Abstract

With all the limitations of the current government budgeting system, not all government affairs and development to realize the welfare for the people can not may be all financed by APBD. East Java provincial government is currently pushing the Regional Technical Implementation Unit (UPTD) in SKPD environment began to use financial management system Regional Public Service Agency (BLUD). The policy is clearly stated in East Java Fiscal Policy Innovation Roadmap 2014-2019. The purpose of this study is to (1). To identify the condition of UPT-UPT in East Java Provincial Government (2). Identify the problems and challenges faced in developing the UPTD into BLUD and (3). To formulate development strategy that can be done by East Java Provincial Government in developing UPTD become BLUD. The research method used is mixed method that combines qualitative data analysis with quantitative data using SWOT matrix, then to determine the strategic position and direction of development is done through analysis of General Electrics (GE) matrix. Population in this research is all Technical Implementation Unit (UPT) in East Java Provincial Government, while the sampling is done pursuant to purposive sampling. The results showed (1). UPT such as UPT P2SKP Mayangan, UPT P2SKP Pondokdadap, UPT P2SKP Muncar, and UPT PSMB-LT ready if improved status becomes BLUD see the factor of financial ability, completeness of facilities and infrastructure and its potentials (2). Some UPTs such as UPT PB Palawija, UPT PB Holtikultura, and UPTIK Timber can be upgraded to BLUD, but need to be prepared in advance, especially supporting infrastructure, especially technology aspects of technology and supporting human resources, as well as capital and promotion to develop into wider market. (3). While the Training Unit (BLKI) of Singosari and Jember, due to the specific service characteristic and the special service segment so that the dependence on the APBD/APBN is still very high, it is still difficult in terms of its existence to be upgraded to PPK BLU/BLUD.

Abstract

This research uses the concurrent embedded design approach. The objective of this research is to identify the regional regulation of Probolinggo Regency in the health sector in an effort to improve the quality of lower-class health services and the factors or obstacles in the implementation of health policies as well as to know the quality of the health services delivered to that poor community. The results show that the provision of lower-class health services is in the form of JKN membership (Jaminan Kesehatan Nasional or National Health Insurance) held by BPJS (Badan Penyelenggara Jaminan Sosial or Social Security Agency) in the health sector through PBI (Penerima Bantuan Iuranor Beneficiaries); Jamkesda (Jaminan Kesehatan Daerah or Regional Health Insurance) funds sharingparticipants; through a statement of incapacity (SKTM or Surat Keterangan Tidak Mampu). In this matter, the policy is in the form of Regent Decree number 12 of 2015 concerning the lower-class health services which are not included in JKN and Jamkesda at RSUD Waluyo Jati Kraksaan Probolinggo (Waluyo Jati Kraksaan Probolinggo Regional Public Hospital). The factor which becomes the obstacle in the policy implementation is the lack of specialist doctors such as a dermatologist and surgeon. The regional budget also becomes a barrier to meet various health facilities and infrastructure. Besides that, the problem from the lower class itself is the reluctance of the family to be referred to a government hospital (East Java Province) due to their incapability to meet the living and transportation expenses while they wait for the patient. Therefore, quantitatively, the policy implementation to improve the lower-class health services is able to make a positive contribution to the quality of health services in a public hospital. It is also known that various variable indicators are in a good category. Abstract

This study evaluates the implementation of School Operational Assistance Costs for Education (BOS) policy to increase school participation rates in elementary, secondary, and high school levels, both public and private, in East Java. This research is a systematic literature review that gathers existing data. The researchers surfed the largest web search engine for scholarly literature, Google Scholar, to collect the data. Five articles that represented the implementation of BOS Funds in East Jawa were selected as the data. To analyse the data, the researcher used Miles Huberman’s (1994) analysis steps, namely data reduction, data verification, and data display. The conclusion of the research results showed that the Education BOS program's budget allocation had been directed to improve the quality of learning. Almost most aspects of the implementation of Education BOS program have been implemented properly according to the Technical Guidelines BOS. The scope of financing, which is included in the allocation of the use of BOS for Education Administration and School Operational Assistance, is sufficient to support the implementation of the free school policy. However, the unit cost per student indeed needs to be re-evaluated by giving affirmations or special treatment, especially on the aspect of accessibility, for poor private schools and schools with very few students or schools that are geographically remote and isolated in rural areas to be given an additional unit size cost per student.

Abstract

The purpose of this research is to find out how high the level of success has been achieved, as well as the problems faced by transmigrants. The method used was descriptive qualitative. Thus, the data were obtained from in-depth interviews and triangulation data through Focus Group Discussions and direct observation by withdrawing information from 50 transmigrants chosen purposively. The results of the evaluation research showed the average score based on 9 (nine) measurements of welfare level indicators. It showed that the level of welfare of transmigrants in UPT Tanjung Buka SP.3 was categorized quite well., However, based on data obtained from in-depth interview and observations in the field, there were still some crucial problems in the form of constraints and obstacles which include aspects of land conditions, technical aspects of farming management, road and bridge infrastructure, economy, and social. Keywords: Transmigration, People’s welfare, Bulungan regency Abstrak Tujuan dari penelitian evaluasi keberhasilan penempatan transmigran asal Jawa Timur ini dimaksudkan untuk mengetahui seberapa tinggi tingkat keberhasilan yang telah dicapai, serta permasalahan-permasalahan apa saja yang masih dihadapi oleh transmigran. Metode yang digunakan adalah deskriptif kualitatif, data diperoleh melalui wawancara mendalam (in-depth interview), serta dilakukan triangulasi melalui Diskusi Kelompok Terfokus dengan menggali informasi dari 50 orang transmigran yang dipilih secara purposive, serta melalui observasi atau pengamatan langsung di lapangan. Hasil penelitian evaluasi menunjukan nilai rata-rata berdasarkan pengukuran 9 (sembilan) indikator tingkat kesejahteraan menunjukkan tingkat kesejahteraan transmigran UPT Tanjung Buka SP.3 dapat dikategorikan cukup baik, namun berdasarkan analisis terhadap jawaban kuesioner, pendalaman melalui wawancara mendalam, serta observasi di lapangan, masih terdapat beberapa permasalahan yang cukup krusial berupa kendala dan hambatan yang meliputi aspek kondisi lahan, aspek teknis pengelolaan usaha tani, infrastruktur jalan dan jembatan, ekonomi, dan sosial. Abstract

The purpose of this study is to develop a policy strategy in strengthening the role and function of the East Java Provincial Coordination Board in the context of the effectiveness of the coordination of the implementation of Government and development in East Java. The research method used is a mixed research approach, with the main analysis technique being the Analytical Hierarchy Process (AHP) method. 40 respondents were selected purposively from all partners related to the implementation of Government and Development in East Java carried out by the Bakorwil. The research was carried out for 6 months, namely between March and August 2018. The research sites were selected from the regencies / cities which were the work areas of the East Java Province Bakorwil which were used as research objects, namely the Pamekasan Bakorwil and Bakjonwil Bojonegoro. The results showed that the chosen policy priority based on the level of interest of the respondents or the most important priority was the information system (0.391), then the second was planning and budgeting (0.320), then the third and fourth priorities were organizational structures (0.144), and supervision function control (0.144), which according to respondents has the same level of importance.

Abstract

Tujuan penelitian ini adalah (i), Untuk mengetahui faktor-faktor apa saja yang menjadi pendukung dan penghambat Kajian Implementasi Program Pendamping Profesional (ii), Bagaimana Strategi Pemerintah Daerah yang efektif dalam Implementasi Program Pendamping Profesional. Penelitian ini dilaksanakan di kabupaten Bojonegoro. Kajian ini menggunakan metode deskriptif kualitatif. Pertimbagan penggunaan metode kualitatif karena pendekatan kualitatif mampu menyajikan bentuk yang menyeluruh (holistic) dalam menganalisis fenomena sebuah Implementasi kebijakan. Hasil penelitian menunjukan bahwa implementasi Program Pendamping Profesional : Program Pembangunan Dan Pemberdayaan Masyarakat Desa (P3MD) di Kabupaten Bojonegoro belum diimplementasikan secara optimal sesuai dengan tujuan kebijakan yang telah dirumuskan; Dalam implementasi : Program Pembangunan Dan Pemberdayaan Masyarakat Desa (P3MD) di Kabupaten Bojonegoro masih mengalami kendala terkait dengan ketersediaan sumberdaya yang terbatas sehingga berpengaruh terhadap pelaksananan program; Koordinasi dan komunikasi antar pelaku kebijakan sebagai aspek penting dalam menentukan keberhasilan implementasi program belum terlaksana secara efektif; belum dirumuskan suatu Standart Operating Procedure (SOP) yang jelas sebagai tolok ukur keberhasilan program.

Abstract

The modern rule of law is a basic concept in every government activity. In the development of state administration, government activities are no longer just implementing laws as described in the trias politica concept, but also attaching the authority to make regulations, a decision that is regulating as a legal forum for policies issued. This study aims to analyze the legal position of the head of service/agency regulations that have been used in the administration of local government. The research method used is legal research with a statue approach, and a conceptual approach. The result of this research is that the regulation of the head of the service/agency does not have a position in the legislation as intended in the Act. This study is a normative juridical study, which is aimed at examining legal principles, legal systematics, research on vertical and horizontal synchronization, legal comparisons, and legal history. The result of this research is that the regulation of the head of the service/agency that administers the regional government does not have a legal position in the hierarchy of laws and regulations as regulated in the Act. Material and formal regulations of the head of service/agency are not legal products that contain rageling material. The regulation issued as a form of discretion by the head of the service/agency should only be in the form of a circular letter.

Abstract

Tujuan penelitian ini adalah (i), Untuk mengetahui dan menganalisis pengaruh kualitas penanganan pengaduan yang terdiri dari empati, kecepatan dan kemudahan terhadap kepuasan penanganan pengaduan pada P3M Kab. Sidoarjo dan (ii), Untuk mengetahui dan menganalisis dimensi kepuasan penanganan pengaduan yang berpengaruh paling besar terhadap kepuasan penanganan pengaduan pada P3M Kab. Sidoarjo. Penelitian ini dilaksanakan pada P3M Kab. Sidoarjo dengan sampel sebanyak 62 orang diambil secara simple random sampling. Metode penelitian yang digunakan dalam penelitian adalah metode survey eksplanatif yang bersifat asosiatif dengan maksud menjelaskan hubungan (korelasi) antara variabel, sedangkan untuk menganalisis data kuantitatif menggunakan alat analisis regresi linier berganda. Hasil penelitian menyimpulkan bahwa variabel empati, kecepatan dan kemudahan secara parsial maupun bersama-sama (simultan) berpengaruh signifikan positif terhadap kepuasan penanganan pengaduan pada P3M Kab. Sidoarjo. Berdasarkan hasil perhitungan ditemukan bahwa dimensi kecepatan yang paling besar berpengaruh terhadap kepuasan penanganan pengaduan pada P3M Kab. Sidoarjo.

Abstract

Keterbatasan sistem penganggaran pemerintah saat ini maka tidak semua urusan pemerintahan dan pembangunan untuk mewujudkan kesejahteraan rakyat tidak mungkin semuanya dibiayai oleh APBD. Pemprov Jatim saat ini sedang mendorong Unit Pelaksana Teknis Daerah (UPTD) yang ada di lingkungan SKPD mulai menggunakan sistem pengelolaan keuangan Badan Layanan Umum Daerah (BLUD). Kebijakan tersebut tercantum secara jelas dalam roadmap inovasi kebijakan fiskal Pemprov Jatim 2014-2019. Tujuan dari penelitian ini adalah untuk (1). Mengidentifikasi kondisi UPT-UPT di lingkungan Pemprov Jatim saat ini (2). Mengidentifikasi masalah dan tantangan yang dihadapi dalam pengembangan UPTD tersebut menjadi BLUD dan (3). Merumuskan strategi pengembangan yang dapat dilakukan Pemprov Jatim dalam pengembangan UPTD tersebut menjadi BLUD. Metode penelitian yang digunakan adalah metode campuran yaitu memadukan analisa data kualitatif dengan data kuantitatif dengan menggunakan matriks SWOT, kemudian untuk menentukan posisi strategis dan arah pengembangan dilakukan melalui analisis General Electrics (GE) matriks. Populasi dalam penelitian ini adalah seluruh Unit Pelaksana Teknis (UPT) di lingkungan Pemprov Jatim, sedangkan penarikan sampel dilakukan berdasarkan purposive sampling. Hasil penelitian menunjukan (1). UPT seperti UPT P2SKP Mayangan, UPT P2SKP Pondokdadap, UPT P2SKP Muncar, dan UPT PSMB-LT siap jika ditingkatkan statusnya menjadi BLUD melihat faktor kemampuan keuangan, kelengkapan sarana dan prasarana serta potensi yang dimilikinya (2). Beberapa UPT seperti UPT PB Palawija, UPT PB Holtikultura, dan UPTIK Kayu bisa ditingkatkan menjadi BLUD, tetapi perlu dipersiapkan terlebih dahulu terutama sarana prasarana pendukung terutama teknologi aspek teknologi beserta SDM pendukungnya, dan juga permodalan serta promosi untuk mengembangkan ke pasar yang lebih luas. (3). Sedangkan UPT Pelatihan Kerja (BLKI) Singosari dan Jember, disebabkan karakter pelayananya yang spesifik dan segmen pelayanan yang khusus sehingga ketergantungan kepada APBD/APBN masih sangat tinggi, masih sulit dari segi kemadirian untuk ditingkatkan statusnya menjadi PPK BLU/BLUD.
