Abstract

The availability of qualified and professional health human resources (HRH) will greatly determine the success of implementing decentralization. This study aims to examine decentralization in the HIV / AIDS prevention program in Makassar City. This study uses a qualitative research method with a case study design. The informants in this study were the Chairperson of the Provincial AIDS Commission (KPAP) of South Sulawesi Province, the holder of the HIV-AIDS program at the Puskesmas, and the Head of the NGO organization concerned with HIV-AIDS in Makassar. The selection of informants in this study used the snowball technique. The data analysis technique in this study used qualitative data analysis. The results showed that human resources for the HIV / AIDS program in Makassar City had been fulfilled and were in accordance with the qualifications consisting of doctors, nurses, laboratories, pharmacists, and public health workers. Community empowerment in HIV / AIDS prevention has been running so that cadres are formed in the field but this empowerment has not been maximized in its implementation. In order for the decentralization of the HIV / AIDS prevention program to run optimally, stakeholder cooperation is needed in its implementation to run well to reduce cases of HIV / AIDS in Makassar City and it is necessary to strengthen the role of community empowerment in preventing the spread of HIV / AIDS cases. Keywords: Decentralization, Prevention Program, HIV / AIDS, Makassar City

Abstract

Di kota Palopo sendiri pada akhir tahun 2020 masuk dalam kategori zona merah tetapi saat ini telah menjadi zona kuning. Tujuan dari penelitian ini adalah mengevaluasi program penangulangan Covid-19 di Kota Palopo melalui Kriteria Epidemiologi dan Kriteria Sistem kesehatan, Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus instrumental. Penelitian ini menggunakan metode evaluasi formatif dengan Informan sebanyak 6 orang dari satuan gugus tugas percepatan penanganan covid-19. Teknik pengumpulan data yang digunakan adalah teknik wawancara mendalam, teknik observasi dan teknik dokumen. Hasil penelitian untuk menilai keberhasilan penanggulangan melalui Kriteria Epidemiologi dan Kriteria Sistem kesehatan menunjukkan Pada Kriteria Epidemiologi menunjukkan telah sesuai dengan hasil yang diharapkan, dan pada Kriteria Sistem Pelayanan Kesehatan menunjukkan hasil yang baik dan merupakan hasil penelitian yang diharapkan. Diharapkan pemerintah mempertahankan ataupun meningkatkan kinerja dari semua tim satuan gugus percepatan dan penanganan covid-19 maupun para lintas sektor yang terlibat dalam penanggulangan covid-19 di Kota Palopo. Dan diharapkan pula pemerintah maupun lintas sektor lainnya lebih meningkatkan koordinasi dan kerjasama khususnya dalam hal penanggulangan covid-19 di Kota Palopo

Abstract

ABSTRAK Tercatat jumlah peserta BPJS Kesehatan yang memiliki tunggakan khususnya di Kota Makassar per Desember 2017 sebanyak 143.794 jiwa penduduk. Tujuan penelitian ini untuk Menganalisis Kemampuan Membayar (ATP) dan Kemauan Membayar (WTP) Peserta PBPU yang menunggak iuran Jaminan Kesehatan Nasional di Kecamatan Tamalate Kota Makassar. Desain penelitian ini adalah penelitian kuantitatif dengan pendekatan survei deskriptif. Populasi dalam penelitian ini adalah seluruh peserta peserta PBPU yang menunggak iuran jaminan kesehatan nasional di kecamatan tamalate kota Makassar. Sampel dalam penelitian ini sebanyak 100 sampel. Hasil yang diperoleh dari penelitian yaitu responden ATP 1 kategori mampu yaitu 61% dan tidak mampu 39%, ATP 2 non makanan berada mampu yaitu 46% untuk non-essensial kategori mampu yaitu 21%. Pada aspek kemauan membayar tunggakan responden kategori tidak mau yaitu sebanyak 70 responden (70%), kategori mau yaitu sebanyak 30 responden (30%). Pengetahuan mengenai tarif JKN yaitu 42%. Responden/anggota keluarga yang memiliki riwayat penyakit katastropik adalah 27% jenis penyakit terbanyak adalah stroke.Kata Kunci: Jaminan Kesehatan Nasional, ATP, WTP

Abstract

ABSTRAKBPJS merencanakan bahwa tahun 2014 masyarakat Indonesia yang ikut dalam program Sistem Jaminan Sosial Nasional (SJSN) mencapai 70% dan ditargetkan tahun 2019 mencapai 100%. Tujuan Penelitian ini untuk menganalisis pengaruh beberapa faktor umur, pendidikan, pendapatan dan dukungan keluarga. Penelitian ini adalah penelitian kuantitatif dengan desain cross sectional study. Populasi yaitu seluruh Pedagang yang ada di Pasar Segar terkhusus Penjual makanan dan minuman yang aktif yaitu 63 orang dan 51 orang yang merupakan pekerja mebel dan bukan peserta BPJS Kesehatan Mandiri. Sampel dalam penelitian ini menggunakan perhitungan total sampling yaitu semua jumlah populasi diambil dalam penelitian. Hasil penelitian menunjukkan bahwa terdapat pengaruh pendapatan (p=0,000) dan dukungan keluarga (p=0,000) terhadap keikutsertaannya menjadi peserta BPJS Kesehatan. Namun, tidak terdapat pengaruh antara umur (p=0,296), pendidikan (p=0.350) terhadap keikutsertaannya menjadi peserta. Berdasarkan hasil penelitian ini, disarankan kepada pekerja informal agar mendaftarkan dirinya sebagai peserta BPJS Kesehatan dan bagi petugas BPJS Kesehatan perlumeningkatkan sosialisasi kepada masyarakat, khususnya pada pedagang sektor infomal.Kata kunci : Partisipasi, Sektor Informal, BPJS Kesehatan

Abstract

Kesehatan merupakan investasi untuk mendukung pembangunan serta memiliki peran penting dalam upaya penanggulangan kemiskinan. Pembangunan kesehatan harus dipandang sebagai suatu investasi untuk meningkatkan kualitas sumber daya manusia. Tujuan dari penelitian ini untuk menganalisis perilaku legislator dalam perencanaan kesehatan di Kabupaten Bantaeng. Kabupaten Bantaeng dipilih karena Kabupaten Bantaeng merupakan salah satu daerah di Provinsi Sulawesi Selatan yang memiliki Dana Alokasi Umum tertinggi. Jenis penelitian ini merupakan penelitian kualitatif. Pengumpulan data dilakukan dengan menggunakan metode wawancara mendalam (indepth interview), observasi dan telaah dokumen. Pengolahan data dilakukan menggunakan tringulasi dan metode content analisys. Hasil penelitian diketahui bahwa berdasarkan indikator pengetahuan, legislator berada pada kategori kurang, disisi lain, indikator sikap, persepsi dan tindakan legislator terhadap perencanaan kesehatan berdasarkan wewenangnya sudah baik, selain itu diketahui bahwa terdapat kepentingan legislator dalam hal perencanaan kesehatan namun kepentingan tersebut untuk mengakomodasi kepentingan derajat kesehatan masyarakat Kabupaten Bantaeng

Abstract

Background: Based on Presidential Regulation No. 59 of 2024, which replaces Presidential Regulation No. 82 of 2018 on Health Insurance, the implementation of the Standard Inpatient Class (KRIS) is mandated for four types of hospitals in Indonesia, including RSUP Dr. Tadjuddin Chalid Makassar. The KRIS policy must be implemented in all hospitals in Indonesia cooperating with BPJS Health by June 30, 2025. However, the current implementation of KRIS primarily focuses on adjusting medical facilities and infrastructure toward a single class. To analyze the implementation of the KRIS policy at RSUP Dr. Tadjuddin Chalid Makassar in 2024 based on Input and Process aspects. Method: This study employed descriptive research with a qualitative approach, using interviews, observations, and document reviews conducted from February to March 2024 at RSUP Dr. Tadjuddin Chalid Makassar. Eleven informants were selected using purposive sampling. Result: The "Man" input is adequate but faces obstacles. There is no specific budget allocation ("Money") and no difference in financial management before and after policy implementation. "Material" needs are not fully met, and there are established "Methods" or rules for implementing the KRIS policy. Conclusion: Overall, the implementation of KRIS at RSUP Dr. Tadjuddin Chalid Makassar, as a pilot hospital for KRIS, has been successful. However, several variables still need improvement. It is recommended that the hospital enhance its strategies in various aspects of KRIS policy implementation.

Abstract

The National Health Insurance program started running in Indonesia on January 1, 2014. Along with the increasing number of National Health Insurance participants and health facilities, more criticism has emerged from various parties, including from National Health Insurance providers regarding the alleged fraud. Fraud can have a negative effect on finances, the standard of medical care, and the perpetrator's reputation. This study's goal was to assess the likelihood that fraud may occur at Dadi Regional Hospital in Makassar, Indonesia. The study also explored the procedures and policies in place for preventing the fraud. This qualitative study employed phenomenological design. The results of the study show that there is a fraud prevention system at Dadi Regional Hospital in the form of policy and guideline formulation, a culture of prevention, implementation of quality control, and cost control. Even though they already have a prevention system in place, there is still some lack of information being disseminated about the fraud prevention team established. There are still frequent discrepancies between the diagnosis code input in the National Health Insurance system and the patient's diagnosis Hence, the Internal Monitoring Unit is still in the process of establishing a fraud prevention system

Abstract

The quality of healthcare services is a critical determinant of health outcomes and public satisfaction. Political perspectives significantly influence the quality of healthcare through policy-making, funding, and regulation. This literature review examines the interplay between political ideologies, policy decisions, and healthcare quality. It explores how different political systems and party ideologies affect healthcare quality, the role of political will and governance in shaping healthcare policies, and the impact of political instability on health systems. The review also discusses how political agendas, lobbying, and public health advocacy shape healthcare quality. The findings underscore the need for a nuanced understanding of political factors in improving healthcare services and achieving equitable health outcomes.

Abstract

Paediatric tuberculosis (TB) remains a significant public health challenge, particularly in low- and middle-income countries (LMICs). While TB is largely preventable and treatable, children often face barriers to timely diagnosis and appropriate treatment due to gaps in health policy and systems. This literature review examines health policy perspectives on Paediatric tuberculosis management, focusing on global and national policies, the integration of TB services into broader health systems, and the challenges of implementing effective Paediatric TB control programs. The review highlights successful policy interventions, the role of international guidelines, and the need for strengthened health systems to address the unique challenges of Paediatric TB.
