What is meant by CBT is tourism that involves local communities by providing opportunities to manage and develop tourism, either directly or indirectly that has links with industry or tourism businesses, so that the distribution of profits is evenly distributed to communities in rural / coastal areas and small islands. The problem that occurs today is that public knowledge about tourism and how to manage the existing potential is still very low. Based on the foregoing, this study aims to analyze the potential of tourism objects, examine the participation of local communities in the management of tourism objects in an effort to improve the economy and welfare, then determine a CBT-based management strategy. This research is a descriptive study where the data obtained are tabulated and then described. Keywords : Tourism, Community based Tourism, Tourism potential

Abstract

Air transportation is the backbone of tourist mobility in Indonesia, particularly within tour packages that bundle flights, accommodation, and destination activities. When disruptions occur—such as delays, cancellations, schedule changes, or overbooking—tourists often suffer “chain losses,” including forfeited hotel bookings and prepaid activities. Although Indonesia has sectoral legal instruments (aviation, tourism, and consumer protection), responsibility allocation in multi-party tour packages remains fragmented, creating uncertainty regarding who must compensate tourists beyond the airline ticket. This study aims to analyze the scope and limits of airline rights and obligations in flight-based tour packages, and to evaluate the adequacy of legal protection for tourists within tripartite relations involving airlines, travel agents, and destination service providers. Using a normative juridical method—combining statute and conceptual approaches with legal principle analysis—this research maps relevant norms and tests their coherence against principles of fairness, legal certainty, and consumer protection. The findings indicate that normative protection formally exists, yet implementation is ineffective because integrated contract standards are absent and joint liability among tourism businesses is not explicitly regulated. The study concludes that regulatory harmonization is required, alongside standardized tour-package contracts that clearly stipulate rights, obligations, risk allocation, compensation mechanisms for chain losses, and accessible dispute resolution. Future research should incorporate empirical case analysis of dispute outcomes, comparative models of joint liability in other jurisdictions, and regulatory impact assessments to test feasibility and enforcement pathways.

Abstract

This research is motivated by the stigma of tempeh as a lower-class food and the dependence on plant-based milk tied to high-carbon-footprint imported products. This study aims to design a tempeh deconstruction method to produce functional plant-based milk free from beany flavor, and to integrate it as a sustainable gastronomy icon in wellness tourism in North Sulawesi. Using a Research and Development method, the processing involves preparation, extraction and homogenization, local spice infusion, dual filtration, and aeration. Three formulations were sensorially tested using a hedonic scale (1-5) by 26 panelists: F1 (1:3 ratio), F2 (1:4 ratio), and F3 (1:5 ratio). The results show that the optimal formulation is F3 with a 1:5 ratio, achieving a 100% preference level in color, aroma, and taste, and 96.15% in texture. Steaming tempeh for 20 minutes with pandan leaves, along with a strategic increase in local spice concentration, successfully inactivated lipoxygenase enzymes and completely masked the beany aroma. Dual filtration and aeration using a hand frother also succeeded in eliminating coarse fibers, producing a very smooth and light emulsion texture. This innovative product has high commercial potential as a local plant-based milk alternative to support sustainable health tourism.
