Abstract

Research on radicalism and deradicalization is prevalent because there are many cases of terrorism. The ideology of terrorism does not only develop among adults but also children. Children have radical ideology as a result of the ideologization process carried out by adults. When children already have this ideology, it will be easily influenced by terrorist ideology. Deradicalization is one of the ways to eliminate this radical ideology. The main question of the research is, how the model of the core subject of deradicalization for children who absorbs radical ideology? This study aims to describe the basic model of the core deradicalization program for children who have been absorbs radical ideology. The findings of this study indicate that the basic model of the core deradicalization require the contain learning about the stories of the Prophet, Rahmatan Lil 'Alamin Islam, Nationalism Insights as well as success and inspirational stories of former Islamic Boarding School students. The model can also be called the Kinila Wasbakap Model.

Abstract

This study aims to describe the model of women's empowerment in fishing areas. This research method uses a qualitative approach. The research was conducted through interviews, field observations, and Focus Group Discussions (FGD) to collect the required data. Informants in this study were representatives from the Department of Marine Affairs and Fisheries and the Office of Cooperatives and Small and Medium Enterprises, as well as women in the fishing area of Bila Hilir. The research location is Bilah Hilir Village, Labuhanbatu Regency, North Sumatra Province which is one of the fishing villages with the community's economic level far below the poverty line. The results showed that low income caused many fishermen's children to drop out of school, and become entangled with moneylenders. The government's lack of attention to developing the fishermen's economy has made women in this fishing area just give up. This study concludes that there has been no empowerment carried out by the Labuhanbatu Regency government for women in the Bila Hilir fishing area.

Abstract

Street vendors illegally occupy urban space and conduct business there. As a result, street vendors are frequently targets of government policing and disciplinary operations (state). The people's relationship with the state includes aspects of rights and obligations. This study examines the perspectives of street vendors in Medan, North Sumatra Province, Indonesia. When it comes to rights and obligations, street vendors have their own point of view. The research on street vendors in Medan City concluded, using the survey technique and observation, that the state was not present to provide social protection guarantees, in community activities, or efforts to improve their welfare and quality of life.

Abstract

This research examines the business growth of the Food and Beverage Services subsector in Medan City along with the implementation of the Risk-Based Licensing System (OSS RBA) in Indonesia. OSS RBA based on the Standard Qualifications for Indonesian Business Fields (KBLI) aims to increase the Ease of Doing Business (EoDB). However, the application of top-down OSS RBA with the Business Identification Number (NIB) carries the potential for abuse. This research analyzes the factors (Starting a Business, Electricity Connection, Tax Payments, Building Permits, Access to Credit, and Protection of Minority Investors) that influence the Growth of Food and Beverage Services Investment in Medan City. The results of the Confirmatory Factor Analysis (CFA) show three significant factors: Protection of Minority Investors, Starting a Business, and Access to Credit. Obstacles include the NIB scale not being by local spatial planning and changes in the issuance of risk permits between the Central and Regional Governments. It is hoped that this research will provide insight into the implementation of OSS RBA and investment growth in the Food and Beverage Services sector.

Abstract

The Social Security Agency for Employment as social protection insurance for all workers in Indonesia has five main products. Each BPJS employment product has benefits and advantages for its participants. This research method is qualitative, namely by describing and analyzing data that has been obtained through data collection techniques of interviews, and literature study which is then explained in the form of detailed and systematic explanations. The results of this research show that based on the country typology formulated by Titmus, following the benefits facilitation provided by BPJS employment. The first point is realized with death benefits, work accident benefits, and old age benefits which provide protection benefits to workers when they can´t carry out work when sick, providing compensation and scholarships to families who have lost their source of livelihood, and several other benefits.

Abstract

The global problem that has not yet been resolved is related to waste, which continues to increase, especially in coastal areas. One of them is in Indonesia, precisely in Bagan Arya Village, Batu Bara Regency. Apart from household production waste, there is also a lot of waste sent from the sea. To tackle the accumulation of waste, an environmentally conscious group was formed to manage ecobrick-based waste. However, the group's limited knowledge, such as the difficulty of drying waste, assembling ecobrick products, and providing education to the community in Bagan Arya Village are things that need to be resolved. The methods applied in implementing this service start with strengthening Environmental Awareness Group materials, product assembly training, and waste drying training. The results of this service include the implementation of several trainings such as training on drying waste using drying nets, training on making ecobrick products using wire as product adhesive, strengthening ecobrick-based waste processing materials to increase the knowledge of environmentally conscious groups, as well as carrying out outreach to the community in Bagan Arya Village. about the importance of keeping the environment clean.

Abstract

This study aims to explore and analyze futher the impact from implementing online single submission (OSS) on the ease of business licensing for business actors in North Sumatera Province. Quantitative method chosen as the research method. The research population are those business actors or permit applicants who have been served by the Investment Service and One-Stop Integrated Licensing Services of North Sumatera Province in obtaining permits on average as many as 180 permit applicants per month, according to permit data management during period of 2021 there are total sample of 108 respondents who divided into large-scale business actors, medium-scale business actors and small-scale business actors. The findings of this research indicates: 1) The Implementation of OSS in North Sumatera Province has been running well and effective 2) Based on the analysis separately, there are two variables which have positive and significant impact to the ease of business licensing, namely communication and bureaucratic structure; 3) The implementation of OSS in North Sumatera Province is good deal, because it has proven to have an impact towards the ease of business licensing in North Sumatera as shown by the policy implementation model of George C. Edward III which reached 65.8 percent.

Abstract

The delay in budget absorption that occurred at the Asahan District Health Service was due to several causes. The research objectives to be achieved from this research are analyzing the Work Plan and Budget with the realization of activities, analyzing factors that influence budget realization at the end of the year, and analyzing the consequences of budget delays that occur at the Asahan District Health Service in the 2023 budget year. Researchers use qualitative research with explanatory methods. The findings that can be conveyed in the results of this research include: adjustments to the Work Plan and Budget with the realization of activities for the 2023 fiscal year at the Asahan District Health Service due more to the budget process. This means a budget policy with the principle of quality and targeted spending. Apart from that, the realization of the budget at the end of the year that occurred at the Asahan District Health Service was more due to technical instructions, human resource capacity, especially knowledge of PMK212 regulations, and budget sources such as PAD that was not reached targets and provisions of transfer funds from the center that were not in accordance with the schedule. Consequences of budget delays at the Asahan District Health Service, which can reduce the budget ceiling in the following year and results in activities not being realized.

Abstract

Good governance is the key to realizing development in a region which can be seen from the compliance of policy makers in implementing government regulations. In order to ensure the realization of good governance, a Government Internal Oversight Apparatus (APIP) was formed which was handled by the Inspectorate through supervisory activities (audits, reviews, evaluations, monitoring and other supervisory activities).This research aims to analyze APIP's efforts to improve and strengthen performance at the North Sumatra Province Inspectorate and the factors underlying APIP to improve and strengthen its supervision. This study uses a qualitative method. Data was collected through interviews and the validity of the data was tested using data triangulation techniques. Data analysis was carried out with the help of performance indicators presented by Moeheriono. The results of the research show that (1) the efforts made by APIP to improve supervision are carried out through providing training for developing the quality of human resources, recruiting employees, optimizing time, integrating Inspectorate data digitally, maintaining websites, submitting additional budgets, and establishing regulations for OPDs that exceed limits. completion time for improvements to evaluation results; (2) the inhibiting factors for improving and strengthening supervision are the lack of quantity and quality of human resources, limited time, lack of facilities, lack of digital integration, insufficient budget, and no special regulations.

Abstract

The Government of Indonesia strives to improve effectiveness and efficiency in governance by implementing the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation Number 95 of 2018. One of its implementations is the Electronic-Report on Local Government Administration (E-LPPD), which replaces manual reports. This study aims to examine the effect of the implementation of E-LPPD on employee performance at the Binjai City Regional Secretariat. The research method used is quantitative with the population of all authorized apparatuses and has implemented E-LPPD in Binjai City, totaling 87 people. The sampling technique uses saturated samples. The results showed that environmental characteristics in the implementation of E-LPPD had a significant effect on employee performance, while organizational characteristics, employees, and management policies and practices did not show a significant influence. Overall, implementing E-LPPD positively affects employees' performance at the Binjai City Regional Secretariat. These findings emphasize the importance of adequate environmental adjustments and support to optimize performance through electronic systems in local government.
