Abstract

Coastal communities have a strategic role in sustainable development, but face various challenges such as high population density, environmental degradation, and economic constraints. In Bajo Village, Tilamuta District, Boalemo Regency, Gorontalo Province, with an area of ​​only 0.25 km² and a population density of 7,036 people/km², this condition has a significant impact on environmental quality, infrastructure, and the ecotourism-based tourism sector. Socio-economic problems, such as slum settlements, limited basic facilities, and damage to marine ecosystems, have worsened the situation. This study aims to project community-based policies that can improve the quality of life of coastal residents while supporting the development of sustainable tourism. Using a qualitative approach, this study was conducted through in-depth interviews, participatory observation, and document analysis to explore the social, economic, and environmental dynamics of coastal communities in Bajo Village, Tilamuta District, Boalemo Regency, Gorontalo Province. The results of the study indicate that community-based policies, such as local economic empowerment, collective environmental management, and community capacity development in the tourism sector, can strengthen the balance between economic needs and environmental conservation. Active community participation in policy planning and implementation is a key factor for success. This study recommends a collaborative approach between government, local communities, and other stakeholders to create relevant, accountable, and sustainable policies.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Patologi Birokrasi di Kementerian Agama Kabupaten Gorontalo. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa dari kelima indikator yang diukur ditemukan bahwa terdapat 2 (dua) indikator yang dianggap belum optimal yakni pertama indikator pembagian kerja dan spesialisasi, hal ini terlihat dari masih adanya tumpang tindih tugas sehingga mempengaruhi optimalisasi kinerja, kurangnya koordinasi antar bagian sehingga perlu ditingkatkan, selain itu peningkatan sumber daya manusia agar masyarakat terlayani dengan baik dan tidak mengantri lama. Kedua untuk indikator hirarki otoritas hal ini terlihat dari birokrasi yang panjang, prosedur yang rumit, dan kultur organisasi yang masih kaku, pegawai kementerian agama yang kurang kreatif, hirarki yang terlalu panjang sehingga menghambat proses pengambilan keputusan. Sementara untuk 3 (tiga) indikator lainnya yakni standarisasi dan formalisasi, profesionalisasi, dan dokumentertulis dianggap sudah optimal. Hal ini terlihat dari para pegawai di Kementerian Agama Kabupaten Gorontalo dan masyarakat umum sangat memahami pentingnya standarisasi dan formalisasi dalam mencegah terjadinya penyimpangan, profesionalisme pegawai di Kemenag Kabupaten Gorontalo telah menunjukkan perkembangan yang positif dan terdapatnya beberapa mekanisme untuk mengumpulkan pengaduan masyarakat. Baik itu buku aduan, sistem pengaduan online, maupun kotak saran.

Abstract

Participatory, inclusive, and responsive development policies are essential principles in achieving democratic governance that reflects the actual needs of the community. However, efforts to implement such policies often face challenges at the local planning level. This study aims to analyze the strategic contribution of Community Empowerment Institutions (LPM) in the formulation of development policies through the mechanism of development planning deliberations in Molosifat U Village, Sipatana District, Gorontalo City. A descriptive qualitative approach was employed, using observation, interviews, and documentation as data collection techniques. The findings indicate that LPM plays a role as a facilitator, mediator, and motivator in encouraging community participation. Nevertheless, its contribution remains suboptimal due to low public involvement, limited evaluative capacity in assessing development proposals, and the influence of particular interests in the policy formulation process. On the other hand, advances in information technology serve as a supporting factor in enhancing participation and transparency. The study concludes that strengthening institutional capacity and increasing citizen engagement are crucial for enabling LPM to perform its strategic role more effectively in realizing participatory, inclusive, and responsive development policies.

Abstract

Permasalahan sampah merupakan salah satu isu lingkungan utama yang dihadapi desa-desa di Indonesia, termasuk Desa Bajo. terbatasnya fasilitas pengelolaan sampah seperti bak sampah menjadi salah satu penyebab utama akumulasi sampah rumah tangga di area terbuka. Hal ini memerlukan perhatian serius agar kualitas lingkungan hidup dapat meningkat. Oleh karena itu, kegiatan pengabdian ini ditujukan untuk mengedukasi masyarakat sadar dalam menjaga kebersihan lingkungan guna mendapat memajukan dan dapat kenyamanan dalam desa Bajo. Metode yang digunakan adalah observasi, koordinasi, persiapan implementasi, pelaksanaan perbaikan bak sampah, dan action participation. Hasil dari pelaksanaan pemberdayaan ini adalah lingkungan lebih bersih dan asri serta dalam jangka panjang lingkungan di sekitar sedikit memberikan perubahan. Kegiatan yang telah dilakukan mendapatkan antusias baik dari aparat desa, karang taruna dan masyarakat sangat membantu dalam proses pemberdayaan pengelolaan bak sampah. Tim Pengabdian berharap agar kegiatan pembersihan bak sampah ini dapat terus dilakukan secara berkelanjutan melalui kerja sama antara aparat desa dengan pemerintah di kabupaten boalemo khususnya Dinas Lingkungan Hidup (DLH) guna menjaga kebersihan dan kelestarian lingkungan di Desa Bajo, Kecamatan Tilamuta, Kabupaten Boalemo, Gorontalo.

Abstract

This study aims to analyze the technical capacity of human resources in archival management at the Library and Archives Office of Gorontalo Regency, as well as to identify inhibiting factors and formulate strategies to enhance the effectiveness of archival governance. Employing a descriptive qualitative approach, data were collected through in-depth interviews, direct observation, and documentation. Eight informants were purposively selected based on their direct involvement in archival operations. The findings reveal that technical competencies remain low, as reflected in the limited understanding of archival classification, the use of e-Archives applications, and archival disposal procedures. Key contributing factors include the lack of ICT-based training, absence of professional mentoring, and inadequate digital infrastructure. These issues are further exacerbated by weak administrative systems, ineffective internal and external communication, and the gap between theoretical knowledge and practical implementation. Practically, this study recommends strengthening technical capacity through intensive training programs and the development of a structured and inclusive competency roadmap. Theoretically, the study contributes to the body of knowledge on local archival governance in the context of digital transformation and bureaucratic reform. Future research may explore the effectiveness of digital-based archival training interventions or conduct comparative studies across regions to identify best practices in local government archival management.

Abstract

Kemiskinan di Gorontalo masih menjadi persoalan serius dan mendesak, dengan tingkat kemiskinan yang lebih tinggi dibanding rata-rata nasional, sehingga menuntut perhatian kebijakan yang lebih inklusif dan terarah. Kemiskinan masih menjadi persoalan utama pembangunan, terutama ketika kebijakan lebih berfokus pada infrastruktur dibanding pemerataan kesejahteraan. Paradoks ini menciptakan vicious cycle of poverty yang bersifat sistemik, seperti yang juga terlihat di Gorontalo. Pola kemiskinan terjadi di wilayah pesisir dan pedesaan, diperkuat oleh keterbatasan pendidikan serta kesehatan yang menimbulkan kemiskinan lintas generasi. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi, lalu dianalisis secara interaktif. Hasil penelitian menunjukkan kebijakan pembangunan masih parsial, tumpang tindih, dan minim partisipasi. Program bantuan lebih bersifat konsumtif, sementara pembangunan infrastruktur tidak dibarengi peningkatan kualitas manusia. Kondisi ini memperkuat lingkaran kemiskinan. Kesimpulannya, diperlukan reorientasi kebijakan dari growth oriented menuju people oriented development, dengan menekankan pendidikan, kesehatan, dan pemberdayaan masyarakat untuk memutus kemiskinan sistemik secara berkelanjutan.

Abstract

Keterbatasan kapasitas digital aparatur di Desa Wubudu menghambat perencanaan pembangunan yang efisien dan pelayanan publik yang optimal. Pengabdian ini bertujuan untuk meningkatkan kapasitas digital aparatur desa melalui program pengabdian berupa forum edukasi interaktif yang berbasis pada prinsip pembangunan berkelanjutan dan konsep e-government. Metode yang digunakan meliputi penilaian kebutuhan digital, sosialisasi, serta diskusi interaktif untuk merumuskan rekomendasi terbaik. Hasilnya menunjukkan bahwa kegiatan interaksi yang dirancang berhasil meningkatkan kesadaran dan keterampilan aparatur desa dalam menggunakan teknologi informasi untuk mendukung administrasi dan pelayanan publik. Aparatur desa kini memahami pentingnya pengelolaan data digital yang efisien untuk perencanaan pembangunan dan pelayanan masyarakat yang responsif. Kesimpulan menyoroti bahwa program ini sangat penting untuk memperkuat kapasitas digital aparatur desa, guna meningkatkan efisiensi administrasi, pelayanan publik, serta partisipasi masyarakat dalam pembangunan desa yang berkelanjutan.

Abstract

This study examines how to strengthen institutional capacity for regional development planning in Gorontalo Regency, Indonesia, with a focus on policies that are responsive to local community needs. A qualitative case study design was employed, drawing on in-depth interviews, observations, and analyses of planning documents, including the Regional Medium-Term Development Plan and the Regional Annual Work Plan. The findings indicate that robust institutional capacity, inclusive public participation, and the effective use of information technology are pivotal to producing adaptive and sustainable development policy. However, two principal challenges persist: insufficiently trained human resources for adaptive planning and the suboptimal use of information technology. The analysis links these results to the Sustainable Development Goals (SDGs)—notably SDG 11 (sustainable cities and communities) and SDG 16 (strong, transparent, and accountable institutions). Strengthening institutional capacity and deepening participation are expected to accelerate local SDG progress and to support the design of more inclusive, efficient, and data-driven policy. The study contributes to understanding—and improving—the implementation of adaptive, sustainable regional development policy amid social, economic, and environmental change.

Abstract

The rapid technological disruption and the growing urgency of environmental degradation have challenged governments to redesign their policies toward sustainability. In developing countries such as Indonesia, policy implementation for Green Development remains fragmented and often disconnected from institutional capacity and local realities. This study aims to analyze how modern policy redesign supports Green Development within the framework of futuristic transformation by integrating innovation, collaboration, and technology into local governance. Using a qualitative descriptive method, data were collected from literature reviews, policy documents, and semi-structured interviews with key stakeholders in Gorontalo Regency, including government agencies, community organizations, and environmental groups. The research adopted a thematic synthesis approach supported by triangulation and ethical validation to ensure analytical credibility. The findings indicate that the success of Green Development relies not merely on regulatory frameworks but on adaptive governance that emphasizes participatory collaboration, technological innovation, and community empowerment. The creation of Integrated Policy Task Forces (IPTF) and digital monitoring tools such as e-Monev and SP4N LAPOR has enhanced transparency, cross-sector coordination, and real-time policy evaluation. Furthermore, social adaptation through eco-literacy programs and citizen participation has strengthened the sustainability culture at the local level. This study concludes that futuristic transformation in governance requires systemic redesign, combining institutional learning, digital inclusion, and collaborative networks to achieve long-term ecological and social resilience. The Gorontalo experience demonstrates that Green Development can serve as both a strategy and a governance paradigm that redefines how the state, society, and technology co-evolve toward sustainable futures.

Abstract

Lake Limboto, classified among the 15 national priority lakes, is undergoing a critical condition and is predicted to transform into dry land by 2035 due to an annual decrease in area of 65.89 hectares. This situation demands strategic policies that have not been fully visible or effectively implemented, necessitating a more comprehensive approach and initiative. To address these challenges, scenario planning becomes crucial. The research method employed is qualitative, focusing on "Scenario Planning for the Sustainable Conservation of Lake Limboto in Gorontalo Regency. Data were gathered through interviews, observations, and documentation, analyzed using an interactive analysis model, assisted by SWOT analysis, and PEST-Plus analysis. Serious threats to the sustainability of Lake Limboto in Gorontalo Regency emanate from three main aspects: economic, climatic, and political. The economic aspect creates an imbalance in the utilization of lake resources, requiring strengthening through training and the development of related sectors. Climatic conditions, especially the rise in air temperature, pose a serious threat that necessitates scenario planning and in-depth risk analysis. The political aspect indicates a lack of attention to lake preservation, requiring political commitment, resource allocation, and community participation. Despite the use of the TAIDA Approach (Tracking, Analyzing, Imaging, Deciding, Acting) in scenario planning, there are still some weaknesses in its implementation. In the context of sustainable development, further attention is needed regarding environmental protection and the sustainable management of lake resource consumption.
