Abstract

Covid-19, a global pandemic, demands active roles from everyone, including from educational institution. Department of Urban dan Regional Planning of University of Hasanuddin supports the Government and the society by organizing two community service activities as part of three pillars of higher education. The first activity is to advocate and raise public awareness on Covid-19 through educative, persuasive and animative approaches in the form of writings, photos, posters and videos posted via youtube and Instagram on April and May 2020 targeting minimal 1,000 viewers. The second activity is to disseminate concept of smart, healthy and resilient city as a planning effort anticipating for future pandemics through scientific, systemic, and collaborative approaches in the form of a virtual national seminar held on 24 September 2020 targeting minimal 300 participants. This paper aimed to describe the objectives, processes and results of these two activities as well as to enlighten the main ideas of the concept presented in second activity. Up to 10 October 2020, it was noted that a total of 4,037 reviewers have visited the social medias used in the first activity. A total of 1,008 requests entered the registration email of the organizer during 7 days prior to the second activity. A total of 584 participants from various universities, government agencies and planning/architectural consultants attended the second activity. The numbers of viewers and participations in both activities that exceeded the initial targets shows an optimum active role of the department in supporting the Government and the society based on to its field and capacity.

Abstract

The safety aspect, especially the fire disaster, is essential for Makassar City because of its role as a metropolitan city and a center of activity in the Eastern Indonesia Region. The dense population and activities make Makassar City vulnerable to fires. A vulnerability assessment can assist in urban disaster management, especially in highlighting areas of fire disaster mitigation.Based on this urgency, this study aims to identify fire-prone areas in Makassar City. This study examines the fire vulnerability of Makassar City from population density, building density, frequency of previous fire events, fire fires, distance to the availability of clean water, and dangerous buildings. Fire susceptibility criteria are based on stakeholder assessments involving disaster experts, city planners, and firefighters through the Analytical Hierarchy Process. Spatial assessment using multi-criteria analysis through the Simple Additive Weighting method, which is integrated with the Geographic Information System to allow spatial weighting. The study results show that the western and northern parts of Makassar City are very prone to fires. This area is an early development area for Makassar City, characterized by a dense population and buildings with various activities.

Abstract

Salah satu kawasan yang berkembang dan sudah menjadi tujuan wisatawan domestik dan asing saat ini adalah Gili Trawangan. Berkembangnya suatu destinasi memang menjadi satu capaian yang harus di apresiasi, namun di sisi lain keberhasilan tersebut perlu di waspadai. Azhar (2013) dalam penelitiannya di Desa Ungasan Kecamatan Kuta Selatan Kabupaten Badung menemukan bahwa justru di balik kesuksesan membangun pariwisata di desa tersebut justru menyisakan sisi gelap pembangunan, yaitu termarjinalkannya masyarakat lokal desa tersebut khususnya dalam kepemilikan dan hak katas tanah. Dalam penelitian ini penulis ingin mengidentifikasi fenomena pelemahan ruang hidup masyarakat lokal akibat perkembangan pariwisata di Gili Trawangan. Metode yang di gunakan dalam penelitian ini adalah fenomenologi, yaitu melihat fenomena dan realitas yang tampak, kemudian mengkaji penjelasan atau makna yang terkandung di dalamnya dengan mengumpulkan fakta empirik di lapangan (Kahija, 2017). Hasil penelitian ini menunjukkan bahwa memang benar terjadi pelemahan ruang hidup masyarakat lokal akibat perkembangan pariwisata di Gili Trawangan. Pelemahan ruang hidup masyarakat lokal disini terjadi karena faktor langsung dan tidak langsung. Faktor langsung yang di maksud seperti pelemahan secara sosial dan ekonomi, sedangkan faktor tidak langsung adalah akibat kebijakan pemerintah yang paradoksal. Di satu sisi pariwisata dengan segala dinamikanya di harapkan mampu memberikan kesejahteraan bagi masyarakat lokal, namun di sisi lain kebijakan tersebut justru berdampak terhadap pelemahan terhadap penguasaan tanah atau ruang hidup masyarakat lokal di Gili Trawangan. Metode yang di gunakan dalam penelitian ini adalah fenomenologi, yaitu melihat fenomena dan realitas yang tampak, kemudian mengkaji penjelasan atau makna yang terkandung di dalamnya dengan mengumpulkan fakta empirik di lapangan [2]. Abstract

Indonesia is a country that is vulnerable to natural disasters such as climate change, where climate change is a complex and unpredictable issue and has a major impact on community welfare and political stability, requiring a strong and adaptive governance system that can be used as a solution in facing the challenges of rapid global change. Therefore, this study aims to determine the adaptive level of Indonesian governance in dealing with climate change. The data used in this study uses secondary data sourced from research studies and research theories. The analysis technique used in this study is the systematic literature review method. The results of this study indicate that Indonesian government governance is characterized by flexibility because it has advantages in community empowerment and involvement as well as knowledge and decision-making but lacks coordination between actors and leadership capacity.

Abstract

This study aims to analyze the readiness of spatial planning policies in Palu City in supporting the achievement of Sustainable Development Goal (SDG) 11, which emphasizes the development of inclusive, safe, resilient, and sustainable cities and human settlements. As a disaster-prone area, Palu City has experienced significant spatial pressures, particularly in the aftermath of the 2018 earthquake, tsunami, and liquefaction events. Utilizing a qualitative descriptive approach and secondary data analysis, this study evaluates spatial planning documents such as the Regional Spatial Plan (RTRW), the Detailed Spatial Plan (RDTR), and the Regional Medium-Term Development Plan (RPJMD) of Palu City for the periods 2016–2021 and 2021–2026. The assessment is based on the alignment of these policies with the key indicators of SDG 11, including the provision of adequate housing, green open spaces, sustainable transportation systems, and disaster risk mitigation. The analysis shows that while SDG 11 principles are reflected in planning documents, their implementation remains limited.. Major challenges include the lack of integrated spatial data, weak inter-agency coordination, and limited community participation in the planning process. Therefore, institutional strengthening, improvements in geospatial data quality, and the mainstreaming of sustainability principles across all sectoral policies are urgently needed. This research contributes to the understanding of the nexus between spatial planning and sustainable development in disaster-prone cities and serves as a reference for future policy improvement.

Abstract

Insurgent planning represents a strand of planning theory that transcends political boundaries, challenges societal oppression, and envisions alternative urban futures. This study explores the concept and practices of insurgent planning in Indonesia through a descriptive qualitative method with a comparative approach, focusing on three major cities: Yogyakarta, Makassar, and Jakarta. The findings reveal dynamics similar to those in the Global South. In Yogyakarta, the Kalijawi Community, supported by Arkom Jogja, resisted eviction along riverbanks through social network strengthening and alternative housing initiatives. In Makassar, Kampung Pisang residents addressed tenure insecurity with Arkom Makassar via participatory mapping, negotiation, and land-sharing. In Jakarta, post-eviction residents of Kampung Akuarium reclaimed their right to the city through advocacy, litigation, and coalition-building. The study concludes that reclaiming neglected urban assets represents the most prominent form of insurgent planning, emphasising a shift from top-down approaches towards inclusive, participatory, and justice-oriented urban planning

Abstract

Clean water infrastructure is essential for supporting the Rebana Industrial Area in Indramayu, where high industrial demand risks conflict with the crucial agricultural sector and exacerbates an existing water crisis. This study aims to develop an integrated strategy to boost water supply and service quality in Indramayu. Using a mixed method approach combining quantitative water balance (demand-supply) and qualitative SWOT analysis the main findings reveal a significant water deficit. The current supply of 79.448 l/sec fails to meet the demand of 157.740,7 l/sec, resulting in a −78.292,7 l/sec deficit in 2025, projected to remain −49.438,1 l/sec by 2045. Adding to the crisis, raw water quality in the two main rivers is classified as moderately to heavily polluted. The main conclusion emphasizes the urgent need for supply interventions. The recommended strategy focuses on two pillars: increasing raw water quantity by utilizing 3.600 l/sec from regional alternative sources and enhancing local reservoir capacity to enforce the groundwater ban, and improving services through the construction of new, high-tech Water Treatment Plants (WTPs) and expanding piping networks. This study provides vital policy recommendations for the local government to ensure sustainable water access and industrial growth in the Rebana Region.
