Abstract

Muslim communities in Southern Thailand have experienced in discrimination among in economic, social, and politics. This condition has even occurred in the last seven decades under King Bhumibol Adulyadej, who was known   to be wise king. Basically, King Bhumibol as the head of state always stated that social welfare approace is the best way to solve the problem, but almost every Thai Prime Minister as the head of government unfortunately always uses a militaristic approach that triggers social resistance. Since King Bhumibol died, Thailand has faced with the potential crisis for two reasons. First, Maha Vajiralongkorn as a successor, he is considered have different charisma with his father because he is very glamorous and have controversial lifestyle. Secondly, the absence of King Bhumibol, who has been a counterweight to the state made the Thai military more often coups. This conditions give impact to Muslim communities in the South who always live with uncertainty condition with two possibilities. First, Muslim communities have a better life under the new monarchy regime with social welfare and humanity approaches. Secondly, the condition of the Muslim communities will remains stagnant under the controversial king with continued by martial law.

Abstract

The Indonesian constitution has stated that natural resources must be utilized for the people’s benefit. But the people’s interests are often defeated by the elite. The long-term goal of this research is not to close the mining area and its activities, but to ensure that the exploration and exploitation process that has already started must prioritize ecological balance and disaster resilience. Using a qualitative method and a descriptive approach, this study analyzes the role of the government, corporation, and local communities in the framework of resources governance in order to strengthen the advocacy of civil society who are often marginalized in the existence of extractive industries. The results of the study show that the gold mining activity is contrary to the forestry law where the existing rules have been liberalized by selling state assets to private companies; the lack of added value for local communities such as limited job vacancies; the occurrence of environmental damage around the gold mining area where this area is actually a protected forest and a natural barrier from the threat of a tsunami disaster; and even though mining companies have claimed that their activities are environmentally friendly, in fact disasters are starting to appear.

Abstract

In the development of a country or a region, the quality of citizen’s health is very important. So that’s why, in order to improve the quality of citizen’s health, there needs a social policy action by the government, especially with the right decision making in its formulation process. In the local context, the Banyuwangi Public Health Services Insurance (JPKMB) Program is the answer to these problems, where the program offers free primary health service without charge for whole community levels. The main finding in this research is that in the decision making of the JPKMB Program, the decision-maker claims that they have done in-depth consideration and analysis using the rational approach model. But the facts on the research suggests that decision-makers tend to use an incremental approach model, where they make decisions quickly because it is affected by various limitations. This is due to health issues being politicized in terms of political campaigning purposes by one of the candidates who was competing in the local general elections of Banyuwangi Regency 2005. Consequently, after the candidate has been elected, the candidates should run the free health service program immediately, no matter what way. Its can be said that the decision making of the JPKMB Program is not going through a mature process.Dalam pembangunan suatu negara ataupun daerah, kualitas kesehatan masyarakat sangatlah penting. Oleh karena itu, untuk meningkatkan kualitas kesehatan masyarakat, dibutuhkan kebijakan sosial yang baik dari pemerintah, kususnya melalui pembuatan keputusan yang tepat dalam proses formulasinya. Pada tataran lokal, Program Jaminan Pelayanan Kesehatan Masyarakat Banyuwangi (JPKMB) adalah jawaban dari masalah tersebut, dimana dalam program tersebut disediakan pelayanan kesehatan gratis bagi seluruh lapisan masyarakat. Temuan utama dari penelitian ini adalah bahwa dalam pembuatan keputusan program JPKMB, pembuat keputusan mengklaim telah menggunakan pertimbangan dan analisis mendalam dengan model pendekatan rasional. Tapi pada faktanya peneliti lebih menemukan gejala bahwa pembuat keputusan cenderung menggunakan model inkremental, dimana mereka membuat keputusan dalam proses yang sangat cepat disebabkan berbagai keterbatasan. Dalam hal ini isu kesehatan telah dipolitisasi sebagai alat kampanye politik dari salah satu kandidat yang berkompetisi di Pilkada Banyuwangi 2005. Konsekuensinya setelah kandidat tersebut terpilih, pelayanan kesehatan gratis harus segera dilakukan, tidak peduli bagaimanapun caranya. Sehingga dapat dikatakan bahwa pembuatan keputusan program JPKMB tidaklah melalui proses yang matang.

Abstract

The growth of Muslim middle class in the three Southeast Asian countries namely Indonesia, Malaysia and Thailand are heavily influenced by each state's political development policy as well as the growing phenomenon oftheMuslim market as part of the global market dynamics. This paper aims to describe the phenomenon of state and society relations in regardsto policies that influence the growth of the Muslim middle class and how the market contributes to their expansion. The research shows that Muslim middle class in Indonesia is a result of the ever-crisscrossing force between state-driven pro-market policies, market-driven mechanisms, and the development of information technology that creates the demands of modern lifestyles. In terms of the Malaysian context, the Muslim middle-class formation is closely linked toastate driven policy in the form of ethnicity-based policy: an affirmative policy to strengthen the Malays, which is identical with Islam. While for the case of Muslim middle class in Thailand, the formation is largely determined by the central government's political policy. The Thai government uses different political approaches, which varies depending on the level of the Muslim community’s compromise in each region. In the end, the differences in the process of Muslim middle-class formation in these countries shaped their Muslim communities’ religious expressionsboth economically and politically in the public sphere.

Abstract

The purpose of this research is to contribute initiative ideas to improve the hajj management professionalism through dynamic governance. This research uses qualitative type with descriptive approach. The research results with concern to the culture and capability of the Ministry of Religious Affairs formulate that thinking ahead can be executed by analyzing and projecting what will be facing in 10 or 20 years into the future based on the tendency toward national and global change, political constellation, and socio-economic of the community. Thinking again can be done by reviewing again whether policies, strategies and programs that are running are appropriate and able to meet the needs of pilgrims. And Thinking across, can be applied by learning from the experiences of other countries that also regulates the organization of the Hajj.

Abstract

Ketersediaan energi adalah salah satu barometer penting dalam pembangunan ekonomi suatu negara di era modern seperti dewasa ini. Ditinjau dari aspek politik, energi memiliki posisi yang sangat strategis sebagai komoditas politik bagi para pembuat kebijakan. Sedangkan dari aspek lingkungan, energi dan penggunaannya yang dilakukan secara besar-besaran adalah salah satu isu yang selalu dibahas pada setiap diskusi kontemporer tentang perubahan iklim. Di Indonesia, hal ini sangat menarik untuk dikaji karena mobilitas penduduk yang semakin tinggi dan meningkatnya perekonomian berbanding lurus dengan kebutuhan energi baik di sektor industri, transportasi, maupun rumah tangga yang pada umumnya masih bergantung pada bahan bakar minyak. Beberapa alternatif kebijakan yang dapat dimunculkan untuk mengatasi permasalahan tersebut adalah memaksa tetap pada status quo, penambahan kilang minyak, pembangunan pipa gas perkotaan, pembangunan Stasiun Pengisian Bahan Bakar Gas (SPBG), dan peningkatan jumlah Pembangkit Listrik Tenaga Uap (PLTU). Hasil analisis penelitian yang dilakukan berdasarkan matrix display system dari Gueller menunjukkan bahwa membangun SPBG adalah alternatif yang paling realistis untuk diterapkan. Strategi implementasinya adalah dengan membangun SPBG di kota-kota besar terlebih dahulu disertai dengan regulasi standar emisi yang ketat dan pengurangan alokasi BBM untuk memaksa pemilik kendaraan beralih ke kendaraan berbahan bakar gas. Penelitian ini menggunakan jenis penelitian kualitatif, pendekatan deskriptif, dan menekankan pada studi literatur.

Abstract

Football competition in Indonesia is commonly perceived as male-dominated supporters. However, there is a growing trend of women supporters' groups. This study aims to analyze the hierarchical and power relations between women and men members of Brigata Curva Sud (BCS), a supporter base of PSS Sleman football club, which in 2017 was praised as the best ultra supporter in Asia. The study uses a descriptive-qualitative methodology to analyze the phenomenon. Using Michel Foucault's theory of power relations, the research findings demonstrate that BCS's manifesto is "no leader, just together," which suggests that the group does not recognize or accept the hierarchical organizational structure. Each member has equal rights and responsibilities in determining the organization's future and carrying out any decisions. Second, the power dynamic between men and women in BCS is equal. The only supreme power in the BCS that generates knowledge is an open-to-all-members deliberative forum, regardless of social class or gender.

Abstract

Food is an excellent means of creating an image and spreading influence. This study aims to explore Taiwanese street food as nostalgia and gastrodiplomacy in contemporary Indonesian society. This study uses a qualitative method with data collection through in-depth interviews and a literature study. The results showed that: first, food nostalgia tries to connect the past and the present. The feeling expressed by the Taiwanese diaspora on food will greatly depend on their previous lived experiences and homeland memories in the past, both personally and historically, with their present living circumstances in Indonesia. Second, gastrodiplomacy connects the relationship between the present and the future. The popularity of Taiwanese food in Indonesia is increasing, especially through boba and chicken Shilin consumption. This has a positive impact on building Taiwan's image. From food nostalgia and gastro diplomacy, we can learn about the past, present, and future relationships between people and nations.

Abstract

This study aims to analyze and describe how the integrated development in realizing Banyuwangi as an international tourism city is. The type of research used in this study is a qualitative with analysis descriptive approach. The results of study show that in realizing Banyuwangi as an international tourism city through integrated development, the lokal government of Banyuwangi Regency performs three steps of consolidation, namely improvement of infrastructure for access to the leading tourist destinations, consolidation of lokal cultural wealth, and consolidation of the tourism community. Through such measures, the number of foreign tourist arrivals has increased very significantly from year to year and Banyuwangi received several awards for the accomplishments and contributions in the tourism sector.

Abstract

Currently, the world of higher education no longer only relies on the teaching aspect alone, but should also emphasize the research and publication aspects. Therefore, UIN Sunan Kalijaga continues to transform from a teaching university to a research university in order to achieve the vision of a world class university in Islamic Studies as a specialty of Islamic university. This vision stimulated the academic community at UIN Sunan Kalijaga to establish research centers as a catalyst for channeling research interest. This is a real step in accelerating research development and novelty which is expected to offer applicable solutions to problems in the disruptive era. This study uses a qualitative method with a descriptive approach and interactive data analysis model by Miles and Huberman. The results showed that: First, in terms of existence, there are three categories of research centers at UIN Sunan Kalijaga, namely active study centers, inactive study centers, and new study centers. Second, there are several factors that influence the existence of these various research centers such as the presence of experienced senior research figures, a consistent cadre of young researchers, success in entering research grant competitions, and the intensity of publications published.
