Abstract

A final project or Tugas Akhir Program (TAP) ADPU4500 is one of the difficulties courses to be completed by students at Universitas Terbuka. It requires learning assistance that can meet the need of all UTs students. One of the learning services that is suitably developed is Compact Disk multimedia, because of its flexibilities and practicality. This research is addressed to produce Compact Disk multimedia that is easily acquired by the student and meet the students requirements. There are several steps in developing a Compact Disk multimedia, those are needs assessment, media technological option, developmental strategy and instructional design process, prototype production process, and test-driving. Needs assessment is needed to get real students requirement view. Script Writer should be intensified in production process to get production result that suits script and avoids repeated production process requiring time and expenses. Students perception of the Compact Disk multimedia TAP ADPU4500 appearance is that it is interesting and attractive. The contents can be easily studied, help students accomplish test exercises, and increase students comprehension to TAP ADPU4500. However, the Compact Disk needs to be evaluated to improve the content.

Abstract

This article is focused on Good Corporate Governance study, especially on the behalf of public participation dimension in the government employee recruitment. The case analysis is conducted in qualitative methods during the government employee recruitment in 2005-2006. The case is monitored by the national printed medias. This article generally recommended to open the opportunities of public participation in the management of employee affairs. This article also to open access for public in order to supervise the implementation of government employee recruitment to minimize the irregularity of this process.

Abstract

This research aims to analyze the effect of Organizational Culture, Top Succession Context, and Information Communication Technology Strategy on Organizational Performance, and their implications to Sustained Competitive Advantage.The methodology of this research was quantitative research with hypothesis testing for examining seven hypotheses. Populations was the LPP TVRI Jakarta, which was located in DKI Jakarta, with sample size were 260 television workers. Data for this study were collected using questionnaires and SEM (Structural Equation Modeling) was employed for data analysis techniques. The results of this research in general there was the effect of Organizational Culture, Top Succession Context, and Information Communication Technology Strategy on Organizational Performance, Top Succession Context, Information Communication Technology Strategy, and Organizational Performance on Sustained Competitive Advantage LPP TVRI Jakarta. All of ten hypotheses which proposed in this research, eight hypotheses were being given can be accepted, except Organizational Culture did not influence Sustained Competitive Advantage. Information Communication Technology Strategy as an independent variable was the strongest influence on Organizational Performance and Sustained Competitive Advantage. This research also provides discussion on the findings as well as limitations, theoretical and practical contributions, theoretical and managerial implications of the study, and suggestions for future research.

Abstract

Public service provided by government has not satisfied society needs because bureau-cracy culture is still influenced by feudalism values. That values enrich corruption practices, collu-sion and nepotism at bureaucracy organization. Indonesia recently has come into reform era markedwith the appearance of new spirit to render governance management based on the Good Gover-nance principles. Government renders that principles by the preparation of Public Service Billdraft, formation of Ombudsman’s Commission , and e_government practices In order to publicservice more efficient and effective, preventing from abuse of power and authority, breaking law,and profligate manner, therefore government staff shall refer on the ethical code for governmentstaff. This article discusses the problems engaged with bureaucracy culture, bureaucracy perfor-mance, e_government, and Good Governance.

Abstract

The Palembang City Government has an agenda to develop Kemaro Island as a tourist attraction. However, the Palembang city government's agenda has not yet received a positive reaction from the community, especially those involved with the development of Kemaro Island. This study aims to analyze the development of Kemaro Island, Palembang City in the tourism sector through analysis of the Palembang City Government's policy agenda and public perceptions of the Palembang City Government's policy agenda in relation to the development of Kemaro Island as one of the tourism objects in Palembang City.

Abstract

Tujuan penelitian ini adalah untuk mengetahui kinerja aparatur desa dalam memberikan pelayanan publik kepada masyarakat dan untuk mengetahui faktor-faktor penghambat kinerja aparatur desa dalam memberikan pelayanan publik kepada masyarakat di Kampung Penawang Kecamatan Siluq Ngurai Kabupaten Kutai Barat. Metode penelitian kualitatif dengan desain studi kasus. Informan kunci adalah Kepala Desa, Tokoh Masyarakat, sedangkan informan pendukung yaitu masyarakat yang memperoleh jasa pelayanan Administrasi Kependudukan. Analisis data kualitatif menggunakan analisis data model interaktif. Hasil penelitian kinerja aparatur desa dalam upaya meningkatkan pelayanan masyarakat belum sepenuhnya dapat memberikan kepuasan sesuai harapan masyarakat. Pelayanan aparatur desa dalam hal ini kinerja yang diberikan belum sepenuhnya masyarakat puas terhadap layanan yang diberikan dikarenakan rendahnya kemampuan, keterampilan dan keahlian dalam administrasi akibat tidak ada pelatihan mengenai administrasi desa yang diberikan kepada aparatur desa dari pihak kecamatan Siluq Ngurai. Kurang optimalnya kinerja aparatur dalam pelayanan publik terindikasi oleh keragaman kuantitas dan kualitas pekerjaan yang dihasilkan, kurang efektifnya dalam memanfaakan jam kerja dalam pelayanan publik, keragaman kemampuan aparatur sehingga hasil kerja belum dapat tercapai secara optimal. Kinerja aparatur meskipun secara aplikatif belum sepenuhnya mencerminkan esensi pelayanan meski demikian implikasi layanan yang diberikan aparatur telah menunjukkan perubahan meskipun belum signifikan, tetapi layanan yang diberikan termasuk cukup baik

Abstract

This paper's focus on border governance is motivated by three main points. First, the study of border governance is predominantly dominated by institution-based and policy-based studies. Second, empirically, no research addresses the management of border communities within the Cross Border Post area. Third, theoretically, border governance studies need to revisit the phenomenon of the Custom, Immigration, Quarantine, and Security (CIQS) regime in border governance. This paper raises the question of how the dynamics and survival of border communities reflect border governance, using the MSME model in the Aruk Tourism Market as a case study. This paper argues that border governance in the Aruk region demonstrates practices influenced by the Immigration and Quarantine Security phenomenon following the CIQS regime.

Abstract

This study aims to examine the influence of bureaucratic structure, organizational culture, and employee competence on organizational performance, with transformational leadership as a moderating variable at the Deputy for Regional Research and Innovation, National Research and Innovation Agency. A quantitative approach was employed, and data were analyzed using the SEM-PLS (Structural Equation Modeling - Partial Least Square) method, a multivariate data analysis technique combining factor analysis and regression, acilitated by the SmartPLS 4 Application. The population consisted of 546 regional agencies responsible for research, development, assessment, and application, as well as invention and innovation in local governments, with a total of 248 regional agencies respondents. The results that bureaucratic structure and employee competence significantly affect on organizational performance, while organizational culture does not. Transformational leadership positively moderates the relationship between bureaucratic structure and organizational performance but negatively moderates the relationship between employee competence and organizational performance. Conversaly, transformational leadership does not moderate the relationship between organizational culture and organizational performance. The results provide recommendations for improving organizational performance by improving adaptive bureaucratic structures and increasing employee competence on an ongoing basis, as well as strengthening organizational culture as a factor supporting organizational performance. Furthermore, adjustments to the transformational leadership approach can strengthen structure and competence.

Abstract

This study analyzes the effectiveness of multi-stakeholder collaboration in the implementation of the Complete Systematic Land Registration (PTSL) program in Bunut District, Pelalawan Regency. The PTSL program as a government effort to provide legal certainty over land ownership requires cooperation from various stakeholders in its implementation. With a qualitative approach and case study design, this study uses the collaborative governance framework from Emerson et al. (2012) to analyze three main dimensions of collaboration: principled engagement, shared motivation, and capacity for joint action. Data were collected through in-depth interviews with 27 informants, participant observation, focus group discussions, and documentation studies. The results of the study indicate that multi-stakeholder collaboration in the implementation of PTSL in Bunut District shows varying effectiveness in various dimensions. In the principled engagement dimension, collaboration is quite effective in the aspects of discovery and definition, but is still limited in the aspects of deliberation and determination. In the shared motivation dimension, there are limitations in building mutual trust and understanding between the community and technical agencies. Meanwhile, in the capacity for joint action dimension, there are strengths in the aspects of procedural arrangements and leadership, but significant limitations in the aspects of knowledge and resources. Supporting factors for collaboration include political commitment, community awareness, the role of traditional leaders, effective communication platforms, and academic involvement. Meanwhile, inhibiting factors include differences in interests between stakeholders, limited technical capacity at the village level, communication and coordination problems, historical land complexity, and budget constraints. The study recommends strategies to increase the effectiveness of collaboration through strengthening multi-stakeholder forum institutions, developing technical capacity, increasing transparency and accountability, developing effective conflict resolution mechanisms, strengthening the role of village governments, and allocating adequate resources. The research findings contribute to the development of collaborative governance theory in the Indonesian context, especially in rural areas with unique socio-cultural characteristics.

Abstract

The Palembang City government's agenda to develop Kemaro Island as a leading tourist destination has not received a positive response from the community, especially those involved in the program. This research aims to explain local government policy, especially from the perspective of Palembang city government policy in developing Kemaro Island, Palembang City as a leading tourist destination. The method used is a comprehensive and systematic qualitative review of the factual problems that occurred as well as the various efforts that have been made by various parties related to the existence of Kemaro Island. The findings obtained from the results of this research are the need for a systematic approach in making policies for the development of Kemaro Island through collaboration with various stakeholders. The importance of collaboration is emphasized and recommendations are offered to improve collaboration. This article provides lessons on how to manage the development of superior tourist destinations through understanding the problems that occur as well as aspects of collaboration between various stakeholders effectively to produce effective policies in the development of superior tourist destinations. The author suggests the need for community participation through the concept of collaboration to produce effective policies for developing superior tourist destinations.
