Cagar Budaya merupakan kekayaan budaya bangsa sebagai wujud pemikiran dan perilaku kehidupan manusia yang penting artinya sebagai pemahaman dan pengembangan sejarah ilmu pengetahuan dan kebudayaan.Didalam peraturan Daerah Provinsi Riau Nomor 15 Tahun 2013 Tentang Pelestarian Cagar Budaya yaitu keberadaan Cagar Budaya di wilayah Provinsi Riau namun masalahnya belum mengembangkan dan menerapkan kebijakan yang dapat menjamin terlindunginya cagar budaya Mesjid Jami’ Air Tiris menjadi tanggungjawab bersama.dan tujuan penelitian ini adalah untuk mengetahui bagaimana Kewenangan Dinas Kebudayaan Provinsi Riau dalam Perlindungan Cagar Budaya Mesjid Jami†Air Tiris. metode penelitian kualitatif pendektan deskriptif,Hasil penelitian ini menunjukkan bahwa Kewenangan Dinas Kebudayaan Provinsi Riau mempunyai tiga aspek penting dalam perlindungan cagar budaya Mesjid Jami’ Air Tiris yaitu aspek atribusi,delegasi dan mandat.

The Village Government is the spearhead in implementing existing government functions. Government functions according to Ryas Rasyid itself are four, namely Service, Development, Empowerment, and Regulation. The function that will be focused in this paper is the function of the service) carried out by the Village Government, namely the Village Head, Village Secretary and Other Village Devices to the Village Community. There are various services available at the Village Office, such as a cover letter for the management of Electronic Citizenship Cards, Family Cards, Birth Certificates, Death Certificates, Police Records and others. Although the services provided at the Village Office are only limited to a cover letter, good and satisfying services are a demand of the village community and must be fulfilled by village officials everywhere. This Conceptual Idea was created with the aim of identifying classic problems in the implementation of public services by the Village Government so that appropriate solutions can be found to answer these problems. There are so many classic problems that occur in the services provided by village government officials. For example, there are still village officials who do not have the ability to listen to complaints made by the village community about the services provided by the village officials. In addition, another classic problem is the ethics and attitude of the village officials in providing services to the community that are still not good. Of course with the ethics and attitude that is not good from the village apparatus, the community becomes uncomfortable in dealing with village officials. Classic problems like this are undeniably still found in many Village Offices throughout Indonesia. A formulation is needed so that the classic problems can be gradually lost and no longer become a disease in the Services carried out by the Village Government

In general, the problem associated with Remote Indigenous Communities is accessibility to public facilities that enable them to transform their lives into a better direction. Lack of accessibility to the outside world which causes Remote Indigenous people to fall into various aspects of life such as poverty, low health levels, education levels and others. The purpose of this study was to analyze the Remote Indigenous Community Empowerment by the Bengkalis Regency Government. The results of this study are useful as information and input from the Bengkalis Regency Government in making policies related to the empowerment of Remote Traditional Communities in the Bengkalis Regency Regional Government. The results of this study indicate that the empowerment of Remote Indigenous Communities carried out by the Bengkalis Regency Government. not running properly because seen from human empowerment, social environment and social protection and advocacy is still limited to providing assistance for facilities and infrastructure, there are no concrete steps to improve the quality of the isolated indigenous community. The existence of barriers to empowerment is the limited budget and not yet open to the community of Remote Indigenous Communities to receive new things.

PTSL is defined as the activity of registering land for the first time carried out simultaneously for all objects of land registration throughout the territory of the Republic of Indonesia in one village / kelurahan or other name at the same level, which includes the collection of physical data and juridical data regarding one or several objects. land registration for the purposes of its registration. Seeing the low number of registered land parcels, the government is targeting to certify 5 million land parcels throughout Indonesia by 2017 through the PTSL Program. As many as 7 million land parcels in 2018, 9 million land parcels in 2019 and in 2025 all land parcels in Indonesia's territory have been registered. In accordance with the consequences of the provisions of Law Number 23 of 2014 concerning Regional Government, namely the granting of autonomy to districts one of which is in the land sector, the Land Office in each Regency / City is the implementer of the National Policy or programs in the Land Sector in the Region, one of which is Pelalawan Regency. Pelalawan Regency through its Land Office also implements this PTSL program. The purpose of carrying out this research is to see and measure the implementation of the Complete Systematic Land Registration Program at the Pelalawan Regency Land Office. The next objective is to determine the obstacles encountered by the Pelalawan Regency Land Office in implementing the Complete Systematic Land Registration Program (PTSL). The method used in this research is a qualitative research method with the type of case study research. This study uses indicators of implementation by Edward III with indicators that will be the blade of analysis, namely communication, resources, dispotition and bureaucratic structure. Of the four indicators used as analysis tools, it was found that the Implementation of the Complete Systematic Land Registration Program at the Land Office of Pelalawan Regency was quite good with several obstacles that emerged.

Lahirnya Undang-Undang Nomor 6 Tahun 2014 tentang Desa mengembangkan paradigma dan konsep kebijakan tata kelola desa secara nasional.Undang-Undang Desa ini tidak lagi menempatkan Desa sebagai latar belakang Indonesia, tetapi halaman depan Indonesia. Konsepsi pendampingan desa ini lebih lanjut dijabarkan dalam Peraturan Pemerintah Nomor 43 tahun 2014 tentang Peraturan Pelaksanaan Undang-Undang Desa. Pendampingan desa mempunyai peran penting dalam meningkatkan peran serta masyarakat dan kelembagaan desa dalam kegiatan pembangunan desa. Program Pendamping Desa di Desa Bantan Air Kabupaten Bengkalis sudah dilaksanakan sejak tahun 2011 yang lalu dan dianggarkan dalam Anggaran Pendapatan dan Belanja daerah Kabupaten Bengkalis, hal ini disebabkan karena kondisi pembangunan yang belum terlaksana dengan baik dan belum merata di setiap desa sehingga menimbulkan kesenjangan antar desa. Disamping itu, jumlah anggaran atau dana yang dikelola oleh desa-desa yang ada di Kabupaten Bengkalis sangat banyak, mulai dari Alokasi Dana Desa, Dana Itruksi Bupati tentang Penguatan Pembangunan Infrastruktur Perdesaan (INBUP PPIP) sampai dengan Dana desa yang berasal dari Anggaran Pendapatan Belanja Negara. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe deskriptif. Adapun tujuan dari penelitian ini adalah untuk mengetahui dampak program pendamping desa di Kabupaten Bengkalis. Pelaksanaan Program Pendamping Desa di Kabupaten Bengakalis pada dasarnya belum berjalan dengan sebagaimana mestinya dan belum memberikan dampak yang signifikan terhadap kemampuan aparatur desa dan pembangunan desa di Bengkalis.

Penelitian ini bertujuan untuk mengetahui pembinaan pustaka kampung melalui program transformasi perpustakaan berbasis inklusi sosial oleh dinas perpustakaan kabupaten Siak. Transformasi perpustakaan berbasis inklusi sosial merupakan perubahan fungsi dari perpustakaan yang tidak hanya terbatas sebagai sarana membaca namun sudah beralih menjadi sarana pengetahuan, teknologi informasi dan pengembangan keterampilan masyarakat. Pustaka kampung merupakan salah satu saranatransformasi yang berada pada lingkungan kampung. Namun masih banyak ditemukan fenomena dalam pelaksanaannya yakni kurangnya sarana prasarana pustaka, anggaran serta belum dijadikan sebagai pusat kegiatan masyarakat. Penelitian ini dilakukan dengan menggunakan metode kualitatif dengan pengumpulan data melalui wawancara dan observasi. Dan dari hasil penelitian diketahui bahwa pustaka kampung Benayah kecamatan Pusako masih memiliki keterbatasan sarana prasarana, kualitas dan kuantitas sumber daya manusia disebabkan oleh masih sedikitnya anggaran yang diperoleh pustaka kampung melalui Alokasi Dana Desa (ADD). Sehingga perlunya pembinaan lebih lanjut dari dinas perpustakaan kabupaten Siak agar program transormasi perpustakaan berbasis inklusi sosial dapat dirasakan dampaknya oleh masyarakat kampung.

Sejak tahun 2017, SMP YLPI telah ditetapkan sebagai sekolah inklusi berdasarkan Surat Keputusan Walikota Pekanbaru, namun SMP YLPI tidak mendapatkan pendampingan khusus dari pihak manapun dalam manajemen dan pelaksanaan sekolah inklusi di tingkat sekolah menengah. Hal ini menyebabkan munculnya berbagai kendala dan keterbatasan yang dihadapi dalam memberikan layanan Pendidikan, khususnya untuk Anak Berkebutuhan khusus (ABK). Tujuan pengabdian masyarakat ini adalah memberikan pengetahuan mengenai bagaimana melaksanakan pendidikan inklusi, ciri-ciri / karakteristik peserta didik berkebutuhan khusus, dan keterampilan melakukan deteksi dini masalah emosi dan tingkah laku serta penyusunan Program Pendidikan Individual (PPI). Oleh karena itu, kepada SMP YLPI diberikan pendampingan tahap pertama dengan memberikan 4 program yaitu 1) psikoedukasi mengenai bagaimana pelaksanaan sekolah inklusi, 2) psikoedukasi mengenal anak berkebutuhan khusus, 3) pelatihan keterampilan deteksi dini peserta didik berkebutuhan khusus dengan menggunakan Strength and Difficulties Questionnaire (SDQ), 4) pelatihan menyusun Program Pendidikan Individu (PPI) untuk peserta didik berkebutuhan khusus. Adapun hasil pelaksanaan program menunjukkan bahwa telah terjadi peningkatan pengetahuan mengenai pendidikan inklusi dan peserta didik berkebutuhan khusus sebesar 58,18 poin dan 41,875 poin (selisih pretest dan posttest) untuk materi deteksi dini masalah emosi dan tingkah laku. Adapun hasil kegiatan keempat adalah bahwa semua peserta telah mampu menyusun PPI dengan baik. Meskipun hasil pengabdian ini menunjukkan hasil yang baik, namun perlu dilakukan pengabdian lanjutan untuk pendampingan implementasi semua pengetahuan dan keterampilan yang telah diperoleh melalui pendirian Pusat Layanan Disabilitas sehingga semua program yang dilaksanakan dapat dijamin keberlanjutannya.

Since the last few years, the city of Pekanbaru be used as a storage area that is visited by many illegal immigrants who mostly come from the countries of the Middle East that is in conflict such as Iraq, Syria, Afghanistan, Iran and other countries. In its development, the increasing arrival and presence of illegal immigrants in the city of Pekanbaru has presented its own problems that feared will have an impact in the sector of ideology, political, economic, social, cultural, national security, immigration insecurity. While Immigration Office Class 1 Pekanbaru city itself is an institution that is given tasks and responsibilities within the Director General of Immigration regulation Number IMI-1489.UM.08.05 in 2010 on the handling illegal immigrants through its Head of Immigration Office to keeping an eye the illegal immigrants who were in the city of Pekanbaru and also for registration and periodic reporting of data for each month both qualitative and quantitative data are reported to the Director General of Immigration. Results from this study is the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the Handling Illegal Immigrants can be categorized enough implemented. This can be seen from almost all sub-indicators such as communication, resources, dispotition and bureaucratic structure can be found in the implementation of the Director General of Immigration Regulation Number IMI-1489.UM.08.05 in 2010 on the handling Illegal Immigrants, although there are still some shortcomings and weaknesses in the implementation of these regulations.

Research study describing quality service of passport arrangement that can be seen from activity that had been done in passport arrangement by Imigration Office Class 1 of Pekanbaru. Study problems is how quality services of passport arrangement that had done by Imigration office Class 1 of Pekanbaru. The method used in this research is quantitative descriptive that is using analysis in-depth interviews with several informants that is citizen who already get the service from Immigration Office Class 1 of Pekanbaru for the last 3 (three) years and officers from Immigration Office Class 1 of Pekanbaru about the services of passport arrangement and also using a questionnaire too as a technique of data collection. Result from this research showing that quality services in Imigration office Class 1 of Pekanbaru in passport arrangement is quite good such as technology used in supporting services increasingly sophisticated and servicing of passport arrangement that provided in accordance with the SOP (operational service standards). However, there are some inadequacy. It showed by complaint about a narrow parking lot, the information about passport arrangement for example about time that not clearly.

This study aims to look at the role of the Pelalwan District Land Office in resolving land ownership disputes in Pelalawan Regency and this research was conducted using survey research methods, the level of exploration is descriptive and using qualitative data analysis. The researcher interviewed directly and in depth with key informants who were considered to be most aware of the role of the Land Office in resolving land ownership disputes using a technique. purposive sampling. The results of this study indicate that the role of the Land Office in resolving disputes Land ownership is considered quite maximal because it has become a mediator between the two parties to the dispute in conducting mediation even though it has not yet met an agreement and there are several findings that have become obstacles to the Land Office in resolving land ownership disputes. First, the Land Office lacks human resources. Second, Lack of witnesses Regarding Land History and third, Factors of disputing character that are only selfish.
