Abstract

Research on radicalism and deradicalization is prevalent because there are many cases of terrorism. The ideology of terrorism does not only develop among adults but also children. Children have radical ideology as a result of the ideologization process carried out by adults. When children already have this ideology, it will be easily influenced by terrorist ideology. Deradicalization is one of the ways to eliminate this radical ideology. The main question of the research is, how the model of the core subject of deradicalization for children who absorbs radical ideology? This study aims to describe the basic model of the core deradicalization program for children who have been absorbs radical ideology. The findings of this study indicate that the basic model of the core deradicalization require the contain learning about the stories of the Prophet, Rahmatan Lil 'Alamin Islam, Nationalism Insights as well as success and inspirational stories of former Islamic Boarding School students. The model can also be called the Kinila Wasbakap Model.

Abstract

This study aims to describe the model of women's empowerment in fishing areas. This research method uses a qualitative approach. The research was conducted through interviews, field observations, and Focus Group Discussions (FGD) to collect the required data. Informants in this study were representatives from the Department of Marine Affairs and Fisheries and the Office of Cooperatives and Small and Medium Enterprises, as well as women in the fishing area of Bila Hilir. The research location is Bilah Hilir Village, Labuhanbatu Regency, North Sumatra Province which is one of the fishing villages with the community's economic level far below the poverty line. The results showed that low income caused many fishermen's children to drop out of school, and become entangled with moneylenders. The government's lack of attention to developing the fishermen's economy has made women in this fishing area just give up. This study concludes that there has been no empowerment carried out by the Labuhanbatu Regency government for women in the Bila Hilir fishing area.

Abstract

Street vendors illegally occupy urban space and conduct business there. As a result, street vendors are frequently targets of government policing and disciplinary operations (state). The people's relationship with the state includes aspects of rights and obligations. This study examines the perspectives of street vendors in Medan, North Sumatra Province, Indonesia. When it comes to rights and obligations, street vendors have their own point of view. The research on street vendors in Medan City concluded, using the survey technique and observation, that the state was not present to provide social protection guarantees, in community activities, or efforts to improve their welfare and quality of life.

Abstract

The global problem that has not yet been resolved is related to waste, which continues to increase, especially in coastal areas. One of them is in Indonesia, precisely in Bagan Arya Village, Batu Bara Regency. Apart from household production waste, there is also a lot of waste sent from the sea. To tackle the accumulation of waste, an environmentally conscious group was formed to manage ecobrick-based waste. However, the group's limited knowledge, such as the difficulty of drying waste, assembling ecobrick products, and providing education to the community in Bagan Arya Village are things that need to be resolved. The methods applied in implementing this service start with strengthening Environmental Awareness Group materials, product assembly training, and waste drying training. The results of this service include the implementation of several trainings such as training on drying waste using drying nets, training on making ecobrick products using wire as product adhesive, strengthening ecobrick-based waste processing materials to increase the knowledge of environmentally conscious groups, as well as carrying out outreach to the community in Bagan Arya Village. about the importance of keeping the environment clean.

Abstract

This research is motivated by indications of money political practices that occur in every election, one of which is the 2024 legislative member election in Medan City. Indications of election fraud are proven by data released by the Coalition to Reject Fraudulent Elections in 2024 which stated that one of the violations in legislative elections was the practice of money politics. The practice of money politics that occurs in Indonesia, especially in the city of Medan, can threaten the political development process which will ultimately thwart democracy in Indonesia. One part that has a role in changing Indonesia's democratic system for the better is Generation Z. This background is the basis for the importance of research that is able to analyze the form and distribution pattern of money politics among Generation Z and the reasons why the practice of money politics occurs among Generation Z during elections. legislature in 2024 as well as prevention analysis practice money politics in every election, especially for generation Z. This research was conducted using descriptive qualitative methods with in-depth interview techniques and Focus Group Discussion. The results obtained are that the form of money politics is divided into two, namely direct transactions and indirect transactions. The distribution pattern of political money among generation Z begins with data collection by the success team, giving political money in halls, shops, eating places, or delivered home to the bus counter. The time for giving political money is the day before the election, the evening before the election, the morning before the election and the morning or afternoon after the election

Abstract

Medan as one of the largest cities in Indonesia and the center of the economy in North Sumatra is certainly not free from the problem of unemployment. Unresolved unemployment, limited new job opportunities and the pressure of economic needs to survive have caused some people to look for alternative jobs outside the formal sector. The informal sector that is widely engaged in by people in Medan City is Street Vendors (PKL). This study uses descriptive research with a qualitative approach. The results of the study indicate that the Failure of Public Policy on Determining Street Vendor Zoning in Medan City is Due to the Inability to Form a Special Task Force Approved by the BAPPEDA Service Based on the Systemic Failure Theory of Hudson, Hunter, and Peckham.

Abstract

This study analyzes the implementation of the legislative function of the North Sumatra Provincial DPRD in the formation of regional regulations (Perda) for the 2019-2024 period. The DPRD has a strategic role in producing regional regulations, but of the 72 Ranperda proposed, only 30 were passed (42%), showing that productivity is still low compared to other provinces. This study uses a qualitative approach with a descriptive method. The data was obtained through in-depth interviews with members of the DPRD, executive officials, and other stakeholders, as well as analysis of related documents. The theories used include the Theory of Deliberative Democracy (Habermas), as well as the Theory of Risk Society and Risk Modernity (Beck and Giddens), to understand the dynamics of legislation and the relevance of the resulting regulations. The results of the study show that the low productivity of the DPRD in the formation of the Regional Regulation is caused by several main factors, namely the long and complex drafting process, the density of the work agenda of the DPRD members, and the low participation of the community in policy formulation. In addition, the quality and relevance of the resulting Regional Regulations still need to be improved so that they can be more effective in answering the needs of the people of North Sumatra. This study recommends strengthening the deliberation mechanism, optimizing the legislative function of the DPRD, and increasing public participation so that the resulting policies are more representative and of higher quality.

Abstract

This study aims to analyze the effectiveness of the Self-Help Housing Stimulant Assistance Program (BSPS) in Pakkat District, Humbang Hasundutan Regency, using a qualitative approach and a public policy evaluation framework from William N. Dunn. The results of the study indicate that this program is highly effective in enhancing the quality of housing for low-income communities, with active community participation and local 'gotong royong' practices (marsiadapari) playing a significant role. Efficiency is achieved through the optimization of regional resources, although logistical challenges remain an obstacle. The limited value of assistance is not entirely sufficient to meet development needs, but the spirit of self-help is the primary support. The distribution of aid is relatively even; however, data verification still needs improvement. The program's responsiveness to local culture is relatively good, although administrative and legal constraints hinder the accuracy of the target. Social capital and community participation have proven to play a crucial role in the successful implementation of the program. These findings emphasize the importance of participatory and contextual approaches in housing policy and recommend replicating similar strategies in other regions with similar social characteristics.

Abstract

This study aims to examine the leadership strategies of regional heads during the transition period in optimizing development programs in Langkat Regency, North Sumatra Province. The research focuses on how the Acting Regent designs, implements, and optimizes strategies through special programs during the transition period. This research uses a qualitative approach with a case study method, and data collection techniques include in-depth interviews, literature review, and documentation. The results indicate that regional heads play a strategic role in initiating the Bubur Pedas (Bupati Collaborates to Pursue Regional Development Until Completed) program, a form of adaptive, collaborative, and innovative leadership. This program is able to build synergy between stakeholders and the community. However, obstacles such as limited fiscal resources, short terms in office, and negative public stereotypes pose challenges. This study confirms that the success of optimizing development programs is greatly influenced by the capacity and leadership style of regional heads during the transition period.

Abstract

This study aims to analyze the application of the smart economy concept in MSMEs of the Indonesian Oyster Mushroom Farm (Jatiramdo) located in Block 10 Village, Dolok Masihul District, Serdang Bedagai Regency. Through a qualitative approach with a case study method, this study explores the forms of technology adoption, digitalization challenges, and village institutional support in the digital transformation process of rural MSMEs. The results of the study show that Jatiramdo has carried out a gradual digital transformation through the use of social media for marketing, the use of semi-modern production tools, and application-based financial recording. However, a number of challenges such as low digital literacy, limited internet infrastructure, and suboptimal institutional support hinder the expansion of technology adoption. The role of the village government as a facilitator is quite significant, although it has not been followed by sustainable strategic policies. Overall, the implementation of the smart economy in Jatiramdo not only increases income and business competitiveness, but also strengthens the social and institutional structure of the village. These findings indicate that a community-based digitalization model can be an important pillar in inclusive and sustainable village economic development.
