Abstract

Program Keluarga Harapan (PKH) adalah bantuan yang membantu keluarga miskin memiliki akses dana memanfaatkan pelayanan sosial dasar kesehatan, pendidikan, pangan dan gizi, perawatan, dan pendamping. Penelitian ini bertujuan untuk mengetahui pelaksan dan mekanisme Program Keluarga Harapan di Kecamatan Banggai Utara Kabupaten Banggai Laut. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif.  Hasil penelitian ini menunjukkan bahwa pelaksana program keluarga harapan di kecamatan banggai utara kabupaten banggai laut belum berhasil secara umum dari empat (4) indikator hanya komunikasi, disposis , stuktur birokrasi yang berjalan dengan efektif dan efesien sedangakan SDM belum sepenuhnya terpenuhi. Dan untuk proses mekanisme yang masih memakai beberapa aturan-aturan yang belum dirubah masih berpatoakn di peraturan PKH yang dulu. saran proses pemutakhiran data harus di tingkatkan lagi. Program kelurga harapan pada RTSM/KSM agar tidak ada lagi ketergantunagn terhadapa bantuan-bantuan lainnyadan dapat mengunakan bantuan dengan semestinya dan mampu memanfaatkan bantuan yang diberiakan pemerinta dalam jangka panjang. Family Hope Program (PKH) is assistance that helps poor families have access to funds to utilize basic social services such as health, education, food and nutrition, care and assistance. This research aims to determine the implementation and mechanisms of the PKH in North Banggai District, Banggai Laut Regency. This research uses qualitative research methods with a descriptive approach. The results of this research indicate that the implementation of the PKH in the North Pride sub-district, Banggai Laut Regency has not been successful in general from the four (4) indicators, namely communication, disposition, bureaucratic structure which runs effectively and efficiently, while human resources have not been fully met. And for the mechanism process that still uses several rules that have not been changed, it is still based on the previous PKH regulations. suggestions that the data updating process should be improved further. Hope family program in RTSM/KSM so that there is no longer any dependence on other assistance and can use assistance properly and be able to take advantage of assistance provided by the government in the long term.

Abstract

Pemberdayaan Tenaga Kerja Disabilitas Di Kota Mamasa Sulawesi Barat. Pemberdayaan penyandang disabilitas mengacu pada pemberdayaan kelompok disabilitas sebagai kelompok sosial yang memiliki potensi sebagaimana manusia lain pada umumnya Penelitian bertujuan untuk mengetaui peran pemerintah dalam pemberdayaan tenaga kerja disabilitas di kota Mamasa dan mengetahui faktor yang berpengaruh terhadap pemberdayaan tenaga kerja disabilitas di Kota Mamasa. Penelitian ini menggunakan pendekatan kualitatif jenis deskriptif. Tehnik pengumpulan data dengan tehnik wawancara, dokumentasi, dan observasi. Tehnik analisis data yaitu dengan reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian dapat disimpulkan bahwa peran pemerintah dalam pemberdayaan tenaga disabilitas kerja di Kota Mamasa dilakukan dengan beberapa program yaitu sosialisasi, pelatihan menenun dan menjahit, dan pelatihan membuat kerajinan dari barang bekas. Adapun faktor yang  berpengaruh terhadap pemberdayaan penyandang disabilitas di Kota Mamasa terdapat faktor pendukung dan faktor penghambat. Empowerment of Disabled Workers in Mamasa City, West Sulawesi. Empowerment of people with disabilities refers to the empowerment of disabled groups as social groups who have potential like other humans in general. The research aims to understand the role of the government in empowering disabled workers in Mamasa City and to find out the factors that influence the empowerment of disabled workers in Mamasa City. This research uses a descriptive qualitative approach. Data collection techniques using interview, documentation and observation techniques. Data analysis techniques include data reduction, data presentation, and drawing conclusions. Based on the research results, it can be concluded that the government's role in empowering workers with disabilities in Mamasa City is carried out with several programs, namely socialization, training in weaving and sewing, and training in making crafts from used goods. As for the factors that influence the empowerment of people with disabilities in Mamasa City, there are supporting factors and inhibiting factors.

Abstract

Alokasi Dana Desa yang sedang dikembangkan di Desa Lembang Buakayu Kecamatan Bonggakaradeng, Kabupaten Tana Toraja. Bagian dari dana desa adalah simpanan keseimbangan moneter fokal dan teritorial yang didapat oleh daerah/masyarakat perkotaan dimana penyebaran untuk setiap kota disampaikan secara relatif, khususnya sekitar (10%). Pembagian dana desa  diharapkan untuk penyelenggaraan pemerintahan desa dan penguatan wilayah setempat.  Penelitian bertujuan untuk mengetahui bagaimana implentasi pengalokasian dana desa dalam pembangunan di Desa Lembang Buakayu, mengetahui proses penyusunan perencanaan program pembangunan di Desa Lembang Buakayu  dan  untuk mengetahui bagaimana proses evaluasi program pembangunan yang dijalankan oleh pemerintah di Desa Lembang Buakayu. Penelitian ini menggunakan strategi subjektif dengan metodologi kualitatuf. Hasil tinjauan menunjukkan bahwa secara normatif dan otoritatif administrasi peruntukan toko desa telah selesai dengan baik, namun secara substansi sebenarnya belum menyentuh arti pentingnya penguatan. Selain itu, beberapa mitra belum menyelesaikan pekerjaan mereka secara ideal, hanya kepala desa sebagai kelompok pelaksana yang mengatur administrasi bagian dana desa. Budaya paternalistik masyarakat desa membuat masyarakat desa menjadi pasif dan menaruh kepercayaan penuh kepada kepala desa dalam menangani pembagian dana desa, serta kekuatan sub-daerah dalam perencanaan surat pertanggungjawaban yang menyebabkan tidak adanya kebebasan desa. Kegiatan evaluasi melalui pengungkapan sebagaimana diatur melalui pedoman yang ada bahwa laporan pertanggungjawaban pemerintah desa dicatat sebagai salinan tertulis ke pemerintah kabupaten melalui tempat kerja yang signifikan dan secara rinci dicatat sebagai salinan tulis  ke wilayah masyarakat desa. Dengan terbatasnya SDM masyarakat desa, tentu saja evaluasi yang dianggap biasa untuk mengatasi masalah dan juga memberikan jawaban untuk kemajuan desa yang lebih baik sulit untuk dipahami. Village Fund Allocation which is being developed in Lembang Buakayu Village, Bonggakaradeng District, Tana Toraja Regency. Part of village funds are focal and territorial monetary balance savings obtained by urban areas/communities where the distribution for each city is expressed relatively, specifically around (10%). The distribution of village funds is expected to be used for implementing village government and strengthening the local area. The research aims to find out how the allocation of village funds is implemented in development in Lembang Buakayu Village, to find out the process of preparing development program planning in Lembang Buakayu Village and to find out how the development program evaluation process is carried out by the government in Lembang Buakayu Village. This research uses a subjective strategy with qualitative methodology. The results of the review show that normatively and authoritatively the administration of the village shop designation has been completed well, but in substance it has not actually touched on the importance of strengthening. In addition, several partners have not completed their work ideally, only the village head as the implementing group manages the administration of the village fund portion. The paternalistic culture of village communities makes village communities passive and places full trust in the village head in handling the distribution of village funds, as well as sub-regional powers in planning accountability letters which results in the absence of village freedom. Evaluation activities through disclosure as regulated through existing guidelines that village government accountability reports are recorded as written copies to the district government through significant workplaces and in detail are recorded as written copies to village community areas. With limited human resources in village communities, of course evaluations that are considered normal to overcome problems and also provide answers for better village progress are difficult to understand.

Abstract

Bantuan Stimulan Perumahan Swadaya (BSPS) merupakan Program Bantuan dari Kementrian Pekerjaan Umum dan Perumahan Rakyat (PUPR) bagi masyarakat berpenghasilan rendah (MBR) untuk membangun rumah yang layak huni. Jenis penelitian dalam penelitian ini adalah jenis penelitian kualitatif deskriptif. Tujuan penelitian untuk mengetahui proses pelaksanaan BSPS di Desa Paccerakang Kecamatan Pondrang Selatan Kabupaten Luwu dan juga untuk mengetahui ketercapain Program BSPS di Desa Paccerakang Kabupaten Luwu. Berdasarkan hasil penelitian Bantuan Stimulan Perumahan Swadaya (BSPS) di Desa Paccerakang belum sepenuhnya berhasil secara keseluruhan.  Hal ini dikarenakan adanya pembangunan yang tidak terselesaikan sesuai dengan waktu yang diberikan. ini karna kurangnya kesadaran penerima untuk bergotong royong dalam membangun. selain itu, kurang tegasnya implementor dalam mendampingi. Jika implementor dapat bersikap tegas dalam mengawasi pelaksanaan BSPS di Desa Paccerakang akan sangat berpengaruh pada ketepatan waktu yang diberikan dalam menyelesaikan pembangunan masih ditemukan penerima bantuan masih mengerjakan bangunan secara individual. Self-help Housing Stimulant Assistance (BSPS) is an Assistance Program from the Ministry of Public Works and Public Housing (PUPR) for low-income communities (MBR) to build houses that are livable. The type of research in this research is descriptive qualitative research. The purpose of this study is to determine the process of implementing BSPS in Paccerakang Village, South Pondrang District, Luwu Regency and also to determine the achievement of the BSPS Program in Paccerakang Village, Luwu. Based on the results of the research, the Self-Help Housing Stimulant Assistance (BSPS) in Paccerakang Village has not been fully successful as a whole. This is due to the construction that was not completed in the allotted time. This is due to the recipient's lack of awareness to work together in building, still beneficiaries are still working on the building individually. In addition to the lack of importance of implementers in assist ing. If the implementation can be carried out firmly in supervising the BSPS in Paccerakang Village, it will greatly affect the timeliness given in completing the settlement.

Abstract

Pelayanan Izin Mendikan Bangunan (IMB) bagi Aparatur pemerintah wajib memberikan pelayanan tersebut kepada masyarakat. Masyarakat berhak mendapatkan pelayanan pemerintah yang efisien sesuai dengan peraturan yang berlaku. Masyarakat Kabupaten Toraja Utara membutuhkan pelayanan perizinan dari pemerintah yang cepat, akurat,, hal ini menjadi dasar Pemerintah Daerah Kabupaten Toraja Utara untuk Dinas Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu (DPMPTSP) ini kemudian bertugas untuk memberikan pelayanan bagi masyarakat yang ingin menyediakan bangunan/ganti sesuai persyaratan yang digariskan dalam Peraturan Daerah Toraja Utara, masyarakat harus memiliki izin terlebih dahulu atas kenyamanan, keamanan, dan kepastian hukum bangunan tersebut. Kabupaten Nomor 19 Tahun 2011, yang mengatur tentang penerbitan IMB, Tujuan penelitian untuk mengetahui evektifitas proses pelayanan pegawai DPMPTSP Toraja Utara terhadap pemberian IMB bagi Masyarakat Rantepao,Toraja Utara melalui  DPMPTSP Kabupaten Toraja Utara dan unutk mengetahui kopetensi kinerja pegawai DPMPTSP Toraja Utara dalam melayani Masyarakat Rantepao, Toraja Utara.. Penelitian ini menggunakan pendekatan kualitatif  dengan menggunakan metode deduktif yang mengkaji fenomena secara umum untuk menemukan hasil secara spesifik melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam tahapan dalam penerapan Pelayanan Pemberian IMB Di Kantor Pelayanan Perizinan Satu Pintu (DPMPTSP) Kabupaten Toraja Utara, Sudah Baik dikarnakan dalam ketiga indikator tersebut ada dua indikator yang sudah berjalan baik seperti pencapaiaan tujuan dimana dinas PTSP sebagai pelaksana melibatkan masyarakat dan seluruh stajholder dari pelayanan yang di berikan kepada masyarakat yang bertujuan untuk mempermudah pengurusan. Dalam Kopetensi Pegawai Pada Dinas Penanaman modal dan Pelayanan Satu Pintu Kabupaten Toraja Utara, Sudah Cukup Baik dikarnakan dalam kelima indikator tersebut peneliti menyimpulkan cukup baik dikarnakan dalam penerapan kualitas kerja, Ketepatan Waktu, dan Inisiatif pegawai sudah cukup baik dikarnakan pegawai tidak mempermasalahakan latar belakang pendidikan dengan bidang kerja pegawai yang tidak sesuai bidang kerja akan di ikutkan pelatihan sesuai dengan bidangnya masing-masing. The people of North Toraja Regency need licensing services from the government that are fast, accurate, this is the basis for the North Toraja Regency Regional Government for the Department of Investment and One Stop Integrated Services  (DPMPTSP) which is then tasked with providing services for people who wish to provide buildings/replacements according to the requirements outlined in the North Toraja Regional Regulations , the public must have prior permission for the comfort, security and legal certainty of the building. Regency Number 19 of 2011, which regulates the issuance of IMB. The aim of the research is to determine the effectiveness of the North Toraja DPMPTSP employee service process in providing IMB for the Rantepao, North Toraja Community through the North Toraja Regency DPMPTSP and to determine the performance competence of North Toraja DPMPTSP employees in serving the Rantepao Community , North Toraja.. This research uses a qualitative approach using a deductive method that examines phenomena in general to find specific results through interviews, observation and documentation. The results of the research show that in the stages of implementing the IMB Providing Service at the One Stop Licensing Service Office (DPMPTSP) North Toraja Regency, it is already good because in these three indicators there are two indicators that have gone well, such as achieving the goal where the PTSP service as the implementer involves the community and the whole stajholder of services provided to the community which aims to facilitate management. In terms of Employee Competence at the North Toraja Regency Investment and One-Stop Service Service, it is quite good because in these five indicators the researcher concluded that it is quite good because the implementation of work quality, punctuality and employee initiative is quite good because employees do not mind their educational background. Employees' work fields that do not match their field of work will be subject to training according to their respective fields.

Abstract

Behavior Based Safety merupakan upaya pencegahan kecelakaan proaktif yang berfokus pada perilaku At risk atau perilaku berbahaya yang berpeluang menyebabkan kecelakaan kerja. Disiplin diartikan sebagai sikap, perilaku, dan tindakan yang sesuai dengan norma-norma perusahaan, baik yang tertulis maupun tidak tertulis. Peneltian bertujuan untuk mengetahui kedisplinan kerja karyawan pada PT. Indrabas Purnama Makmur dan untuk mengetahui bentuk pemberian imbalan terhadap karyawan PT. Indrabas Purnama Makmur Kabupaten Donggala Provinsi Sulawesi Tengah. Model analisis yang digunakan adalah teknik analisis yang terdiri dari tiga alur kegiatan yang terjadi secara bersamaan, meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. . Metode penelitian ini menggunakan teknik wawancara, observasi dan observasi dokumen. Teknik wawancara dilakukan secara tidak terstruktur dengan menggunakan pedoman wawancara. Teknik observasi dilakukan oleh satu orang dan didampingi oleh salah satu staf secara alamiah. Analisis data penelitian bersifat deskriptif. Hasil penelitian ini menunjukkan bahwa kedisiplinan yang dimiliki oleh pekerja, baik berupa disiplin perintah maupun disiplin yang dipaksakan sendiri, masih kurang dalam menerapkan disiplin perilaku keselamatan. Bentuk-bentuk kompensasi yang diberikan baik secara langsung maupun tidak langsung berbeda-beda, dimana hal ini diberikan agar diharapkan para pekerja dapat lebih giat dan lebih berhati-hati dalam melaksanakan pekerjaan yang diembannya. Behavior Based Safety is a proactive accident prevention effort that focuses on At risk behavior or dangerous behavior that has the potential to cause work accidents. Discipline is defined as attitudes, behavior and actions that are in accordance with company norms, both written and unwritten. The research aims to determine the work discipline of employees at PT. Indrabas Purnama Makmur and to find out the form of giving rewards to employees of PT. Indrabas Purnama Makmur Donggala Regency, Central Sulawesi Province. The analysis model used is an analysis technique that consists of three activity streams that occur simultaneously, including data reduction, data presentation, as well as drawing conclusions and verification. . This research method uses interview techniques, observation and document observation. The interview technique was carried out in an unstructured manner using an interview guide. The observation technique is carried out by one person and naturally accompanied by one of the staff. Research data analysis is descriptive. The results of this research show that the discipline possessed by workers, both in the form of ordered discipline and self-imposed discipline, is still lacking in implementing disciplined safety behavior. The forms of compensation provided, both directly and indirectly, are different, this is given so that it is hoped that workers will be more active and more careful in carrying out the work they are responsible for.

Abstract

Keberadaan Bantuan Pangan Non Tunai adalah salah satu upaya mengatasi permasalahan tentang kemiskinan. Program tersebut bertujuan untuk meningkatkan kesejahteraan masyarakat miskin di Indonesia. Program pemerintah yang berorentasi dalam upaya pengentasan dan dapat memberikan dampak langsung kepada masyarakat. meningkatkan ketatapan sasaran dan waktu penerimaan bantuan pangan bagi Keluarga Penerima Manfaat (KPM), memberi lebih banyak pilihan dan kendali kepada keluarga penerima Manfaat (KPM) dalam memenuhi kebutuhan pangan dan mendorong pencapaian tujuan pembangauna berkelanjutan. Peneltian bertujuan untuk mengetahui Pelaksanaan Pedoman Bantuan Pangan Non Tunai dan mengetahui sikap masyarakat terhadap Bantuan Pangan Non Tunai (BPNT) di Lembang Rano Tengah. Penelitian dilakukan di Lembang Rano Tengah, Kecamatan Rano, Kabupaten Tana Toraja ini menggunakan jenis dan tipe penelitian kualitatif deskriptif. Fokus penelitian ini merujuk pada Standar Operasional Prosedur,Penyaluran Bantuan Pangan Non Tunai di Lembang Rano Tengah. Data penelitian diperoleh melalui hasil observasi, wawancara dan dokumen-dokumen Melalui hasil penelitian penyaluran bantuan panagn non tunai di Lembang Rano Tengah belum berjalan dengan baik. Hal ini dikarena ada beberapa faktor dimana penyaluran bantuan tidak sesuai dengan waktu yang telah di tetapkan, data yang ada tidak relative. The existence of Non-Cash Food Assistance is an effort to overcome the problem of poverty. The program aims to improve the welfare of poor people in Indonesia. Government programs that are oriented towards alleviation efforts and can have a direct impact on society. increasing the targeting and timing of receiving food assistance for Beneficiary Families (KPM), giving more choices and control to Beneficiary Families (KPM) in meeting food needs and encouraging the achievement of sustainable development goals. The research aims to determine the implementation of the Non-Cash Food Assistance Guidelines and determine the community's attitude towards Non-Cash Food Assistance (BPNT) in Central Lembang Rano. The research was conducted in Lembang Rano Tengah, Rano District, Tana Toraja Regency using descriptive qualitative research types. The focus of this research refers to Standard Operating Procedures, Distribution of Non-Cash Food Aid in Central Lembang Rano. Research data was obtained through observations, interviews and documents. Through research results, the distribution of non-cash food aid in Central Lembang Rano has not gone well. This is because there are several factors where the distribution of aid does not match the time that has been set, the existing data is not relative.

Abstract

Kualitas pengembangan pengetahuan petani sepenuhnya tergantung pada seberapa baik penyuluh menjalankan perannya membimbing petani di bidang pertanian. Penelitian bertujuan untuk mengetahui pelaksanaan pelayanan penyuluh dalam pemekaran kelompok tani  dan upaya yang dilakukan untuk meningkatkan kinerja penyuluh.. Dalam penelitian ini digunakan metode kualitatif dengan pendekatan deskriptif melalui teknik wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian terhadap kinerja penyuluh pertanian di Balai Penyuluhan Pertanian Kabupaten Tojo Una-Una Kabupaten Tojo dapat disimpulkan bahwa kinerja pelayanan masih memiliki indikator yang tidak konsisten dari segi prosedur. dan tidak mendukung layanan itu sendiri, yang mengakui bahwa penyuluh yang bertanggung jawab baik dalam respon dan pelatih pertanian di daerah tersebut tidak secara aktif menjangkau anggota kelompok tani dan menjadi petani bersertifikat. wawancara kelompok di lapangan. tidak memberikan kontribusi yang baik bagi kelompok tani. Abstract

Tujuan penelitian untuk mengetahui pemanfaatan barang inventarisasi milik daerah pada Kantor Sekretariat Daerah Kota Bau-Bau, Provinsi Sulawesi Tenggara dan mengetahui pengawasan barang inventarisasi milik daerah pada Kantor Sekretariat Daerah Kota Bau-Bau, Provinsi Sulawesi Tenggara.  Dengan menggunakan metode Deksriptif dengan pendekatan kualitatif dimaksudkan dapat menggali informasi sebanyak mungkin dari masalah penelitian. Hasil Penelitian Pemanfataan adalah pendayagunaan Barang Milik Daerah yang tidak digunakan sesuai dengan tugas pokok dan fungsi pada sekretariat Daerah Kota Bau-Bau dan/atau optimalisasi Barang Milik Daerah dengan tidak mengubah status kepemilikannya; Kendala yang di hadapai dalam pemanfaatan barang inventaris milik daerah pada kantor sekretariat daerah Kota Bau-Bau saat ini hanya terkendala di anggaran pemeliharaan.  dimana pemliharaan adalah kegiatan atau tindakan yang dilakukan agar semua barang milik daerah selalu dalam keadaan baik dan siap untuk digunakan secara berdaya guna dan berhasil guna. Abstract

This research aims to improve the performance of public services through digital-based archiving. Providing convenience in providing access to information more quickly and measurably with the support of facilities and infrastructure. The research uses qualitative by descriptively describing the phenomenon at the Makassar High Court accurately and systematically, actually and accurately according to the facts then starting with the data collection process, explaining and objectively analysing the research results. Data collection methods through observation, interviews and documentation then data analysis techniques are carried out through data coding to sort and select data according to the type of research and also the characteristics of the research variables then the data is given an explanation in accordance with the meaning and finally drawing conclusions. The results showed that the digital-based archive management system has improved the performance of the Makassar City District Court, reduced administrative complexity, and provided easier access to the parties involved in the legal process. The implication of this research is that investment in digital archive technology is an important step in improving the effectiveness of the Makassar City District Court and public services of the Makassar City District Court.
