Abstract

This paper analyzes theoritically and empirically the role of informal sectors on the local economic development. In general, the local governments do not put the informal sectors as a focus of the local economic development. Regular data collection regarding to the informal sectors is almost unavailable. This paper derives a method in analysing the role of the informal sectors in local economy by combining quantitative (non survey) and qualitative (survey) method. Input-Output (IO) Table analysis is applied. Survey (Delphi method) is conducted to get the information about the contribution of the informal sectors. This information is used to derive the Input-Ouput Table (IO*) which put into account the role of the informal sectors. Therefore, some parameters (multipliers and linkages) calculated from IO and IO* are compared. This paper applies the method to look at Daerah Istimewa Yogyakarta (DIY) as a case study. Some conclusions are withdrawn in the case of DIY: first, the informal sectors give a positive contribution to local economic development in terms of output, income, employment and sectoral linkages. Second, the role of informal sectors has to be limmited in some certain level.

Abstract

Structure-Conduct-Performance (SCP) merupakan isu sentral dalam Industrial-Organization (IO). Analisis SCP biasanya menggunakan pendekatan parsial dan liniersederhana, Structure mempengaruhi Conduct dan Performance. Dalam dunia nyata,Structure, Conduct dan Performance memiliki hubungan yang terkait satu dengan yanglain (interaktif). Paper ini menggunakan pendekatan analisis model SCP interaktif untukmenganalis SCP industri manufaktur Indonesia dan mengaplikasikan model ekonometrikpersamaan simultan. Paper ini berkesimpulan bahwa konsentrasi tidak dapat dijadikanvariabel eksogen untuk perilaku perusahaan-perusahaan (conduct) dan kinerja pasar(performance) seperti dalam paradigma SCP.Keywords: Structure-Conduct-Performance; Industrial Organization; Interactive Model.

Abstract

Education positively affects a person's income. It can be explained in two ways. Firstly, education directly increases the productivity of a person, which is in accordance with the views of the theory of human capital. The second way is an indirect effect, in which education acts as a sign (signal) of a worker’s unobserved characteristics, as assessed by an employer who is considering hiring the person. This is consistent with the view of the signaling theory. Both views are often debated in literature. This paper examines the returns to education in Indonesia, separating out the credential effects from the pure years of schooling effects. We used survey data from the Indonesian Family Life Survey (IFLS) 2000, 2007, and 2014 to test the difference of the two theories in estimating the returns to education in Indonesia. This study used three models which consisted of the human capital model, the signaling model, and the hybrid model. The human capital model used the number of years of schooling as a variable representing education, the signaling model used dummy variables from the level of education achieved (elementary school, junior high school, senior high school, diploma, university), and the hybrid model combined both measures of the variables. The hybrid model allows for the separation of the impact of human capital based on an additional year of schooling, and the impact of signaling by the accomplishment of a particular certificate. The results of the study provide strong evidence of the presence of the returns to education either through the human capital or the signaling theories. Abstract

Fiscal sustainability is a concern in many economies, especially with increasing government debt in many countries, including Indonesia. This study aims to analyze fiscal sustainability in Indonesia for the 1970-2018 period. There are two methods to measure fiscal sustainability: testing the stationarity of government debt using government budget constraints and estimating fiscal sustainability using the fiscal reaction function. Error Correction Model is used to estimate the fiscal reaction function. The fiscal sustainability test with the debt stationarity test and the fiscal reaction function had consistent results, indicating fiscal sustainability in Indonesia. The government responded well to the increase in debt by increasing the primary surplus. This study proves that the relationship between debt and primary balance is not linear or quadratic. It shows that initially, the government responds to an increase in debt by increasing its primary surplus. However, at a certain threshold, the government’s ability to respond will weaken, so the government needs to pay attention and maintain the size of the government debt ratio towards Gross Domestic Product with fiscal discipline and fiscal reform through strict regulations and prudent debt management. However, strict debt regulations can limit economic growth. Therefore, an accurate threshold calculation is needed to determine the maximum debt to encourage optimal economic growth.
