Abstract

Jenis penelitian yang digunakan dalam penelitian ini adalah mix method dengan strategi metode campuran konkruen/ sewaktu-waktu (concruent mixed methods) terutama strategi embedded konkruen. Populasi dalam penelitian ini adalah seluruh masyarakat yang pernah mengurus IMB di BPMPP Kabupaten Banyumas pada tahun 2015. Permohonan Pelayanan IMB pada BPMPP Kabupaten Banyumas Tahun 2015 adalah sejumlah 256 permohonan. Sampel yang diambil sebanyak 40% dari jumlah populasi, dengan perhitungan 40% x 256 = 102 sampel. Penelitian ini menilai kinerja organisasi BPMPP Kabupaten Banyumas dengan mengacu pada lima dimensi kinerja yang meliputi produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Analisis data menggunakan analisis distribusi frekfuensi dalam bentuk nilai rata-rata dan dalam bentuk kategori rendah, sedang atau tinggi. Hasil penelitian menunjukkan bahwa 1) Produktivitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi produktivitas layanan IMB yang masuk kategori rendah; 2) Kualitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi kualitas layanan IMB yang masuk kategori rendah; 3) Responsivitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi responsivitas layanan IMB yang masuk kategori rendah; 4) Responsibilitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi responsibilitas layanan IMB yang masuk kategori rendah; 5) Akuntabilitas Layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi akuntabilitas layanan IMB yang masuk kategori rendah

Abstract

In line with increasing target of tax revenue for each year, since 2002 Directorate General of Tax (DGT) performed tax office modernization where until the end of 2008 all of tax office will be the modern office. In support of preparing of human resource toward modernization agenda, the DGT arranged a lot of trainings that covered in many areas around Indonesia. This study analyzed effectives of the training. Type of this study is experimental study through several groups performing called workplace learning groups (WLGs). Training in Mataram in May 2007 and Sorong in August 2007 was taken as research target. Result of the study showed training in those areas run effectively and and changed knowledge and attitude of the training participants. The WLGs performing have significant impact to participant’s attitudes toward the modernization. The DGT should pay attention concerning effect of modernization and should take good practices from discussion activities in the WLGs. Abstract

The performance of educational staff becomes an important element in the institution. Based on the previous research, it can be concluded that the level of user satisfaction either from students (external) or from employees within Unsoed (Internal) categorized at the level of quite satisfied. Therefore, more efforts need to be done in order to improve the performance of educational staff. The research model using analysis with the following hypotheses, H1: Financial compensation has positive effect on employee satisfaction, H2: Promotion has positive effect on employee satisfaction, H3: Financial compensation has positive effect on employee performance, H4: Promotion has positive effect on performance employees, and H5: job satisfaction has positive influence on employee performance. This research was conducted in Jenderal Soedirman University (Unsoed), using quantitative methods. The research target were all education personel in all unit in Unsoed with a total sample of 256 respondents. Data were collected using a questionnaire and then analysed using statistical analysis. The result from statistical analysis showed that the financial compensation were in a good category. Financial compensation has a significant influence on job satisfaction that is equal to 0.578. Promotion has been perceived as a good thing by the employees, and promotion has a significant influence on job satisfaction statistically which is equal to 0.545. Financial compensation has a significant influence on employee performance that is equal to 0.845. Promotion has a significant influence on employee performance that is equal to 0.680, statistically. The employees experienced a good job satisfaction, which encourage them to work better. Statistically, job satisfaction has a significant influence on employee performance that is equal to 0.730. The influence of financial compensation to the employees performance was increased from 49.9 percent to 69.5 after job satisfaction variables included as mediating variable. The result of sobel test confirmed that job satisfaction was capable to mediate the influence of financial compensation to the employee performance, significantly. The influence of promotion to employee performance was increased from 42 percent to 64.7 percent after included job satisfaction as mediating variable. Sobel test showed that that job satisfaction was capable to mediate the influence of promotion to employee performance, significantly. Abstract

AI chatbots have emerged as a transformative tool in public service delivery. This study aims to conduct a systematic review and meta-analysis of existing literature to assess the effectiveness of AI chatbots in improving efficiency, response time and user satisfaction in various public service contexts. A comprehensive literature search was conducted on the Scopus database, limiting studies published between 2018 and 2024. Inclusion criteria included quantitative studies that evaluated the impact of AI chatbots on at least one of three outcome variables: efficiency, response time, or user satisfaction. Data were extracted and effect sizes (in this case Standardized Mean Difference - SMD) were calculated for each study. Moderator analysis was conducted to investigate the influence of the type of public service, the complexity of the chatbot's tasks, the type of AI, and the level of human interaction on the effectiveness of the chatbot. Meta-analysis of 30 studies (N = 9,380) shows that AI chatbots have a significant positive effect on the efficiency of public services (SMD = 0.35, 95% CI [0.25, 0.45]), reducing response time (SMD = -0.40, 95% CI [-0.50, -0.30]), and increased user satisfaction (SMD = 0.50, 95% CI [0.40, 0.60]). Moderator analysis revealed that AI chatbots were more effective in healthcare and for simple tasks. Machine learning-based chatbots also show higher effectiveness than rule-based chatbots. In conclusion, AI chatbots offer significant potential to improve various aspects of public services. However, their effectiveness varies depending on the implementation context. These findings provide valuable empirical evidence for policymakers and practitioners to effectively design and implement AI chatbots in public services.

Abstract

E-government has become a global initiative to improve public services and citizen participation. Social media offers an interactive platform that has the potential to strengthen e-government implementation. This research aims to quantify the effectiveness of social media in various aspects of e-government through meta-analysis. A comprehensive literature search was conducted on Scopus, Web of Science, and Google Scholar for quantitative studies published between 2018-2024. Inclusion criteria included studies that measured the impact of social media on citizen participation, transparency, collaboration, or public trust in an e-government context. Data were extracted and effect sizes were calculated for each study. Meta-analysis was performed using a random effects model. Of the 40 studies that met the criteria (N = 22,698), meta-analysis showed that social media had a moderate to large positive effect on e-government implementation. The largest effect size was seen for transparency (0.51, 95% CI: 0.33-0.70), followed by community participation (0.47, 95% CI: 0.38-0.55), public trust (0.48, 95% CI: 0.40-0.57), and collaboration (0.45, 95% CI: 0.37-0.52). Subgroup analysis revealed that Facebook was the most effective platform, especially in increasing participation. The effects of social media tend to be stronger in developing countries. Moderator analysis shows that the level of internet penetration and digital literacy do not significantly moderate the effects of social media. In conclusion, social media has proven to be an effective tool in improving e-government implementation, especially in the context of public participation and transparency. Governments are advised to strategically integrate social media into e-government initiatives, taking into account the type of platform and local context.

Abstract

The smart city concept has become a new paradigm in urban development, offering innovative solutions to improve people's quality of life. Agile governance, with its flexibility and adaptability, is a promising approach in managing the complexity of smart city development. This research aims to analyze the role of agile governance in developing the smart city concept in the Banyumas Regency Government, Indonesia. This research uses a qualitative approach with a case study of the Banyumas Regency Government. Data was collected through in-depth interviews with relevant government officials, document analysis, and field observations. Data analysis was carried out using thematic coding and triangulation techniques to ensure the validity and reliability of the research results. The research results show that agile governance plays an important role in developing the smart city concept in Banyumas. Agile principles such as collaboration, iteration, and focus on customer value have been adopted in the planning, implementation, and evaluation processes of smart city programs. Agile governance allows governments to respond quickly to change, actively involve the public, and optimize the use of resources. Agile governance has proven effective in overcoming the challenges of complexity and uncertainty in smart city development. Implementing agile governance can increase the efficiency, effectiveness and sustainability of smart city programs. This research contributes to the development of agile governance theory and practice in the context of smart cities, as well as providing recommendations for other local governments who wish to adopt this approach.
