Abstract

Abstract

Abstract

Abstract: Overfishing has made marine resources will be exhausted in the future, consequently this resource must be managed properly. Good fisheries management should consider many aspects. Therefore, this study aims to identify the policy and the relationship between the sub-systems of ecological, economic, and social aspects, as well as to calculate the financial feasibility of Skipjack fishery on the north beach of Aceh. The method used in this study were dynamic analysis, and feasibility analysis. The results showed in the long term based on the total allowable effort policy simulation and additional effort restrictions, the optimal management policy that gives the biggest economic rent is Rp. 40.329 billion will be achieved in 2033 with a total production of 3,191 tons per year. Skipjack fishing sector is still able to absorb workers without excessive depletion with the enforcement policy of limiting the addition of effort. Dynamic analysis showed that optimal and sustainable Skipjack resource management should be limited at the level of maximum economic rent then an increase of 20 percent effort per year can be added until the level of sustainable effort. NPV is Rp. 2.311 billion and the value of Net Benefit-Cost Ratio (Net B/C) is 1.97, indicating that investment of Skipjack purse seine vessels 40 GT on the North Beach of Aceh is feasible.

Abstract

Abstract: Sagori island waters is rich of coral reef and reef fish with high economic value. It's has also been designated as a general use zone by the government. In the other side, the needs of consumption is increasing by the growth of people in the Island and neighbours as well. Those condition, presumed as the main factor for fisherman to increase their effort in catching the reef fishes, in any possible way. However, Visual Census technique (VCT) shows that that the number of reef fish was spread evenly on a coral reef condition is still good enough, but are not in a reverse condition. That is then presumed as the static production value of coral reef ecosystem (SPV). The economic value of coral reefs per hectare in Sagori Islands is shown based on Present Value Generated per Hectare (PV) which state that people in Sagori Island has just use about 56.99% of the resources. By cash flow analysis within projected to 10 years ahead, this fisheries business unit shows that it is still good to be performed.

Abstract

Sebuku Strait has productive natural resources of renewable resources such asfishery, non-renewable resources such as coal mining and environmental services, and theexistence of marine tourism. Resources management at Sebuku Strait tends to create conflictamong stakeholders from governments, fishermen and private sectors. Therefore, a trade-offis needed in the management of Sebuku Strait area through a game theory approach oncooperative playing, and using optimum resources .This study aims to analyze the trade-offinteraction of stakeholders in the management of coastal resources to be optimal in theStrait Sebuku. In this research, game theory approach was used in cooperative game usingpareto optimum basis. Based on the research result, it was found that strategies for optimumresources management were: 1) Government and Private Sector; government should havelimited access to private sector acts in sustainable way. The government through limitedaccess strategy will gain pay off 1.271.382.286.300; whereas, private sector through sustainablestrategy will gain pay off Rp. 1.446.137.883.052; 2) Government and Fisherman;government should have limited access with fisherman act in sustainable way. The biggestpay off for each player was gained from limited access strategy implemented by governmentreach 632.579.184.900 and sustainable strategy implemented by fisherman reach659.992.193.290; 3) Private Sector and Fisherman; fisherman and private sector shouldcooperate in resources management that will gain income Rp. 945.582.505.287 peryear for private sector and Rp. 83.413.897.290 per year for fisherman.

Abstract

This research aimed to determine the feasibility of fishing of reef fish for consumption and optimum utilization of reef fish. This research conducted at Sikka District using primary and secondary data. The analysis used in this study using the proposed feasibility (Kadariah et.al, 2001) and the Bioeconomic analysis by Clark, Yoshimoto and Pooley (1992). Businesses reef fishing is using fishing gear, gill nets and traps remain profitable and feasible to be developed because of the NPV Rp38,414,136.75, Rp44,403,139.89 and Rp1,893,186.47; IRR 111%, 61% and 22 %, and the value of net Benefit-Cost 12.64, 5.30, and 1.19. Optimal exploitation of biological of reef fishery management were 1,907,168 fishing effort, 397.18 ton per year production and Rp3.782.990.000 economic rent per year. While the optimum economic exploitation of reef fishery management were 1,537,262 fishing effort, 382.24 ton per year productions and Rp4.015.500.000 economic rent per year. Although reef fishing business benefits but the exploitation rate carried out by fishers had dedicated over exploitation so that government policy to limit the fishing effort should be imposed.
