Abstract

Penetapan usulan skala prioritas pembangunan dalam Musyawarah Perencanaan Pembangunan Kecamatan (Musrenbang) Kecamatan Pamulang tahun 2012 yang melibatkan aktor-aktor dari berbagai komponen seperti dari unsur Muspika, Unsur Pemerintah Kecamatan, Unsur Perwakilan Kelurahan dan Unsur Masyarakat, cenderung dipengaruhi dan melaksanakan untuk meraih visi, misidari Walikota terpilih, disamping untuk memenuhi tradisi forum musyawarah tahunan yang sudah menjadi kewajiban terstruktur di tingkat Kecamatan sesuai petunjuk pelaksanaan yang telah disusun oleh Pemerintah Daerah Walikota Tangerang Selatan sebagai turunan dari aturan yang disusun oleh Kementerian Dalam Negeri. Hasil analisis terhadap interaksi aktor-aktor yang terlibat dalam proses,aktivitas dan dinamika Musrenbangcam tentang kesepakatan usulan skala prioritas dari masing-masing komponen masyarakat menunjukkan derajat yang berbeda dalam hal ketajaman usulan prioritas kebutuhan masyarakat. Usulan lebih tajam dan didominasi oleh perwakilan aparat pemerintah ketimbang perwakilan dari unsur masyarakat dan pengusaha lokal, dan kegiatan perbaikan infrastruktur menjadi usulan paling utama ketimbang kegiatan pemberdayaan masyarakat.

Abstract

The research analyzed the influence of organizational climate dimension on the work productivity at the Local Technical Service Unit (UPTK) for Pre-Elementary and Elementary Education in the Jasinga Sub District of Bogor District. The research used explanatory survey method. Purposive sampling was the technique used to obtained samples. Data were collected by means of questionnaires, interviews and observations. The questionnaires were given to 75 people at the UPTK and they were all returned. The method used to analyze the data is path analysis. Statistical result showed that the variable dimension of the organizational climate has positive and significant impact on the productivity. The UPTK in the Jasinga Sub District of Bogor was totality consistent in giving meaning to the nature of conducive organizational climate. But in order to increase the effectivity and efficiency of the work productivity, it is necessary to socialize the organizations vision and mission, to increase the intensity of the communication, to share responsibility on everybody, to motivate the human resource involved in the job, to encourage reward and punishment, and to provide technological facilities needed to support the organization. Penelitian ini menganalisis pengaruh dimensi iklim organisasi terhadap produktivitas kerja di Unit Pelaksana Teknis Kurikulum (UPTK) Kecamatan Jasinga Kabupaten Bogor. Metode penelitian yang digunakan adalah metode survei eksplanatori. Teknik sampling yang digunakan adalah purposive sampling dengan pertimbangan dan bertujuan tertentu. Prosedur pengumpulan data dilakukan dengan penyebaran angket, wawancara dan observasi. Angket disebarkan kepada 75 orang pada UPTK Kecamatan Jasinga, dan angket kembali semuanya. Metode analisis data yang digunakan penulis adalah analisis jalur. Hasil pengujian statistik menunjukkan bahwa dimensi variabel iklim organisasi berpengaruh positif dan signifikan terhadap produktivitas kerja. UPTK Kecamatan Jasinga Kabupaten Bogor secara total konsisten dalam memberikan pemaknaan terhadap hakikat iklim organisasi yang kondusif terhadap organisasinya. Tetapi untuk lebih meningkatkan efektivitas dan efisiensi produktivitas kerja dipandang perlu untuk mensosialisasikan visi dan misi organisasi, meningkatkan intensitas arus komunikasi, menanamkan tanggung jawab, memotivasi sumber daya manusia yang terlibat dalam pekerjaan, menegakkan sistem imbalan dan sanksi dan melengkapi sarana prasarana teknologi yang diperlukan untuk mendukung organisasi.

Abstract

Development Planning Consultation (Musrenbang) Village is an annual discussion forum of villages stakeholders to agree on Village Development Work Plan (RKP Village) in the planned budget. This study aims to describe and analyze: 1) formation of Musrenbangdes Organizing Team (TPM), 2) formation of village Musrenbang Team Guide by TPM; 3) preparation of technical implementation village Musrenbang; and 4) a participatory rural assessment and dialogue. Writing method used in this study is descriptive analysis. The study shows, in the process of team formation TPM, the preparation of TPM personnel is the right and depends on the Village Head. TPM in performing their duties do not form a team or guides Working Group (WG), whereas the normative should be formed. The Working Group role and duty are process designer, managing the process from pre-to post-musrenbangdes stage, as the manager of a meeting or discussion forum and as a source of information. In the process of technical preparation through the stages of implementation, Musrenbangdes does not begin with Deliberation Hamlet (Musdus), there is no agenda for preparing the implementation plan of village workshops, Village Representative Body (BPD) does not specifically implement Musrenbangdes agenda. Village Assessment Team was not formed, so there is no village study to compile data / information on the latest village issues. Organizing musrenbang villages in the Village District Kalongsawah Jasinga Bogor Regency, ranging from the establishment of Village TPM Team Guide/ Working Group, technical preparation and review of the implementation of village meetings in a participatory and dialogical were not implemented optimally.

Abstract

The study aims to describe and analyze: (1) coordinate the implementation of co-administration inBangka Regency; and (2) obtain a picture of the coordination function implemented in co-operation inthe Regency of Bangka. The method used in this research is descriptive analysis on the basis of aninterpretive approach. The results showed, in co-coordinating the implementation of Bangka regencybetween the Local Government Unit (SKPD) as the executor of the affairs of Co-administration (TP)and that the coordination of development planning, and funders (Provincial and Central) are not wellcoordinated. In the sense of coordination is still weak, it does not function according to the procedurethat should be. Lack of coordination can lead to programs and activities of TP can not fully achieve thegoals, and objectives are clear, in addition to the cost requirements, facilities and infrastructure, resourcerequirements needed to ensure the success of the TP has not been properly analyzed andmeasured in accordance with local capabilities.

Abstract

This paper's focus on border governance is motivated by three main points. First, the study of border governance is predominantly dominated by institution-based and policy-based studies. Second, empirically, no research addresses the management of border communities within the Cross Border Post area. Third, theoretically, border governance studies need to revisit the phenomenon of the Custom, Immigration, Quarantine, and Security (CIQS) regime in border governance. This paper raises the question of how the dynamics and survival of border communities reflect border governance, using the MSME model in the Aruk Tourism Market as a case study. This paper argues that border governance in the Aruk region demonstrates practices influenced by the Immigration and Quarantine Security phenomenon following the CIQS regime.

Abstract

Kajian ini di fokuskan pada model pembelajaran dengan berbasis kasus pemerintahan dengan media video youtube secara visual. Proses pembelajaran yang memadukan antara kegiatan belajar dari modul dan kegiatan belajar di lapangan. Harapannya, mahasiswa tidak cukup hanya memiliki kompetensi, tetapi harus mampu bekerja di dunia nyata dengan kapabilitas yang memadai. Kajian ini menggunakan teori dari Cooper et al., (2010) mengenai Model Pembelajaran Kerja Terintegrasi dengan menggunakan metode penelitian kualitatif. Analisanya yaitu semua mahasiswa yang mengikuti simulasi praktikum kasus pemerintahan di UT Yogyakarta, UT Bandung, UT Pekanbaru dan UT Pontianak, mampu memberikan pendapat dan solusi serta menumbuhkan analisa kritis di diri mahasiswa.

Abstract

Penelitian ini membahas tentang Kekuatan Dinasti Politik Aang Hamid Suganda di Kabupaten Kuningan. Penelitian ini didasari oleh dinasti politik yang masih eksis di era demokrasi, padahal demokrasi sendiri menyebutkan bahwa dinasti politik itu sistem yang buruk dan bertolakbelakang dengan demokrasi. Tujuan penelitian ini untuk dapat memahami bagaimana terbentuknya politik dinasti yang dilakukan oleh keluarga Bapak Aang Hamid Suganda hingga anaknya. Penelitian ini dilatarbelakangi oleh perjalanan politiknya yang begitu berpengaruh terhadap penerus kepemimpinan yang diambil alih oleh istri dan anaknya menjadikan kesuksesan dari masa jabatannya menjadi Bupati Kuningan dihitung dari tahun 2003 hingga 2013. Penelitian ini menggunakan metode penelitian kualitatif, dengan pendekatan deskriptif dan studi literasi serta hasil wawancara. Landasan teori yang digunakan dalam penelitian ini adalah teori demokrasi dan dinasti politik. Hasil penelitian ini menunjukkan bahwa Aang Hamid Suganda telah membangun pengaruh politik pada masa kepemimpinannya, dan mendapat julukan “Aang Hotmix”. Bapak pembangunan di Kuningan ini telah sukses menciptakan citra baik di Kabupaten Kuningan, sehingga pada saat ia habis masa jabatannya dan digantikan oleh istri kemudian anaknya. Kesimpulannya adalah dinasti politik yang terjadi dikuningan adalah hasil dari kepemimpinan sebelumnya yang berhasil membangun citra baik sehingga berdampak kepada penerusnya.
