Abstract

Through the implementation of the Village Law in 2014, the Indonesian government seeks to promote rural development and village autonomy by decentralizing power. The 2014 Village Law has two important points: the village fund and the extension of a village head’s term. This article tested to what extent the village fund has impacted the village head election and whether the village fund has improved villagers’ political participation in running for the village head election. The method used in this study is quantitative through a survey of 96 random village head candidates in the 2016 village head election in 117 villages in Banjar Regency, South Kalimantan. The findings show that the village funds have an impact on the quality of the nomination of village heads and facilitate the public’s involvement in the election. This phenomenon underscores the importance of village funds in encouraging democratic practices and the grassroots community’s participation in village governance. Changes in regulations of village fund implementation influence the participation of village residents in running for village head election, encouraging them to participate in the democratic process at the village level.

Abstract

This research examined the determining factors in implementing digital public service policies at the sub-district level in South Jakarta, focusing on policy substance, task behavior of implementers, work network interactions, target group participation, and resources as proposed by Hamdi (2014). Digital public services at the sub-district level are aligned with the Electronic Based Government System (SPBE) framework but still face various challenges. This research adopts a post-positivist approach using qualitative data collection methods. The novelty of this study remained in its emphasis on the determining factors influencing the success of digital public service policies at the sub-district level. The findings revealed that determining factors influence the implementing of digital transformation policies in public services at the sub-district level in South Jakarta. Clear policies accommodated to local needs, cross-agency collaboration, and improvement of public digital literacy, socio-cultural influences, and the importance of participatory approaches involving community feedback are identified as supporting factors for the success of digital public services at the sub-district level.

Abstract

This study explores work-life balance among female government employees across generations, with a focus on gender-related challenges. Women are hypothesised to face imbalances due to dual roles at work and home. Using a phenomenological approach and descriptive quantitative analysis, the study finds that Indonesian women across generations generally experience moderate work-life balance. Notably, Baby Boomers (60–78 years) and Generation Z (12–27 years) report higher balance, while Generation X (44–59 years) and Millennials (28–43 years) face lower balance due to simultaneous career and family responsibilities. The study offers generationally tailored suggestions, although results may not generalise to women in sectors like banking or private industry. Implications include the need for organisations to act as facilitators, supporting female employees to ensure psychological well-being and sustained performance.

Abstract

Kinerja pegawai merupakan faktor krusial dalam pencapaian tujuan organisasi sektor publik. Penelitian ini dilakukan dengan tujuan untuk mengetahui, menganalisis, dan menjelaskan pengaruh perilaku individu dan disiplin kerja terhadap kinerja pegawai pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Bekasi, baik secara parsial maupun simultan. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan teknik analisis deskriptif dan verifikatif. Populasi dan sampel penelitian ini adalah seluruh pegawai di lingkungan BKPSDM Kota Bekasi. Pengumpulan data dilakukan melalui kuesioner dan diolah menggunakan analisis statistik untuk mengukur besaran pengaruh antar variabel. Hasil penelitian menunjukkan bahwa: (1) Perilaku individu berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi pengaruh sebesar 33,58%; (2) Disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi pengaruh sebesar 10,13%; dan (3) Secara simultan, perilaku individu dan disiplin kerja memberikan pengaruh terhadap kinerja pegawai sebesar 43,71%. Sedangkan sisanya sebesar 56,29% dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini (epsilon).

Abstract

The rapid growth of Indonesia's digital economy has created challenges for tax collection, prompting new regulations. This study explores the on-the-ground effectiveness of these digital tax rules. A qualitative case study was conducted in Greater Jakarta, using interviews and observations with e-commerce actors and tax consultants. Data were analyzed thematically. The implementation is hampered by regulatory complexity, low tax literacy, and technological limitations. Perceptions of fairness strongly influence voluntary compliance, while tax consultants act as essential intermediaries who bridge the gap between regulators and taxpayers. The study advocates for simplified regulations, improved taxpayer education, and robust infrastructure support to enhance compliance and foster a more effective digital taxation system.

Abstract

As the complexity of audits has increased, the Audit Board of Indonesia (BPK) has initiated the development of auditors’ competencies through LEAF, which applies an integrated learning strategy. However, LEAF faces four challenges: inadequate learning needs analysis, the unclear measurement of its contribution to improving auditors’ competencies, the underutilization of knowledge assets within BPK, and the lack of assurance regarding post-LEAF sustainability. This study aims to analyze the design and implementation of LEAF at BPK, the contribution of LEAF to the development of BPK auditors’ competencies, and the efforts undertaken by BPK to ensure the sustainability of LEAF. The analysis is based on Etienne Wenger’s (1998) community of practice theory, which encompasses the dimensions of domain, community, and practice, as well as Sedarmayanti’s (2016) civil servant competency development theory, which includes the dimensions of technical skills and human relations skills. This study employs a qualitative approach, with data collected through observation, interviews, and documentation. The findings indicate that LEAF constitutes a modified community of practice that utilizes the three corporate university learning strategies: formal, social, and experiential learning. The design of LEAF meets the requirements of a community of practice by fulfilling the dimensions of domain, community, and practice. Nevertheless, several weaknesses remain in the implementation of LEAF as a community of practice. These include the reliance of LEAF’s needs analysis on the portfolios of subject matter experts, the lack of sustained interaction among LEAF members within the community dimension, and the limited utilization of knowledge assets across BPK within the practice dimension. LEAF also has a positive impact on improving auditors’ competencies at BPK, both in terms of technical skills and human relations skills, although continuous development of the instruments used to assess LEAF’s contribution to competency development is still required.

Abstract

Development is intended to change the situation for the better according to the plan. From the point of view of development organizers, development goals are considered appropriate and appropriate if they have a positive impact on the community. The construction of the JB Soedirman airport is an urgency for the people of Central Java and requires good coordination between the government, the private sector and the community. This study will describe the impact of the construction of the JB Soedirman airport for the people of Purbalingga Regency. This study uses a descriptive qualitative method which is carried out directly in the field to find sources of data needed in solving problems. Research is also carried out with an inductive approach to look at facts and data that are specific in nature to draw general conclusions using laws and theories. Data was collected by observation, interviews, and independent documentation. The construction of JB Soedirman has had both positive and negative impacts on society and the economy. In addition to the Central Java Provincial Government and Purbalingga Regency Government who will benefit greatly from the presence of JB Soedirman, the local community is also expected to feel the impact of the development. The positive impact of the construction of the JB Soedirman airport can be seen from the economic aspect which is marked by the growth of economic activities, such as tourism, lodging, services and culinary. Changes also occurred in the territorial aspect of the area which was originally not too crowded, but gradually became denser with the start of airport operations and the creation of new jobs. The negative impact of the existence of JB Soedirman occurs in the social aspects of the community who experience cultural "exchange" and the creation of settlement density as a consequence of the development of new infrastructure. The covid-19 pandemic, which is still coloring the development of JB Soedirman, has made several aspects not optimal, but the efforts that have been made by the Purbalingga Regency government through various policies are considered appropriate. Counseling aimed at educating business opportunities and maximizing the potential of residents and protecting the rights of people affected by land compensation has been going well and there are no conflicts.

Abstract

Economic security dan personal security merupakan dua dimensi penting dalam pendekatan personal security yang mempengaruhi keberhasilan pembangunan berkelanjutan, khususnya bagi perempuan di Provinsi Jawa Barat. Sebagai provinsi dengan jumlah penduduk terbesar di Indonesia, Jawa Barat menghadapi tantangan serius berupa tingginya angka kekerasan terhadap perempuan dan anak serta ketimpangan akses ekonomi yang masih signifikan. Ketidakmandirian ekonomi perempuan memperkuat kerentanan terhadap kekerasan, terutama dalam lingkup domestik, karena terbatasnya kontrol terhadap sumber daya dan kesempatan kerja. Kondisi ini menghambat kontribusi perempuan dalam proses pembangunan dan memperlebar gap kesejahteraan di tingkat wilayah. Penelitian dalam dokumen ini menekankan bahwa penguatan pemberdayaan perempuan perlu diarahkan pada dua aspek utama: peningkatan akses ekonomi melalui pelatihan keterampilan dan kesempatan usaha, serta perlindungan komprehensif dari tindak kekerasan melalui penguatan regulasi, layanan pendampingan, dan sinergi kelembagaan. Upaya terintegrasi berbasis personal security diyakini dapat mendorong pencapaian tujuan pembangunan berkelanjutan, khususnya kesetaraan gender dan pengurangan ketimpangan. Dengan demikian, perempuan tidak hanya menjadi penerima manfaat pembangunan, tetapi juga aktor strategis dalam mewujudkan pembangunan Jawa Barat yang lebih inklusif dan berkeadilan. Kata Kunci: Keamanan Ekonomi; Keamanan Pribadi; Pemberdayaan Perempuan; Human Security; Pembangunan Berkelanjutan.
