Abstract

The purpose of this study is: to analyze the position, role and obstacles faced by the Civil Service Police Unit in enforcing regional regulation no. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. The method used is descriptive with a qualitative approach. The data were obtained through primary data (results of field interviews with informants) and secondary data (literature, books and laws and regulations). The results of the study concluded that the position of the Civil Service Police Unit in Enforcing Regional Regulation No. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. This position authorizes Satpol PP to carry out outreach regarding the implementation of the health protocol and impose sanctions on violators. Its role is as an extension of the Governor of North Sumatra to carry out the instructions of the Regulations, especially in articles 11-13. Factors that become obstacles include the weak application of sanctions due to human values ​​that emerge in officers and overlapping authorities with other law enforcers and indirectly obscuring the role of Satpol PP as stated in Articles 11-13.

Abstract

The purpose of this study is to find out how the Labuhan Batu Regency KPU's strategy is in increasing voter participation in the Regional Head election. The method used in this study is a qualitative method with in-depth interviews. The subject of this research is the Commissioner of Socialization Division of Community Participation and HR. The data collection technique used in this study can be of two parts, namely primary data sources and secondary data sources, primary data, namely data from interviews, while secondary data is data obtained from documents related to this research and the analysis technique used is qualitative analysis. descriptive in nature. The results of the study show that the strategy carried out by the General Election Commission of Labuhan Batu Regency in increasing voter participation in the 2020 Regional Head election can be seen from the form of socialization, namely by using social media and electronic media. The inhibiting factor in voter participation occurs because there are still people who do not care or are indifferent to existing politics. Through the strategy of the General Election Commission for Labuhan Batu Regency, there was an increase in voter participation in the 2020 Regional Head Election of Labuhan Batu Regency, namely reaching 75% in 2020 compared to the previous participation in 2015 of 64.14%.

Abstract

In light of the Re-Voting (PSU) process during the 2020 concurrent elections, this research sought to critically evaluate the performance of the KPPS Labuhanbatu Regency. Utilizing a qualitative case study methodology, a comprehensive dataset was compiled from in-depth interviews and meticulous document analysis, offering a holistic understanding of the intricacies and experiences associated with the event. The evaluation criteria were anchored on five pivotal indicators delineated by Kasmir, encompassing Quality, Quantity, Time, Cooperation Between Employees, and Supervision. Preliminary findings paint a picture of commendable dedication by the KPPS; however, their performance fell short of optimal standards. Beyond a mere assessment, this study carves out a roadmap, shedding light on the nuances of election management in Labuhanbatu Regency and pinpointing critical areas that demand attention and refinement to fortify future electoral endeavors.

Abstract

This paper delves into the intricate strategy employed in the preparation and execution of the 2024 election in Batu Bara. The research utilizes a descriptive qualitative approach, facilitating the acquisition of comprehensive and lucid data, offering detailed and accurate insights into the reasons behind the unfolding events. The primary focus of this study rests on the Election Commission (KPU) of Batu Bara Regency as its object of analysis. The findings reveal a commendable and well-executed strategy in preparing and conducting the 2024 election in Batu Bara, in strict adherence to existing regulations and established timelines. The principles governing electoral arrangements are upheld, primarily supported by an information system designed to facilitate this process. However, this study also identifies areas where optimization remains incomplete. Notably, an obstacle encountered during the election preparation and placement strategy pertains to disparities between the geographical data presented in the information system and the real-world ground realities in Batu Bara Regency. These disparities warrant attention, as they introduce challenges to the seamless execution of electoral procedures.

Abstract

Based on an analysis of the bureaucratic conditions in North Padang Lawas Regency after more than 15 years as a new autonomous region, it appears that the quality of public services is still low. The evaluation of the Indonesian Ombudsman Representative for North Sumatra in 2021 placed the district in the "bad" category. Research using qualitative models highlights obstacles to change, including resistance from employees who want to maintain the status quo. Although there is increased work motivation among some employees, senior employees tend to stick to a conservative mindset, creating a lack of uniformity in bureaucratic behavior. Bureaucratic reform efforts appear to be producing positive results in Disdukcapil services. Simplification of bureaucracy, application of information technology, and increased accessibility increase efficiency and effectiveness. Even though the Community Satisfaction Index survey shows an increase in positive perceptions, there are still discrepancies with observations in the field, especially regarding slow processes and lack of employee understanding. In the face of conservative employee resistance, Disdukcapil leaders need to engage them more in the change process, involving them in decision-making. It is also important to ensure services are inclusive, considering the needs of people with physical limitations or limited access to technology. Solutions such as pick-up services or efficient physical services can be implemented. This improvement is important to achieve the goals of bureaucratic reform and provide better services to the community.

Abstract

Empowering young people to start businesses with new and innovative economic models that use technology can help the country's economy. The activity approach consists of lectures and discussions carried out in stages: preparation, introduction, lecture, discussion and evaluation. This Community Service Program has completed most of its stages with positive responses from teenagers of productive age in Tembung Village. This Community Service Activity is still in the planning/initiation stage. Programs and activities include: 1) activity coordination; 2) awareness seminars on the importance of empowering productive youth; 3) socialization of tools and materials as well as the process of making merchandise products; and 4) closing, assistance with operational equipment, and installation of signage. In terms of understanding, marketing, increasing community capacity, as well as facilities and infrastructure, future projects and activities must be more comprehensive and sustainable. In addition, to increase the production capacity of goods, follow-up is required during the marketing process.

Abstract

This research aims to analyze the ethics of organizational communication on employee performance in the acquisition of Quick Response Code Indonesia (QRIS) at PT BNI Medan Medan, Retail and Payment Solutions Unit (SRW). Researchers used organizational communication theory and descriptive qualitative research methods. The informants were 8 (eight) employees of PT BNI Medan Region. Organizational communication that occurs involves communicators, messages, channels, communicants and effects. Intrapersonal and interpersonal conflicts are most often encountered. The obstacles encountered in the SRW unit are VUCA (Volatility, Uncertainty, Complexity, Ambiguity) Era. The organizational communication model formed in the SRW unit of PT BNI Medan Region is vertical and diagonal. The result of this research is that organizational communication ethics in SRW unit runs well in the form of AKHLAK behavior implementation. Communication between employees is an interaction that is the main key in producing quality organizational performance. Organizational performance is determined by the performance of employees either from themselves (internal factors) or derived from the external environment of the organization, as well as the company's strategic efforts. In overcoming obstacles, SRW employees are quite solid and try to minimize conflict. BNI management also actively provides self-development tools for all employees, and reminds employees to behave in accordance with the AKHLAK Core Values.

Abstract

Good governance is the key to realizing development in a region which can be seen from the compliance of policy makers in implementing government regulations. In order to ensure the realization of good governance, a Government Internal Oversight Apparatus (APIP) was formed which was handled by the Inspectorate through supervisory activities (audits, reviews, evaluations, monitoring and other supervisory activities).This research aims to analyze APIP's efforts to improve and strengthen performance at the North Sumatra Province Inspectorate and the factors underlying APIP to improve and strengthen its supervision. This study uses a qualitative method. Data was collected through interviews and the validity of the data was tested using data triangulation techniques. Data analysis was carried out with the help of performance indicators presented by Moeheriono. The results of the research show that (1) the efforts made by APIP to improve supervision are carried out through providing training for developing the quality of human resources, recruiting employees, optimizing time, integrating Inspectorate data digitally, maintaining websites, submitting additional budgets, and establishing regulations for OPDs that exceed limits. completion time for improvements to evaluation results; (2) the inhibiting factors for improving and strengthening supervision are the lack of quantity and quality of human resources, limited time, lack of facilities, lack of digital integration, insufficient budget, and no special regulations.

Abstract

This study aims to examine the existence of political volunteers participating in the 2019 Presidential Election in Medan City, Indonesia, using the theoretical approach of Huntington and Nelson's forms of political participation, along with M. Fr Voluntaire's concept of political volunteers. A qualitative method was employed, involving primary data collection through in-depth interviews (online and offline) and triangulation with secondary data from literature reviews. The results indicate a lack of regulations concerning the presence of political volunteers, highlighting the need to integrate them into a legally regulated political process. The existence of patronage politics poses a risk to the voluntarism of political volunteers, crucial instruments in the electoral process. Their roles encompass campaigning, candidate socialization, fundraising, election monitoring, and various forms of support. Appropriate regulations are necessary to prevent the misuse of power or resources by political volunteers to achieve political objectives, thereby preserving the integrity of their voluntary contributions.

Abstract

The Government of Indonesia strives to improve effectiveness and efficiency in governance by implementing the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation Number 95 of 2018. One of its implementations is the Electronic-Report on Local Government Administration (E-LPPD), which replaces manual reports. This study aims to examine the effect of the implementation of E-LPPD on employee performance at the Binjai City Regional Secretariat. The research method used is quantitative with the population of all authorized apparatuses and has implemented E-LPPD in Binjai City, totaling 87 people. The sampling technique uses saturated samples. The results showed that environmental characteristics in the implementation of E-LPPD had a significant effect on employee performance, while organizational characteristics, employees, and management policies and practices did not show a significant influence. Overall, implementing E-LPPD positively affects employees' performance at the Binjai City Regional Secretariat. These findings emphasize the importance of adequate environmental adjustments and support to optimize performance through electronic systems in local government.
