Abstract

Human behavior can cause watershed problems, in which the use and carrying capacity of the watershed do not correspond. The objectives of this research are to determine the land use conditions and carrying capacity of the watersheds, and to analyze this capacity based on changes in land use and flood vulnerability areas. The research was conducted in five watersheds flowing are in flood-prone areas of Semarang City, namely Babon, Banjir Kanal Timur, Garang, Silandak, and Beringin, with a research area of 48,994.62 Ha. A quantitative analysis approach was used to calculate the land-use change and watershed carrying capacity; the capacity variables included land conditions, water quality, population, water building, and watershed space utilization. The results show that 1) an average of 12.27% of land in each watershed unit has been converted into settlements, with the most extensive conversion being in the Banjir Kanal Timur watershed; 2) the carrying capacity of this watershed got 113 scores, which fell into the poor category; and 3) at the watershed level, the surge in land conversion into settlements correlates with the carrying capacity of the watershed. Conversion of land into settlements is one of the determinants of the carrying capacity of the watershed. If the land use arrangement in the watershed is made with consideration of flood-vulnerability areas, this will be able to reduce watershed damage and reduce the frequency of floods.

Abstract

Food self-sufficiency policy in Indonesia relies on the sustainability of productive land that meets the requirements for carrying capacity of agricultural land. But the fact is that in various regions, the existence of agricultural land resources is increasingly being degraded in terms of quantity and quality. This study aims to evaluate paddy field with NDVI analysis with extensive GIS calculations and integrated with the food self-sufficiency formulas. Monitoring of paddy field area using remote sensing and mapping techniques has been well recognized and efficient. The research was conducted in Batang Regency, Central Java Province, Indonesia, that annually produces 104,211ton rice on average. The results showed that the production of lowland rice is sufficient to meet the daily rice needs of 897.19 gr per capita. The regency also showed a surplus of rice production of more than 342 gr per capita above the daily needs, fulfilling the criteria of food self-sufficiency. Food self-sufficiency classification is associated with the carrying capacity analysis found ca. 4.179 (α>1), revealing that rice production can fulfil the needs of the population of Batang Regency.  JEL Classification 013; Q00; R11

Abstract

Abstract

The Batang Integrated Industrial Estate (KIT Batang) development is one of the National Strategic Projects (PSN) stipulated by Presidential Regulation. This project is in line with the spatial planning objective of Batang Regency, namely the realization of Regency space that has an attractiveness for investment in the industrial sector. This study aims to analyze the readiness of the Regional Government of Batang Regency in terms of policy, institutional, financial, facilities, and infrastructure aspects in dealing with the PSN for the Batang Integrated Industrial Estate. Data was collected by using literature study and interview methods. Furthermore, the data and information obtained were analyzed by descriptive methods and scoring analysis. Regional readiness criteria are assessed based on the calculation of scores in the categories of not ready, quite ready, ready, and very ready. The results showed that the Regional Government (Pemda) of Batang Regency was included in being very ready to welcome PSN KIT Batang. Policies at the regional level show a good and fast response from the local government to national policies. Likewise, in preparing spatial planning programs around the Batang KIT, infrastructure development and budget allocations have been planned quickly and programmed so that the current Batang KIT development process runs smoothly. Furthermore, the Batang local government needs to facilitate the improvement of the educational qualifications and skills of the community so that in time they have competencies that follow the needs of workers in the industrial sector.
