Abstract

This study analyzes the characteristics of poor households receiving the Family Hope Program (PKH) and those receiving both PKH and Non-Cash Food Assistance (PKHBPNT) in Indonesia in 2023. Data were obtained from the raw data of the March 2023 National Socio-Economic Survey (Susenas), focusing on 27,747 poor households. Descriptive analysis and binary logistic regression were used to identify factors influencing the receipt of assistance. The results show that the presence of school-age children, elderly members, and persons with disabilities significantly increases the likelihood of poor households receiving PKH and PKHBPNT. Additionally, poor households in rural areas are more likely to receive assistance compared to those in urban areas. However, several indicators, such as the presence of toddlers, the occupation of the household head, and per capita floor area, do not have a significant influence. These findings indicate biases in the distribution of assistance, where poor households with more complex living conditions tend to receive assistance more frequently. This study recommends improving the selection mechanisms and data updating to enhance the targeting accuracy of social assistance programs, thereby increasing their effectiveness in reducing poverty and improving community welfare.

Abstract

This study explores the factors influencing the income of entrepreneurs with disabilities, focusing on financial bookkeeping, education, digital technology, social participation, location, and gender. Utilizing data from Indonesia’s 2021 National Labor Force Survey (Sakernas), this quantitative research employs multiple linear regression modeling to analyze the relationships between these factors and income. The findings reveal that financial bookkeeping and digital technology significantly impact income, with financial bookkeeping exhibiting the strongest effect. Education and social participation also positively influence income by enhancing entrepreneurial skills and confidence. Location and gender highlight disparities, with urban entrepreneurs faring better, while female entrepreneurs still face limited income opportunities. These findings underscore the need for inclusive policies targeting financial training, education, digital infrastructure, and support for marginalized groups. The insights offered by this study provide valuable contributions to understanding and addressing the economic challenges faced by entrepreneurs with disabilities.

Abstract

The non-cash food assistance (BPNT) program in Indonesia is designed to reduce poverty and improve welfare by providing non-cash food assistance. In the agricultural sector, where many rural households depend on farming activities as their primary source of livelihood, this program needs to support vulnerable communities. The program also contributes to the achievement of SDGs 1 (no poverty) and 2 (zero hunger), which aim to reduce poverty and ensure food security. However, the implementation of this program is often affected by various factors that can lead to biases in the targeting and distribution of assistance. This study explores the socioeconomic characteristics of BPNT recipients in the agricultural sector and identifies potential biases in program implementation. The data used include various socioeconomic variables, such as education level, employment status, home ownership, housing infrastructure conditions, sanitation facilities, lighting sources, and food insecurity. The analysis shows that BPNT recipients often come from households whose heads have lower educational attainment, unstable employment conditions, or do not own their homes. Inadequate housing conditions and limited sanitation facilities are also significantly associated with receiving assistance. These findings indicate that the BPNT program still faces challenges in achieving appropriate and effective targeting. This study proposes several recommendations for improved implementation, including improved targeting mechanisms, periodic evaluations, and policy adjustments to minimize bias. Thus, BPNT can be better targeted in addressing the food needs of the most vulnerable communities while supporting the achievement of sustainable development goals.
