Abstract

The products for market in urban tourism are heterogeneous; they range from products that show socio-economic diversity attractions, which is intangible to products such as souvenirs and historical artifacts as objects, which are tangible attractions. It is important to develop, products that can simultaneously offer the tangible and the intangible attractions to serve the market. . City sightseeing tour is one tourism products that linked the intangible and tangible attractions in one transportation route, therefore it enables tourists to choose objects and attractions they like to experience within their tight time/schedule. As a planning product, the city sightseeing route in Jakarta, is developed based on two approaches: Tourism Business District and Participatory. Tourism Business District Approach is chosen as it is optimize the utilization of all urban assets for public and tourism needs while the Participatory Approach may absorb the aspirations of stake holders . With those two approaches u is desired that the policy recommendations and/or the tourism activities for the city sightseeing route achieve the optimum outcomes.

Abstract

Land-use changes have been a common phenomena in Indonesian cities. Some of the changes do improve the physical as well as socio economic conditions of the areas, but, in the absence of sound legal procedure for the changes, mostly harms the environment and the people, creates traffic jam and evicts the low income people. Therefore a new legal procedure for land-use changes should be developed. This article will discuss the "development charges' approach as a legal tool to make land-use change benefits the people, the government and the private sector.

Abstract

It has been more than a half decade that the very destructive tsunami hit Banda Aceh, the capital city of Nanggroe Aceh Darussalam Province, located at the northern part of Sumatra Island. So far the urban planning and development in the city is focusing on reconstruction and rehabilitation, which can be absolutely understandable considering the devastating impact of tsunami at that time, however as the time passes by, a new intention has to be created to the conservation effort not only to uphold the value that Aceh once had, but also as an attraction to boost tourism.The paper argues that, despites some challenges in the interpretation and institution side, Puenayong would be the suitable place for conservation in Banda Aceh. Peunayong old shop-houses still retain the heritage architectural value. The long history of the area and the typical old Chinese architectural type of shop-houses make the area just the place for conservation. The regular maintenance by the owner such as painting, cleaning, and other efforts to protect old materials from decay have enabled this old shop-houses still stand at its architectural value today. As the economic value of the area is now increasing, reuse strategy could be used to maintain the character and the architectural value of the shop-houses and at the same time enhancing the environment quality of the site for tourist attraction.

Abstract

Land provision is one of the biggest challenges for development in urban area. Most of the available urban land will be the object of speculation to be resold at a higher price when the time is right. In Jabodetabek, where the pace of urban development is faster than other parts of Indonesia, the prices of land show an abnormal increase; they seem to rise too fast. This paper discusses the increasing land prices in Jabodetabek area and argues that the increasing land price has encourages the private developer to bank the land in the area. Based on land price survey in Jabodetabek, urban activity is moving to south Jakarta. The highest land prices were found at East Kuningan, Setiabudi, and South Jakarta. By constrast, the lowest prices were observed in Sumur Batu and Cimuning (Bantar Gebang, Bekasi).It can be concluded that the land price increase also triggered land banking practice in Jabodetabek reaching in total approximately 60% of total area of Jakarta.

Abstract

Konsep smart city telah digunakan secara meluas diberbagai bidang, namun secara umum masih mendominasi bidang-bidang yang berhubungan dengan teknologi informasi dan komunikasi, serta komputer dan keteknikan. Padahal tidak hanya itu, pembahasan smart city dalam bidang sosial juga merupakan sebuah prioritas. Hal ini juga dapat dilihat dari kecenderungan evolusi perkembangan konsep smart city dari tahun ke tahun yang terus mengarah dan fokus kepada aspek manusia dan masyarakat di dalamnya, salah satunya yaitu bagaimana manusia sebagai pengguna smart city dapat ikut berpartisipasi dalam menyelesaikan permasalahan kota dan ikut berpartisipasi dalam pembangunan. Tulisan ini bertujuan untuk melihat sejauh mana tingkat partisipasi masyarakat dalam konsep smart city yang telah berjalan, khususnya pada kasus kota-kota di Indonesia, selanjutnya melihat faktor-faktor apa saja yang menjadi prioritas dalam usaha peningkatan dan penguatan partisipasi masyarakat dalam konteks smart city. Studi ini akan fokus pada teori smart city, partisipasi, smart community, smart people, dan smart governance sebagai salah satu karakter pembentuk smart city. Analisa dan pembahasan dilakukan berdasarkan studi literatur, dan menggunakan metodologi systematic literature review melalui rangkuman hasil penelitian-penelitian sebelumnya dengan teknik deskriptif kualitatif.

Abstract

The rapid growth of the population of Semarang City and the limited land for settlements resulted in the emergence of illegal slums. One of the government's efforts to revitalize the slum area by coloring Gunung Brintik village area which became known as Kampung Pelangi. Some slum revitalization programs in other countries have not succeeded in increasing residents’ livelihood. The purpose of this study was to examine the success of the government in improving the livelihood of Kampung Pelangi in Semarang City, through the Sustainable Urban Livelihood (SUL) approach with quantitative descriptive methods and scoring analysis techniques. The study was conducted at two different times; before the implementation of the Semarang City Government program (in 2016) and after the implementation (in 2018). As a control, Kampung Pandean was chosen because it had similar conditions but did not get any program from the government. The results showed that there was a change in the livelihood of the population in Kampung Pelangi include the quality of human capital, natural capital, social capital, and physical capital, while the condition of Kampung Pandean does not show any changes during 2016-2018. This change is not due to coloring but due to improvements in physical conditions.

Abstract

Planning in public domain in practice is seemingly seen as a utopian concept. Once the knowledge that becomes the basis of planning is built on the pure understandings to cope the problem objectively, in reality, it turns into inflexible and rigid approaches when dealing with various interests, namely political and social subjects. This is because of the distinct perspectives and understanding owned by people, the planning stakeholders which are divergent, and stirred by individual interest. What becomes an evident is that the plentiful of interest tends to trigger the opposite arguments. Accordingly, planning in public domain that hoped to have neutral position is like having a castle in the air, because the individual interests of the stakeholders of planning seems to be inseparable aspects. Planners are then required to have multi-skill of a wide range knowledge, indeed to find it like a search for demigods, albeit by involving many skill groups that ends on a new issue of integrating thinking. This article will therefore attempt to parse a possible problem resolution through the concept of consensus-building, by first explaining its relevance in the context of planning, complexity and commonly used methods, in order to achieve common goals of development, and thereby placing the planner and their plans becomes as a valuable works, its worhted.

Abstract

The application of land banking is likely to be conducted in Indonesia as well as its success in various countries in solving various land-related problems. This study aims to formulate an institutional set up and funding scheme for land banking in Indonesia. This study utilized an adoption of Delphi method to compile and interprete expert opinions, in addition extensive review of literature and legislations were also conducted. This study recommends the set up of public owned land banking company that consist of main company and subsidiary company. The main company is 100% owned by the government. The subsidiary company is jointly developed with private sector and community. The main company is assigned to bank land for public purposes (eg. infrastructures, public housing, facilities) and not for profit. The subsidiary company is assigned to bank land for development and giving opportunity the land owners to get share and profit. The set up land bank company is funded by local budget. Profit from the subsidiary company can be reinvented to the main company.

Abstract

Transportation megaprojects have become a routine feature in the development of cities and urban infrastructure. The failure of many megaprojects to achieve the desired performance levels is an issue that has been discussed in several studies in recent years, ascribing it to the inability to plan for complexity and uncertainty. This and other problems that are commonplace among megaprojects are yet to be solved despite the employment of highly experienced professionals and resources. The role of the decision-making process in the planning phase is critical in dealing with the complex and uncertain nature of megaprojects. This paper presents a review of literature related to this topic and argues that a major challenge in the planning phase is a cultural misunderstanding of transportation megaprojects, since the rationale behind the development decisions and planning approaches fails to manage complexity and uncertainty. In this study, we identified four paradoxes that occur in transportation megaproject practice that show that top-down and linear planning approaches should be reformed to become more open-minded, nonlinear, and open. Doing so may benefit regional development and broad communities in the future.
