Abstract

In general, the goal of a policy is to achieve public welfare through regulations made by the government. Regulations are generally made because they are required to regulate the interests of the communities. Salt is an important commodity demanded by the people in Indonesia. In adition, Indonesia is a country with the second longest coastline in the world; therefore, it has a potential to produce salt and achieve self-sufficiency. However, the national salt production has not been able to meet the demand for salt, especially in meeting the needs for industrial salt. To overcome this problem, the government issued a policy of procuring salt through imports with the hope that industrial needs are met and simultaneously domestic salt production can be increased. The objective of this paper is to analyze the effectiveness of the government policies related to salt by adopting the Regulatory Impact Analysis (RIA) approach. Data and information were obtained through focus group discussions with relevant stakeholders and literature studies analyzed using the RIA approach. The results of this study concluded that the salt policies in Indonesia, especially related to the policy of salt imports, has not been effective. Strategies and corrective actions must be taken so that they can be optimally effective. Strategies that can be carried out include improving the import salt trade system through strengthening the data collection system, monitoring the running of local salt businesses and enforcing laws. The combination between improving the quality of salt produced by the local farmers and guaranteeing the salt prices at the farmer level will accelerate the achievement of the policy objectives. Abstract

In a nutshell, BUMD (Regional Government-Owned Enterprise) has two main roles, namely economic and social functions. The social function aims to meet the needs of all stakeholders, including the customer. Customer satisfaction is very important to implement this function, and one of the critical aspects is the service provided. In 2018, one of the BUMDs, namely PDAM faced a decreasing performance rating from 4.38 to 4.18 due to the decline in operational service. Therefore, it is very important to determine the customer satisfaction level. The objective of this research is to analyse the satisfaction level for products and services provided by PDAM in Bogor based on customer segmentation. It employs a descriptive analysis approach and the Chi-square Automatic Interaction Detector (CHAID) method. It selects 713 respondents from 148,755 household customers by using Cluster Stratified and Systematically Un-proportionate Sampling (CSUS). The findings capture that the respondents are generally satisfied with the service provided except for complaint handling and dispute. Household customer segmentation is divided into 6 (six) clusters. The cluster that provides unsatisfied scores is mainly due to the quality of water, complaint handling and dispute, as well as tariffs and payments. Whereas, the cluster that provides a satisfying score is also due to the quality of water, complaint handling, and dispute resolution. Abstract

Bank BTPN has a unique program called Daya aiming to grow the business of its MSME customers by giving free regular and systematic business trainings. The question is how effective is the Daya program in improving the business of its MSME customers. The effectiveness is shown by comparing business performances of participating MSME customers with non-participating ones. The study had been undertaken in 12 BTPN working areas by surveying 545 numbers of participants and 111 numbers of non-participants. The results showed that the Daya program had a positive direct impact on MSMEs' business variables such as turnover, operational cost and customers' business growth index (CBGI), especially at the micro-enterprises category. Indirectly, the trainings also have a good impact on MSME's family and environment reflected by changes in household expenditure (family) and number of employees (environment). Finally, the Daya program's has improved the quality of business practices of participating MSMEs in the aspects of managing finance, marketing, sales, human resources, operations and soft-skills. Abstract

The Corona Virus Disease (COVID-19) was declared a worldwide pandemic by the World Health Organization (WHO) on March 11, 2020. The main pandemic countermeasure with physical distancing and limitation to travel heavily damaged the airline industry around the world, which slumps the direct revenue to the company. Hence, the industry should utilize this tight cash flow and the volatility business due to high operating costs and the high cost of labor. This situation could be worsening to the various national carrier in Asia already performs poorly far before COVID-19. Therefore, this research will predict the bankruptcy of four national airline companies in regional Asia using a modified version of Altman Z Score and Zmijewski Model. This research will show the current and future condition of financial performance in each company. Those National Airlines, namely PT Garuda Indonesia Tbk. (IHSG: GIAA), Singapore Airlines Ltd. (SGX: CL6), Thai Airways International (BKK: THAI), and Eva Air (TPE:2618). This study's results indicate financial distress and possibly to be bankrupt for two national airlines company, especially in Garuda Indonesia and Thai Airways, compared to other selected national airlines. Thus, those financial distress companies should carefully allocate remaining assets, liquidate the unproductive entities, and perform a company reconstruction to avoid bankruptcy in the future. Abstract

This study aims to 1) identify complaints that arise and do not satisfy customers, and 2) identify communication strategies undertaken by PDAM Tirta Pakuan in handling customer complaints. The study was conducted at PDAM Tirta Pakuan using qualitative descriptive analysis. Researchers surveyed customers and held focus group discussions with the management of PDAM Tirta Pakuan. The method of data analysis is done by using a gap analysis between performance and the interests/expectations of customers for product and service attributes, as well as public relations strategy theory. The results showed that there were four attributes that predominantly received complaints and were not yet satisfying customers, namely the quality of water flow in the dry season, replacement or re-measurement of water meters, compensation for service interruptions, and compensation for settlement of claims for paying bills. Furthermore, there are four communication strategies that are carried out in handling customer complaints based on four aspects, namely fact-finding, planning and programming aspects, action and communication aspects, and evaluating aspects. Some things that need attention from the management of PDAM Tirta Pakuan are 1) improving the quality of water supply during the dry season, 2) periodically replacing or repeating water meters, 3) improving the compensation system for customer service interruptions, 4) improving the compensation system related to the problem of settling claims for payment of claims, 5) identifying complaints that have the potential to threaten the image or reputation of the company, 6) maximizing the use of social media in informing work activities that have the potential to cause service disruptions and customer complaints. Abstract

Healthcare is the need of many people to fulfill their lifestyles. The desire to achieve maximum appearance encourages everyone to the healthcare of skin. The relatively high cost and the low number of aesthetic doctors in certain areas have led some people to do facial treatments independently using skincare products. Askin's business idea in the form of a facial care application is one of the solutions to help users with facial skincare. This research aims to analyze the problem factors of skincare users in carrying out facial skincare, analyze the right solution, and design a Minimum Viable Product that suits the Askin application. This research was conducted from December 2020 to January 2021 using the House of Quality research method to identify the best features. This research also used female research respondents aged 19-34 years using skincare products and domiciled in the City of Bukit Tinggi as a sample of this study. The results of this research contained six problems from skincare users, which is not knowing the type/condition of the skin in detail, not knowing the right skin care product to use, experiencing an incompatibility when using skincare products, difficulty obtaining skincare products, having no place to ask and consult, and not using skin care regularly. In conclusion, the Askin Application has ten application features formulated based on consumer needs and desires. Abstract

The Covid-19 pandemic has a detrimental impact on various sectors of life, including the food and agriculture sectors. The Department of Food Security, Agriculture and Fisheries (DKP3) of Banjarbaru City is the implementing element of government affairs in the Agriculture, Plantation Sector, Fishery Sector, Animal Husbandry Sector, and Extension Sector which is the regional authority. During the Covid-19 pandemic, the role of DKP3 as a food stabilizer was urgently needed considering that this disease outbreak had created obstacles in the distribution of foodstuffs and people's access to various food products. On the other hand, the Large-Scale Social Restrictions (PSBB) policy has made the trend of using social media in the community increase. Therefore, DKP3 can use this trend to be more active in social media as a way of disseminating educational information to the public regarding the use of house yards as a solution to meeting household food needs, alternative sources of additional income, and application of balanced nutrition guidelines for the people of Banjarbaru is expected to be able to survive this pandemic. The activities carried out are the dissemination of information on Balanced Nutrition Guidelines (PGS) and Household Food Security which aims to educate about balanced nutrition guidelines and the importance of household food security by utilizing the household yard. Abstract

Abandoned cats and dogs have the right to a decent life. In Indonesia, there are still many abandoned cats and dogs with various conditions that are not good. This research aims to design the right crowdfunding platform that can answer community problems in improving animal welfare. Respondents in this study were pet lovers (cat/dog lovers). Data is obtained by filling out questionnaires in in-depth interviews. The method used in this study is design thinking. This method can solve user-centered problems. The design thinking stages include empathize, define, ideate, prototype, and test. The results showed that crowdfunding is one solution to solve the problems and challenges faced by the community in caring for abandoned cats/dogs. The design of a verified business model in the form of a crowdfunding platform for abandoned cats and dogs named Care-pet is a solution that can improve animal welfare. Abstract

Micro and Small Enterprises (MSEs) have an important and strategic role in national economic development. This study aims to identify and analyze problems in the implementation of microfinance services for MSEs in Indonesia and develop a collaborative model involving relevant stakeholders, especially financial institutions and universities, to support microfinance and improve the performance of MSEs in Indonesia. The research method used in this research is Soft Systems Methodology (SSM), utilizing data from FGDs, in-depth interviews, and observations. The results of the study show that financing constraints for MSEs can be seen from two perspectives, namely the MSEs themselves (demand side) and financial institutions (supply side). Collaborative models between various stakeholders, especially between financial institutions and universities, can be an alternative solution to strengthen access to microfinance services and improve the performance of micro and small businesses in Indonesia. In terms of transaction cost theory, universities can reduce the transaction costs of financial institutions through research, education, innovation, and partnerships with financial institutions. Therefore it can be concluded that collaboration between universities and financial institutions can make a valuable contribution to developing more efficient and cost-effective solutions in the financial industry, especially in increasing access to microfinance services and the performance of MSEs in Indonesia. Abstract

ABSTRAKTujuan penelitian ini yaitu untuk memetakan isu-isu dan perumusan strategi pengembangan kewirausahaan pemuda. Penelitian ini adalah penelitian analisis kebijakan berdasarkan justifikasi pakar. Pakar ditentukan secara sengaja dan merupakan orang kunci, benar-benar faham dan berkontribusi dalam pengembangan kewirausahaan pemuda, serta mewakili dari pemerintah, praktisi, peneliti dan akademisi. Metode penelitian yang digunakan yaitu analisis deskriptif, metode Strategic Assumption Surfacing and Testing (SAST) dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa terdapat faktor yang  harus dipertimbangkan dalam menyusun kebijakan pada isu yang dibahas meliputi isu kebijakan terkait peningkatan keterampilan wirausaha pemuda agar berdaya saing; kebijakan kebutuhan database wirausaha secara nasional dan spasial; serta isu kebijakan integrasi pengembangan dan prioritas strategi kebijakan wirausaha di Indonesia. Implikasi dari penelitian ini adalah meningkatkan keterampilan bersaing melalui program yang tepat sasaran dan bantuan modal; koordinasi antar berbagai kementerian dan lembaga; serta membangun database kewirausahaan nasional untuk perumusan dan sinergi kebijakan.ABSTRACTThe purpose of this research is to map the issues and formulate a youth entrepreneurship development strategy. This research is a policy analysis research based on expert justification. Experts are determined deliberately and are key people, who really understand and contribute to the development of youth entrepreneurship, as well as representatives from government, practitioners, researchers, and academics. The research method used is descriptive analysis, Strategic Assumption Surfacing and Testing (SAST), and Analytical Hierarchy Process (AHP) methods. The results of the study indicate that there are factors that must be considered in formulating policies on the issues discussed including policy issues related to improving youth entrepreneurial skills so that they are competitive; policy on the need for databases on national and spatial entrepreneurship; as well as issues of development integration policies and strategic priorities for entrepreneurship in Indonesia. The implication of this research is to improve competitive skills through well-targeted programs and capital assistance; coordination between various ministries and institutions; and building a national entrepreneurship database for policy formulation and synergy.
