Abstract

Poverty is a classic problem caused by economic and non-economic factors such as cultural, sociological, political and geographical issues. Efforts to alleviate poverty can be done through community empowerment. Empowerment is the creation of an atmosphere or climate that allows excellent potential to grow. Wonogiri is the second largest regency in Central Java, with diverse prime potentials, but not yet able to boost its economic growth. This leads to relatively high poverty in this regency. GDP growth per capita is much lower than that of Solo Raya, Provincial and National, which shows that Wonogiri people's welfare is relatively lower compared to other regions.The main objective of this research is to develop a poverty reduction model based on prime potentials through the implementation of CIPOO (Context, Input, Process, Output and Outcome) model in Wonogiri by (1) identifying local resource-based economic potentials; (2) analyzing factors affecting community empowerment and participation in inclusive development activities; and (3) analyzing the development process of each subdistrict.The research method used is Sequential Mixed Method with analytical tools used include Geographic Information System (GIS), CIPOO analysis, Focus Group Discussion, in-depth interview, and Klassen Typology.The results showed that the greatest potential in Wonogiri district is agriculture especially horticulture, fisheries, plantation, animal husbandry, and tourism. The gap between sub-districts is very high as indicated by high Gini index and Klassen typology. Therefore, the poverty alleviation model with participatory CIPPO is appropriate for Wonogiri regency.

Abstract

Indonesia merupakan negara penyumbang sampah plastik terbesar kedua di dunia setelah China. Berdasarkan data dari Kementerian Lingkungan Hidup dan Kehutanan (KLHK), diperkirakan jumlah sampah Indonesia pada tahun 2019 adalah sebesar 68 juta ton, dan sampah plastiknya mencapai 9,52 juta ton atau mencapai 14% dari total sampah yang ada. Pengelolaan sampah anorganik yang berupa botol, kertas, plastic, kaleng dan sampah bekas alat elektronik sifatnya lebih sukar terurai oleh organisme sehingga bertahan lama menjadi sampah. Terdapat berbagai cara untuk mengatasi masalah tersebut, yaitu 3R (Reduce, Reuse, dan Recycle). Sampah yang bisa diangkut ke TPA di Klaten setiap harinya hanya berkisar 70% dari sampah yang ada, dan yang bisa diolah menjadi kompos dan daur ulang sampah anorganik hanya berkisar 2 %, sedangkan sisanya ditimbun sebesar  10 %,  dibakar sebesar 10 % dan besarnya sampah yang tidak terangkut adalah 8 %. Polanharjo merupakan salah satu daerah di Kabupaten Klaten yang sudah mengkoordinasi pemanfaatan sampah anorganik secara komersil, salah satu pelaku pemanfaatan sampah didaerah tersebut adalah Bank Sampah Rukun Santoso.Bank Sampah Rukun Santoso merupakan salah satu bank sampah yang bisa mengelola dengan baik sampah yang dikumpulkannya, tetapi masih menghadapi beberapa kendala. Kendala-kendala tersebut adalah belum adanya variasi terhadap produk olahan sampah yang dihasilkan, karena baru bisa mengolah sampah berbahan dasar plastis pembungkus minuman instan saja. Sampah yang berupa kertas masih dijual secara kiloan, padahal mempunyai potensi untuk diolah dan mendapatkan nilai tambah yang lebih tinggi. Pemasaran yang dilakukan masih tradisional, dimana produk hasil olahan sampah hanya dipajang pada etalase di salah satu teras rumah pengurus dari bank sampah, sehingga diperlukan pelatihan untuk pemasaran yang lebih modern serta perlunya brand awareness pada produk olahan sampah tersebut.Tujuan dari pengabdian ini adalah melakukan pelatihan bagi anggota dan pengurus Bank Sampah di Desa Polanharjo untuk membuat produk baru sebagai usaha diversifikasi terhadap produk yang sudah ada untuk kemajuan usaha mereka dengan bahan baku kain perca, karena selama ini yang diolah hanya sampah plastis yang berupa bekas pembungkus minuman kemasan saja.

Abstract

This study aims to analyze the relationship between budget deficits and economic growth based on Keynesian, Neoclassical, and Ricardian Equivalent theories, and to explain the relationship between inflation, poverty, world crude oil prices, and government consumption on economic growth. Time-series data in Indonesia from 1981 to 2019 were analyzed using the Domowitz-El Badawi ECM and VAR methods. The results show that the Ricardian Equivalence is proven to have occured in the short-term in Indonesia, while in the long-term, budget deficit shows a positive impact on economic growth in Indonesia and supports the Keynesian perspective. In the short term, only inflation and government consumption show an impact on economic development: while inflation has a negative effect. In the long run, budget deficit, inflation, poverty, and world oil prices all affect economic growth, while government consumption does not. This proves that government consumption, a fiscal policy, is a policy that has only a short-term effect on economic growth. This study recommends that policies financed by budget deficit are used for long-term investments, such as investment in the education, health, and infrastructure sectors, in order to generate a long-term effect on economic growth.

Abstract

Vulnerable Children and Children with Special Condition (Anak-Anak dalam Kondisi Khusus dan Rentan or AKKR) are children who must receive assistance and motivation to achieve their rights. In practice in real life, they are temporarily forced to be in correctional institutions/detention centers/Institute for Special Development Children (LPKA) as a result of violating the law. It should not make them shunned, but instead, they must be assisted. Vulnerable Children and Children with Special Condition need enforcement of the fulfillment of their rights. The existence of Sahabat Kapas as a nonprofit non-governmental organization (NGO) located in Karanganyar, Central Java, Indonesia, provides concerns and solicitudes for Vulnerable Children and Children with Special Condition. This research aims to analyze and describe the forms of social practice based on habitus in Sahabat Kapas organization. This research used a qualitative research method with Bourdieu’s genetic structuralism approach. Informants were determined using purposive sampling techniques. Data collection was performed using participant observation techniques in the field, in-depth interviews, and documentation studies. Data were analyzed in three stages, including data reduction, data presentation, and ended with concluding. Data were verified by source triangulation. The results showed that Sahabat Kapas became an alternative to assist Vulnerable Children and Children with Special Condition conducted in correctional institutions/detention centers/Institute for Special Development Children (LPKA). The social practices conducted by Sahabat Kapas in assisting Vulnerable Children and Children with Special Condition are following the capital they have and the history of the habitus they conduct. Relational social capital is at stake by assistants with prison officers and how to build relationships with children. Economic capital refers to the efforts made by Sahabat Kapas to get funds to support assistance through entrepreneurship and opening donations. Cultural capital includes the whole intellectual/knowledge gained by assistance through training that is useful to assist children in correctional institutions/detention centers/Institute for Special Development Children (LPKA). Symbolic capital is manifested in the form of awards from the government for Sahabat Kapas and assistance awards for children in the form of gifts.
