Abstract

The successful development of a tourist village can be achieved through the active participation and collaboration of all related stakeholders. Each stakeholder has certain roles that should be fulfilled in the process of developing and improving the village's potential. Belumbang Village, which was inaugurated as a tourist village during the COVID-19 pandemic, faces challenges in its development. This research aims to identify the existing conditions of tourism and analyse the role of stakeholders in the development of Belumbang Tourist Village. The method used in this research is a qualitative method with data collection techniques through observation, literature review, and interviews with stakeholders who are involved in the development of Belumbang Tourist Village. The results showed that most of the stakeholders have fulfilled their roles, but it has not been done optimally. Furthermore, several issues were identified, namely the uncertainty regarding the village regulations which regulates tourism activities in Belumbang Village, limited budget for the tourism development, lack of knowledge and awareness of tourism within the local community, and also an inactive partnership between stakeholders in terms of Belumbang Tourist Village development. Abstract

Bali, which is essentially the center of Indonesian tourism which is known by all foreign tourists, has all kinds of tourism that tourists need. One of the tourism sectors is special interest tourism, especially in rural areas. The involvement of local community participation plays an important role in the development and preservation of the environment and local resources. However, most of them work as farmers, of course they lack knowledge and experience in the field of tourism. So that in involving the community it is necessary to do training first. This study aims to analyze the form of local community involvement in Pengotan Village by using the theory of participation and the function of human resources. This research was conducted by collecting qualitative data. Data obtained from interviews and observations. After the data was obtained, the researchers analyzed the data using Miles and Huberman. The results of this study found that the Pengotan Village Community involved in Baliwoso participated actively in a top-down or bottom-up manner, starting from managerial functions to the operational functions of Upadesa Baliwoso. This provides a boost to employment opportunities or additional income by working to meet the operational needs of tourists visiting Baliwoso.

Abstract

Digital transformation is redefining the operational landscape of community-based tourism, particularly in post-pandemic Southeast Asia. This qualitative case study examines the implementation and impact of the Atourin Visitor Management System (AVMS)—a digital platform offering online ticketing, visitor tracking, and real-time financial reporting—in Kenderan Tourism Village, Bali. Through semi-structured interviews with village managers, Atourin representatives, and tourists, combined with field observations and document analysis, the study investigates how digitalization influences destination management, revenue transparency, and tourist experience. Findings reveal that the AVMS partnership directly contributed to Kenderan’s reclassification from a “developing” to an “advanced” tourism village within one year and supported its placement among the Top 75 in the 2023 Indonesian Tourism Village Award. However, implementation barriers persist, primarily rooted in human resource constraints: elderly POKDARWIS (Tourism Awareness Community) members face difficulties operating the dashboard, and frontline staff struggle to guide tourists due to limited digital literacy and language barriers. The study concludes that while digital tools can catalyze institutional recognition and operational efficiency, their success hinges on capacity-building and contextual adaptation. Strategic recommendations include localized training, iterative system design, and co-creation with community stakeholders.

Abstract

The research examines the multifaceted history of tolerance tourism in Glodok Chinatown, Jakarta, Indonesia, with a focus on the Peranakan Chinese community and its unique cultural heritage. Glodok's development as a tourism destination is examined through the lens of "tolerance tourism", with the region's diverse ethnic and religious groups serving as the primary element in the development of heritage tourism. To understand the impact of events, policies, and social dynamics on tourism growth, the study employs a qualitative thematic approach to analyze historical literature spanning from colonial times to the present. The analysis examines the efforts by government bodies and local stakeholders, including the cultural ambassadors, to promote Glodok Chinatown's cultural heritage while ensuring inclusivity and community empowerment. The research also critically assesses the challenges faced, such as maintaining cultural authenticity amidst commodification and the need for balanced development that empowers local communities alongside economic growth. The research concludes by emphasizing the importance of inclusive tourism policies, effective communication strategies, and sustained stakeholder involvement to achieve truly successful and sustainable tolerance tourism in Glodok Chinatown. By understanding the historical context and the dynamic interactions between various stakeholders in Glodok Chinatown, the study provides valuable insights for the development of culturally sensitive and community-empowering tourism models in similar multicultural settings.
