Abstract

Female politicians in Indonesia still facing social discrimination when running for election, both in being a regional leader or legislative member. Some of them had succeeded in overcoming those challenges, while others find it difficult. This article figured out the implemented strategy by the female political candidate in Lampung when facing social discrimination during her candidacy. This case study used deep interviews with prominent figures, observation, and documentation. The result showed that the female candidate in the Lampung governor election maximized her social networks, apart from other factors that helped her win the election with her political pair. To overcome social barriers and discrimination, a female political candidate should use many strategies, including the extensive use of social media to win the majority of votes.

Abstract

The phenomenon of corruption now enters a nearly immeasurable area. Horizontally corruption spreads in almost all branches of power, both legislative, executive and judiciary. On a vertical line of corruption perched in every government hirakhi, from the center of power to the lowest level. In the case of Indonesia, since reformation has peaked (1998), corruption is like getting a decent place to breed. In the new order period until its downfall, executive dominance made corrupt behavior as stored neatly in documents only known by the regime in power. In curative action, there is no effective way to control corruption loopholes in the local government environment, except to impose strict sanctions, both administrative and legal for companies / entrepreneurs, government officials and communities who commit fraud in the use of APBD, procurement of goods and services, Business licensing and election services. Those who are administratively and legally proven should be immediately reduced, eliminated, substituted, disqualified and executed to produce deterrent effects for the community. Such action can be carried out directly for matters concerning the use of facilities and the budget of the agencies for the interests of the election, the implementation of the standard budget of the regional head election, close the space for the incumbent who want to re-nominate head of region if proven to conduct corruption.Keywords: Corruption, Local Government, Reform, Regional Autonomy

Abstract

The changes about Village policy provide both opportunities and threats to the development of village autonomy. Opportunities for the development of village autonomy are at least normatively gaining a foothold from two important principles of recognition and subsidiarity. The first principle as a form of recognition of village existence in various forms has actually been introduced through Law Number 22 Year 1999 and 32 Year 2004 which corrects efforts to uniform the lowest government entity of the village under another name. The second principle is the juridical consequence of the 1945 Constitution article 18B paragraph (2) where the state not only recognizes, also respects special and special units as long as it is still there and well maintained. This principle allows the state to allocate resources to the village even though the village is no longer subordinate to the state (mini bureaucracy) as the practice of Law 5/1979 through local state government paradigm. With the resources referred to the village at least have the opportunity to develop the original autonomy (self governing community) and not solely under the control of local governance system (local self-government). The allocation of resources from the government, provincial and district / city and the opening of access in the effort of developing village autonomy is not impossible to increase the tension in the village through abuse of authority and the potential of horizontal conflict. Village autonomy can ultimately contain threats if a number of important requirements can not be fulfilled given the culture, structure and environment that affect the village is much more dominant than the supradesa itself is quite distant with the community.Keywords: village autonomy, opportunities, threats

AbstrakPengembangan kawasan perbatasan negara telah lama menjadi prioritas program pemerintah sebagaimana tertuang dalam RPJMN sejak tahun 2005, dan menjadi bahan diskusi dan riset yang aktual bagi para ilmuwan dan peneliti. Abstract

AbstractThe pandemic that continues to sweep several parts of the world, including Indonesia, has pushed the government to immediately innovate and reform legislation, as well as improve public services for the benefit of the larger population. The government should be able to transform or at least shift the governance paradigm that affects bureaucracy and public policy in the New Normal age. As a result, the purpose of this research is to examine the implementation and direction of government policies, particularly during the pandemic and new normal. This study employs a qualitative approach combined with a descriptive-analytic approach. According to the findings of the survey, the pandemic has produced uncertainty in practically all people's lives, whether social, economic, or health-related. The new normal policy eventually resulted in the necessity for new public services. The transition time is an opportunity to adapt and reset outdated public services to new ones. During the new normal, the government implements several alternative solutions to public services, such as changing policy perspectives, allowing for more community involvement, simplifying the preparation of public services—policies, and finally reforming the bureaucracy with reform 4.0, which is more adaptable to the new normal.Keywords: Implementation, Public Policy, Government, COVID-19, New Normal. AbstrakPandemi yang melanda di berbagai belahan dunia, termasuk Indonesia, mendorong pemerintah untuk segera melakukan inovasi dan pembenahan peraturan perundang-undangan, serta meningkatkan pelayanan publik untuk kepentingan masyarakat luas. Pemerintah harus mampu mentransformasi atau setidaknya menggeser paradigma governance yang mempengaruhi birokrasi dan kebijakan publik di era New Normal. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengkaji implementasi dan arah kebijakan pemerintah, khususnya pada masa pandemi dan new normal. Penelitian ini menggunakan pendekatan kualitatif yang dipadukan dengan pendekatan deskriptif-analitik. Menurut temuan survei, pandemi telah menghasilkan ketidakpastian di hampir semua kehidupan masyarakat, baik sosial, ekonomi, maupun terkait kesehatan. Kebijakan new normal pada akhirnya melahirkan kebutuhan akan pelayanan publik yang baru. Masa transisi adalah kesempatan untuk mengadaptasi dan mengatur ulang layanan publik yang lama ke yang baru. Dalam era new normal, pemerintah menerapkan beberapa alternatif solusi pelayanan publik, seperti mengubah cara pandang kebijakan, lebih banyak melibatkan masyarakat, menyederhanakan penyusunan kebijakan—pelayanan publik, dan terakhir melakukan reformasi birokrasi dengan reformasi 4.0 yang lebih adaptif terhadap normal baru.Kata kunci: Implementasi, Kebijakan Publik, Pemerintah, COVID-19, New Normal.

Abstract

In the modern state administration system, it is no longer necessary to maintain village government as it is now because it is very outdated. The Indonesian people currently need an autonomous modern region, where the village is given the right to determine and manage its household. This can be done through direct village head elections. Law No. 6 of 2014 concerning villages still implies the need for local government intervention in determining regulations and policy directions for village head elections, especially those carried out simultaneously. Therefore, this study aims to examine the role of local government policies in implementing simultaneous village head elections in Indonesia. This study uses a descriptive qualitative approach with secondary data sources through library research. The results of the study found that the role of the government in implementing the policy of simultaneous village head elections was significant where the local government had a dual function, namely as a policymaker, organizer, and supervisor and a place to settle village head election disputes simultaneously. It can also be concluded that the village head election is not free from conflicts of interest, so the local government must also be fair and neutral and not take sides with any of the candidates.

Abstract

Belum meratanya Kompetensi yang dimiliki oleh setiap pegawai kantor Kecamatan Tomo, dan pemberian kompensasi yang tidak memuaskan menyebabkan kurang optimalnya kinerja pegawai kantor Kecamatan Tomo sehingga berdampak pada beberapa program tahunan yang belum sepenuhnya terealisasi. Penelitian ini menggunakan teori kompetensi dari Lyle M. Spencer dan Sygne M. Spencer yang terdiri dari dimensi motive, traits, knowledge, dan skill. Kemudian teori kompensasi dari B.B Mahapatro yang terdiri dari dimensi equitable, secure, dan incentive providing, dan teori kinerja dari Masram dan Muah yang terdiri dari ketaatan, tanggung jawab, dan kerja sama. Metode yang penelitian yang digunakan adalah metode survei dengan pendekatan kuantitatif asosiatif. Adapun teknik pengumpulan data yang digunakan adalah angket/ kuesioner. Hasil penelitian menunjukkan bahwa terdapat pengaruh positif dan signifikan kompetensi terhadap kinerja pegawai kantor Kecamatan Tomo Kabupaten Sumedang provinsi Jawa Barat berdasarkan uji t-test (t hitung 3,258 > ???? ???????????????????? 2,042). Kemudian terdapat pengaruh positif dan signifikan kompensasi terhadap kinerja pegawai kantor Kecamatan Tomo Kabupaten Sumedang provinsi Jawa Barat berdasarkan t-test (t hitung 3,088 > ???? ???????????????????? 2,042). Dan terdapat pengaruh positif dan signifikan secara simultan antara kompetensi dan kompensasi terhadap kinerja pegawai kantor Kecamatan Tomo Kabupaten Sumedang provinsi berdasarkan uji-f (t hitung 26,19 > ???? ???????????????????? 3,33).

Abstract

Penelitian ini memfokuskan untuk mendeskripsikan dan menganalisis pengembangan kompetensi pengasuh dalam meningkatkan kualitas pembinaan praja sebagai kader aparatur pemerintahan pada Institut Pemerintahan Dalam Negeri kampus Jatinangor. Menganalisis faktor-faktor dalam pengembangan kompetensi pengasuh, kualitas pembinaan dan strategi bagian pengasuh dalam meningkatkan kualitas pembinaan. Peneliti menggunakan teori pengembangan kompetensi oleh Wibowo dan teori kualitas pembinaan oleh T.R. Mitchell serta melakukan analisis strategi SWOT Sondang P. Siagian untuk menganalisis strategi pengasuhan. Peneliti menggunakan teori Kualitatif dengan pendekatan deskriptif. Dalam mengumpulkan data, peneliti melakukan observasi wawancara dan mengumpulkan dokumen tentang pengembangan kompetensi pengasuh dalam meningkatkan kualitas pembinaan praja sebagai kader aparatur pemerintahan. Hasil penelitian menunjukkan bahwa 1) pengembangan kompetensi pengasuh sangatlah dibutuhkan dalam meningkatkan kualitas pembinaan, pengembangan kompetensi pengasuh, yaitu dengan melakukan pendidikan dan pelatihan untuk meningkatkan pengetahuan, keterampilan dan sikap pengasuh dalam membina praja; 2) kualitas pembinaan praja dapat tercapai maksimal apabila kompetensi dapat dikembangkan secara maksimal, hal ini dapat dilihat dari Kualitas pembinaan karakter dan kepribadian praja dapat tercapai dengan kualitas pekerjaan pengasuh, yaitu kualitas pola asuh dan materi asuh, kecepatan dan ketepatan pengasuh dalam mengantisipasi dan menyelesaikan permasalahan, inisiatif pengasuh dalam melaksanakan pembinaan kepada praja, dan kemampuan pengasuh dalam melaksanakan pembinaan serta komunikasi pengasuh yang baik baik dengan praja maupun dengan rekan kerja dan atasan; 3) Strategi bagian pengasuhan untuk meningkatkan kualitas pembinaan, yaitu Melakukan rekruitmen pengasuh, Pembuatan kurikulum pengasuh, Pembuatan dan pengembangan SOP pengasuhan, Pengembangan siklus kehidupan praja, Pembagian jumlah pengasuh yang ideal, Menerapkan punishment dan penghargaan kepada pengasuh, dan Pengembangan karier pengasuh.

Abstract

This study aims to analyze the dynamics of local government leadership based on the wisdom of Sundanese culture in Purwakarta Regency in the period 2008-2018. This study uses a qualitative research design, research data collection techniques using documentation studies, interviews and observations. The results of this study found that the leadership of the Purwakarta Regent in the period 2008-2018 based on Sundanese culture local wisdom with the concept of Sunda Dasa Prasanta's leadership could be accepted and supported by the majority of the people of Purwakarta Regency. In his leadership, there are dynamics that cause polemics and pros and cons in the community, but the dynamics that arise can be resolved properly by communicating and holding communication forums. The "Sundanese Style Harmony" leadership model is an ideal formula as an alternative to the existing leadership model that emphasizes harmony and balance between Sundanese Religion and Culture, where the position of Religion and Culture is balanced, none are relatively higher or lower.

Abstract

Direct local election has begun since 2004 and has regulated in Law No. 32 Year 2004 about Local Government. Direct local election is giving several advantages namely local head who elected by the people knows about people need. Beside that, direct control of people could border their local head to do something out of their want. In other side, there are many troubles of direct local election in implementation process like there are no mechanism for people to insist local head’s promise to them. So that, several academicians and practioners suggest back to the indirect election like a decade ago. This paper try to give academic personal perspective and consideration that local election can adopt indirect local election again.
