Abstract

Every citizen has the right to know the reasons for public policies by a public body. Which before the Reformation, this substance was almost non-existent and did not apply in our country. On the other hand, there is also a new paradigm in Public Bodies after the birth of the UU KIP, before the reform of all information and every policy in a closed public agency, it is difficult to know the performance of high-ranking officials in a public agency, all governance of a public agency is closed and not informed to the public. , for example budget, procurement of goods and services, and others. Based on this, it is necessary to provide education from the Information Commission in terms of providing information disclosure through outreach activities. regarding the importance of information disclosure to the public, so that people know their rights in finding, storing, processing information for themselves and their social environment as well as their role in supervising any information in public bodies in Central Kalimantan. Implementation carried out in the program includes preparation, coordination, opening and socialization, implementation of outreach and education activities on Public Information Disclosure and the Establishment of Information Concerned Community Groups (KMPI) in Menteng Village, Palangka Raya City. In the socialization the community was taught how to obtain public information by the Central Kalimantan Information Commission and also how to resolve public information disputes through the Central Kalimantan Information Commission.

Abstract

Countries in the world face a big challenge in handling the coronavirus outbreak, which is officially identified by WHO as Corona Virus Disease-19 or abbreviated as Covid-19. This pandemic, which started in the city of Wuhan, China, has caused a global shock because, in the last few decades, we have never experienced a viral outbreak with such a rapid and massive rate and transmission rate like this coronavirus, far above its cousins ​​SARS and MERS viruses as well as Ebola, which had been tormented a few years ago, but was quickly resolved. Educational action on the impact of Covid-19 is very much needed to provide understanding to the people of Panjehang Village where the education contains what Covid-19 is, its effects and dangers, and how to prevent the spread of Covid-19 and to continue the distribution of food packages.

Abstract

Pasal 28 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menjamin kemerdekaan berserikat dan berkumpul, mengeluarkan pikiran dengan lisan dan tulisan. Pers yang meliputi media cetak, media elektronik dan media lainnya merupakan salah satu sarana untuk mengeluarkan pikiran dengan lisan dan tulisan tersebut. Agar pers berfungsi secara maksimal sebagaimana diamanatkan Pasal 28 Undang-Undang Dasar 1945 maka perlu dibentuk Undang-undang tentang Pers. Fungsi maksimal itu diperlukan karena kemerdekaan pers adalah salah satu perwujudan kedaulatan rakyat dan merupakan unsur yang sangat penting dalam kehidupan bermasyarakat, berbangsa dan bernegara yang demokratis. Pihak yang merasa kebebasan pers sudah dibelenggu dengan perangkat peraturan hukum pidana di luar UU Pers mengusung istilah "kriminalisasi pers". Artinya, jurnalis (pers) yang bersaksi dalam melaksanakan tugas jurnalistiknya diarahkan (direkayasa) lewat jalur hukum untuk dapat dipidana penjara. Istilah ini juga dimaksudkan untuk menggambarkan ketidakadilan yang dialami oleh pers akibat pemaksaan (perekayasaan) penggunaan pasal-pasal hukum pidana (KUHP). Insan pers merasa bahwa ada upaya sengaja untuk memberangus, mengobok-obok, menjerat, dan bahkan mematikan kehidupan dan kebebasan pers. Sebaliknya, pihak yang merasa bahwa pers sudah "kebablasan" Gambaran kejahatan pencemaran nama baik atas pemberitaan pers di Kota Palangka Raya adalah sebagai berikut: Akibat minimnya pengetahuan masyarakat terhadap keberadaan undang-undang tentang pers menyebabkan adanya ketidaktahuan mengenai langkah apa yang harus di tempuh ketika terjadi pemberitaan yang merugikannya, hal ini memicu pemecahan masalah pers melalui jalur-jalur diluar mekanisme undang-undang Nomor 40 tahun 1999 tentang pers, seperti jalur pidana dan atau premanisme baik kepada wartawan yang bersangkutan atau kepada pihak sumber berita yang mengakibatkan munculnya pemberitaan tersebut. Disamping itu pola kemitraan antara perusahaan pers dengan pihak Kepolisian sering menimbulkan pelayanan yang tidak kooperatif terhadap pengaduan masyarakat dalam hal adanya ketidakpuasan masyarakat terhadap mekanisme hak jawab, sehingga masyarakat cenderung memilih untuk tidak memperpanjang perkara pers.

Abstract

Kebergantungan Masyarakat Kelurahan Marang, Kelurahan Petuk Ketimpun dan Kelurahan  Petuk Bukit yang tinggal di sempadan Sungai Rungan yaitu terhadap ekologi sungai. Potensi yang ada di Sungai Rungan saat ini mengalami degradasi di tengah maraknya tambang illegal di tengah sungai sedangkan masyarakat kelurahan marang pencarian utamanya sebagian besar adalah nelayan. Kebergantungan dengan ekosistem sungai membuat aktivitas masyarakat kelurahan marang memiliki masalah perekonomian yang belum mandiri ditambah tingkat pembangunan yang masih rendah. Tujuan kegiatan ini adalah untuk berupaya dalam meningkatkan pendapatan ekonomi masyarakat lokal yang memanfaatkan potensi sumber daya alam yang ada di sekitarnya. Metode pelaksanaan kegiatan ini dari sosialisasi, pendampingan sampai dengan praktik. Pelaksanaan pengabdian masyarakat ini dilakukan selama 4 bulan dari Juli sampai November 2022. Peserta sosialisasi diikuti oleh Lurah, staff kelurahan, babinsa, babinkatibmas, karang taruna dan kelompok sasaran. Kelompok sasaran yaitu masyarakat kelurahan marang sebanyak 50 orang peserta dalam pendampingan yang terdiri dari masyarakat produktif yaitu kelompok nelayan dan peternak serta masyarakat belum produktif yaitu pokdarwis dan kelompok ibu rumah tangga. Sehingga total keseluruhan peserta sebanyak 67 orang. Hasil kegiatan ini adalah masyarakat Kelurahan Marang mandiri secara ekonomi tanpa hanya bergantung dengan ekosistem sungai. Kesimpulan dari kegiatan ini adalah pendampingan dalam peningkatan ekonomi masyarakat kelurahan marang sangat dibutuhkan dalam mewujudkan kemandirian ekonomi.The dependence of the people of the Marang sub-district, Petuk Ketimpun sub-district and Petuk Bukit sub-district who live on the Rungan river border are on river ecology. The potential in the Rungan river is experiencing degradation amidst the rise of illegal mining in the middle of the river. At the same time, the people of the Marang sub-district are mostly fishermen. Dependence on the river ecosystem makes the activities of the Marang sub-district community have economic problems that are not yet independent, plus a low level of development. This activity aims to try to increase the economic income of local communities that utilize the potential of natural resources around them. The method of implementing this activity is from outreach and mentoring to practice. The implementation of this community service was carried out for four months, from July to November 2022. The socialization participants were attended by the Lurah, sub-district staff, babies, babinkatibmas, youth organizations and target groups. The target group is the Marang sub-district community of 50 participants in the assistance, which consists of productive people, namely fishermen and breeder groups and not yet productive people, namely Pokdarwis and housewife groups. So the total number of participants was 67 people. This activity results in the Marang sub-district community being economically independent without only depending on the river ecosystem. The conclusion from this activity is that assistance in improving the economy of the Marang sub-district community is very much needed to realize economic independence.

Abstract

Beberapa portal digital yang dinilai tinggi dalam pemanfaatan portal digital tersebut yakni portal berita online Tabengan.co.id danProkalteng.co merupakan salah satu media yang ada di Kalteng dan mengembangkan bingkai serta konstruksi yang berbeda tentang Pemilukada Cagub dan Cawagub Kalteng 2020. Teknik inter-prestasi atau analitis yang dapat membantu sebagai sarana untuk lebih memahami makna sebuah berita yaitu, analisis framing diperlukan untuk mendapatkan gambaran yang jelas tentang pilkada dan cawagub Kalimantan Tengah 2020. Untuk melakukan ini, perlu menggunakan analisis pembingkaian. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana situs berita online Tabengan.co.iddanProkalteng.co melaporkan calon kepala daerah calon gubernur dan wakil gubernur Kalimantan Tengah pada pemilihan umum 2020. Penelitian ini menggunakan penelitian kualitatif, yang dideskripsikan secara deskriptif. Analisis ini akan digunakan peneliti untuk menjelaskan makna konstruksi realitas dari pemberitaan pemil Pemilukada Cagub dan Cawagub Kalteng 2020 pada portal berita online Tabengan.co.iddanProkalteng.co. Abstract

Masyarakat dapat mengakses informasi dan dapat berkomunikasi melalui media yang terkoneksi dengan jaringan internet (Puspita, 2015). Melalui teknologi komunikasi seperti smarthphone, laptop dan komputer yang terkoneksi oleh jaringan internet, maka membuat masyarakat dengan mudah dapat mencari informasi yang dibutuhkan dengan cepat dan berkomunikasi tanpa hambatan. Menurut Puspita (2015) Teknologi komunikasi inilah yang hampir setiap masyarakat saat ini menggunakannya dan populer dengan istilah new media. New Media yang lebih dikenal masyarakat berkaitan pula dengan efektifitas program Kelurga Berencana (KB) saat masa Pandemi COVID-19. Program KB tidak diwajibkan bagi masyarakat, namun BKKBN sebagai pelaksana program tetap terus mengkampanyekan dan mensosialisasikan program KB secara konsisten seperti sosialisasi melalui media baru. Berdasarkan fenomena tersebut , hal inilah yang menjadi latar belakang di lakukannya penelitian, untuk mengetahui apakah sosialisasi melalui media baru menjadi pilihan yang efektif di masa pandemi ini. Efektivitas BKKBN sebagai pelaksana program tetap terus mengkampanyekan dan  mensosialisasikan program KB secara konsisten dari sebelum masa pandemi COVID-19 dan saat masa pandemi COVID-19. Sosialisasi dilakukan dengan berbagai cara salah satunya melalui media baru. Tujuan penelitian ini adalah untuk mengetahui apakah sosialisasi melalui media baru menjadi pilihan yang efektif di masa pandemi ini. Metode yang digunakan dalam peneiitian ini adalah kualitatif dan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian berdasarkan indikator epic model adalah cukup efektif. Hal tersebut dinilai dari aspek empati, persuasi, dampak dan komunikasi. Empat indikator menunjukkan bahwa aspek empati dan komunikasi dinilai lebih dominan dan efektif daripada aspek persuasi dan dampak.

Abstract

The Palangka Raya City Government is experiencing problems in managing traditional markets. The Palangka Raya City Government submitted a proposal to the central government through the ministry to revitalize the Datah Manuah traditional market. Traditional market revitalization has been carried out repeatedly, but unfortunately, its existence after revitalization is not as significant as expected. This research aims to analyze government policies in the revitalization of traditional markets and examine the governance strategy for the Datah Manuah market in Palangka Raya City. This research uses a research design that will be used, namely a qualitative design. Data collection uses observation, in-depth interviews, and documentation studies. The stages of data analysis were carried out by data reduction, data interpretation, and concluding/data verification. Apart from that, FGD activities were also carried out to strengthen data analysis. The results of this research show that Collaborative Governance of the Datah Manuah Market in Palangka Raya City has been conceptually carried out involving three actors, including the city government, the private sector, and the community. However, the existing involvement is not yet strategic, considering that in recent years there has been no significant increase in datah Manuah market development. In fact, there tends to be a decline in economic growth that occurs in these traditional markets. The conclusions also contain practical and theoretical implications to serve as a basis for other researchers to study in more depth regarding good collaborative management strategies.

Abstract

The city of Palangka Raya has 3 faces, namely the city face, the village face and the forest face. The rapid development of the Palangka Raya City area will certainly change every face. The basic idea of this study stems from anxiety in observing the existence of local wisdom which is starting to be eroded by developments over time. Sometimes local wisdom is considered old-fashioned and uninteresting, but this is different from the Dayak tribe, which still has a strong culture. So the urgency of this research problem is to examine the complexity of the development of urban areas which will certainly sacrifice many aspects of forests to become urban areas. Seeing that this problem is multi-faceted, researchers dissect it from the perspective of policy, planning and consistency of sustainable development based on local wisdom. This research aims to investigate the existence of local Dayak wisdom in urban policy and planning in Palangka Raya City. As well as analyzing the consistency of government responsibility for the development of Palangka Raya City. This research uses a design that adopts qualitative research methods. The research approach does not focus on government governance and its implementation, but attempts to find answers to the study through the theory used as an analytical tool, namely CIPP model policy evaluation. The research results show that the existence of local wisdom of the Dayak Tribe in urban area policy in Palangka Raya is quite significant, however, consistency in urban planning based on local wisdom of the Dayak Tribe in Palangka Raya is still going through various dynamics and maintaining it is a challenge

Abstract

Communication is a fundamental aspect of human life that enables individuals to connect and interact with one another. In the context of an organization, communication plays a crucial role in building effective relationships among its members. Harold Lasswell described communication as a process that can be explained through the following questions: “who says what in which channel to whom with what effect?” This question highlights the complexity of communication within an organization, which is also relevant for study in organizations such as the Student Representative Council of Muhammadiyah University of Palangkaraya, especially in the context of significant changes that are taking place. This study aims to understand the dynamics of communication in the cadre training process between the management and members of the organization. The primary focus of the research is to explore how communication occurs between the management and members during cadre training activities. This research uses a qualitative approach with a descriptive type, along with data collection techniques involving interviews and documentation. To ensure data validity, the researcher employs triangulation of sources, techniques, and time. The findings of the study show that communication in the cadre training process is divided into two categories: internal and external communication. Internal communication involves interactions between the management and members within the organization, with freedom in conveying information between leaders, managers, and members. Meanwhile, external communication focuses on the relationship between the organization and other institutions, to convey aspirations in accordance with its tasks and authority. Additionally, the cadre system in this organization combines both formal and informal training, although there are differences in how each faculty representative conducts cadre training. Overall, this organization is able to implement a more optimal cadre system, especially in preparing the core management.

Abstract

This study aims to describe RRI's COMMUNICATION STRATEGY IN MAINTAINING EXISTENCE AS A CREATIVITY BROADCASTING MEDIA OF YOUTH IN THE MILENIAL ERA IN PRO 2 RRI PALANGKA RAYA. Young People at RRI Palangka Raya. The method used in this study is a qualitative descriptive method which describes a fact, symptom or phenomenon found in the field or which is studied and then explained based on the picture, the data collection method used is primary data and secondary data is carried out in natural settings (natural conditions). , primary data sources, and data collection techniques mostly on participatory observation and in-depth interviews. The data analysis method was carried out per subject by looking at the conditions in each session. The results showed that there was a pattern of communication indicators that caused a person's interest in listening to radio to decrease, namely Media and Effects that influenced the Existence of Pro2 RRI Palangkaraya, but behind that were the efforts of PRO2 RRI Palangkaraya in attracting listeners with promotional strategies through social media. The conclusion only works quite effectively because the Effects and Channels/Media aspects greatly affect a person's interest in listening to radio in the current Millennials era.
