analysis show that the effectiveness of SIMATA implementation is not solely determined by technological determination, but is highly dependent on the capacity of actor orchestration and administrative regularization. It was found that there is a contradiction between the formal data integration mandate and the institutional readiness of OPDs in the field. In this context, the Public Innovation Governance model serves as a bridging instrument capable of shifting passive bureaucratic compliance patterns into proactive network collaboration. This study concludes that the sustainability of SIMATA requires governance adaptation that goes beyond traditional hierarchical approaches, leading to a more adaptive innovation ecosystem. This study makes a theoretical contribution to the digital governance policy literature and offers practical recommendations for strengthening the One Data governance architecture at the local government level.
