Abstract

With the number of tax payment services at the Samsat office in Riau province, the community needs service innovation that is easier to access payment services for motorized vehicle taxes.So that the E-samsat service application emerged ,which is an online application that aims to serve and facilitate the public in paying motorized vehicle taxes.The purpose of this study is to describe in depth the innovation of the E-Samsat application service in the payment of motor vehicle tax in Riau Province as a form of excellent service at the E-Samsat office of Riau Province.This study uses the theory of Everett M.Rogers(2003) in Suwarno (2008:17). In its application,innovation has attributes inherent in the innovation.The innovation attributes referred to are as follows : Relative Advantage, Compatibility, Complexity,Triability (possibility to be tried),Observability (easily observed).The research method used in this research is descriptive method qualitative data collection techniques through interviews, observation and documentation. Data collection, data reduction, and drawing conclusions made on data analysis techniques.The results of this study indicate that the Relative Advantage is the easiness of the community in handling motorized vehicle tax payments (PKB).Compatibility (suitability) where the E-Samsat service innovation for the people of Pekanbaru city is in accordance with the current conditions of technological development. Complexity in which the innovation of E-Samsat services is not considered complicated in the implementation process.Then Triability (possibly tested) the people of Pekanbaru City who responded positively to the existence of E-Samsat service. Furthermore from Observability (ease of observation) with fairly simple service procedures electronically. Keywords : Innovation, Service, E- Samsat Riau Province

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Program Kota Layak Anak (KLA) Kota Pekanbaru dan apa hambatan yang ditemui dalam Implementasi Program Kota Layak Anak (KLA) Kota Pekanbaru. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, pengumpulan data dengan cara wawancara, observasi, dan dokumentasi dengan Informan kunci dan informan susulan dari Program KLA. Hasil Penelitian menunjukkan berdasarkan Indikator Komunikasi berada pada kategori kurang terimplementasi, Sumber daya masih belum adanya anggaran yang mencukupi dalam implementasi program, disposisi terlihat bahwa komitmen dari implementor kebijakan sudah terlaksana namun belum maksimal, dan Struktur Birokrasi perlunya penguatan kelembagaan dalam implementasi program Kota Layak Anak.

Abstract

Poverty is still the biggest challenge in Indonesia today. It is closely related to health, education, toddlernutrition, etc. Numerous policies have been rolled out by the government to overcome this problem. Oneof them is Program KeluargaHarapan (PKH) from the Ministry of Social Affairs Republic of Indonesia.This research aims to find out the effectiveness of Program KeluargaHarapan in reducing the number ofpoverty and the inhibiting factors in implementing the program in KecamatanTenayan Raya, KotaPekanbaru. This research is using a quantitative method with a descriptive approach. The results of thisresearch are classified into three categories: effective, quite effective, and less effective. The respondentscategorized the input, process, and output of the program to be effective. 72% of 30 respondents thinkthat the input approach is effective. It means that the PKH implementation in the KecamatanTenayanRaya is following the objectives of the program. 71% of the respondents consider that the process of PKHaid distribution is following the Standard Operating Procedures. Besides, 77% of them think that thefamily who received support from the program met the proper criteria. Regarding the inhibiting factorsof this program, the respondents emphasized several aspects. The inhibiting factor for the effectivenessof this family expectation program includes; the lack amount of money given to the community; and poorcoordination between program officers and supervision.

Abstract

Social health insurance (Jamkesos) is organizing the Yogyakarta Provincial health care insurance that provides health insurance and are able to meet basic health needs for the population in the province in a sustainable manner so manifest optimal health degree equitably. As an institution that aims to provide maximal service to the community, the quality of service can be one of the responsiveness of the institution, so Bapel Jamkesos as a service provider, provides responsiveness to the expectations, desires, aspirations and demands of service users or the public, Accordingly, this study aimed to determine the responsiveness of Jamkesos Program to the community with a case study in the hamlet Blali, Bantul. The results of this study indicate that Jamkesos in the implementation of the program has a pretty good responsiveness, as Jamkesos can provide services according to the needs and aspirations of the community, although there are still many shortcomings in implementation. To measure indicators of the responsiveness of the program Jamkesos obtained from the writing and analysis of several indicators, namely (1) Procedure Guarantee and claims, (2) Procedures Socialization Program Jamkesos DIY, (3) Quality of the Program jamkesos DIY, (4) Community (as the Target Group ) of the four indicators of responsiveness, no visible positive impact on the number of Jamkesos utilization, and the negative impact of the lack of information received by the community of participants Jamkesos.

Abstract

This study aims to determine the Strategy Increasing Land Revenue Tax Rural and Urban Sector in Pekanbaru City Revenue Board. The strategy research indicators used include different competencies, scope, resourcedistribusi. Research method used is quantitative method that is by interview and interact with people in place of research. This research is categorized as a descriptive research that prioritized the questionnaire as a means of collecting data and collected data then used as the main raw material to analyze. The empirical condition of objectivity of the existence of the researcher’s objectives at the location under study.The sampling technique used in this research is using census technique method or saturated sample. The types and techniques of data collection used consisted of primary data collected by questionnaire, interview and documentation techniques and secondary data collected using obsevation techniques.While the data analysis technique used is to use the frequency tool. This study aims to analyze the strategy of increasing the receipt of tax on the earth and building the rural and urban sector in the city’s revenue agency Pekanbaru. Because the strategy is very importand to see how far the taxes of the earth and buildings can be realized through the strategy.Based on this analysis technique, the researcher concludes that the Analysis of Increasing Strategy of Increasing Land and Building Tax of Rural and Urban Sector InPekanbaru City Revenue Board is in the accomplished category.

Abstract

This study aims to determine the level Implementation Coordination destination Slow Path In Morning Market Revitalization Arengka. Coordination of assessment indicators used include Settings, Synchronization (unify), Shared Interests and Objectives Together. The location was used in this study is the Department of Transportation and Communications and Information Technology Department of the General Workers Pekanbaru. This type of research is Diskriptif Survey, which prioritizes data collection questionnaire tool list and a list of guidelines for the interview as a basic tool to explain the variable and its influence starting from the use of such data. There are two groups of the population and sample in this research is the field of Highways and the Supervision and Control of Traffic totaled 13 people and employees of the Supervision and Control of Traffic Pekanbaru total of 11 people. Three sampling technique used in determining individual sample was purposive sampling technique for population Head of Public Workers, Head of Communications and Informatics, Head of Highways and Head of Supervision and Control of Traffic. Saturated Sampling Technique / Census for population groups of employees field of Highways and Employee Monitoring and Controlling Pekanbaru. Types and data collection techniques consist of primary data and secondary data. Data analysis technique used is by using descriptive method which is a way to analyze the available data on the object of research and comparing with the theory-related problems. Furthermore, both quantitatively analyzed further to compare the reality with existing references in the analysis associated with this study in the form of a brief and clear description. Based on analysis techniques researchers assess and conclude that the Implementation Coordination In Slow Path Morning Market Revitalization Arengka quite accomplished.

Abstract

The PMB-RW Program aims to create and improve the quality of community life, both individually and in groups to participate in solving various problems related to efforts to improve the quality of life, independence, and community welfare. The purpose of this research is: To find out how the effectiveness of Community-Based Community Empowerment Program (PMB-RW) in Realizing Tridaya Principles in Pekanbaru City. And to analyze what are the factors that influence the Effectiveness of Community-Based Community Empowerment Program (PMB-RW) in Realizing Tridaya Principles in Pekanbaru City. This research uses qualitative research with descriptive methods. The findings of this study based on the indicators used are 1. The PMB-RW program process is seen from the communication, decision making, employee development until the socialization has been carried out because this program has been started from 2014. 2. The efficiency of the PMB-RW program is still considered ineffective. 3. Satisfaction of PMB-RW Program which is assessed from the level of apparatus performance, and the level of public / community. 4. The excellence of the PMB-RW program is judged by its satisfaction, consistency, and bureaucratic structure. 5. Development of PMB-RW programs that refer to intervention strategies and achievement of objectives.

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas E-Warong KUBE PKH Berkah Harapan di Kecamatan Marpoyan Damai Kota Pekanbaru. Tipe penelitian ini adalah penelitian kualitatif dan kuantitatif deskriptif. Informan dalam penelitian ini meliputi ketua, sekretaris, dan bendahara E-Warong KUBE PKH Berkah Harapan. Sedangkan responden penelitian dibagi atas dua kelompok, yaitu masyarakat atau keluarga penerima manfaat program dan anggota pelaksana program. Jumlah responden dari anggota pelaksana program adalah 7 orang dan dari masyarakat adalah 82 orang. Data penelitian ini bersumber dari data primer, yaitu berupa hasil wawancara dan kuesioner. Berdasarkan hasil penelitian, diketahui bahwa Efektivitas E-Warong KUBE PKH Berkah Harapan di Kecamatan Marpoyan Damai Kota Pekanbaru adalah cukup baik. Ini terlihat dari aspek ketepatan waktu, tercapainya tujuan program dan perubahan nyata yang dirasakan masyarakat miskin dari program adalah masih cukup baik.

Abstract

The development of halal-based tourism requires planning, Implementation, and control efforts, to create added value as desired. One is implementing the Indonesian halal tourism logo and the Halal Tourism Halal Logo. Halal Tourism is an additional service that is part of tourism. The research was conducted to analyze and explain the Implementation of Halal Tourism Development in Pekanbaru City. This research was conducted using indicators of Implementation according to Edward III, namely first Communication, second Resources, third Disposition and fourth bureaucratic structure. This type of research uses descriptive with qualitative methods. The study results are based on indicators of Communication, resources, disposition, and bureaucratic structure. Communication activities in the form of socialization by the implementor have been carried out through various media, namely social media, the web, and promotion through local television media. However, consistency still needs to be improved. Not a few of the community/business people themselves still need to understand the concept of halal tourism, steps in the Implementation of halal tourism development have been at the stage of making a decree (SK) Accelerating the Development of Halal Tourism. Halal certificates in several culinary businesses and restaurants must be implemented better. There are budget constraints owned by the Pekanbaru City Culture and Tourism Office, so the Implementation of halal tourism development activities has yet to be maximally achieved.

Abstract

ABSTRACTThis research examines to see and measure the implementation of the Red Rose service application program both in general in providing all information related to the Rumbai sub-district, and specifically in managing information in the management of land documents in the Rumbai sub-district of Pekanbaru city. management of land documents in the Rumbai Sub-district of Pekanbaru City. The Red Rose service application is utilized for information management related to land documents in Rumbai Sub-district. The research method used is a qualitative approach, descriptive research type, with informant selection techniques using purposive sampling, and data analysis techniques using data reduction, data presentation, and conclusion drawing. From the results and discussion, it is concluded that the implementation of the Red Rose application is quite good because it is considered appropriate and provides changes related to people who do not yet have land ownership certificates given the ease of managing SKT with the application, but there is no community involvement with the use of the application. Furthermore, related to employee resources as operating the Red Rose service application is still very minimal. ABSTRAKTujuan dilaksanakannya penelitian ini adalah untuk melihat dan mengukur pelaksanaan program aplikasi layanan Red Rose baik secara umum dalam memberikan seluruh infomasi terkait kecamatan Rumbai, dan secara khusus dapat mengelola informasi dalam pengelolaan dokumen pertanahan di Kecamatan Rumbai Kota Pekanbaru. Aplikasi layanan Red Rose dimanfaatkan untuk pengelolaan informasi terkait dokumen pertanahan di Kecamatan Rumbai. Metode penelitian yang digunakan adalah pendekatan kualitatif, jenis tipe penelitian deskriptif, dengan tehnik pemilihan informan menggunakan purposive sampling, dan teknis analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Dari hasil dan pembahasan diperoleh kesimpulan bahwa Implementasi aplikasi Red Rose cukup baik karena dinilai tepat dan memberikan perubahan terkait masyarakat yang belum mempunyai surat kepemilikan tanah diberikan kemudahan dalam pengurusan SKT dengan aplikasi tersebut, akan tetapi belum adanya keterlibatan masyarakat dengan penggunaan aplikasi tersebut. Selanjutnya terkait dengan sumberdaya pegawai selaku pengoprasian aplikasi layanan Red Rose masih sangat minim.
