Abstract

Kajian ini mengeksplorasi persepsi masyarakat tentang kearifan lokal, khususnya etnis Bugis, sehubungan dengan perencanaan dan perancangan kota Makassar, yang bertujuan untuk mengetahui: pemahaman masyarakat tentang kearifan sosio-kultur Bugis dalam perikehidupannya; karakteristik kota Makassar; dan persepsi masyarakat Bugis dalam penataan kota.Kajian ini dilakukan berbasis kearifan sosio-kultural Bugis dalam membahas aspek spasial. Kajian ini menggunakan metode kualitatif deskriptif, yang didasari oleh hasil pengolahan data kuantitatif melalui pendekatan statistik inferensial. Hasil kajian berupa pemahaman mereka tentang nilai-nilai sosio-kulur Bugis seperti Nilai siri’ na pesse yang bermakna harga diri dan solidaritas tinggi, yang dalam implementasinya melalui nilai sipakatau dan sipakalebbi, terungkap pada pola grid jalan dan tersedianya ruang common plaza permukiman yang memudahkan aksesibilitas terbuka antar masyarakat. Tatanan permukiman masyarakat Bugis ini secara eksplisit sesuai dan relevan dengan tatanan kota Makassar.

Abstract

Covid-19, a global pandemic, demands active roles from everyone, including from educational institution. Department of Urban dan Regional Planning of University of Hasanuddin supports the Government and the society by organizing two community service activities as part of three pillars of higher education. The first activity is to advocate and raise public awareness on Covid-19 through educative, persuasive and animative approaches in the form of writings, photos, posters and videos posted via youtube and Instagram on April and May 2020 targeting minimal 1,000 viewers. The second activity is to disseminate concept of smart, healthy and resilient city as a planning effort anticipating for future pandemics through scientific, systemic, and collaborative approaches in the form of a virtual national seminar held on 24 September 2020 targeting minimal 300 participants. This paper aimed to describe the objectives, processes and results of these two activities as well as to enlighten the main ideas of the concept presented in second activity. Up to 10 October 2020, it was noted that a total of 4,037 reviewers have visited the social medias used in the first activity. A total of 1,008 requests entered the registration email of the organizer during 7 days prior to the second activity. A total of 584 participants from various universities, government agencies and planning/architectural consultants attended the second activity. The numbers of viewers and participations in both activities that exceeded the initial targets shows an optimum active role of the department in supporting the Government and the society based on to its field and capacity.

Abstract

Perumnas Manggala or known as Perumnas Antang Block 10 is one of the housing and settlement areas that are prone to flooding. The purpose of this community service activity is to socialize flood disaster management by first identifying the characteristics of the causes of flooding and developing a concept with the community regarding flood management in residential areas. Methods of implementing community service. The data collection techniques are observation, documentation, and interviews, while the data analysis techniques are descriptive qualitative, and spatial analysis. The data collected is used in drafting the concept of flood management in the form of socialization and discussions with the community, community leaders, and the academic community. The results of service activities are in the form of the concept of flood management through preventive efforts to minimize flood disasters at Perumnas Antang Block 10, namely making infiltration wells, planting vegetation, managing drainage and waste systems. Adaptive and curative efforts are in the form of developing disaster response groups as preparation management in dealing with disasters that routinely occur every year. The results of the socialization show a significant level of change by the community where the level of interest in community participation and understanding of the concept of flood management increases. The community actively participates in discussions and expresses its willingness to participate in disaster mitigation activities. The discussion also showed that the community had high hopes for government assistance, both morally and materially, as well as disaster response training.

Abstract

Street vendors are one type of informal sector work that is very vulnerable to being affected by the Covid-19 pandemic. It also felt by street vendors in the Makassar Losari Beach Pavilion area. The condition of street vendors on the one hand is in contact with the lower middle class and has a relatively small business scale. Besides, organized and planned PKL activities will be able to adapt to pandemic conditions and have a positive impact on the city's local economy and support the government in providing employment. This service activity aims to present ideas for the concept of structuring street vendors that are resilient to pandemics and educating traders about the application of health protocols in the work environment of street vendors. Data collection techniques are observation, documentation, interviews, through a stakeholder approach. The data analysis technique is descriptive qualitative analysis. The data collected is used in arrange the concept of structuring street vendors that are resilient to pandemics, sharing, and transferring knowledge to street vendors in the form of Focus Group Discussions (FGD) accompanied by video playback of planning concept arrangements and education on the application of health protocols. The results of service activities in the form of the concept of structuring street vendors include the arrangement of stalls, tables and chairs, repair of clean water networks, provision of hand washing facilities, trash cans, garbage containers, and waste disposal schemes, as well as socializing the importance of implementing health protocols for traders and visitors.

Abstract

Danau Tempe merupakan danau tertua dan terluas di jazirah Provinsi Sulawesi Selatan, menggenangi tiga kabupaten kota yaitu, Kabupaten Wajo, Soppeng, dan Sidrap. Keberadaan Danau Tempe memberi pengaruh terhadap pola mata pencaharian dan pola bermukim bagi masyarakat sekitarnya. Mereka hidup bertani (pallaon ruma) dan nelayan (pakkaja), menempati kawasan permukiman di Kampung Salo Mate, Kelurahan Limpomajang Kecamatan Marioriawa Kabupaten Soppeng. Sebagian masyarakat nelayan ini hidup bermukim di atas permukaan air Danau Tempe, dan menempati “rumah berpanggung terapung” (RBT). Rumahnya bentuk panggung dan berdiri di atas rakit (rai), dihuni sekitar tahun 2000-an. Bermukim secara terapung di Danau Tempe menimbulkan fleksibilitas ruang gerak secara makro dan mikro yang mengisyaratkan suasana kemaritiman. Persoalan rumah terapung adalah, bergerak kesana-kemari, bebas orientasi, berubah-ubah kapling, berpindah dengan bantuan tenaga perahu bermotor, rakit berfungsi pelampung berbahan bambu sewaktu-waktu akan diganti. Tujuan keberadaan hunian RBT bagi masyarakat nelayan adalah untuk memudahkan, mencari ikan sampai ke tengah Danau Tempe.

Abstract

Spatial utilization is an effort to realize the spatial structure and spatial pattern in accordance with the spatial plan through the preparation and implementation of programs and their financing. In order to create an orderly spatial layout, it is necessary to control the use of space in all urban areas. The effectiveness of controlling the use of space requires the participation of the community to monitor and provide reports or complaints to the local government if there is a deviation in the use of space in the field. Some space utilization becomes complicated because there is no solution from the start. Handling from the start can be carried out if there is accurate information and is followed up by the local government. This negligence has been a weakness so far that spatial planning goals sometimes go wrong in the utilization of space towards the realization of a safe, comfortable, productive and sustainable space. Therefore, it is deemed necessary to increase the capacity of the community in the form of understanding in order to play an active role in monitoring the use of space in their area with a partner location, namely UPT SMA 5 Makassar City. The problem faced by government officials in Panakkukang District is the lack of community participation in providing responsive information to the local government in following up on problems of irregularities in the use of space according to the existing spatial plan. This problem can be overcome by increasing the community's insight and understanding of spatial planning, the process of controlling space use, and the importance of the active role of the community in providing information if there is a discrepancy in the use of the surrounding space. The purpose of this activity is to increase the insight and knowledge (capacity building) of the community in assisting the government in carrying out the task of controlling the use of space. The target community chosen for this activity is the youth generation (high school students) for the reason that they are relatively easy to understand, effective as agents in conveying their environment, and will soon become a family or part of the community. The results of this activity showed an increase in the level of understanding by 70% related to knowledge of spatial planning, and 71% respectively related to understanding of regulations and the role in spatial control as well as understanding of spatial utilization and control mechanisms.
