Abstract

Abstract: The Empowering Community Based Cooperative On Traditional Oil Mines, Bangoan Village Jiken Subdistrict Blora RegencyIn Indonesia, there are 4.000 old oil wells that are not expluitd by pertamina because it is not economical. Some of old wells are exploited in traditional way, one of them in bangoan village, jiken subdistrict, blora regency. Oil wells left by pertamina because it is not economical, the production is low but the expense of production is too high. So the surrounding communities who live around the oil mining, they explore the mining traditionally. Because the mining is considered illegal, finally there is a that manages the oil wells, one of them is kud wargo tani makmur. With the management of kud wargo tani makmur is expected to improve the welfare of communities around the location of traditional oil mines, by including the participation of communities around them.This research was conducted to know the role of traditional oil mines to the welfare of communities by using qualitative method. Technique of collecting data is done by interview, documentation and literature study. The validity and reliability of data were tested using source triangulation techniques.The result of research show that the trsditional oil mining has provided new jobs, incseased incomes, reduced unemployment and better welfare of village communities with integrated empowerment covering capital, infrastructure development, and human resource quality improvement.Community empowerment in Bangoan village should be further improved, both from economic aspect, knowledge, training and guidance to miners. And the need for better environmental sustainability so that the economy and the welfare of the community are more secure.Keyword : the empowering, the traditional oil mines, the roles

Abstract

Leadership style is a set of characteristics used by a leader to influence subordinates achieving organizational goals or can also be said that leadership style is often applied by a leader, such as giving orders, assign tasks, discipline, reprimand, communicate, and so forth. Wonosoco village is a village that has a leader who can build a more developed village. Successful development includes infrastructure development, community economy, and food security. Wonosoco village was originally just a small village with all its limitations and shortcomings on the economy and agriculture. However, since the village is led by Setiyo Budi who has open and transparent leadership all the limitations and shortcomings are improved. Due to the transfer of funds from the government and the village's original revenue (PADes), all the development went well. For a good performance in building Wonosoco village, Setiyo Budi was awarded as the best performing Village Head of sub-district level. There are various leadership styles, including democratic leadership styles, authoritarian styles, and freedom styles. From those several leadership styles, the researcher aims to explain which one approaches the leadership style of Setiyo Budi in leading Wonosoco Village. The research was conducted by using qualitative method with Descriptive-Evaluative type. Technique of collecting data is done by interview, documentation and literature study. The results show that Setiyo Budi's leadership is very good. The leadership style used by Setiyo Budi is a democratic style and an authoritarian style, in which the two styles are applied according to the conditions. Setiyo Budi also runs the role of village head well, such as the role of problem solver, the role of decision makers, the role of supervision, the role of information delivery, the role of motivator, the role influence, and the role communication relationship. Setiyo Budi is a democratic leader, as evidenced by his involvement of subordinates in every decision making. Suggestions that the author gives is a leader must establish a good relationship in leadership. Because the leader is a guardian and decision maker for whoever is led. Especially for a leader in governance in leadership will have an impact on society. Keywords: Leadership Style, Village Head, Development

Abstract

Immigration is an important part of a country to regulate a wide range of foreign nationals in and out of Indonesian territory, including East Jakarta with the number of arrivals and the presence of foreigners is increasing every year. Class I Immigration Office in East Jakarta on duty in terms of supervision residence permit TKA (Expatriates) located in East Jakarta. In government policies, adopts a selective immigration policy which is based on the principle of selective policies. Based on the system only strangers that benefit the welfare of the people of the nation and the Republic of Indonesia, which does not jeopardize the security and order and not hostile both to the people and the Republic of Indonesia which is based on Pancasila and the Constitution of 1945 (UUD 1945 ), which is allowed to enter or exit the territory of Indonesia.This type of research is descriptive qualitative analytic approach and methods used are interviews, literature, documentation, and observation. This study aims to explain how the supervisory role of the Immigration Office of the First Class of the East Jakarta residence permits of foreign workers (foreign labor) and inhibiting factors as well as support in surveillance.The results of this study are Class I Immigration Office East Jakarta has 5 methods of supervision that administrative supervision, field supervision, mapping (mapping), reports and monitoring with APOA (Foreigner Control Applications). Inhibiting factor in surveillance including the factor HR (Human Resources) and the lack of society's active role in providing information about the presence of strangers. The supporting factors in the supervision are internal factors that support the head office in the form of facilities and internal factors are the TIMPORA (Foreigner Control Team).From the research that has been done can be concluded, that there are still obstacles in the supervision of Residence Permit conducted foreign nationals. Responding to the things mentioned above, the Office of East Jakarta Immigration Class I, should continue to socialize, reinforce regulations, improve safety and maintenance procedures Residence Permit.

Abstract

The problem of waste is endless and has become a serious problem especially in big cities. With greater conditions and increased demand for waste collection on one side, and the limited land for waste management on the other, it requires the DKI Jakarta Government to cooperate with other areas in the vicinity. Therefore the Provincial Government of DKI Jakarta in cooperation with the City Government of Bekasi work together for waste management, the Provincial Government of DKI Jakarta bought land in the Bekasi City to be a Final Disposal Place, and over time turned into Integrated Waste Disposal Sites. In cooperation, there is a conflict between the Provincial Government of DKI Jakarta with the Bekasi City Government related to waste management, and conflict occurred in 2015 to 2016.The research method used in this research is qualitative research method with data collection technique that is interview, literature study, and documentation. The informants in this study were Chairman of DPRD Commission A of Bekasi City, Head of DKI Jakarta Environment Agency, Head of Integrated Waste Management Unit of DKI Jakarta Environment Agency and residents around Bantar Gebang.The result of this research is found the cause of conflict happened, there are 4 causes and there is: 1) Bekasi City Government feels the Jakarta Government has committed a breach of cooperation agreement, which becomes the main trigger issue is a violation of the garbage truck route that eventually open the other violations. 2) The reaction of Jakarta Governor Basuki T. Purnama who seemed arrogant to the Bekasi DPRD made the conflict heated up. 3) DKI Jakarta Provincial Government feel the cause of all this because of the default done by a third party that is PT. Godang Tua Jaya. 4) Residents who feel disadvantaged starting to close the road to Bantar Gebang and ultimately the citizens shut Bantar Gebang in June 2017, the citizens reject self-managed Bantar Gebang because they are afraid of the future of waste management is not going wellIn the settlement of the conflict, a meeting between the Provincial Government of DKI Jakarta and the City Government of Bekasi discussed the proposed amendment. Jakarta Goverment needs to deal with the waste problem from the root ranging from waste reduction were transported to Bantar Gebang and realization of the ITF, which is planned to be built to process the waste in Jakarta, because the waste problem is not going to stop because waste disposal is done in other cities although the land is owned by DKI Jakarta.Keywords: Inter-regional Conflict, Waste Management

Abstract

AbstractWaste matter in the city of Semarang is an issue that never ends, where is the garbage there will always be for man is still alive. All the activity and human activity never detached and always produces waste. The waste problem in the city of Semarang will be more worried about handling if not be taken seriously. This on land because of carelessness final disposal place at Jatibarang’s landfills more narrow and already full. Even the volume of waste in the flue to this place from year to year experienced significant improvement that is to ride about 10 percent. Semarang City Government has made a policy to resolve the issue that is in the form of Regional Regulations No. 6/2012 about waste management in the city of Semarang.The purpose of this research is to know the implementation of Regional Regulation No. 6/2012 about waste management in the city of Semarang, and supporting factor or factor impediment to the implementation. The methods used in this study is a qualitative approach is descriptive-analytic. There are two indicators in the implementation of waste management, there are management of waste and waste utilization.The implementation of the waste management in Semarang city is still considered less properly, especially the management at Jatibarang’s landfill. Requires support from all parties within petrification deal with waste matter that2has no end. The support of government, privat, and society in encouraging wastemanagement activities are needed in implementing the mandate of regionalregulation No. 6/2012, As well as awareness of the self about the importance ofhealthy environment externalities on the self each.Supporting factors in implementation of waste management in the city ofsemarang are the presence of facilities and infrastructure every year, cooperationbetween state corporations, private and society. Abstract

In order to reduce the amount of waste that goes to landfill Jatibarang, Semarang City Government appointed Ward Pleburan to implement community-based waste management system. Waste management system requires a connection between the theory of the best waste management, proper legal basis and clear policies that can be handled properly, effectively and efficiently. Not only that, waste management, especially those involving the public, can not be separated from the role of government, the private sector itself. Community-based waste management activities in the Ward Pleburan is expected to empower also open employment opportunities for the surrounding community. The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and the data obtained from these reports, books, journals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray a community-based waste management systems in Ward Pleburan Southern District of Semarang, Semarang City. Based on the research conducted, community-based waste management in Ward Pleburan using the principle of the 3Rs (reduce, reuce, recycle) by involving the community. Government's role as regulator, facilitator and dynamic, the role of the public looks to the participation in this activity, and the role of the private sector can be seen with the financial assistance and infrastructure as a manifestation of their CSR. Community-based waste management in Ward Pleburan not optimal due to unresolved obstacles still facing such difficulties marketing products processed garbage, lack of funds as capital activities, lack of control and supervision of the government, as well as the characteristics of communities that are divided into two groups, namely the middle class which tend to be less participative up because I was busy outside the home and the middle class are more atusias down in this activity because it has more free time at home. Abstract

ABSTRACTThis research is based on the by the completion of the public reports of alleged maladministration of public services that have not been resolved by the Ombudsman Republic of Indonesia Central Java Province Representatives. In 2014 the Ombudsman Republic of Indonesia Central Java Province Representative receives 137 public reports and only 39% of that reports have been declared finished. From this background there are two fundamental problem, that is: (1) How is the role of the Ombudsman of the Republic of Indonesia Central Java Province Representatives in the handling of public services maladministration; (2) what are the factors inhibiting the performance of the Ombudsman of the Republic of Indonesia Central Java Province Representative in the handling of maladministration of public service. This research aims to describe the role the Ombudsman Republic of Indonesia Central Java Province Representative in the handling of public services maladministration and analyze factors that hampers its performance. The method used in this research is qualitative-descriptive method. The type of data used are primary and secondary data collected by observation, interviews and documentation.The results of this research showed that the representatives of the Ombudsman Republic of Indonesia Central Java province representative has not been optimal in dealing with maladministration of public service because it still focuses on the recommendation in the form of indirect clarification or only by mail according to the complexity of the report such as not complicated, complicated and very complicated. There are three obstacles in the effort ofaccomplishing its role that can be seen in terms of human resources, the complainant, and the responsiveness of agencies reported.Keywords: Ombudsman of the Republic of Indonesia Central Java Province Representative, Maladministration, Public Service.

Abstract

According to law no 32 of 2004 article 4 paragraph 3 , the formation of a territory can be done by the merger of two regions that bersandingan or may be done by means of the segregation of .Including kecamatan bulik the east who also is the result of a part of the kecamatan bulik .It is hoped that the region between will be able to close and improve the service for people , so can not use public services not only warg in the city center but to also to the residents of the outskirts .Especially is education , where education is one of the basic rights of which may be obtained citizen without discrimination .This research take focus on the impact of the region against the segregation of education in east sub-district bulik.So as to get a description for, writer using qualitative methodology type descriptive.In this research , seen that the segregation of after it has occurred have been built a lot of infrastructure education , among them are the addition of four units of new junior high school , three pieces of high school or the equivalent level , 3 units of primary school , and some a preschool education .Besides that also have been built land infrastructure that is easy to reach out to the school students whether it is with a motor , ride a bike , or on foot .Unfortunately , there has been no mass transportation that are amenable to access the school students .Efforts need to be done more serious by the district government lamandau to help children who have access difficult against the school, as for example transport menyediaakan school provision of transportation facilities mass and infrastructure improvement army.Besides, also need to be done the recruitment efforts of teachers continuously educator so that the quality of this region not lose compete with educator from other .

Abstract

AbstractThis study aims to explain the role of the Village Consultative Board exercises oversight of the village chief in the village of the District Sarimulyo Ngawen Blora. Explaining how the supervision by the Village Board of the Village Government Consultative related to the case experienced by the village head Sarimulyo.The study is descriptive - analytical namely the type of research that aims to describe the symptoms as well analyze the symptoms using a qualitative approach. Subjects were Consultative Body (BPD) Sarimulyo Village, Village Government Sarimulyo, the village community resilience (LKMD) Sarimulyo Village, Community Leaders, Religious Leaders and representatives of villagers Sarimulyo specified. Data were collected by means of interviews, observation, documentation and analysis of literature relevant to this research.Based on the survey results revealed that the role of the Consultative Body (BPD) Sarimulyo village in performing their duties and functions are already well underway. Likewise Sarimulyo village government has been run in accordance with the Purposes and Functions available. However, in the course of the Village Head experiencing problems related to financial abuse village. These issues are a private matter Village head but a common problem for development in the village of Sarimulyo be hampered.Based on the case experienced by the village head can be seen that the performance is still not up to the village government as a violation of existing regulations. Neither the Village Consultative Board performance is not maximized, especially in terms of supervision.
