Abstract

Globalization has increased cross-border labor mobility, positioning Indonesian migrant workers (PMI) as key actors in the international economy. Although Indonesia has established progressive regulations through Law No. 18 of 2017 and Law No. 6 of 2023, the protection of PMI’s human rights still faces challenges, such as weak coordination between central and regional authorities, suboptimal integration of national data systems, and limited diplomatic capacity in addressing rights violations in destination countries. This study aims to analyze institutional strengthening and governmental governance reforms to enhance the protection of PMI’s human rights. The research questions are: (1) how institutional strengthening can improve the protection of Indonesian migrant workers’ human rights, and (2) how governance reforms can address challenges in protecting the human rights of Indonesian migrant workers. The study employs a normative juridical method with a descriptive-analytical approach. Data were sourced from national legal documents, reports from KP2MI, the Ministry of Foreign Affairs, and the National Human Rights Commission, as well as literature reviews and cases of PMI human rights violations from 2018–2025. The results indicate that institutional strengthening requires restructuring inter-agency authorities, integrating national data systems, and implementing progressive human rights diplomacy with destination countries. Governance reforms must include inter-agency coordination, human rights-based public services, and enhanced capacities of regional governments and complaint-handling institutions. This holistic approach is essential to ensure the effective protection of PMI’s rights, adaptiveness to global dynamics, and compliance with both national and international standards.

Abstract

Globalisasi memberikan dampak positif dan negatif bagi masyarakat. Dampak positif tersebut antara lain: masyarakat dunia menjadi lebih mudah dalam memperoleh ilmu pengetahuan dan teknologi, masyarakat menjadi lebih rasional, dan hadirnya industri berbasis teknologi yang menyerap penurunan. Di sisi lain, dampak negatif globalisasi adalah masyarakat semakin konsumtif, tidak mandiri dalam penyediaan barang, masyarakat lebih nyaman dengan dunia maya daripada dunia nyata sehingga menumbuhkan sikap individualis, gaya hidup masyarakat yang mempengaruhi budaya asing daripada melestarikan budaya bangsanya. Permasalahan yang dibahas adalah digitalisasi pelayanan publik untuk mencegah terjadinya korupsi akibat izin yang diberikan oleh pejabat pemerintah. Dengan menggunakan metode penelitian yuridis normatif, spesifikasi penelitian bersifat deskriptif analisis. Digitalisasi pelayanan publik meliputi kegiatan pemanfaatan teknologi termasuk pengelolaan data, dan informasi, antara manajemen dan proses kerja secara otomatis saling terkait dan pemanfaatan informasi perkembangan teknologi informasi untuk pelayanan publik yang mudah diakses dan juga murah bagi masyarakat. Digitalisasi pelayanan publik selain mudah dan cepat, juga mampu mengubah pola interaksi antara pemerintah dan masyarakat. Digitalisasi pelayanan publik merupakan upaya yang dilakukan Pemerintah agar masyarakat dalam memperoleh pelayanan tidak lagi dipersulit oleh aparatur yang bertugas memberikan pelayanan, terkesan berbelit-belit bahkan dimanfaatkan untuk kepentingan orang lain di luar tujuan memberikan otoritas atau melindungi kewenangan. UUAP mengatur tentang kualifikasi tindakan badan dan/atau pejabat pemerintah termasuk tata cara dan akibat hukumnya.

Abstract

This study examines the level of independence of internal and external oversight in the administration of public bureaucracy and its implications for the implementation of good governance principles. Oversight serves as a fundamental instrument in a rule of law state to limit the exercise of power and ensure administrative accountability. Although the legal framework regulates the roles of the Government Internal Supervisory Apparatus and external oversight institutions, oversight practices continue to face structural, cultural, and authority-related constraints that undermine independence. This research employs a normative juridical method using statutory and conceptual approaches. The findings indicate that weak oversight independence reduces the effectiveness of administrative control, increases the risk of maladministration, and hinders the consistent application of good governance. Strengthening regulatory frameworks, reforming oversight institutions, and improving bureaucratic culture are therefore essential to ensure objective and integrity-based oversight.

Abstract

The adoption of Renewable Energy Policies (EBT) is a vital step towards ensuring energy sustainability in Indonesia, given the declining reliance on fossil fuels and the associated environmental impacts. Effective monitoring is crucial for the successful implementation of EBT policies at the regional level. The Regional People's Representative Council (DPRD) plays a key role in overseeing these policies. This research aims to assess DPRD's oversight function regarding the implementation of EBT policies through the lens of Good Governance, emphasizing transparency, accountability, participation, and responsibility. Effective oversight is expected to drive the achievement of sustainable EBT policy outcomes that ultimately benefit the community.

Abstract

The advancement of digital technology has had a significant impact on various sectors, including dentistry. While technology offers convenience and enhances efficiency in healthcare services, it also brings about challenges related to regulation and legal ethics in dental practice. This article aims to provide a comprehensive review of the regulations governing dental practice in the digital era and the challenges in maintaining ethical and legal standards. The main focus of the discussion includes patient data protection, professional responsibility in the use of technology, the utilization of telemedicine, and the ethical principles that healthcare professionals must uphold. Addressing these challenges requires integrating technological advancements with the implementation of appropriate regulations and a strong awareness of legal ethics to ensure healthcare services remain safe, reliable, and in accordance with legal standards.

Abstract

The phenomenon of the empty box winning in the 2024 Simultaneous Regional Head Election (Pilkada) reflects public dissatisfaction with the existing political process, particularly concerning the dominance of single candidates. The presence of the empty box as an alternative option highlights structural problems within Indonesia's democratic system, which limits political participation and reduces public representation. Although regulated in the Regional Election Law, this phenomenon reveals a lack of trust in the nomination mechanism, which is neither inclusive nor transparent. This study analyzes how the empty box phenomenon serves as a protest symbol against the lack of diversity in election choices and its impact on political participation. The author argues that to improve the quality of Indonesia's democracy, reform in the nomination system and political participation is necessary to create a more representative and accountable government. This reform must also be accompanied by better political education for the public.

Abstract

The law aims to provide fair treatment for everyone regardless of status. The law allows for fair resolution of disputes, with the existence of a judicial system, individuals can seek justice if there is a violation of their rights. In this legal role, the police profession has a strategic role in enforcing the law and maintaining order in society. The strategic role of the police is the main pillar in providing efforts to maintain order and justice in society. The police play a role in creating a safe, fair and orderly environment. The strategic role of the police is to enforce the law and ensure that the law is applied consistently and fairly. In this case, most police fail to provide justice and a sense of security to the community, and focus more on enforcing legal regulations. Therefore, it is necessary to find a solution to address these problems by improving the quality of education and training for police officers, optimizing a humanist approach in law enforcement, strengthening synergy between the police and the community, as well as digitizing and transparency of the law enforcement process.
