Abstract

Environmental problems cannot be denied that there are industrial activities along the Siak watershed that ignore the principle of environmental ethics (sustainability, proportionality and responsibility) so that the impact on the quality of the environment in the Siak watershed is reduced. The purpose of this study is to see the government's commitment to supervise industrial activities that have an impact on environmental pollution along the Siak watershed (DAS) which covers the area of Pekanbaru and Siak. Research Methods through a qualitative approach by means of FGDs and Interviews to Industrial Stakeholders in the Siak watershed. This is because the institutional system of the program has not been able to manage social interaction among the various parties involved. As a result, starting from planning to program management has not been carried out based on environmental governance needs. Therefore, an institutional system is needed that is able to manage social interaction among various parties in minimizing environmental pollution by industrial activities along the Siak watershed. Based on these conditions, this paper produced a model for institutional strengthening through a collaborative governance approach to minimize environmental pollution in the Siak watershed.Keyword : Collaborative Governance, sustainable, proportional and environmental responsibility

Abstract

This paper aims to outline the political situation and the political strategy of political parties inthe face of political contestation in the realm of local politics. This article objectively theunderlying thoughts on some of the problems faced by political parties, namely; First, that themajority of political parties have not been able to build a party structure to the deepest levelslower in real terms, and the Second, political parties tend to show the face of the managementof the party that the conventional / traditional, less utilize information technology systems andthe lack of measuring instruments used by political parties in facing political contest, especiallyin the realm of local politics. Moreover, political parties also have not been able to demonstrateclearly the number of cadres, Party members and sympathizers at various levels of the partystructure. This paper on the theory of thought underlying political strategy Peter Schroder. Inthe data-collection efforts, this paper emphasizes the qualitative data acquisition with a literaturestudy. The study concludes that the political strategy that can be done by political parties in theface of political contest local include strategic political mapping, preparation of planning,building resources, analysis of internal and external environment, strategize major influencevoting behavior, mobilization, imaging and coordination.

Abstract

Kawasan Pulau Penyengat merupakan destinasi wisata yang memiliki karakteristik khusus di indonesia, namun dalam pengelolaannya masih menghadapi banyak kendala seperti kurangnya keterlibatan masyarakat dalam pengelolaan sumber daya pariwisata yang ada dan rendahnya kualitas sarana dan prasarana Pariwisata. Pengembangan kawasan Pulau Penyengat sebagai kawasan wisata unggulan juga terbentur pada berbagai regulasi, komunikasi pemerintahan antar pemerintahan dengan belum maksimal meskipun objek wisata pulau penyengat sudah ditetapkan sebagai cagar budaya nasional. Pemeliharaan objek wisata dilakukan oleh Balai Arkeologi yang unit teknisnya berada di Batu Sangkar Sumatera Barat, dampaknya komunikasi pemerintahan daerah terutama dalam hal alokasi anggaran Pemerintah kota penyengat tidak dapat dilakukan baik. Penelitian ini bertujuan untuk (1) mengidentifikasi model komunikasi pemerintahan dalam pengelolaan potensi objek wisata di Pulau Penyengat, (2) mengkaji karakteristik masyarakat sehingga terlihat bentuk dan tingkat partisipasi masyarakat dalam pemeliharaan dan pelestarian lingkungan hidup dalam mendukung Wisata di Pulau Penyengat, Penelitian ini dilaksanakan di Pulau Penyengat Kota Tanjungpinang Provinsi Kepulauan Riau. Data diperoleh dengan menggunakan metode survey dengan pendekatan kualitatif, pengamatan dan pengukuran lapangan, wawancara dan dokumentasi. Analisis data dilakukan dengan  teknik analisis deskriptif, dan diperkuat dengan analisis SWOT. Hasil penelitian menunjukkan partisipasi masyarakat dalam pengembangan wisata Pulau Penyengat belum maksimal. Dan berdasarkan analisis dikembangkan komunikasi pemerintahan  merupakan faktor penting dalam pengembangan desa wisata pulau penyengat.

Abstract

The institution of Election organizers such as the General Election Commission is tasked with implementing the electoral stages process. Placing women in the election field is not only a matter of equality with men but part of the effort to encourage women?s political participation. The involvement of women as election organizers will play a major role in maximizing women?s participation in the elections. The main act women can take as election organizers at each stage is to ensure that women?s needs are considered and incorporated into programs or policies that are properly designed and implemented. The results of the number of women commissioners as election organizers are still minimal quantitatively. And if you look at the composition of the current membership structure, this women commissioner is still very minimal due to the 30 percent quota has not been fulfilled so there is still discrimination and many obstacles and challenges are found in realizing gender equality and women?s opportunities are limited in performing the tasks of elections. Most of these commissioners also feel there is still gender inequality. Challenges and obstacles such as social barriers in the form of Patriarchal Culture that still exist in Minangkabau society are still felt even though it is not as thick as in past times. In addition, stereotypes, marginalization, subordination, and the double burden also greatly affect the existence of this women commissioner in realizing gender equality.

Abstract

Corruption behavior in the Riau Provincial Government?s bureaucracy has been at an alarming stage, this is evidenced by the corruption of the construction of the anti-corruption monument in Riau province, which resulted in the detention of 13 state civil servants and 5 private parties. This study aims to identify factors that can be used as models to strengthen the culture of anticorruption in the Riau provincial government bureaucracy, by examining institutions and individuals within the Riau provincial bureaucracy that are considered to have anti-corruption behavior. This research was conducted with a qualitative method by interviewing officials in the Regional Personnel Agency, Forestry and Environment Agency, Women?s Empowerment Agency, Inspectorate and Riau Province Integrity Strengthening Team. The results of the study show that strengthening anti-corruption behavior in individuals within the institution is supported by three factors, namely the policy of the Riau provincial government, Supervision of law enforcement agencies and strengthening anti-corruption behavior in individual bureaucrats.

Abstract

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

Abstract

Peatland restoration is a potential solution to resolve peatland damage but faces an economic-social-environmental exchange (Sustainable Development Goals) that results in strong disagreements between stakeholders who have different interests such as company, community and local or regional government concessions. Successful peatland restoration will depend on how various priorities have been reconciled, as much as it depends on improving governance and cross-sector collaboration well done. The purpose of this paper is to find a solution how to be managing peatlands in Sungaitohor, Indonesia. We use social maps to show the communities concern to restoration of degraded peatland, we try to compare the level of public awareness to prevention efforts and the restoration of peatland damaged by fires Forest and peatlands. The findings of this paper are social map, that explain the community’s participation to efforts of peatland restoration in Sungai tohor, Indonesia.

Abstract

Riau Province, especially Meranti Islands Regency, is a coastal area that is rich in tropical forests and peat swamps. The area of peatland is 330,041 hectares, so it is one of the areas where forest and land fires are subscribed every year. In Meranti Islands Regency, there are sub-districts that have the highest hotspots in Rangsang sub-district as many as 222 and West Rangsang sub-district has the lowest hotspot with only 6 hotspots. Seeing the phenomenon that occurred, the Riau Provincial Government issued Regional Regulation Number 1 of 2019 concerning Technical Guidelines for Forest and Land Fire Management article 45 paragraph 3 regarding the Coordinator of the Camat in Controlling Land and/or Forest Fires.        The purpose of this study was to determine the implementation of sub-district coordination in controlling forest and land fires in Meranti Islands Regency in 2019-2020 and to determine the inhibiting factors for sub-district coordination in controlling forest and land fires in Meranti Islands Regency in 2019-2020. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques. The research locations were at the Rangsang Sub-district Office, Wonosari village, Citrapeace village, West Rangsang sub-district office, Bantar village, and Melai village.               The result of this research is that the coordination of the sub-district head in controlling forest and land fires in Rangsang and West Rangsang sub-districts has succeeded in minimizing the different understandings between the village government and the MPA group with the existence of collaborative programs carried out with the aim of controlling fires. There are 2 inhibiting factors for camat coordination: internal obstacles to miscommunication and external constraints, lack of public knowledge, and lack of infrastructure (equipment). Keywords: Coordination, Camat, Control

Abstract

Recess is a period in which DPRD members carry out activities outside the session period, especially outside the DPRD building, whether carried out individually or in groups by DPRD members to carry out regular working visits to their electoral districts to absorb and gather constituent aspirations in order to realize a sense of justice and welfare. in the fields of development, governance, social and economic matters relating to people's lives. The organizers of the recess are the leaders and members of the Pekanbaru City DPRD as many as 45 people, facilitated by the Pekanbaru City DPRD secretariat. Dapil V (five) is an electoral district which includes the Umbrella Sekaki sub-district and the handsome sub-district and is one of the areas where the recess activities are carried out.The purpose of this study is to find out how the recess of members of the Pekanbaru City DPRD in the handsome Dapil V in 2019 is carried out and what are the factors supporting the implementation of the recess for members of the Pekanbaru City DPRD in the Handsome Dapil V in 2019. This study uses a qualitative approach with descriptive methods. In collecting data, the author uses interview and documentation techniques.The results of this study are that the implementation of the recess carried out by members of the Pekanbaru City DPRD in the Handsome Dapil V in 2019 can be categorized as effective, because it has carried out the recess according to the set time and has made a report based on the aspirations absorbed in the V (five) electoral districts and has realized community aspirations conveyed during the recess. On the other hand, the supporting factors for the implementation of the recess for the Pekanbaru City DPRD members in the V (five) regions are the cost of implementing the recess, community participation, and facilities and infrastructure. Keywords: Mandate of People's Representatives, Legislation of Recess, Accommodating Aspiration.

Abstract

Clean water is an important element in human daily life. The fulfillment of clean water is one of indicator of the level of quality of life humans in an area. The problem of this research is inability PDAM Dumai City in providing clean water services in Dumai City as a service providers that are given the authority of the Dumai City Government to selve the problem of clean water in Dumai City. One of the efforts to overcome the problem of clean water in Dumai City by means public private partnership.            This study aims to determine the process of implementing public private partnership to overcome the problem of providing clean water in Dumai City, the impact of public private partnership in improving clean water services and factors what are the obstacles to public private partnership (PPP) in providing clean water in Dumai City in 2019. Approach this research that used is a qualitative approach and this type of research is descriptive. The location of this research was carried out at the Tirta Bersemai Regional Drinking Water Company Dumai City, Dumai City Public Works amd Spatial Planning Service, and PT. Dumai Tirta Persada. Data collection techniques were carried out by interview and documentation.            The results of this study in the application of public private partnership in the provision of clean water in Dumai City has been going quite well, it can be seen from service coverage, quality, quantity and continuity of cleawn water enhancement. The construction of clean water supply system in Dumai city has become a consideration for PDAM Dumai City because of ots inability to provide clean water service in Dumai City. And become an inhibiting factor in implementation of public private partnership in the provision of clean water in the City of Dumai is that it takes a long ti,e in terms of abtaining a building permit buildings and from the quality of raw water which is very difficukt to treat. Keywords : Service, Public Private Partnership, PDAM.
