Abstract

This study aims to analyze the impact of organizational culture on employee retention and performance in the technology industry, which has a high level of competition and a dynamic work environment. Using a quantitative approach, this study adopted a correlational study design and involved 300 respondents working in various technology companies in Indonesia. Data were obtained through a survey and analyzed using multiple linear regression techniques. The study results indicate that an organizational culture that supports collaboration, innovation, and personal development has a significant positive impact on employee job satisfaction and loyalty, increasing retention rates. In addition, a culture that encourages creativity and adaptation to technological changes also contributes to increased employee performance. Cultural dimensions such as managerial support and communication transparency were found to positively influence retention, while innovation and career development were shown to improve individual performance. The study also found that companies with a strong organizational culture, which emphasizes providing space for creativity and autonomous decisions, show higher retention rates, especially among young professionals. These findings underscore the importance of building and maintaining a positive organizational culture to improve employee retention and drive optimal performance in technology companies. The results of this study are expected to provide valuable insights for company leaders in designing effective organizational culture strategies to increase competitiveness in a highly competitive market.

Abstract

This study evaluates Presidential Instruction No. 1/2025 on Budget Efficiency using William N. Dunn's policy evaluation model across five dimensions: effectiveness, efficiency, adequacy, responsiveness, and equity. The policy mandates IDR 256.1 trillion in budget cuts, including IDR 50.59 trillion in regional transfers. The qualitative-descriptive approach analyzes official policy documents, Ministry of Finance publications, Indonesia Corruption Watch data, and international literature on OECD fiscal consolidation practices. While aiming to reduce wasteful spending, the blanket-cutting approach—lacking performance-based evaluation and empirical evidence—threatens service delivery in education, health, and infrastructure. Regional transfer cuts undermine local autonomy and service capacity, particularly concerning given that 88% of regions depend on central transfers. Comparative analysis with Australia, Latvia, and Chile reveals that Presidential Instruction No. 1/2025 lacks critical mechanisms: ring-fencing protections, performance-based evaluation, results-driven incentives, and adequate compensation schemes. The study recommends temporary moratoriums for vital sectors, systematic spending review mechanisms, selective budget reduction targeting ineffective and leakage-prone programs, and strengthened institutional capacity for value-for-money budget management. Implementation requires strong political commitment, effective inter-governmental coordination, and robust information systems to achieve fiscal efficiency without sacrificing public service quality.

Abstract

Penelitian ini dilatarbelakangi oleh meningkatnya kasus cyberbullying terhadap anak di Kota Tangerang yang belum mampu ditangani secara optimal oleh regulasi yang ada. Tujuan penelitian ini adalah menganalisis kebijakan perlindungan anak yang berlaku saat ini (existing policy) dalam penanganan cyberbullying, mendeskripsikan model adaptasi kebijakan berbasis Agile Governance, serta merumuskan formulasi transformasi model kebijakan baru tersebut ke dalam Peraturan Daerah Kota Tangerang Nomor 2 Tahun 2015.Metode. Penelitian menggunakan pendekatan kualitatif deskriptif dengan paradigma post-positivisme. Data primer diperoleh dari wawancara mendalam terhadap 8 informan, dilengkapi observasi non-partisipan dan studi dokumen, kemudian dianalisis menggunakan empat indikator Agile Governance menurut Klaus Schwab (2016), yaitu kebijakan adaptif, human-centered, kolaborasi multistakeholder, dan sandbox testing.Hasil. UPTD PAA Kota Tangerang mengalami policy lag, ditandai belum adanya SOP khusus cyberbullying, infrastruktur forensik digital yang terbatas, kolaborasi antarlembaga yang masih bersifat ad-hoc, serta kekosongan hukum pada Perda Nomor 2 Tahun 2015 terkait kekerasan berbasis digital. Sebagai solusi, penelitian ini merumuskan Model Adaptive Cyberbullying Ecosystem of Human-centered Services (ACEHS) yang mencakup revisi prosedur berbasis data real-time, protokol trauma digital, ekosistem kolaborasi antarlembaga, dan sandbox testing tiga fase.Kesimpulan. Diperlukan amandemen parsial Perda Kota Tangerang Nomor 2 Tahun 2015 serta transformasi kerja yang adaptif untuk menjamin perlindungan anak di ruang digital.
