Abstract

The development of science and technology in this era is increasingly rapid, it encourages the government to make changes and innovations to realize good governance, one of which is in terms of public services. One form of public service in Indonesia is land. The Ministry of Agrarian Affairs and Spatial Planning / National Land Agency as a government agency responsible for land affairs make innovations through the West Kotawaringin Regency Land Office as a tangible manifestation of good governance in land services namely online certificate checking services to provide services that facilitate the community. The purpose of this study is to analyze how the implementation of the online certificate checking service innovation and what factors influence it. This type of research used in this research is descriptive research with a qualitative approach. The results showed that the innovation of online certificate checking services improved the performance of the West Kotawaringin Regency Land Office, which was faster, more precise, transparent and accountable in providing services to applicants. Internal factors that influence are vision and strategy, human resources, organizational structure and organizational culture. External factors that influence are technology, government policies and natural conditions.

Abstract

Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children Policy with village friendly with children approach is an action to create the environment which could ensure the children’s right which is implemented by all stakeholders, start from Government, society and privat sector. The purpose of this research is to describe how is Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children Policy in Sendangguwo Village, Tembalang Disrict in Semarang City which can be rated through village friendly with children’s indicators based on Pasal 4 scope, which cover the preparation and implementation of the policy. Researcher also some factors which influence the policy implementation in Van Meter and Van Horn model theory and taking 4 variabels from 6 variabels. The methods of this research is using descriptive-qualitative type. The result of the Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children in Sendangguwo Village, Tembalang District in Semarang City is still be found some obstacles in some field of children’s right based on indicators which has been determined. The supporting factors in this policy are standard and purpose variable, relation between organizations and social, economy and political condition. On the other hand, the inhibitors factors is the resources that must be improved from quantity and quality side.

Abstract

The condition of the Nongkosawit tourist village during the past six years, could be said to be still premature. The Elimination of the budget for village tourism program in the year 2018 undermines Nongkosawit tourist village to look forward to the Government. Thus the Nongkosawit tourist village had to dig social capital to get another alternative in management. The purpose of this research was to identify the social capital as well as analyze the driving factor and a barrier to social capital in the management of Nongkosawit tourist village. An attempt to answer the problem and research objectives is done using the theory of social capital through qualitative methods. The research subjects were a Kandang Gunung group, Department of Culture and Tourism Semarang City, and the people of Nongkosawit tourist village. The results showed that social capital in the management of the Nongkosawit tourist village have no impetus to build tourism potential. Custom factors became the driving factor and the factor of the position and the role of the individual; education; social class and economic disparities; and patterns of consumption and personal values into the factors restricting the development of social capital in the management of Nongkosawit tourist village. It is recommended to the Government of the Semarang City and/or through the Department of culture and tourism should be more selective in linking the proposed community groups who filed his village as a tourist village. Need for institutional reorganizing the Kandang Gunung Group. Turn of the Chairman and of the range of Kandang Gunung Group is required to be able to drive or urge people to engage actively in the management of the Nongkosawit tourist village.

Abstract

Service performance is critical to the government and the community. This research aims to identify performance and factors that affect the performance of the land Office of Bekasi City in the soil certification service. Performance identification: using the dimensions of quality, quantity, timeliness, cost effectiveness, need for supervision, and interpersonal impact. The research method used is qualitative descriptive research with the focus of performance analysis research on community land certification services, and the local office of the city of Bekasi. Determination of informant using purposive sampling technique with informant: Head of service section of land and measurement land certification, staff of National Land Agency of Bekasi City, and people of Bekasi City who manage land certification in National Land Office of Bekasi City. Data used: Primary data and secondary data, using data collection techniques: Interviews, observations, and documentation. The data analysis techniques used is dominant analysis techniques through: data reduction, data display, and verification, by testing the validity of data using triangulation techniques. The conclusion is performance of the Organization in the Land Office of Bekasi City is still low and not optimal. As for the factors that affect it, there are still overlapping jobs, the lack of employees and the majority of active employees are already entering the elderly, the management information system applied is problematic, and there is still a facility The problematic. The advice that can be given is: the addition of the number of employees, coaching officers by Land Training Agency and the internal land office of Bekasi City, improvement of infrastructure facilities, conduct routine evaluation meetings, and tighten the supervision of budgets Keywords :

Abstract

The task of the Government is providing good service to the community. Efforts that can be made with respect to such matters, that is to optimize the utilization of information and communication technology. The utilization of information technology by Governments is called electronic government, or e-Government. The city is one of the cities of Cirebon in West Java province who are implementing e-Government. This research aims to know the development of the website in the implementation of eGovernment as well as the factors that influence the implementation of e-Government. This research is a descriptive qualitative study types with data collection process through interview, observation and documentation. The stages of the implementation of e-Government that are used as a factor that influence the implementation. Things that affect the implementation of e-Government that is, there is no maximum support where the government rules the management of e-Government. Capacity financial resources, human resources and information technology infrastructure are inadequate. The advice that can be given by researchers to improve the implementation of e-Government, is held in cooperation with stakeholders, the capacity of human resources by holding technical training in a periodic environment, the procurement network infrastructure that is more stable, the massive socialization to society about the existence of eGovernment and its use as well as improving the look of the website to make it more interesting and interactive.

Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

In the digital era that has developed increasingly modern, online games have begun to become part of the lifestyle of some Indonesians, especially after the development of Android-based smartphones. This is due to an increase in the number of game players from various game genres that have emerged. Each individual has various ways to meet their entertainment needs, which are not limited by space, time or age, such as playing online games. Multiplayer Online Battle Arena (MOBA) is a video game genre using strategy. Mobile Legends: Bang Bang is a game with the MOBA genre developed and released by Moonton. Mobile Legends: Bang Bang uses a game system or gameplay that is easier for beginner gamers to understand and also the appearance used is more attractive so that it is in great demand by various groups. Researchers use the topic of discussion with the theory of symbolic interactionism as anything related to the formation of meaning. The focus of this research is to discuss how the system or meaning value in the VOL'JIN Gamers Group. In this case, the researcher focuses on how this meaning system has an impact on the existence of the online game Mobile Legends: Bang Bang (MLBB) because in the meaning system it will be seen how social, cultural, and human behavior phenomena in today's modern era. Especially on the behavior patterns of playing these online games. The factors that cause gaming behavior in the VOL'JIN Gamers Group, namely curiosity, relieving stress, following trends, generating additional income and a high level of playing difficulty. Therefore, there is a process of pursuing the meaning of competition for prestige and expecting praise from others.

Abstract

The presence of a leader in the Indonesian bureaucratic arena is of significant importance to patrimonial society. As a result, the Indonesian bureaucracy's character is more concerned with the interests of the elite than the people. This was also influenced by the bureaucratic model of colonial and the kingdom. When reformation struck Indonesia in 1998, the character of the Indonesian bureaucracy was no longer suitable with the demands of people in the post-reform era. This study examines the presence of a figure from merchants in the arena of the Indonesian public bureaucracy i.e the Mayor of Yogyakarta. In the midst of lack of leaders serving the people, this figure has drastically changed the context of public service with the idea of "power as a political endowment". This condition is contrary to the culture of the people of Yogyakarta City which are patrimonialism, especially with the existing of Mataram kingdom. This paper applies the bureaucratic reform approach from the top. The results of the study show that  power as a political endowment idea by the mayor of Yogyakarta has changed the style of the bureaucracy which the leader becoming a public servant. Consequently, public services are excellent,  and the local government achieve awards from the central government. In conclusion, changes in the Indonesian bureaucracy can occur with a change approach that was initiated directly by leaders from the top. In fact, strengthening the bureaucratic system is necessary so that bureaucratic changes do not merely depend on the presence of a leader, but it is  rose from an integrated and planned system.

Abstract

The COVID-19 pandemic has resulted in demands for the provision of public services by minimizing face-to-face services. BKIPM Semarang in its efforts to provide good public services to the community continues to strive for innovation. One of the innovations created by BKIPM is the KAU DARANG (Fish Quarantine is for You Now) innovation. This innovation is a public service innovation where people can get a certificate of fishery quality in physical form without having to come to the BKIPM Semarang office because the certificate will be sent to their respective homes even for people whose homes are difficult to reach. The purpose of writing this article is to analyze how the process of the innovation is because the innovation is new and has never been studied before. The research method used in this study is a descriptive qualitative method with library research data collection techniques. The results of the study indicate that this innovation is a process innovation that is reinforcing or reinforcing in nature, which seeks to improve previous innovations because previous innovations only facilitated the delivery of certificates to producers which only covered certain areas. With this innovation, people do not need to crowd at UPT BKIPM Semarang to get a certificate according to their needs, but only need to submit an application online for processing and then wait for the certificate to come to their house.

Abstract

This study aims to find, understand, explain and obtain an overview of the strategies carried out in the implementation of Learning during the Covid-19 Pandemic at the Secondary Education Unit in Central Java Province which is then expected to be able to analyze and describe the implementation and make recommendations on policy models to overcome learning problems. during the Covid-19 Pandemic. The results of this study were carried out through Strengthening Communication Facilities and Learning Content Creation, Strengthening in Learning Methods, through hybrid learning by combining several aspects, and Partnerships, through collaboration with the private sector and parents of students.
