Abstract

Background.   Public Service Mall (PSM) is a breaktrough done by Jakarta’s Investment and One-StopIntegrated Service (PTSP) Office to improve people’s satisfaction.  Jakarta was previously known with its badpublic services conducted by local government. It’s improved up to 98% after PSM existence.  For example,Building Construction Permit (IMB) service had scattered in  various government agencies with unauthorized cost,completed in 60 days.  In reformation era, Jakarta cleaned up to prioritize the satisfaction of Jakarta’s people throughservice innovations such as one-stop integrated service IMB in PSM, Deliverance of Motor Licence (AJIB). Research Questions : 1). How  is the Forms of Service  in PSM ?; 2). What are the driving factors and innhibitors?Research Purpose , to analysis : 1).Forms of Service in PSM 2) to find out driving factors and inhibitors, ResearchFocus : 1).Forms of Services in PSM 2). IMB 3.0 and 3).AJIB . Research Methode: Descriptive; Research Approach: Qualitative; Results:  1).Forms of Service of PSM, DPM, PTSP =  292 , there are 14 Services from otherinstitutions, 2) AJIB conducted through online and offline, 3) IMB Service 3.0 free- conducted as long as it is not viabroker, will be provided free house design.  However, there are weaknesses that few people care of IMB 3.0 ; thereare many brokers; less employees; and a narrow service space.Keywords : innovation,  one-stop integrated service

Abstract

This paper focuses on evaluating the Generasi Berencana (GenRe Ceria) program, particularly on access to reproductive health, which is carried out by the National Population and Family Planning Agency of DKI Jakarta Province, which targets girls as policy subjects. BKKBN data mentions 57,688,472 people in the adolescent age range, meaning that one out of every four people in Indonesia is a teenager. This considerable amount is a potential that requires a planned, systematic, and structured management to benefit the nation's development capital in the future. The Ceria genre began in 2015 and ended in 2020, with an approach to youth by developing the Youth/Student Information and Counseling Center (Pusat Informasi dan Konseling Remaja/Mahasiswa/PIK R/M) in schools. This paper aims to evaluate the Generation Planning program in DKI Jakarta using the CIPP Evaluation Model on PIK R/M in six schools in DKI Jakarta Barat, spearheading efforts to provide access to reproductive health services and information for adolescent girls. By using qualitative research methods, this paper argues that the Ceria Genre program runs optimally even though it tends to focus on teenagers in school, ignores teenagers who drop out of school, and the inability to understand the cultural situation of the community.

Abstract

The existence of technology has become insignificant and affects all activities and human life in the world. As in today's era, almost everything is dependent on technology. Information technology in the e-government era can make it easy for people to obtain information and communicate interactively. Because with this technology, we can get information quickly. Information obtained through communication technology makes it easier for an organization to cooperate with each other in achieving the goals of the organization. Therefore the use of technology needs to be optimized and developed so as not to experience backwardness in obtaining information. This study aims to analyze the application of electronic signatures to the electronic official document system at the Jakarta Directorate General of Population and Civil Registration using qualitative research methods by collecting data through recording and observation. The theory used is Grindle's policy implementation theory. Based on the results of the research and discussion above, it can be concluded that the application of electronic signatures to the electronic official document system at the Directorate General of Population and Civil Registration in Jakarta in general has a positive impact and eases the work of its employees.

Abstract

This journal discusses the Government's Communication Strategy through the Family Planning Program. This study aims to provide knowledge about communication strategies for family planning programs to the community. The research method used is a qualitative approach with a descriptive method. The data sources in this study were obtained from references such as journals, books, and other written sources. The results of the family planning program is an activity held by the BKKBN which is a communication medium to become a medium for disseminating the family planning program. This family planning program needs to be well communicated and socialized, so that the younger generation of Indonesia in particular really gain knowledge and have attitudes in accordance with what is desired by the BKKBN. Therefore, a good communication strategy is needed so that the message to be conveyed to the younger generation can be received and realized properly. conclusions regarding the communication strategy of the BKKBN in the Family Planning program to the community to form community awareness itself through a communication strategy.

Abstract

The purpose of this research is to find out how to implement the Ecological-Based Provincial Budget Transfer Policy (TAPE) in North Kalimantan Province. This research uses qualitative research methods with a descriptive approach. The data obtained is carried out through observations, interviews, and documentation. The theory used in analysis is the Merilee S theory. Grindle determined by the content of policy (content of policy) and context of its implementation (context of implementation). The results of the study show that the interests that affect this policy are the interests of the provincial government because this policy is made purely looking at the natural conditions in North Kalimantan Province that prioritise the interests of the community. Then the type of benefits of this policy shows that with this policy, there are many benefits for both the Regency/City government and the community. The degree of change that occurred after this policy was also felt by both the Regency/City government and the community. The location of the decision making is still considered not optimal because the decision of this TAPE policy is only carried out by the Provincial government. In addition, the implementation of the program is still considered not optimal because there are still obstacles faced and the unfulfillment of all the criteria and indicators that have been given. Then, the resources are still inadequate, both human resources, and budget resources. For power, it is quite good seen from the communication and coordination of each agency. As for the characteristics, it is also considered good in policy implementation. Compliance and response are carried out by the Regency/City and the community which in this case is good enough.

Abstract

This article discusses the implementation of the Independent Campus Learning Policy at Muhammadiyah University Jakarta. The aim of this research is to find out and analyze the implementation of the independent campus learning policy at the Muhammadiyah University in Jakarta. This research theory uses policy implementation theory in the George Edwards III model. By using descriptive methods and qualitative approaches. Data collection uses interview, observation and documentation methods. The research results from 4 (four) indicators show that communication needs to be carried out more massively because there are several lecturers who do not understand the conversion and know the mechanisms in the Independent Learning Campus policy. Resources are sufficient, but supervision needs to be increased because there is still a lack of supervision. Disposition, having responsibility as evidenced by commitment to implementing the Independent Campus Learning Policy. Bureaucratic structure, policies are carried out in accordance with SOP. The technical data analysis carried out is data collection, data reduction, data presentation and drawing conclusions. The results of the research show that the implementation of the Merdeka Belajar Campus Merdeka policy is good, but it is hoped that it will be further improved regarding technical matters regarding Merdeka Belajar Campus Merdeka as well as providing an information system (IT) to make it easier to implement Merdeka Belajar Campus Merdeka.

Abstract

Manajemen sumber daya manusia menjadi hal yang penting untuk dimiliki oleh setiap organisasi maupun perusahaan dalam berbagai bidang Baik buruknya kualitas sumber daya manusia juga merupakan faktor penentu kualitas organisasi tersebut. . Dalam bidang pendidikan, manajemen sumber daya manusia perlu melaksanakan fungsinya dengan baik agar dapat menghadirkan para guru, karyawan serta tenaga kependidikan yang berkualitas. Kualitas sumber daya manusia yang ada dalam suatu sekolah juga akan menghasilkan output yang berkualitas sesuai dengan visi sekolah. Manajemen sumber daya manusia di SDI Abu Dzar, Jombang, Tangerang Selatan menjalankan fungsinya melalui indikator perencanaan, rekrutmen dan seleksi, peningkatan kompetensi pegawai, pengembangan karir, penilaian kinerja, dan kompensasi. Pendekatan yang digunakan dalam penelitian ini yaitu kualitatif. Adapun implementasi manajemen sumber daya manusia di SDI Abu Dzar berdasarkan hasil analisis penelitian, sudah terlaksana dengan baik yang ditandai dengan terlaksananya fungsi manajemen sumber daya manusia. seperti adanya perencanaan, pengembangan karir, peningkatan kompetensi yang baik dan dalam hal kompensasi yang sangat menyejahterakan pegawai. Walaupun dari segi rekrutmen belum sesuai dengan ketentuan yang diakibatkan oeh beberapa factor, salah satunya banyaknya jumlah peserta didik baru yang tidak dapat diprediksi setiap tahunnya namun sedikitnya jumlah pelamar saat pembukaan rekrutmen guru. Maka itu dalam proses rekrutmen, jika ada yang tidak sesuai ketentuan masih bisa diberi kesempatan. Manajemen sumber daya manusia menjadi hal yang penting untuk dimiliki oleh setiap organisasi maupun perusahaan dalam berbagai bidang Baik buruknya kualitas sumber daya manusia juga merupakan faktor penentu kualitas organisasi tersebut. . Abstract

Penelitian ini bertujuan untuk mendeskripsikan: (1) proses pembentukan tim akreditasi sekolah, (2) pelaksanaan pengisian instrumen akreditasi dan bukti fisik, (3) faktor penghambat dan pendukung dalam persiapan akreditasi sekolah, (4) quality control dari proses pengisian instrumen akreditasi dan bukti fisik, (5) tindak lanjut persiapan akreditasi sekolah, dan (6) strategi keberhasilan dalam akreditasi sekolah. Penelitian ini menggunakan pendekatan kualitatif, dengan rancangan penelitian studi kasus. Lokasi penelitian di SD Islam As-salaf Tahfidzul Qur’an Serpong, Tangerang Selatan. Teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil penelitian ini (1) proses pembentukan tim melalui penunjukan ketua tim oleh kepala sekolah, (2) pelaksanaan pengisian instrumen akreditasi dan bukti fisik melalui menghadiri sosialisasi, melakukan checklist instrumen akreditasi, persiapan data akreditasi dan pemenuhan bukti fisik, (3) faktor penghambat yaitu belum adanya tenaga dibidang administrasi sekolah, keterbatasanya waktu, bukti fisik berupa dokumen yang letak nya tidak beraturan dan terkadang tidak adanya bukti berupa foto, fasilitas yang kurang memadai berupa printer, sedangkan faktor pendukung yaitu bantuan dan motivasi kepala sekolah, kerja sama antar tim, dan bantuan stakeholders sekolah (4) quality control melalui pengecekan dan rapat evaluasi, (5) tindak lanjut persiapan dengan membiasakan kelengkapan perangkat sekolah, membuat program sekolah, dan (6) strategi keberhasilan dalam akreditasi sekolah terdapat strategi untuk mendapatkan nilai A dan strategi supaya cepat selesai.

Abstract

As an embodiment of e-government the Directorate General of Population and Civil Registration of the Ministry of Home Affairs launched the e-Office system, this system was built to improve the quality of public services in terms of correspondence, communication between regions online or digitally, in its implementation there are various problems from the provider side Such services include long bureaucratic processes. The aim of this research is to analyze how Atandie e-Office is implemented at the Directorate General of Dukcapil, Ministry of Home Affairs. The research method used is descriptive with a qualitative approach and data collection techniques through interviews and observation. This research uses indicators of e-government implementation according to Indrajit (2005:13). The results of this research show that content development has been carried out for e-Office development since 2021-2022 and there will still be final development in 2023, competency building training that has already been carried out, The connectivity of the infrastructure provided is sufficient as seen from the large server capacity provided, but we still have to add a backup server, cyber laws, the legal regulations underlying e-Office are quite strong with Minister of Home Affairs Regulation N0.7 of 2019 concerning Online Population Administration Services, citizen interfaces Staff procurement is carried out approximately once a year in two ways, capital in terms of the budget applied for the construction and development of e-Office is sufficient.

Abstract

Abstrak Penelitian ini membahas mengenai implementasi UU 8/2016 dikaitkan dengan UU 13/2003 dan Peraturan Daerah DKI Jakarta 10/2011 tentang tenaga kerja bagi orang dengan disabilitas. Kebijakan dan regulasi terkait hak tenaga kerja terhadap penyandang disabilitas di Indonesia sudah cukup memadai, namun jika dilihat secara keseluruhan belum berjalan optimal pada pelaksanaannya. Hasil penelitian di BUMD Jakarta selaku pemberi kesempatan kerja, belum mempekerjakan penyandang disabilitas sesuai dengan ketentuan regulasi yang ada dan belum melaksanakan kewajibannya dengan memberikan pemenuhan hak – hak pekerja disabilitas. Penelitian ini bertujuan untuk memberikan informasi untuk mengetahui dan menanalisis mengenai kebijakan perekrutan pekerja disabilitas di BUMD Jakarta. Dengan menggunakan metode kualitatif, hasil dari penelitian menunjukan bahwa implementor belum menjalankan ketentuan regulasi yang telah ada, sehingga realita yang terjadi dalam perekrutan tenaga kerja disabilitas belum berjalan dengan maksimal, secara perekrutan dan penempatan, serta tidak terpenuhinya kuota yang telah ditentukan bagi penyandang disabilitas. BUMD belum melaksanakan pemenuhan hak – hak penyandang disabilitas dalam hal memberikan peluang kerja, memberikan pelatihan keterampilan dan mendapatkan pekerjaan yang layak tanpa adanya diskriminasi. Kata Kunci: Tenaga Kerja, Penyandang Disabilitas, Regulasi Tenaga Kerja, Hak Kesejahteraan Abstract This study focuses on analyzing the implementation of Law 8/2016 in relation to Law 13/2003 and DKI Jakarta Regional Regulation 10/2011 concerning employment for people with disabilities. Policies and regulations related to labor rights for persons with disabilities in Indonesia are adequate, but overall they have not been implemented optimally. The results of the research in Jakarta Regional Owned Enterprises as job opportunity providers, have not employed persons with disabilities in accordance with existing regulations and have not carried out their obligations by providing fulfillment of the rights of disabled workers. This study aims to provide information to identify and analyze policies regarding the recruitment of disabled workers. By using a qualitative method, the results of the study show that the implementor has not implemented the existing regulatory provisions, so that the reality that occurs in the recruitment of disabled workers has not run optimally, in terms of recruitment and placement, and the quota has not been fulfilled for persons with disabilities. Companies in Jakarta Regional-Owned Enterprises have not implemented the fulfillment of the rights of persons with disabilities in terms of providing job opportunities, providing skills training and getting decent jobs without discrimination.
