Abstract

Penataan ruang dan wilayah merupakan suatu sistem terkait proses perencanaan, pemanfaatan dan pengendalian pemanfaatan ruang dengan tujuan peningkatan kesejahteran masyarakat. Semua ini merupakan suatu proses sosial yang harus melibatkan masyarakat yang menjadi tujuan akhir dan bagian yang terdampak oleh perencanaan. Tujuan dari penelitian ini adalah untuk mengukur tingkat partisipasi masyarakat dalam penyusunan rencana tata ruang dan wilayah kota Bukittinggi. Lokasi penelitian berada di Kecamatan Aua Birugo Tigo Baleh (ABTB. Pemilihan kecamatan ABTB dikarenakan kecamatan ini mengalami perubahan yang cukup signifikan pada perubahan RTRW tersebut, dan beberapa penolakan serta ketidak puasan masyarakat muncul dari kecamatan ini, diantaranya perubahan kawasan tambuo dari kawasan fungsi pelayanan umum menjadi kawasan perdagangan dan jasa. Penelitian ini menggunakan data primer dengan menyebar kuesioner dan indepth interview dengan masyarakat yang terlibat langsung dalam proses penyusunan RTRW. Analisis yang digunakan adalah analisis deskriptif kualitatif dengan menggunakan model tipologi arnstein. Hasil penelitian menunjukkan secara keseluruhan tingkat partisipasi masyarakat masih berada pada level tokenisme, tangga keempat, yaitu konsultasi. Hasil ini masih jauah dari kondisi partisipasi maksimal yang diharapkan seperti yang diamanatkan dalam PP Nomor 68 Tahun 2010 mengenai bentuk dan tata cara peran masyarakat dalam penataan ruang.

Abstract

ABSTRACT . In accordance with today's economic globalization, supply chain management of agribusiness and agroindustry in developing countries, especially Indonesia should be critically examined in managing the flow of products and services along with the value added chain of agricultural and food products to embody the higher customer value at an affordable price level. Agro commodities are included into strategic commodities for the crucial roles because of they are provided primary needs, embodied the additional national values, to provide workplaces, to develop industrial division, to transfer technology and increase the result of the foreign exchange. Crude Palm Oil (CPO) is a product processed from palm oil that is still an excellent commodity in West Pasaman which has a tendency to increase production from year to year. The purpose of this study is to get an overview of CPO supply chain in West Pasaman by reviewing all activities covering the flow of goods, information flow and cash flow that occurs in the supply chain. The results showed that in the flow of goods, there are three forms of the flow of supplies palm fruits to Agro Industries are distinguished by palm fruits of independent smallholders, farmers and palm fruits from the nucleus, while the flow of information includes feedback information received and given by each supply chain actors CPO include farmers, mill palm oil processing, expedition CPO, CPO mill and factory CPO refinery dan export while the cash flow coming from downstream (end consumer) to the upstream in the form of price realization of commodities purchase and sale agreement in the supply chain. ABSTRAK. Sejalan dengan globalisasi ekonomi saat ini, manajemen rantai pasokan agribisnis dan agroindustri di negara berkembang khususnya Indonesia harus dicermati secara kritis dalam mengelola aliran produk dan jasa sepanjang rantai nilai tambah produk pertanian dan pangan dalam upaya mewujudkan nilai konsumen yang unggul pada tingkat harga yang terjangkau. Beberapa komoditi Agro merupakan komoditas strategis karena perannya yang sangat besar bagi masyarakat sebagai penyedia kebutuhan pokok masyarakat, menciptakan nilai tambah di dalam negri, penyerapan tenaga kerja, pengembangan wilayah industri, proses alih teknologi dan sebagai hasil devisa negara. Crude Palm Oil (CPO) merupakan produk olahan dari kelapa sawit yang saat ini masih menjadi komoditi primadona di Kabupaten Pasaman Barat yang memiliki kecenderungan peningkatan produksi dari tahun ketahun. Tujuan penelitian ini adalah mendapatkan gambaran rantai pasok CPO di Kabupaten Pasaman Barat dengan mengkaji seluruh aktifitas yang mencakup aliran barang, aliran informasi dan aliran uang yang terjadi pada rantai pasok tersebut. Hasil penelitian menunjukkan bahwa pada aliran barang, terdapat tiga bentuk aliran pasokan TBS ke Agro Industri yang dibedakan berdasarkan TBS dari petani swadaya, petani plasma dan TBS dari kebun inti, sedangkan aliran informasi mencakup informasi timbal balik yang diterima dan diberikan oleh masing-masing pelaku rantai pasok CPO mencakup petani, pabrik pengolahan kelapa sawit, ekspedisi CPO, pabrik pengolahan CPO, pabrik refinery CPO dan ekspor, sedangkan aliran uang berasal dari hilir (konsumen akhir) sampai ke hulu dalam bentuk realisasi harga dari kesepakatan jual beli komodi dalam rantai pasok tersebut.

Abstract

This research aims to examine efforts to develop an innovation system for the rendang industry in Payakumbuh City. The methodology used in this research is interviews with related parties regarding efforts to develop an innovation system for the rendang industry in Payakumbuh City. The results obtained are that there are various efforts to develop an innovation system for the rendang industry in Payakumbuh City, namely: the establishment of a rendang industrial center, rebranding of Payakumbuh City, the establishment of UPTD P3R, the establishment of the "IKOSERO" cooperative, the establishment of the School of Randang,collaboration and partnerships, technology implementation, marketing, HR training and development, as well as licensing and standardization. Government policy to provide support to the rendang industry in Payakumbuh is very necessary so that rendang in Payakumbuh City is able to have competitiveness in the national market and Payakumbuh rendang can enter the international market and become a food that is in demand by people throughout the world.

Abstract

This study explores the dynamics of the international cocoa market and its impact on Indonesian cocoa exports by focusing on economic factors such as domestic production, world prices, inflation, and local prices. The main findings show that for cocoa exports to Malaysia, cocoa production and world cocoa prices have a positive and significant influence on export volumes, where an increase in production and world prices increases exports and strengthens bilateral trade. In contrast, domestic inflation shows no significant effect, while local prices have a significant negative impact, reducing exports as producers prefer the domestic market. In the context of exports to India, cocoa production showed no significant effect, due to a mismatch between increased production and international demand or quality and infrastructure issues. World cocoa prices are also insignificant, while local prices are positive and significant, encouraging producers to increase exports to maximize profits. For exports to the United States, cocoa production is positive and significant, reflecting strong demand from the US market. World cocoa prices have no significant effect, suggesting that other factors such as quality and trade policy determine export volumes more. Inflation is positive and significant, encouraging producers to focus on international markets as a way to coordinate exports.

Abstract

This research seeks to formulate an elaborate diversification strategy for processed Gambir products, aiming to enhance the overall well-being of the community residing in District 50 of West Sumatra City. Employing a descriptive qualitative approach, this study adopts a case study research design, delving into the subject matter comprehensively and extensively through the utilization of diverse data sources. The primary focus lies on conducting a meticulous examination of Gambir farmers and industries within the confines of District 50, West Sumatra, utilizing innovative techniques to bring about the diversification of Gambir products. The data collection process involves keen observation of Gambir farmers and the industrial landscape, encompassing a range of activities within the 50 City Regency of West Sumatra. The introduction of innovation, specifically the diversification of Gambir, is anticipated to yield additional value from the traditionally cultivated crop. Beyond the conventional production of raw and dry Gambir products, this research aims to empower farmers to venture into the production of derivative products. The overarching goal is to foster a sustainable and diversified Gambir industry that not only meets the immediate needs of the farmers but also contributes to the broader economic landscape of District 50, West Sumatra City. By fostering innovation and expanding the product range, this research aspires to create a ripple effect, ultimately resulting in a positive impact on the socio-economic status of Gambir farmers in the target district.

Abstract

This research contains an analysis of opportunities for entrepreneurs with disabilities in Indonesia. With a focus on self-employment in three business sector groups (primary, secondary, and tertiary sectors) which aims to answer the question of how the description and determinants of entrepreneurial opportunities for persons with disabilities in Indonesia. This study uses data sourced from the August 2020 National Labor Force Survey (Sakernas) with a total sample of 34,546 respondents with working disabilities consisting of 19,253 respondents in the primary sector, 11,213 respondents in the secondary sector and 4,080 respondents in the tertiary sector. By using the binary logistic regression analysis method, it was found that education, job training, internet access, government policies, and disability classification have a significant effect on the opportunities for entrepreneurs with disabilities in Indonesia in the tertiary sector. In the secondary sector, the entrepreneurial opportunities for persons with disabilities are significantly influenced by work experience, gender, age, location of residence, and disability classification. Meanwhile, in the primary sector, gender, age, internet access, location, and disability classification have a significant effect on the entrepreneurial opportunities of persons with disabilities.

Abstract

This study aims to analyze the critical success factors of Public-Private Partnership projects in the provision of Public Street Lighting infrastructure through a comparative case study in Dharmasraya and Sijunjung Regencies, West Sumatra Province. The research method employed is causal-comparative with a quantitative approach, utilizing questionnaires, interviews, and documentation involving stakeholders in the PPP projects. Data analysis was conducted using a paired t-test to examine differences in perceptions between the two regencies across 18 success factor variables. The results show that Dharmasraya Regency demonstrated a higher level of success in implementing the PPP PJU project compared to Sijunjung, particularly in aspects such as government commitment, political support, accountability, delegation of authority, and public support. Meanwhile, several factors such as lighting efficiency, clarity of cooperation agreements, and project feasibility did not show significant differences between the regions. These findings highlight the importance of institutional, social, and political support in ensuring the success of PPP projects at the local level. The study recommends enhancing the capacity of PPP project teams and strengthening budgetary commitments in each region as strategic steps to improve the effectiveness of similar future projects.

Abstract

This study aims to determine the development of Micro and Small Industries (IMK) in West Java and West Sumatra provinces in terms of the number of IMKs, guidance/training/extension (BPP), partnerships, internet, and marketing. This study utilizes secondary data from the publication “Profile of the Micro and Small Industry Sector” by the Central Statistics Agency of West Java Province and West Sumatra Province for the year 2020. The MSMEs in West Java Province are distributed across 27 cities/regencies, while those in West Sumatra Province are spread across 19 cities/regencies. The analysis employed is descriptive analysis. The results of the study indicate that the development of SMEs in West Java Province has reached 625,943 SMEs, with only 1.65% of SMEs participating in BPP, 0.93% in partnerships, 17.42% using the internet, and only 519 SMEs engaged in international marketing. The development of SMEs in West Sumatra Province, with a total of 94,392 SMEs, also shows that the participation rate in BPP programs remains low at 3.93% of SMEs, partnership at 0.14% of SMEs, internet usage at 11.90% of SMEs, and overseas marketing at only 1,365 SMEs. Government policies to encourage an increase in the number of SMEs need to be implemented through regulations that facilitate SMEs in conducting their businesses. Government policies to encourage SMEs to actively participate in BPP, establish partnerships, and utilize the internet and marketing of products need to be enhanced.

Abstract

Indonesia and Japan have different potentials and uniqueness, but the value of agricultural exports, industrial added value and globalization will still cause environmental degradation. This study aims to find out how globalization, agricultural exports and industrial value added have an impact on environmental sustainability. In particular, were proposed using secondary data, from 1990 to 2020. The model was estimated using the ARDL procedure. The result, in the short term social globalization in Japan has a positive and significant impact on increasing CO2 emissions from the use of on-farm energy (EMS). Likewise, the added value of the agricultural industry can exacerbate the increase in EMS both in the short and long term. Meanwhile, the added value of agriculture in the short term can reduce EMS, a significance of 5%. However, in the long run the added value of the industry can reduce EMS, a significance of 5%. In contrast, with Indonesia in the short term agricultural exports have a positive and significant impact on EMS. While added value in the short term and in the long term can reduce EMS, a significance of 5%. However, SG in the long run will exacerbate EMS. Therefore, we propose recommendation to improve this condition, including a clear roadmap, increased partnerships, and regional and international support in order to produce policies that are able to preserve the environment, especially in the agricultural sector.
