Abstract

Special Autonomy (Otsus) for Papua and West Papua is expected to improve people’s welfare comprehensively. The implementation of Otsus for Papua and West Papua has emphasized on the development or improvement of education, particularly basic education, particularly the basic education. The granting of Otsus status is accompanied by a sufficient financial supports to conduct development programs in both provinces. However, a question has araised which needed to be answered. Did the large financial support could significantly increase the coverage as well as improve the quality of basic education services in West Papua Province? The purpose of this study is to determine the driving and hindering factors of education performance in West Papua Province by utilizing descriptive-evaluative methods and ex-post facto. Secondary data is obtained from relevant institutions and pimary data is obtained from in-depth interviews, participatory observations, document reviews and Focus Group Discussions (FGD). The study reveals that the policy of asymmetric decentralization education in West Papua Province is far from expectations. Factors that hindered the improvement basic education in West Papua Province are policy implementations, standardization of achievements, regional sovereignity in preparing program plans and action plans. Asides from that were specific factors, such as accessibilty, school proximity, geographical constraints and low dedication of teachers.

Abstract

Kesetaraan gender menjadi isu yang hangat diperbincangkan masyarakat Indonesia. Salah satu potret kesetaraan gender di Indonesia dapat dilihat dari masyarakat Tengger. Sebagai masyarakat yang berpegang teguh pada budaya dan tradisi leluhurnya, kearifan lokal berupa folklor dijadikan sebagai pedoman hidup masyarakat Tengger. Penelitian ini bertujuan untuk mengetahui secara lebih mendalam tentang pengaruh folklor Roro Anteng terhadap peran perempuan Tengger dalam kehidupan sehari-hari yang mencakup dinamika keagamaan dan tradisi, serta pembagian tugas dalam lingkup rumah tangga dan dunia pekerjaan. Data dalam penelitian ini diperoleh dari wawancara dan penyebaran kuesioner kepada masyarakat Tengger di Desa Ngadas dan Desa Sapikerep, Kecamatan Sukapura, Kabupaten Probolinggo. Perspektif yang digunakan dalam penelitian ini yaitu kesetaraan gender dan perubahan sosial. Ditemukan bahwa masyarakat Tengger di Desa Ngadas dan Desa Sapikerep memercayai folklor Roro Anteng, sebagian besar merasakan pengaruhnya dan menerapkan nilai-nilainya dalam keseharian. Perempuan menjadi tonggak kehidupan masyarakat Tengger karena berperan penting baik dalam kehidupan rumah tangga maupun kehidupan sosial (tradisi dan keagamaan). Berkaitan dengan dunia pekerjaan, tidak terdapat diskriminasi perempuan dalam hal beban tugas dan upah. Dalam kehidupan rumah tangga, sebagian masyarakat Tengger sudah berhasil menerapkan konsep kesetaraan gender. Dengan menerapkan ajaran Roro Anteng dan Joko Seger, laki-laki dan perempuan hidup berdampingan dengan harmoni tanpa memandang suatu gender lebih tinggi. Dengan kata lain, kesetaraan gender diimplementasikan dengan sikap saling melengkapi dalam pemenuhan kebutuhan sehari-hari melalui pembagian kerja.

Abstract

A Community service program (PkM) carried out by the Department of Anthropology, Faculty of Cultural Sciences, Gadjah Mada University in 2018 took place in Pucung Hamlet, Wukirsari Village, Bantul, which aims to develop Pedukuhan Pucung as a tourism village through participatory methods. In the implementation of this PkM, the participatory method that is introduced is the PRA (participatory rural appraisal) that researchers could act as facilitators and could directly facilitate citizens to recognize and utilize participatory methods to develop a CAP (Community Action Plan) which would later become a tourist village development plan. At the end of the implementation of this program, the CAP has successfully compiled the development of a Pucung tourism village based on local culture and it was also agreed to create a tourism village development organization and to select several local facilitators. Further, the PkM team will still provide assistance to the sustainability and implementation of the CAP of the Pucung Tourism Village.--------------------------------------------------Kegiatan program pengabdian kepada masyarakat (PkM) yang dilakukan oleh Departemen Antropologi, Fakultas Ilmu Budaya, Universitas Gadjah Mada pada tahun 2018 ini mengambil lokasi di Pedukuhan Pucung, Desa Wukirsari, Bantul, yang terkait dengan pengembangan Pucung sebagai desa wisata secara partisipatoris. Dalam pelaksanaan PkM ini, metode partisipatoris yang dikenalkan adalah metode PRA sehingga peneliti dapat bertindak sebagai fasilitator dan langsung dapat memfasilitasi warga dalam mengenal dan memanfaatkan metode partisipatoris untuk menyusun CAP (Community Action Plan), yang nantinya akan menjadi program pengembangan desa wisata. Pada akhir pelaksanaan program ini telah berhasil disusun CAP pengembangan Desa Wisata Pucung yang berbasis budaya lokal dan juga disepakati untuk membentuk kepengurusan organisasi pengembangan desa wisata dan pemilihan beberapa fasilitator lokal. Dalam pengembangan selanjutnya, tim PkM masih akan melakukan pendampingan terhadap keberlanjutan dan pelaksanaan CAP pengembangan Desa Wisata Pucung.

Abstract

The Covid-19 pandemic causing a multidimensional crisis has become a serious challenge to the quality of leadership, including leadership at the provincial level. This study was intended to compare the leadership of Bali and Central Java in utilizing culture to handle the pandemic and to identify the dominant style the two leaders applied. This study was conducted using the library method by utilizing related secondary data. The data was presented comparatively between Bali and Central Java, to identify differences and/or similarities. The results of the study show that leadership in both regions makes extensive use of local culture as part of a strategy for dealing with a pandemic. Balinese leadership utilizes culture such as Tri Hita Karana according to Hindu teachings, while Central Javanese leadership utilizes a culture of solidarity that is in line with the concept of Hablumminannas in Islam. The style similarities by the two leaders are collaborative and transformational, while the difference is shown in serv- ing style that was only identified in Central Java. With these styles, the two leaders emphasized not only rigid regulations but also an equal relationship, so that they have succeeded in including local culture to handle the pandemic. The socio-economic implications of the pandemic in Bali and Central Java are also discussed in this study.

Abstract

Gerbang Desamu which is stand for “Gerakan Membangun Desa Manggatang Utus” is a policy innovation for the strategy program for accelerating village (kelurahan) development in Murung Raya District. The regional policy innovation at Gerbang Desamu is a grassroots innovation that holds the local wisdom values of the Huma Betang of the Dayak Tribes. The Gerbang Desamu Movement aims to accelerate the development of villages/kelurahans in Murung Raya Regency, especially in alleviating stupidity. This study aims to determine policy performance, policy efficiency, and local wisdom values in the policy innovations of the Gerbang Desamu program. This research focuses on exploring the production of knowledge and information on the innovative practices of Gerakan Desamu at the empirical and practical levels. This study is a mixed method research with a sequential explanatory mixed-method approach. The study results show that the performance of the Gerbang Desamu program has not been optimal. In terms of accessibility and reach to the broader community. This can be seen from the level of public understanding regarding the Gerbang Desamu policy innovation which is not evenly achieved. However, as a program, Gerbang Desamu is quite effective in achieving the program's objectives. Achievement of program objectives in the form of increasing the accessibility of community education, especially for children from underprivileged families. In addition, the internalization of local wisdom values in the Gerbang Desamu policy innovation is a unique success to be achieved in grassroots policy innovation. The values of togetherness, honesty, equality, and tolerance are local wisdom values that underlie grassroots policy innovations in the Gerbang Desamu program.

Abstract

Indonesia is one of the countries that has been severely affected by the COVID-19 pandemic and ranks 20th among the countries with the highest number of COVID-19 cases. Like other countries, COVID-19 has also negatively impacted various sectors of society, including social, cultural, economic, and educational aspects. The Indonesian government has implemented various policies from the central to the village level, such as movement restrictions through partial lockdown policies, the implementation of health protocols, COVID-19 patient management through testing, tracing, treatment, and vaccination. The complex and frequently changing policies, adjusted according to the latest COVID-19 situation, often cause confusion among the public and, in turn, lead to some people's neglectful attitudes. In dealing with the complexity of policies and their implementation, the role of street-level bureaucrats, specifically Babinsa, who are part of the Indonesian Army (TNI AD) and serve at the village level, becomes crucial. This study aims to delve into the role of Babinsa as street-level bureaucrats and the dynamics of grassroots-level COVID-19 handling through actor collaboration. The study concludes that Babinsa collaborates with village governments, healthcare workers, religious leaders, community figures, and the business community in performing their roles to strengthen capacity and resources in managing COVID-19. Additionally, the study identifies various factors that influence the performance of Babinsa as street-level bureaucrats in the implementation of COVID-19 handling policies, including sectoral ego, budget constraints, community characteristics, and limited healthcare personnel.

Abstract

Papua, region in eastern Indonesia which has a separatist movement threatening Indonesia's sovereignty. Soldiers of Indonesia National Army (TNI) as a means of national defense seeks to integrate the TNI's strengths through the establishment of a Joint Defense Area Command III (Kogabwilhan-III) defense policy which covers the Maluku and Papua regions. The communication dimension is seen as important in the success of policy implementation, so the purpose of this research is to analyze the communication dimension in the implementation of Kogabwilhan III policy and identify the factors that influence the implementation of Kogabwilhan III from a communication perspective and what the challenges are. This study using a qualitative descriptive method to explore cases in depth from various sources of information at a certain time. The results of the study explain that the implementation of the Kogabwilhan III policy in the communication dimension has three indicators, i.e. transmission, clarity and consistency indicators. Reviewing the challenges and obstacles, innovation is needed in the communication dimension by adding indicators of local wisdom. Moreover, policy implementation of Kogabwilhan III is divided into two forms of communication: internal communication and external communication.

Abstract

This study analyzes the management of Liya Togo Village as one of the tourist attractions on Wangi-Wangi Island, Wakatobi Regency that implement the Community-Based Tourism (CBT) model. This qualitative research used an ethnographic description, which combined observations and semi-structured interviews with village managers and local communities in the village. The results of this study show that the tourist attraction of Liya Togo Village is managed by CBT Keppo’oli. Local communities are involved in planning, implementing and supervising tourism villages. In addition, CBT Keppo'oli and local communities are involved in marketing the tour packages, being a tour guide, environmental and cultural preservation, and local culinary practices and provision, weaving practices, selling and renting woven sarongs and homestays. Meanwhile, the involvement of the local government is in the form of building facilities and infrastructure and developing tourism human resources of the vilage. The benefits obtained by both the management of Keppo’oli and the local communities are in the form of material benefits such as earning income from various types of businesses and non-material benefits in the form of knowledge, experience, and networking. Meanwhile, there has been no contribution to the government because regulations issued by the government regarding how much contribution CBT Keppo'oli must make to the Wakatobi Regency government are still unobvious. In order to empower the communities in the village, local residents are encouraged to involve in tourism management and programs.

Abstract

AbstrakTulisan ini secara umum akan membahas tentang ironi yang terjadi pada masyarakat Adat Dalem Tamblingan (ADT) khususnya warga Desa Gobleg. Ironi tersebut terjadi karena  terbentuknya sebuah organisasi yang bernama Brasti. Bagian hasil penelitian dan pembahasan memfokuskan tentang apa yang dimaksud dengan Brasti dan Menega. Dalam membuat tulisan ini, metode penelitian yang digunakan adalah metode etnografi. Sedangkan teknik pengumpulan data dilakukan dengan observasi partisipasi, wawancara mendalam serta dokumentasi dan studi pustaka. Hasil penelitian menunjukan bahwa Brasti kurang mendapat atensi yang baik dari warga dikarenakan tidak adanya komunikasi atau sosialisasi kepada mereka. Sehingga, banyak warga yang memiliki prasangka negatif atas terbentuknya organisasi tersebut terutama kepada pihak ketiga yang turut mengakomodasi pembentukan organisasi. Selain itu, tujuan dari organisasi Brasti untuk melestarikan lingkungan di wilayah ADT dianggap sebagai suatu langkah pengaburan sejarah ADT. Jauh sebelum Brasti terbentuk di ADT sudah terdapat kelompok serupa dengan tugas sama yang bernama Menega. Bentuk penolakan yang terjadi adalah penolakan secara tersembunyi karena tidak dilakukan secara terang-terangan melainkan hanya melalui desas-desus, gosip, dan gibah antar sesama warga.Keyword: Adat Dalem Tamblingan (ADT), Brasti, Menega, Gosip, Warga Gobleg.
