Abstract

Public service innovation is the primary key to good governance development launched in most countries in the world, including Indonesia. There have been many innovative programs carried out by several Ministries, Institutions, and Local Governments in practice. Still, there is no comprehensive portrait related to the tradition of public service innovation. The study aims to obtain a complete description of the public service innovation practices in 2020 using indicators of innovators, types of innovation, goals and achievements of innovation, policy sector and geographical aspects. This descriptive-explorative research type applies an archival method that focuses on secondary data usage, and the results are then analyzed using both Nvivo 12 and SPSS. The result shows that: (1) Innovators are dominated by local governments because the scope of service issues is more varied and specific. (2) The type of policy innovation that is oriented to the process aspect dominates the proposed proposal because of the ease and implementation factor. (3) Most innovation outcomes are in problem-solving, which shows the orientation to problem-solving that is more practical and real impact. (4) The health sector is getting more attention in policy innovation because of the trend of actual needs in the field, making it the primary sector. (5) The institution participants in Java island are much higher than outside Java, showing the imbalance in the quality of human resources

Abstract

Disdukcapil (Population and Civil Registration Service) of Bantul Regency based on Permendagri No.2 of 2016 concerning Child Identity Card to meet the identified needs of children, where KIA, in this case, is intended to be the same as KTP-EL, namely as a sign of population, the difference is KTP-EL is intended to be owned by people aged 17 years and over, while KIA is for children under 17 years of age. Through technological advances like today, the millennial era is of course very updated regarding various attractive offers such as discounts or information that are beneficial to millennials, for this reason, the Bantul Regency Disdukcapil seeks to maximize their performance to continue to support the number of KIA making, especially in Bantul Regency. The method used in this research is descriptive qualitative research. Based on the results found by researchers through the concept of effectiveness using 3 variables, namely Goal Achievement, Integration, and Adaptation. From the results of this study, the researchers concluded that the effectiveness of MCH issuance through the Dukcapil Smart application in Bantul Regency in 2019 is quite effective in making MCH through the Dukcapil Smart application but has not been effective in adapting MCH applications through the Dukcapil Smart application.

Abstract

This study aims to find a model for the recruitment of election administrators with integrity and independence in the Special Region of Yogyakarta using qualitative research. The underlying problem is the large number of reports on election organizers who are not independent and have not integrity in various regions. To uncover these problems, the qualitative research with statutory, analytical, and case approaches is used. The results show that the recruitment model in the Law Number 12 Year 2008 still involves executive power (Governor or Regent/ Mayor), while the Law Number 15 Year 2011 and the Law Number 7 Year 2017 have better recruitment model and measurable process. The recruitment system contained in the Law Number 7 of 2017 is quite ideal, among the advantages of this system is that there is public involvement in the recruitment process, so the recruitment results are more accountable. Moreover, the current system is through the formation of a Selection Team consisting of academics, professionals, and community leaders who have integrity. However, some weaknesses still need to be fixed, namely: (1) the recruitment of the Selection Team must be conducted openly, (2) the integration of the CAT system in writing to ensure that candidates for election management have good theoretical and practical capabilities; (3) involvement of Provincial KPU and Provincial Bawaslu to select and determine candidates for election at Regency/ City level; (4) increasing public awareness that the Electoral Management Body (EMB) is an independent and professional institution so that political preferences can be eliminated.

Abstract

The entry of Covid-19 in Indonesia prompted the Indonesian government to make policies to tackle the virus's spread. The approach adopted by the Indonesian government is large-scale social restrictions (PSBB). The problem is that there are still violations of health protocols that have created a new Covid-19 cluster amid society. Therefore, this study aims to find out more about the use of social media for health protocol campaigns in the era of the Covid-19 pandemic in Indonesia. This study uses Q-DAS (Qualitative Data Analysis Software) with Nvivo 12 plus for data analysis. This study uses three different analyzes, chart analysis, cluster analysis, and word cloud analysis. This study uses trending hashtags on Twitter social media relevant to the health protocol campaign in the era of the Covid-19 pandemic. The results of this study are first, Twitter social media is one of the places to campaign for health protocols in the era of the Covid-19 pandemic. Second, the "physical distancing" health protocol campaign is dominant in #SocialDistancing, "using a mask" is prevalent in #jagajarak, and "handwashing" is often used in #lawancovid19 and #jagajarak. Third, several hashtags used in social media Twitter about health protocols are interconnected, but the most powerful are #pakaimasker with #jagajarak. Fourth, the word that is most popular and which is often discussed concerning health protocols on Twitter is #SocialDistancing.

Abstract

The research aims to analyze the factors that cause the Indigenous Dayak people of Iban Sungai Utik to maintain their living ecosystem (tembawang) which has implications for the awarding of equator prizes, identifying customary governance, as well as the dynamics that occur between the government and the indigenous peoples of Dayak Iban Sungai Utik in conservation issues in Kapuas Hulu Regency. This research uses descriptive qualitative research methods through a case study approach, with data obtained through observation, interviews, and documentation. Then data analysis is carried out with the stages of data reduction, interpretation, presentation of data, and also withdrawal of conclusions. The results showed that management patterns and community paradigms related to the existence of forests that became the basis of subsistence of local communities based on the perspective of community-based forest management. Through the four main variables of community-based forest management, researchers also explained the relationship and dynamics of the Dayak Iban Sungai Utik community with its nature, conservation strategies adopted by local communities in response to post-reform socio-political changes, and relations between countries and indigenous peoples in the governance policy of the Utik River region. The conclusion is that customary law regulated by the indigenous peoples of Dayak Iban Sungai Utik in the context of Utik River management becomes a key entintas in the sustainability of the Utik River ecosystem. This paid off with the award of the Equator Prize by the United Nations along with 22 other communities for their persistence in maintaining their living space.

Abstract

The research entitled "Analysis of the Implementation of Smart Governance through Twitter in Local Governments in Indonesia" is a study that focuses on the analysis of branding, criticality, participation, and transparency. This study aims to find out about the use of Twitter in Government. This research is qualitative research using artificial-intelligent software NVivo 12 Plus. The results showed that the function of branding in the health sector in Central Java dominated, followed by DKI Jakarta, Bandung City, and Surabaya City. The superior crisis function is the health crisis with the highest position, namely Central Java, Bandung City, DKI Jakarta, and Surabaya City. The participation function superior in terms of public engagement is DKI Jakarta; the participation function in the superior collaboration field is the City of Surabaya, Bandung City, and Central Java. The function of transparency in terms of superior service is DKI Jakarta, Surabaya City, Central Java, and Bandung City.

Abstract

Aktivitas pengabdian masyarakat ini bertujuan untuk menyusun dan mengupdate data administrasi kependudukan di dusun Sidakan yang berbasis IT yang mudah diaplikasikan. Adapun metode yang digunakan untuk mencapai tujuan tersebut melalui observasi, Wawancara, FGD dan pengumpulan data di tingkat Dusun. Hasil kegiatan menunjukkan bahwa bahwa program berlangsung dengan baik dan lancar. Program ini mampu menghasilkan dokumen databse dusun Sidakan yang update dan bermanfaat untuk peningkatan kualitas pelayanan kependudukan bagi masyarakat. Adapun kendala yang muncul pada tahap awal kegiatan dapat diatasi dengan metode pendampingan intensif. Adapun saran yang diajukan dari hasil program PPM ini, hendaknya Pemerintah Desa bisa mengupdate perkembangan database secara rutin seiring dinamika data yang terjadi

Abstract

The Covid-19 pandemic has had a real impact on Micro, Small, and Medium Enterprises in Indonesia, including in the Special Region of Yogyakarta. The Mendong craftsmanship “DERIJI HANDYCRAFT” in Sendangsari Village, Minggir, was among those that were severely affected. This community service activity aims to (1) innovate and catalog products to attract more consumers, (2) train and develop an online product marketing platform for partners, and (3) provide financial management training. Achieving these goals is done through training with discussion methods, lectures, and workshops with partners. The results of this service activity indicate that the program is going well and smoothly. This program can produce products in the form of catalogs and photos of product innovations, social media platforms for online marketing, and software and financial management guides for Micro Enterprises. While the suggestions are submitted from the results of this PPM program, DERIJI CRAFT partners should be able to update their online marketing platforms and socialize them to future generations to maintain sustainability.

Abstract

This study aims to determine the efforts of village heads in increasing the professionalism of apparatus work at the Sipododeceng village office. The population in this study amounted to 38 people. Sampling was carried out with a total sample, namely taking the entire population so that it became 38 people. The data collection techniques used in this study were observation, interviews, literature review and questionnaires. The collected data is then used by means of quantitative analysis techniques with frequency tables. The results showed that the village head's efforts to improve the professionalism of the apparatus at the Sipodeceng Village Office were categorized as good with a percentage of 71%. Cooperation motivation is the most dominant value. Cooperation motivation is a condition that influences to generate, direct, and maintain behavior related to the work environment. The professionalism of the work of the apparatus in the Sipodeceng Village Office, Baranti District, Sidenreng Rappang Regency is cooperation in commitment with a percentage of 73.5%. The most dominant value is the accountability of apparatus at work when they make mistakes serving the community and the influence of transformational leadership on increasing the professionalism of apparatus work at the Sipodeceng Village Office, Baranti District, Sidenreng Rappang Regency is categorized as influential with a percentage of 72%. The most influential indicator is motivation.

Abstract

The research examines the perception of youngvoters regarding the quality of theimplementation the 2014 election. There are sixindicators to measure the integrity: 1) theelection law, 2) the electoral procedure, 3) thevoter registration, 4) the political party and itscandidate registration, 5) the role of massmedia, and 5) the candidate campaign. Theresearch findings revealed that, in general,young voters have an adequate perceptionconcerning the electoral integrity. Morespecifically, the good perception is only to twothings namely political party and its candidateregistration and the electoral procedure. Therest is adequate perception. In addition, theresearch portrayed that young people havehighest trust merely to the CorruptionEradication Commision (KPK).
