Abstract

Thefocus of this research is to explore, collect, manage and analyze government coordination in delineating village boundaries in Central Bangka Regency, Bangka Belitung Islands Province. Factors that influence and determine the concept of government coordination in structuring village boundaries in Central Bangka Regency, Bangka Belitung Islands Province to make it better. The research uses the theory by Erliana Hasan and Eva Eviany regarding government coordination and supporting and inhibiting factors. Research using descriptive qualitative method. In collecting data the researcher conducted interviews, documentation, observation and data triangulation regarding government coordination in delineating village boundaries in Central Bangka Regency, Bangka Belitung Islands Province. The results showed that government coordination in delineating village boundaries in Central Bangka Regency, Bangka Belitung Islands Province, still had problems. There were several villages in Central Bangka Regency that had not yet received boundary determination and confirmation. Supporting and inhibiting factors that influence government coordination activities in village boundary arrangement so that they run well based on the theory of Erliana Hasan and Eva Eviany include: Availability and easy access to information, communication and technology, There is awareness and understanding of the importance of coordination, Availability of containers that accommodate aspirations and desires, Existence agreement and commitment to communicate with each other in a transparent and scheduled manner, There is an MOU for the establishment of an agreement by each coordinating party, There are incentives for coordination in communication, Feedback as feedback for the next coordination process.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis peningkatan pelayanan program three in one, mengetahui dan menganalisis faktor pendukung dan penghambat peningkatan pelayanan program three in one, mengetahui dan menganalisis upaya dalam mengatasi faktor penghambat peningkatan pelayanan program three in one oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Poso Provisi Sulawesi Tengah. Teori yang digunakan yaitu W. Edward dan Joseph (dalam sedarmayanti, 2012) yang terbagi 7 (tujuh) jenis peningkatan pelayanan yaitu Understand Service Quality Improvement Needs, State The Quality Problem, Evaluate The Root Cause, Plan The Solutions, Do Or Implement The Solutions, Check The Solutions Result, Act To Standardize The Solutions. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi, sedangkan teknik analisis data menggunakan teknik analisis data triangulasi. Adapun informan dalam penelitian ini adalah Bupati Kabupaten Poso, Sekretaris Daerah, Asisten Administrasi Umum, Kepala BAPPEDA Kabupaten Poso, Kepala Dinas Kependudukan dan Pencatatan Sipil, Kepala Bidang Pencatatan Sipil, Kepala Sub Bidang Data, Camat Poso Kota, Camat Lore Barat, Tokoh Mayarakat, Tokoh Pendidikan, Tokoh Agama, Tokoh Perempuan, dan Tokoh Pemuda. Hasil penelitian menjelaskan bahwa pelayanan Program KAKIKU SAKTI terus meningkat, hanya saja kurangnya pegawai dengan keahlian khusus serta kesadaran masyarakat dalam pengurusan dokumen kependudukan masih kurang menjadi hambatan dalam peningkatan pelayanan. Dinas Kependudukan dan Pencatatan Sipil terus melakukan upaya perbaikan yang dapat mendukung peningkatan program KAKIKU SAKTI.

Abstract

There is still a lack of competence of the Human Resources machinery of the village financial managers in the district of Pesawaran and there is no technical regulation at the District level as the guidelines that refer to the implementation of village financial management, resulting in delays in the establishment of the APBDesa, delay in the proposal for the distribution of village funds, and low absorption and use of villages funds in the District of Pasawaran. The purpose of this research is to analyze the implementation of the village financial management policy in the district of Pesawaran Province of Lampung. To analyze the implementation of rural financial management policies in the district of Pesawaran Province of Lampung, researchers used Hamdi's public policy implementation theory consisting of productivity, linearity, and efficiency. The method used in this research is descriptive research with a qualitative approach, namely by describing and analyzing the implementation of the Village Financial Management Policy in the district of Pesawaran Province of Lampung. As for the data-gathering techniques used are interviews, observations, and documentation. The results of the research show that the implementation of the village financial management policy in the district of Pesawaran Province of Lampung has not been fully implemented efficiently, linearly, and productively. This is due to the non-implementation of the financial management procedures of the village regulated in the Peremendagri Number 20 Year 2018 and the Perbup district of Pesawaran Number 55 Year 2018 by the Government of the district. So then the researchers found that the government of the district of Pesawaran district to make the Bupati Regulations related to the technical guidelines for the preparation of APBDes so that the implementation of village management from the beginning of the planning phase, until responsibility can run in a transparent, accountable, and implemented in an orderly and budget discipline.

Abstract

After the Covid-19 pandemic, the economy in most countries worldwide suffered severe setbacks, including those classified as developed nations. According to World Bank data, nearly 700 million people currently endure extreme poverty, prompting diverse countries to devise policies aimed at alleviating poverty. This study aims to address three key questions: 1) How is the policy implemented? 2) What are the factors contributing to success or failure, and what efforts are made to mitigate determinants of failure in policy implementation? 3) How innovative is the policy implementation? Employing a descriptive qualitative research method, this study utilizes Prof. Muchlis Hamdis' Policy Implementation model for analysis. The findings of this research indicate that: 1) The implementation of the BERKAH Integrated Service and Referral System policy can be considered successful, as evidenced by a reduction in poverty rates, adherence to standards and procedures, efficient resource utilization (human, asset, financial, and technological), and streamlined policy execution. 2) Twelve factors were identified as influencing success, including consistency in policy content derivation and specification, alignment with central-level policies, absence of authority abuse, strong learning mechanisms, effective networking among policy implementers, and adequate resources and technological precision. However, three factors were found to contribute to failure: insufficient budget allocation, low motivation among policy implementers, and lack of policy information dissemination. 3) The study also identifies two significant innovations: cultural adaptation in theoretical approaches and regulatory innovation involving changes from regent regulations to regional regulations.
