Abstract

AbstractLaw enforcement in environmental law especially in forestry sector has been living in a new era since the birth of some regulations in environemntal law. Since then, sectoral regulations also emerging and of course this regulations need to be uphold, in order to maintain thefunction of our environment. Beside the Law No. 41/1999 about Forestry, there is also Law No. 18/ 2013 about Prevention and Protection From  Forest Destruction. In the other hand, this law are conflicting with the natives that already living in forest area, long before that region stated as a protected forest by the government. This paper tries to explain how to handle such confilct between indigenous people that already living in the forest and the law enforcement agent since they have been living their way since long time ago like their anchestors.

Abstract

Congko Village is one of the villages in the district of Marioriwawo, Soppeng District. In terms of its formation, this village is a unit of government known as 'local self-government', the village formed or formed supra village government. BUMDes is obliged to make the financial statements of all BUM Desa business units every month honestly and transparently. In addition, BUMDes is also required to report the progress of BUM Desa business units to village communities through village meetings at least twice a year. BUMDes must perform systematically written records or bookkeeping of daily transactions. Listing recording generally uses an accounting system. The function of accounting is to present financial information to internal and external parties and as a basis for making decisions. BUMDes internal party is the manager and the Board of Commissioners, while the external parties are district governments, banks, and communities that provide equity, as well as tax officials. AbstrakDesa Congko adalah salah satu desa di distrik Marioriwawo, Distrik Soppeng. Dalam hal pembentukannya, desa ini adalah unit pemerintahan yang dikenal sebagai 'pemerintahan sendiri lokal', desa yang membentuk atau membentuk pemerintahan desa supra. BUMDes wajib membuat laporan keuangan semua unit usaha BUM Desa setiap bulan secara jujur ​​dan transparan. Selain itu, BUMDes juga diharuskan melaporkan perkembangan unit bisnis BUM Desa kepada masyarakat desa melalui pertemuan desa setidaknya dua kali setahun. BUMDes harus melakukan catatan tertulis secara sistematis atau pembukuan transaksi harian. Pencatatan listing umumnya menggunakan sistem akuntansi. Fungsi akuntansi adalah untuk menyajikan informasi keuangan kepada pihak internal dan eksternal dan sebagai dasar untuk membuat keputusan. Pihak internal BUMDes adalah manajer dan Dewan Komisaris, sedangkan pihak eksternal adalah pemerintah kabupaten, bank, dan masyarakat yang menyediakan ekuitas, serta pejabat pajak.

Abstract

Village-Owned Enterprises exists as a populist economic institution that is expected to be able to be a means to improve the welfare of rural communities. The success of Village-Owned Enterprises management is expected to help create jobs, provide prosperity and prevent urbanization because the existence of Village-Owned Enterprises is sufficient to be a source of livelihood for the young generation of villages. Although in its implementation many obstacles were encountered by the Village-Owned Enterprises manager, but it did not reduce the enthusiasm and intention to achieve the goals that had been aspired to for the improvement of the welfare of the village community.

Abstract

The rise of oligarchy in political democracy in Indonesia has more potential to exterminate democracy in Indonesia itself. Democracy might be used as just a tool by the oligarchy. Oligarchy is the cause that some immature politicians with a very short experience are now holding vital positions such as regents, a party leader, or local parliament member. Some of them might have no integrity, and there is a big possibility that they only just a freeloader from their parents or family experience in politics.  Keywords: Political party, Oligarchy, Immature Politicians

Abstract

Sampah plastik sudah menjadi masalah yang sangat besar bagi bumi. Tercatat 270 juta ton produk plastik yang diproduksi dan 8 juta diantaranya masuk kelaut baik sampah industri maupun rumah tangga. Indonesia tercatat sebagai negara penyumbang sampah plastik kelaut nomor 2 di dunia. Hal ini tidak lepas dari perilaku warga masyarakat yang masih membuang sampahnya ke sungai yang kemudian mengalir ke laut. Artikel ini sebagai hasil dari kegiatan pengabdian masyarakat menemukan bahwa tidak adanya peraturan daerah membuat pemerintah daerah tidak bisa melakukan tindakan yang tepat untuk mengatasi sampah plastik. Dilain pihak warga masyarakat tidak mengetahui bahaya sampah plastik bagi makhluk hidup di laut serta tidak tersedia sarana angkutan sampah atau pengelolaan sampah plastik yang memadai.

Abstract

One form of democracy in monitoring general elections by the public is by reporting election violations. Election violations from 2014 to 2019 increased by 151.3% and the discovery of violations was dominated by Bawaslu findings rather than public reporting. In the case of a decrease in reporting by the public, an analysis of legal culture, namely knowledge, awareness, and attitudes of the public, is carried out to find the factors causing the decrease in reporting. Quantitative and qualitative approaches were used in the form of questionnaires and interviews. Furthermore, a causal relationship was found between legal culture, legal substance, and legal structure so efforts are needed to improve the quality of legal substance, legal structure, and legal culture of the society to increase public participation in the 2024 General Election.

Abstract

Indonesia has been trying to develop democracy since the early independence. Assignment of the head of the region conducted from 1945 to 1999. After the big reformation in 1999, which started in 2004, Indonesia started a new chapter with the direct election model for regional heads. This research tries to find the philosophy of Indonesia’s choice to select its regional leader according to the law provided. The research is normative research with a conceptual and comparative approach. The results show that the election of regional leaders in Indonesia has not always been in line with the sovereignty of the people and the concept of democracy. Political choice has had a very significant impact. However, as it turns out into practice, as an emerging country in South East Asia, even though an assignment and not by the general election, leaders or regional heads are also considered as democratic as long as it is still on the path of openness, fair game and also according to people’s approval, including if it comes from the regional representative’s choice of candidates.

Abstract

The rapid advancement of digital technologies has reshaped the global economy, with the digital economy becoming a key driver of growth and innovation. Indonesia, as the leader in Southeast Asia’s digital economy, has immense potential, with projected growth at 40% by 2018. However, the country’s digital economy remains hindered by an inadequate and fragmented cyber law framework. The existing laws are sector-specific, leading to overlapping institutional authority, weak enforcement, and a lack of clarity in jurisdiction, particularly regarding cross-border cyber threats. This fragmented legal landscape impedes the integration of Indonesia’s digital economy and undermines cybersecurity efforts. This study examines the challenges within Indonesia’s current cyber law and argues for comprehensive reforms to provide clear institutional authority, enhance inter-agency coordination, and create laws tailored to the digital economy and cybersecurity. Drawing insights from international frameworks, such as the European Union's General Data Protection Regulation (GDPR) and Australia's Critical Infrastructure Bill, the study advocates for a dual approach—ensuring both data privacy and critical infrastructure protection. Furthermore, the research highlights the need for collaboration between government, the private sector, and civil society, along with public education initiatives, to foster a secure and trustworthy digital ecosystem. By analyzing existing regulations and proposing targeted reforms, this study aims to contribute to improved cybersecurity governance, enabling sustainable digital transformation and economic growth in Indonesia.

Abstract

The gap between village and city regulations causes differences in the quality of government administration, especially due to the limited understanding of village officials in drafting appropriate and harmonious regulations. This article aims to strengthen village governance in Dongi Village, Sidenreng Rappang Regency through technical assistance in the preparation of village regulations. This study uses a descriptive method to provide a systematic and factual picture of the challenges faced by the village government, supported by literature studies and interviews with the community. The findings of the study show that low legal literacy, limited technical skills, and lack of community participation are the main obstacles to the effectiveness of village regulations. Mentoring activities play an important role in increasing the capacity of village apparatus and the Village Consultative Body (BPD) so that they are able to produce regulations that are legally valid, socially accepted, and responsive to community needs. These efforts contribute to the formation of participatory, transparent, and sustainable village governance systems, while providing a model that can be replicated in other villages to improve the quality of local governance.
