Abstract

The rolling pig farming program in Watu Lanur Village, NTT, is a women's empowerment initiative through dasawisma. This program aims to improve the economic and social welfare of dasawisma members by providing capital in the form of pig seeds which are maintained and developed on a rolling basis. Each group gets piglets to raise until they reach a certain age, then part of the results are returned to the program to be given to the next group. Data collection techniques use observation, interviews and documentation methods. The results of this research show that the effectiveness measurement indicator, namely understanding the program, can be said to be ineffective because there are still group members who do not understand when faced with problems such as pigs that are not fit and need treatment, are right on target, the implementation of the rolling pig farming program in Watu Lanur village is appropriate. with what is planned, starting from program planning, target groups, to planning strategies for successful implementation of the program, timely implementation of the Rolling Pig Farming Program cannot be measured with certainty because it is related to the reproduction of living creatures, Achieving the goal of implementing the rolling livestock program in Watu village The goal has not been achieved in accordance with the predetermined goals because not all groups have succeeded, this is due to the cold weather and the implementers or target recipients not having prepared for what will happen, and real change can be said to have not been effective because there are still many groups who fail.

Abstract

Abstrak Penelitian ini membahas mengenai implementasi UU 8/2016 dikaitkan dengan UU 13/2003 dan Peraturan Daerah DKI Jakarta 10/2011 tentang tenaga kerja bagi orang dengan disabilitas. Kebijakan dan regulasi terkait hak tenaga kerja terhadap penyandang disabilitas di Indonesia sudah cukup memadai, namun jika dilihat secara keseluruhan belum berjalan optimal pada pelaksanaannya. Hasil penelitian di BUMD Jakarta selaku pemberi kesempatan kerja, belum mempekerjakan penyandang disabilitas sesuai dengan ketentuan regulasi yang ada dan belum melaksanakan kewajibannya dengan memberikan pemenuhan hak – hak pekerja disabilitas. Penelitian ini bertujuan untuk memberikan informasi untuk mengetahui dan menanalisis mengenai kebijakan perekrutan pekerja disabilitas di BUMD Jakarta. Dengan menggunakan metode kualitatif, hasil dari penelitian menunjukan bahwa implementor belum menjalankan ketentuan regulasi yang telah ada, sehingga realita yang terjadi dalam perekrutan tenaga kerja disabilitas belum berjalan dengan maksimal, secara perekrutan dan penempatan, serta tidak terpenuhinya kuota yang telah ditentukan bagi penyandang disabilitas. BUMD belum melaksanakan pemenuhan hak – hak penyandang disabilitas dalam hal memberikan peluang kerja, memberikan pelatihan keterampilan dan mendapatkan pekerjaan yang layak tanpa adanya diskriminasi. Kata Kunci: Tenaga Kerja, Penyandang Disabilitas, Regulasi Tenaga Kerja, Hak Kesejahteraan Abstract This study focuses on analyzing the implementation of Law 8/2016 in relation to Law 13/2003 and DKI Jakarta Regional Regulation 10/2011 concerning employment for people with disabilities. Policies and regulations related to labor rights for persons with disabilities in Indonesia are adequate, but overall they have not been implemented optimally. The results of the research in Jakarta Regional Owned Enterprises as job opportunity providers, have not employed persons with disabilities in accordance with existing regulations and have not carried out their obligations by providing fulfillment of the rights of disabled workers. This study aims to provide information to identify and analyze policies regarding the recruitment of disabled workers. By using a qualitative method, the results of the study show that the implementor has not implemented the existing regulatory provisions, so that the reality that occurs in the recruitment of disabled workers has not run optimally, in terms of recruitment and placement, and the quota has not been fulfilled for persons with disabilities. Companies in Jakarta Regional-Owned Enterprises have not implemented the fulfillment of the rights of persons with disabilities in terms of providing job opportunities, providing skills training and getting decent jobs without discrimination. IMPLEMENTASI KEBIJAKAN KEWASPADAAN DINI MASYARAKAT DALAM PENYELESAIAN KONFLIK MASYARAKAT DI KECAMATAN JAGAKARSA Djakit Prihartono, M. Magister Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Muhammadiyah Jakarta, Tangerang Selatan, Banten, Indonesia djakitprihartono@gmail.com ABSTRAK Kebijakan merupakan kompas atau pedoman tercapainya tujuan yang ditentukan sebelumnya. Kebijakan juga merupakan sebuah pedoman yang terdiri atas 2 nilai luhur, yaitu kebijakan harus cerdas dan dapat menjadi penyelesaian masalah, sehingga penyusunannya haruslah dengan sangat teliti dan haruslah sangat bijaksana. Masalah gangguan keamanan serta ketertiban menjadi hal yang sangat serius di DKI Jakarta, yang mana DKI Jakarta menjadi corong segala aspek kehidupan. Terutama di Kecamatan Jagakarsa yang merupakan penduduk terpadat pertama di Kota Jakarta Selatan dan Jagakarsa juga merupakan daerah yang bisa dikatakan strategis karena perbatasan langsung dengan Depok yang merupakan bukan wilayah dari DKI Jakarta sehingga dikatakan perbatasan langsung. Hal ini dilakukan karena banyaknya permasalahan di lingkup sosial seperti : Tawuran, Balap Liar, Prostitusi, Begal dan Narkoba. Tujuan dilakukannya penelitian ini adalah apakah FKDM sebagai Lembaga yang bernaung di pemerintahan dalam menangani kebijakan penyelesaian konflik yang dalam tesis ini diambil pada kecamatan Jagakarsa. Dalam melakukan penelitian kita menggunakan Teori Edward III Yaitu : Komunikasi dan koordinasi FKDM dalam Penyelesaian Konflik, Sumberdaya Manusia FKDM dalam Pencegahan ATHG, Disposisi Positif FKDM dan Struktur Birokrasi FKDM. Metode deskriptif dengan pendekatan Kualitatif, yaitu mengambil data – data yang berkaitan dengan permasalahan yang akan diteliti sehingga dapat diuraikan secara deskriptif, kualitatif dan Komprehensif. Didalam tercapainya penyelesaian konflik FKDM di Kecamatan Jagakarsa, harus mengetahui faktor-faktor yang mempengaruhi kapasitas FKDM itu sendiri. Pada keberhasilannya FKDM kecamatan Jagakarsa harus bekerjasama berbagai stakeholder agar dalam penyelesaian konflik di masyarakat dapat diatasi dan ditangani oleh semaksimal mungkin oleh para pihak yang berwenang sehingga Implementasi Kebijakan Peraturan Gubernur No.138 Tahun 2019 Tentang Kewaspadaan dini di Provinsi DKI Jakarta sepenuhnya berjalan dengan efektif. Forum Kewaspadaan Dini Masyarakat (FKDM) secara tidak langsung merupakan garda terdepan dalam pencegahan setiap konflik di masyarakat. Kata Kunci : FKDM, Kebijakan, Kewaspadaan Dini masyarakat, Konflik Masyarakat.

Abstract

Watu Lanur Village is one of the villages in Lamba Leda District, East Manggarai Regency, NTT which belongs to the 3T area (underdeveloped, foremost and outermost), based on Perpres No. 63 of 2020. The village is experiencing low development, geographical location is in the hills, far from urban areas. The village community is still carrying out traditional traditions, one of which is Belis Custom, which causes people to often experience difficulties. PT Permodalan Nasional Madani provides special services for pre -prosperous women through the provision of capital called PNM Mekaar to start a business or who wants to develop a business. The purpose of this study is to determine the success of the capital program in empowering the family's economy in Watu Lanur Village. Data collection of this study from primary data and secondary data, with observation data collection techniques, interviews, and documentation. The method used by this research is descriptive with a qualitative approach. The focus of the problem of this research on families who experience economic difficulties due to traditional traditions. The results of this study indicate that PNM Mekaar is quite successful in providing capital to overcome the sustainability of the main business in the village, namely pigs. Pig -livestock becomes the backbone of the family economy according to tradition there. Every traditional event requires pigs to sacrifice. Obstacles to the capital program in this village, namely the absence of training held by PNM Mekaar caused members not to use capital according to the designation. There is a need for assistance and training to ensure that members can utilize capital productively, so as to improve economic welfare while maintaining tradition.

Abstract

The disparity in the number of certified teachers remains a critical issue that must be addressed to reduce the prevalence of non-certified educators. This challenge is further compounded by the limited availability of certification quotas relative to the number of teacher graduates. The Teacher Professional Education (PPG) program, issued by the Directorate General of Teachers and Education Personnel (Ditjen GTK), has undergone regulatory changes based on Ministerial Regulation No. 19 of 2024, focusing on prospective teachers and specific in-service teachers. The PPG program aims to reduce the number of non-certified teachers and equip future educators with theoretical and practical competencies for application in schools.This study aims to examine the implementation of the PPG policy by the Faculty of Education, Universitas of Muhammadiyah Jakarta. Utilizing Edward III’s implementation model—covering communication, resources, disposition, and bureaucratic structure—a qualitative descriptive approach was employed.The findings reveal that the Faculty has effectively communicated the PPG program to prospective teachers. However, the Department of Education and Culture of South Tangerang (Dikbud Tangsel) has not fully disseminated this information to in service teachers, many of whom lack understanding of the administrative selection procedures. Both FIP and Dikbud Tangsel face limitations in human resource capacity. Furthermore, each institution operates within defined areas of authority—FIP as the organizer of the PPG. Nonetheless, both have carried out their roles in accordance with the SOPs issued by Ditjen GTK, while adhering to their respective mandates.
